RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF PITKIN COUNTY,
COLORADO, APPROVING THE MINOR AMENDMENT TO A DEVELOPMENT PERMIT
FOR THE PITKIN COUNTY COMMUNICATION TOWER AND ACCESSORY FACILITIES
ON ASPEN MOUNTAIN

RECITALS
1. Pitkin County (hereafter referred to as the "Applicant') has applied to the Board of County
Commissioners (`BOCC ") to obtain approval for a Minor Amendment to replace an existing 58 foot
Pitkin County radio tower with a 60 foot three - legged free standing lattice radio tower, replace a 250
gallon propane tank with a 500 gallon tank, add a generator, add Colorado State DTRS radio equipment,
and bring the existing building up to date with a new metallic roof.
2. The building site is located on USFS land and is within the Aspen Skiing Company ski operations
boundary. The site is generally located at the top of Buckhorn Run. Legal Description, Attachment A.
3. Pursuant to C.R.S 30- 28- 110(1), the Planning Commission heard this request under a "Location and
Extent Review" on September 14, 2010 and found that the proposed improvements are not identified
in the Castle /Maroon Creek Master Plan and that the plan does not prohibit such development.
Therefore, the Planning Commission found the proposed improvements in conformance with this
Master Plan.
4. The BOCC finds that an early snow fall may occur and, therefore, an acceptable construction
management plan must be developed prior to work commencing.
5. The BOCC reviewed the application at a public meeting on September 22, 2010, at which time
evidence and testimony were presented with respect to this application.
NOW, THEREFORE, BE IT RESOLVED by the BOCC that it hereby grants approval of the
Minor Amendment to Development Permit for the redevelopment of the Pitkin County Communication
Tower and accessory development mentioned above subject to the following conditions:
The Applicant shall adhere to all material representations made during the application process or in
public meetings or hearings and shall consider those representations to be conditions of approval.
2. The Applicant shall submit for building and zoning permits for the above mentioned development
activities. With submittal of these permits, the Applicant shall provide a tree mitigation plan for
review and approval by the Community Development Director.
3. The Aspen Mountain Master Plan shall be amended to allow the maximum height of the Pitkin
County Radio Tower at the top of Buckhorn run to increase from 58' to 60'.
4. The Applicant shall comply with the following conditions regarding access to the construction site
within the ski area boundary
A. No access across the top of the mountain at anytime, without permission and/or assistance from
ASC when there is 12" or more snow on the ground.
B. After November 1, no access across the top of the mountain, without permission and/or assistance
from ASC when there is 6" or more snow on the ground.
5. At building/zoning permit submittal, the Applicant shall submit to the Community Development
Director, for review and approval, a construction management plan that outlines an early snow
contingency plan. This plan shall not allow plowing of Midnight Mine or Little Annie Roads or other
areas within the ski operation boundary. If an acceptable plan cannot be approved, the tower shall be
constructed next spring after ski operations terminate and limited service roads are no longer needed
to be plowed to gain access to the building site.
6. Construction activity for the communication tower may occur on Sunday only if necessary.
Failure to comply with these conditions of approval may result in revocation of this permit or any
subsequent permits related to this property or vested rights associated with this property.

SUMMARY OF REQUEST: The Applicant is requesting an amendment to the Aspen Mountain Master
Plan through a minor amendment to a development permit to replace an existing 58' Pitkin County radio
tower with a 60 foot three - legged free standing lattice radio tower, replace a 250 gallon propane tank with a
500 gallon tank, add a generator, add Colorado State DTRS radio equipment, and bring the existing building
up to date with a new metallic roof.
The Applicant is stating that a 75' x 75' staging area is needed during construction and approximately 30
round trips of traffic would occur to the site. The Applicant's disturbance areas and site plan are located
within the submittal packet. It is the Applicant's intention to begin construction immediately after BOCC
approval and after appropriate building and zoning permits are issued.

EXISTING CONDITIONS/BACKGROUND: The site is located near the top of the Ajax Express lift at
the top of Buckhorn Run and is developed with a number of towers and antennas. The Applicant's
submittal packet shows pictures of the existing area. The area and development operates under a USFS
permit and under the Aspen Mountain Master Plan. A new USFS permit will need to be obtained for this
work.
PROCEDURE/PROCESS:
On September 14, 2010, the P & Z reviewed this request under a Location and Extent Review. C.R.S 30-
28- 110(1) provides that the Planning Commission shall review the location and extent of public projects
proposed by a governmental entity in the unincorporated area of the County for conformance with the
applicable comprehensive plan or master plan. The Planning Commission's action on a Location and
Extent proposal is essentially "advisory", as disapproval may be overruled by the governmental
jurisdiction making the proposal. The applicable Master Plan for review of this work is the
Castle/Maroon Master Plan.

