Pursuant to Subsection 4 -30 -50(1) of the Pitkin County Land Use Code, the Community Development Director of Pitkin County, Colorado ( "Director ") may approve a Temporary Commercial Use /Special Event Permit for commercial activities or special events 2. The Aspen Valley Land Trust (hereafter, the "Applicant ") has applied to the Director for approval of a Temporary Commercial Use /Special Event Permit to conduct their annual fund raiser at the Tybar Ranch at 100 Angus Lane in Carbondale. Set -up will begin September 6, 2010 and the dismantling shall take place September 12, 2010. 3 The Pitkin County Sheriffs Office, the Carbondale Fire Department, the County Engineer and Environmental Health have reviewed the event. Pitkin County has received and approved a Certificate of Insurance covering this event and naming the County as an Additional Insured. 4. A Special Event Liquor License was approved on July 28, 2010. 5. The Director finds that, to the extent applicable, the application complies with the standards in Subsection 4- 30 -50(i) of the Land Use Code. This year the event will be held at the Tybar Ranch. APPLICANT: Aspen Valley Land Trust (hereafter, "Applicant "). LOCATION: The Tybar Ranch at 100 Angus Lane in Carbondale, CO. BACKGROUND: This event is an annual fund raiser for the Aspen Valley Land Trust. The event will be held September 11, 2010 from 5:30 P.M. to 11:00 P.M. Approximately 300 people are anticipated to attend. There will be a crew of approximately 20 people beginning September 6, 2010 through September 12, 2010 for the set -up /tear -down process. AVLT will have 3 staff members on site and approximately 15 volunteers REFERRAL COMMENTS: The application was referred to the Pitkin County Sherriff's Office (Tom Grady), the Carbondale Fire Department (Vern Holmes), Risk Management (Kris Jewkes), Emergency Management (Ellen Anderson), Environmental Health (Carla), the County Engineer, the County Clerk & Record (Jeanette Jones) and the Crystal River Caucus. Vern Holmes approved the application for the Carbondale Fire Department. Tom Grady stated the Sheriffs Office is ok with the application. Environmental Health reviewed and approved the application. A Special Event Liquor License was approved on July 28, 2010. The Applicant has provided adequate proof of insurance. No comments were received from the Crystal River Caucus or Emergency Management within the time period requested. STAFF COMMENTS: Pursuant to Subsection 4- 30 -50(i) of the Land Use Code, Applicant must demonstrate that adequate provisions have been made for all of the following: 1. Police supervision (if necessary); 2. Public parking; 3. Insurance; 4. Site set -up, maintenance and clean -up; 5. Emergency services; and 6. Safety of operations. I o - ir -7 Additionally, temporary structures must conform to applicable building codes and other County regulations. Each of these requirements is addressed, in turn, below. Police Supervision: No special provisions are deemed necessary. The Sheriff's Office has o.k.'d the application. Public Parkina: All parking will be on -site at the Tybar Ranch. Insurance: The Applicant has provided adequate proof of insurance. Site Set -Up, Maintenance and Clean -Up: Aspen Valley Land Trust is identified as the responsible party for clean up as required. Emergency Services: 911 will be called. There will also be a Wilderness First Responder on -site. Safety of Operations: There will be 4 AVLT staff and 20 volunteers in attendance to monitor the party. There are fire extinguishers and external lighting on grounds.
