Determination No.~-2010 RECITALS 1. Pursuant to Subsection 4-30-50(i) of the Pitkin County Land Use Code, the Community Development Director of Pitkin County, Colorado ("Director") may approve a Temporary Commercial Use/Special Event Permit for commercial activities or special events. 2. The Aspen Camp for the Deaf and Hard of Hearing (hereafter the "Applicant") has applied to the Director for approval of a Special Event Permit~femporary Commercial Permit to conduct their 2010 Fund Raiser on August 15, 2010 from 9 A.M. to 7 P.M. Approximately 450 people are expected to participate (including volunteers and staff). 3. The Pitkin County Sheriffs Office, the Basalt Fire Department, Environmental Health, the Building and Zoning Departments, have all accepted the application for this event with conditions. The Snowmass/Capitol Caucus reviewed and supports the activity. A Certificate of Insurance covering this event and naming the County as an Additional Insured has been received and a Liquor License has been issued by the County. 4. The Director finds that, to the extent applicable, the application complies with the standards in Subsection 4-30-50(i) of the Land Use Code. THE DIRECTOR HEREBY APPROVES the Temporary Commercial Use/Special Event Permit for the Aspen Camp of the Deaf and Hard of Hearing 2010 Fundraiser, subject to Applicant's compliance with each of the following conditions: 1. Applicant shall adhere to all material representations made in, or in connection with, the application. 2. No emergency access shall be blocked. 3. The organizers anticipate approximately 400 participants along with approximately 45 staff, vendors, and volunteers. There will be amplified music and food and alcohol will be served. A separate Special Event Liquor License is also required. APPLICANT: Aspen Camp of the Deaf and Hard of Hearing (hereafter, "Applicant"). LOCATION: The event will be held at the Aspen Deaf Camp location at 4862 Snowmass Creek Rd, Snowmass, CO. PID#2645-141-00-801. REFERRAL COMMENTS: The application was referred to Emergency Management, the Snowmass/Capitol Creek Caucus, the Colorado State Patrol, Basalt Fire Protection District, the Building Department, the Zoning Department, Environmental Health, the Pitkin County Sheriffs Office, the County Clerk and Recorder and Risk Management. STAFF COMMENTS: Pursuant to Subsection 4-30-50(i) of the Land Use Code, Applicant must demonstrate that adequate provisions have been made for all of the following: 1. Police supervision (if necessary); 2. Public parking; 3. Insurance; 4. Site set-up, maintenance and clean-up; 5. Emergency services; and 6. Safety of operations. Additionally, temporary structures must conform to applicable building codes and other County regulations. Each of these requirements is addressed, in turn, below. Police Supervision: No special provisions are deemed necessary. The Sheriff's Office has accepted the application and included conditions for the event. I~-~~~ Public Parking: The Camp will have three different parking locations for the event, all off site. Shuttles, contracted through Blazing Adventures will take people to the campsite from 11:30 AM to 5 PM. The shuttles will run every 30 minutes. There will be parking available at the Windstar and Lazy O Ranch. Shuttles, running every 15 to 30 minutes will run to the camp from these locations. Volunteers will be posted at Watson Divide, Lazy O Ranch, and Windstar to help direct traffic to parking areas. Signs will be posted to help alert drivers and provide direction. Handicapped parking will be onsite at the camp, along with vendor and staff parking. Insurance: Applicant has provided adequate proof of insurance. Site Set-Up, Maintenance and Clean-Up: The Camp is identified as the responsible party for all clean up as required. Emergencv Services: 911 will be called for emergencies. Cell phones and hard line phone will be used to contact 911. Local emergency personnel will be notified of the event. Safety of Operations: Michael Faas and Lesa Thomas are the main point of contacts for any emergencies. Volunteers will staff all entrances and exits to the tented areas. Conformance with Building Code: Electricity will be supplied from the main house. The event application seems to cover al] important planning concerns, and the Caucus Board members are in support of the activity. However, we are dismayed that it is taking place on the same day as our own annual neighborhood picnic at Moon Run Ranch. Our event has been plamred and on our website for several weeks, and will occur from Spm to 8pm the same day. We are unable to change the dates of our event, and hope that since it occurs later in the day, it won't be too much of a burden ozt residents or detract from the success of either of the events. There will be pazking at the Intercept Lot. Blazing Adventures will be driving their shuttles back and forth from the Intercept Lot to the campsite from 11:30 am - 5:00 pm. The shuttles run every thirty minutes with a shuttle always present at the Intercept Lot. We also will have parking at Windstaz and Lazy O Ranch. The camp will provide vans to shuttle people from Windstar and Lazy O. The vans will be running every 15 to 30 minutes depending on volume. Volunteers will be posted at Watson Divide, Lazy O Ranch, and Windstaz to help direct traffic to parking areas. Signs will also be posted on the 82 at the Conoco, the 82 side of Watson Divide, at Snowmass Creek and Watson Divide and Lazy O Ranch directing people where to go. Handicap pazking will be provided on the campsite. Signs will be posted for handicap parking and volunteers will be there to assist in pazking at the camp.