The P & Z made a finding that the request was in conformance with the applicable master plan and
approved a resolution for this request.
On page I1 of 185 of the Aspen Mountain Master Plan, structures are restricted to a 28' height limit
unless a variance is granted by the appropriate process. Changing the height limit for the communication
tower from 58' to 60' will require an amendment to the Aspen Mountain Master Plan. This amendment
request will be reviewed under a Minor Amendment to a Development Permit.
REFERRAL COMMENTS: Comments were received from the Aspen Skiing Company and the USFS.
A number of referral comments were received from the Ski Company via email. In summary, the emails
stated that the Ski Company is concerned about construction access to the communication tower building
site if construction occurs in late September, October, and/or November. Specifically, the Ski Company
is concerned that there is no contingency plan if there is an early, heavy snowfall and categorically does
not want snow removed to access the building site. The Ski Company has asked that the application be
postponed until it can be demonstrated that construction of the tower will not have impact on the ski
operation that results from snow removal.
The USFS has stated that they will be issuing a permit for the tower and has proposed that plowing the
backside of Aspen Mountain Roads may be a way to gain access to the building site if an early snow fall
occurs. The County Engineer was consulted on this idea and it was stated that Midnight Mine Road and
Little Annie Road are both limited service area roads that the County does not typically plow or allow
others to plow. The USFS has indicated that use of a helicopter and/or snowcat would be acceptable
alternative to access the site.
STAFF COMMENTS:
Minor Amendment to a Development Permit
Pursuant to Section 2- 20- 150(b) of the Land Use Code, a minor amendment to any development application
or permit is one that meets the following criteria:
1. Is consistent with actions) taken during previous development approvals for the property; and
Response: Increasing the height of the tower from 58' to 60' is inconsequential and is consistent with
previous actions taken during the master plan process.
2. Does not change the use of the proposed development between residential, commercial, and tourist
accommodation uses; and
Response: The request does not change the use of the proposed development.
3. Does not change the basic character of the approved use of land on which the activity occurs,
including basic visual appearance and method of operation, and
Response: Approval of this request would not change the basic character or method of operation of the
approved use of the land which is an approved radio tower site. The Applicant has stated that the tower
will be of a non - reflective material as will the new metal roof that is being placed on the adjacent shed.

4. Does not constitute a new land development activity; and
Response: The request does not constitute a new land development activity.
5. Does not increase off-site impacts in the surrounding neighborhood, and
Response: If the request were approved, an acceptable construction management plan will be required
that shows adequate access to the construction site that does not include the plowing of snow on the ski
area, Little Annie Road, or Midnight Mine Road. An acceptable construction access plan will mitigate
off -site impacts.
6 Does not endanger the public health, safety or welfare, and
Response: The request does not endanger the public health, safety or welfare
7. Does not violate any Land Use Code standard, and
Response: The Applicant has indicated that 5 trees of 6" d.b.h. or greater will be removed during
construction of the new tower. The Applicant will be required to mitigate for the removed trees unless
the trees are dead or diseased pursuant to Section 7 -20 -10 of the Code.
The request does not violate any Land Use Code standard if conditions off approval in the draft
resolution are fulfilled.
8. Does not substantially increase the need for on -site parking or utilities, or affect affordable housing
generation; and
Response: N/A
9. Does not increase the floor area of the use by more than five (5) percent or decrease the open space
on the site by more the five (5) percent.
Response: N/A
RECOMMENDATION: Staff feels that an acceptable construction management plan should be
developed prior to construction of the tower that does not include the plowing of Little Annie and/or
Midnight Mine Roads and/or any area within the ski area operations boundary. If an acceptable plan cannot
be developed to address a potential early snowfall, Staff recommends the tower be constructed next spring.
Staff recommends that the BOCC adopt a resolution approving the Pitkin County Communication Tower
Minor Amendment to a Development Permit subject to the attached draft resolution.

STAFF COMMENTS: For the purpose of the P & Z review, the Castle/Maroon Caucus Master Plan is the
applicable master plan.
The Maroon/Castle Creek Caucus Master Plan is silent to the development of radio /communication towers
on Aspen Mountain or anywhere else in the Master Plan area.
RECOMMENDATION:
Staff recommends that the Planning Commission approve the location and extent review for the Pitkin
County Communication Tower subject to the attached draft resolution.

Description of Project/Development: The Applicant is requesting approval to renovate the County's communication site
on Aspen Mountain. This will involve renovating the building, dismantling existing towers and constructing a new higher
tower. Communications sites are allowed by the Master Plan, but height limits are set by the Master Plan. As the new tower
will be higher than the existing towers the height should be set by a formal Master Plan amendment.

PITKIN COUNTY (hereinafter "COUNTY ") and _

2. APPLICANT understands and agrees that Pitkin County Ordinance No. 30 -2009 establishes a fee
structure for land use applications and the payment of all processing fees is a condition precedent to a determination of
application completeness. The fee structure is based on the COUNTY'S policy that development shall pay, in full, the
cost of development review in the COUNTY. Fees have been set to be consistent and fair to the public and to reflect the
expense incurred in providing such services to the public.
3. APPLICANT and COUNTY agree that because of the size, nature or scope of the proposed PROJECT, it
may not be possible at the time of application to ascertain the full extent of the costs involved in processing the
application.
4. APPLICANT and COUNTY agree that fees charged for the processing of land use applications shall
accumulate if an application includes more than one type of land use review.
5. COUNTY and APPLICANT further agree that it is impracticable for COUNTY staff to complete
processing or present sufficient information to the Planning Commission and /or Board of County Commissioners to
enable the Planning Commission and /or Board of County Commissioners to make legally required findings for project
approval, unless current billings are paid in full prior to decision.
6. Therefore, APPLICANT agrees that in consideration of the COUNTY'S waiver of its right to collect full
fees prior to a determination of application completeness, APPLICANT shall pay a base fee in the amount of $
which is based on — hours of staff time, and if actual time spent by staff to process the application exceeds the average

number of hours by ore than 20 %, then the COUNTY will bill the APPLICANT quarterly for the additional time spent.
Such periodic payments shall be made within 30 days of the billing date. APPLICANT further agrees that failure to pay
such accrued costs shall be grounds for suspension of processing.

This application is for the modification of Pitkin County's Radio Site on Ajax Mountain. Pitkin County
received a $489,848 Colorado Wireless Interoperability Network grant to improve this radio site and install
State of Colorado 800 MHz Digital Trunked Radio System equipment. The grant is expiring at the end of this
year.
Attached to this application is the application that was submitted to the United States Forest Service (USFS),
Exhibit A. The USFS application explains, in detail, this project. USFS approval is also needed because the
radio site resides on their land. The major point to the application is I am asking for a variance to their
established maximum radio tower height according to the USFS Aspen Mountain Communications Site Plan
(Plan). The current radio tower is 58 feet, the maximum height in the Plan is 40 feet, and what I am asking for
is a radio tower that is 60 feet, essentially replacing the existing radio tower. In the original USFS application, I
asked for a 70 foot tower. I have since then modified my application to a 60 foot tower and placing the
generator next to the tower behind the building, out of sight. This allows for a smaller foot print of 5ft x 5ft x
5ft at the base instead of 13ft x 13ft x 13ft base. Please see Exhibit B & C for specifications. This is the
smallest base three- legged tower allowed without guying according to OSHA standards.
The radio tower is located in the pine trees behind the Pitkin County building next to a 35 foot tall FCC building
and the object is to get above the FCC building for proper radio propagation while cutting down as few trees as
possible. A total of 3 - 4 live trees and two dead trees need to be removed. Please see Exhibit D for ridge line
photos from the valley floor and Exhibit E for before and after visuals. This site is not visible from the major
roads in Pitkin County. Exhibit D was taken at the Airport and I zoomed the camera in and you still cannot see
the site or tower. Exhibits B through E are not included in the USFS application.
This radio site is managed by the Aspen/Pitkin County Communications Center and operates Public Safety
radio equipment only. This radio site has always been vital to Public Safety communications and the
opportunity to improve radio interoperability with the State and plan for the future of Public Safety
communications in Pitkin County should not be missed. The costs to Pitkin County are application fees,
Communications Department in -kind administration and labor, and previously budgeted materials and supplies.

Pitkin County was awarded a Colorado Wireless Interoperability Network (CWIN) grant to construct and /or modifylmprove this site in
order to install Colorado State Digital Trunked Radio System (DTRS) equipment. The ultimate goal of this grant is to improve DTRS
radio coverage in Pitkin County This grant is due to expire m October 2010. The DTRS is a statewide 800 MHz trunked public safety
radio system that has been instrumental for radio interoperability among public safety agencies across the State. Users of this radio
system include, but not limited to, State and local public safety agencies, State and local government agencies, hospitals, public
health, mass transit, utilities, schools, courts and USFS law enforcement. Currently, there Is one operational DTRS radio site that
covers Pitkin County and the Highway 82 corridor and that site is on Sunlight Mountain in Garfield County. The radio coverage is
woefully inadequate for the upper end of the Roaring Fork Valley (Exhibit 2). This site along with Homeland Security grant monies I
have received for Crown Mountain, located between Basalt and El Jebef across Highway 82, for DTRS radio equipment will greatty
Improve radio coverage in Pitkin County and the Roaring Fork Valley (Exhibit 3). A Letter of Interest was submitted to Bill Johnson on
July 18, 2007 which describes the project (Exhibit 4).
Un Ucroner b, zuob, Atkin county was awarded a Colorado Wireless Interoperability Network grant in the amount of $489,848 to
upgrade the Pitkin County radio site located on Aspen Mountain. This money awarded was to replace the existing radio tower and raised
wooded platform with a new three - legged free standing lattice radio tower (Exhibit 5,5a), replace an existing 250 gallon propane tank with
a 500 gallon propane tank (Exhibit 6), add HVAC, add a generator, add Colorado State DTRS radio equipment and bring the building up
to standards which included a new metallic roof (Exhibit 7) and bracing for the the floor. All labor, in -kind, equipment, demolition and
removal costs are included in the grant. Motorola, Inc. is the project lead and will handle all coordination and technical needs. The entire
project is budgeted through the grant and Pitkin County. The general Pitkin County site plan for this upgrade is shown in Exhibit 8.
Regular maintenance and replacement costs will be the responsibility of Pitkin County and will need to be budgeted appropriately for the
years to come. Pitkin County has several radio sites that require the same kind of maintenance and is included in the yearly budget.
Pitkin County's site on Aspen Mountain has always had a maintenance budget since it was constructed and will continue to do so.

13a. Describe other reasonable alternative routes and modes considered
Knowing that Aspen Mountain is a difficult radio site to be considered for this project for a number of reasons. A few reasons are
proliferation unchecked radio equipment that has been installed there over the years and eventually leading to a Communications Site
Plan, the high profile ski area the radio site is on top of and the height of the tower I am proposing. There were two other options that
were considered mostly because of the tower height 1) a different location all togther. 2) two towers at the current maximum hieght of
40 feet instead of one at 70 feet
b Why were these alternatives not selected?
For a different locatior,the only other viable radio site considered was Upper Red Mountain (URM). Exhibit 9 shows the radio
coverage off of Aspen Mountain and Exhibit 10 shows the radio coverage off of URM. These two coverage maps only show coverage off
those locations without any other locations included for descriptive purposes only unlike Exhibit 3 which shows the entire coverage area.
Ideally, both sites are needed but the priority is to cover as much of Highway 82 and major county roads as possible. Both radio sites
have their good and bad coverage areas but the major disqualification of URM is there is no electical power to the site. URM is a solar
powered site. I have received quotes from Holy Cross over the years that run from $250,000 to $400,000 to run power to URM. This
quote is for running a powerline above ground Finding funds and approval from the USFS are large hurdles to overcome. It is my
assumption that the USFS would like power ran underground which put the project financially out of reach Power would need to be run
from Stanwood orLenado through densely forested areas. Exhibit 11 shows the current solar array. In order to power the existing radio
equipment and the proposed radio equipment, a solar array would need to be a least three times this size and look like Exhibit 12 located
in Hinsdale County. Also the State has, in a very few exceptions, allowed solar power only radio sites and the CWIN grant does not cover
the cost of solar power. The State nor Pitkin County has the money for this type of application. Solar power arrangements are extremely
expensive and require constant attention and maintenance. I know this Pitkin County's URM radio site that I maintain.
The other consideration is erecting two 40 foot towers on Aspen Mountain instead of one 70 foot tower. There is very little room around
the Pitkin County building to erect two towers. The existing tower is in between many trees at the rear of the building. In front of the
building is a road, to the west is the FAA building, and to the east is a rock knoll. The rear of the building would be the area to try and fit
the two towers. Unfortunately, the tower hieght is very limiting and many trees would need to be cut down to fit the two towers and even
more trees would need to be cut down to allow for proper radio propagation of the microwave dishes (see Exhibit 13).
c Give explanation as to why it is necessary to cross Federal Lands
The Aspen Mountain Communications Site is located on Federal Lands. During the winter, snowmobile or the Gondola are the two
viable ways to access the site. During the summer, vehicle or helicopter are ways to access the site.

Many items of this question are answered in the previous questions above. This site is critical for radio interoperabiltiy for Pitkin
County public safety agencies, Roaring Fork Transit Authority and the State of Colorado. Radio communications for the upper end of the
Roaring Fork Valley for the Colorado State DTRS is mostly non - existent (Exhibit 2). Portable radios have next to no coverage and
mobile radios are a little better. It is very difficult for Pitkin County public safety agencies to communicate with State agencies because of
the lack of radio coverage. Pitkin County needs radio interoperability with the State and patching the two radio systems together at the
upper end of the Roaring Fork Valley via Aspen Mountain is critical. In addition, the Roaring Fork Transit Authority wants to use this
system to replace their inadequate radio system. Providing for the safety of the public and responders through communications is critical
and adding this site to the system is crucial in achieving this goal.
16. Describe probable effects on the population in the area, including the social and economic aspects, and the rural lifestyles. Adding public safety radio
equipment to the upper end of the Roaring Fork valley would be a great benefit to the community. First responders will have more
reliable radio coverage to help them do their job more effectively. The public would also benefit by having the Roaring Fork Transit
Authority on a more reliable radio system. Once the project is complete, there would be no adverse effects on the community and how it
functions.

17. Descdbe likely environmental effects that the proposed project will have on. (a) air quality; (b) visual impact, (c) surface and ground water quality and quantity; (d)
the control or structural charge on any stream or other body of water, (e) existing noise levels, and (Q the surface of the land, including vegetation, permafrost, soil,
and soil stability (a)This project would have an extremely limited impact on air quality. The impact to air quality would happen
when the generator runs during testing or a power outage from exhaust. (b) The existing tower Is approximately 55 feet high. The
proposed tower is 70 feet. Adding an additional 15 feet will have a visual impact to those accessing the top of the Aspen Mountain.
The visual impact from major roads will be almost non - existant. The way the site is situated on Aspen Mountain, it is almost
Impossible to see with the naked eye from major roads. The tower is located behind our building and the view of the tower is
partially obstructed by the trees. The tower that is proposed will have less of a footprint than the current tower and wooden platform.
The current tower is guyed (c) The only water at the site is melting snow. No streams or lakes are in the vicinity of the site. (d)
NIA. (e) Raised noise levels would be during construction and when the generator runs during testing or electrical outage. The
generator will be behind the builiding, mounted in the radio tower. It is also sheltered by the FAA building and a small rock hill. (f)
Disturbance of the ground will take place. 3 holes will need to be dug for the concrete foundation of the radio tower. This will all
take place behind the building. One or two pine trees will need to be removed to fit in the new radio tower. The radio site sits on
level ground.
18. Describe the probable effects that the proposed project will have on (a) populations of fish, planthfe, wildlife, and manne life, including threatened and endangered
species; and (b) marine mammals, including hunting, capturing, collecting, or killing these animals Any impact to wildlife should be at a
minimum. This is a well established radio site where the entire footprint of Pitkin County's section will be reduced. There will be
ground disturbance to erect a new radio tower. There is no water in the area, such as takes, streams, rivers to disturb any marine
life. If Pitkin County was instructed to erect two radio towers at 40 feet instead of one radio tower at 70 feet, numerous trees would
need to be cut down to allow microwave radios to be used and for other radio propagation concerns. Microwave radios that are
being proposed and that currently exist need line of site operation. We are currently aiming through the trees and it is a matter of
time before the radio path will be blocked by the growing trees. Approximately 7 years ago I received permission to top two trees
that were obstructing the microwave path. Cutting down the necessary amount of trees to allow for two 40 foot towers could leave
this area very unattractive and an public outcry could be likely. In my estimation, approximately 15 to 25 trees would need to be cut
down for two towers.

This letter is a follow up to our phone conversation on July 17, 2007. Pitkin County was awarded a grant for
$489,848 through the Colorado Wireless Interoperability Network (CWIN) and administered by the Department
of Local Affairs (DOLA). This grant is for radio site improvements on Aspen Mountain in Aspen, CO. This
radio site has the FAA. Holy Cross, Aspen Skiing Company; just to list a few, as tenants. Each has their own
structure that houses radio equipment.
The monies for this grant will be used to improve /renovate the existing structure, replace a guyed radio tower
with a freestanding one, replace an old generator and propane tank and add an HVAC system. Once this is
done, the State will add equipment for their 800 MHz Digital Trunked Radio System (DTRS). This will aid in
the interoperability quest that public safety constantly pursues. This will allow the Aspen/Pitkin County
Communications Center to tie their VHF radio system into the State's DTRS more seamlessly and will improve
radio coverage for the State's personnel and vehicles.
The existing structure is a wood cabin that is shaped like an 'A' frame with a flat peak. The plan for the
structure is to replace the existing floor supports with stronger ones, replace the shake- shingle roof with a metal
one that matches the scenery for color, insulate the inside and add a small HVAC system, The footprint of the
building is approximately 10 x 14. This footprint will not change.
The existing radio tower is guyed tower approximately 55 feet tall. The plan is to replace the guyed tower with
a freestanding 3 leg tower that is between 70 feet tall. There is also a wooden platform behind the building and
next to the tower that is approximately 25 feet off the ground. This will be removed and not replaced. The
existing tower is completely full and we will need to add the State's radio and microwave antennas to the new
tower. This is the reason we may need to go higher. The footprint will be reduced because the new tower will
not be guyed.

The new generator will be placed in the radio tower behind the building. It will be placed in such a way that it
will not be visible from the ski area. The generator will be covered and insulated to protect and reduce noise.
The only time the generator will run is during a power outage or during scheduled run tests. This can be done at
night after the mountain is closed. The old generator was inside the building and removed a few years ago
because of numerous difficulties.
The new propane tank will go where the existing one is now located. If possible. we will place it behind the
building and out of sight as much as possible. The propane tank will be above ground as the existing one is
now.
The grant has been approved by my Board of County Commissioners. I am currently working with my
Community Development department to get the proper approvals and in contract negotiations with Motorola
and the State. I am hoping to have all this wrapped up soon and start construction by the end of August or
beginning of September.

Dear Honorable County Commissioners
Aspen Mountain Communications site is located on the Aspen Ranger District of the
White River National Forest, Pitkin County, Colorado in portions of Section 30, T. 10
S., R. 84 W., 6th Principal Meridian; Latitude 39 09' 13" North, Longitude 106 49'
14" West. The site elevation is 11,187 feet and covers approximately 2 acres. The site
is located on National Forest System Land, and Pitkin County has a permit for this use
issued by the U.S. Forest Service. Their permit is in good standing.
The proposed improvements for the communication site are presently under
review, and are expected to be formally improved in the near future. We have been
working with the PitCo's communication department for a couple of years on this
project, and we don't see any reason this will not be approved on short notice. We
request that you honor their proposal to improve the communications site for the
safety of the local community, as well as to refine the scenic values of the site.

We have reviewed the application referred to below. Small changes to the site foot print will have little affect to the ski
circulation in this area.
However, we are concerned that the construction project may interfere with our operations and /or preparations for the
winter season. The application documents indicate construction will commence in late August or early September. This
seems improbable since the BOOC will not address the request until September 22 nd .
Conventional (driving) access to the Aspen Mountain could be problematic in October, especially for heavy trucks, even if
Little Annie Road is considered as the primary access. On the front side's upper mountain, we have to preserve all the
early season natural snow available (i.e. we will not allow plowing Summer Road) to ensure a Thanksgiving opening.
The construction details are not addressed in the application. I suggest the applicant present a detailed Construction
Management Plan with schedule, vehicle trips, staging needs, etc. This CMP should particularly address construction
access and contingencies since site access, at 11,000 feet, in late October or early November may simply be impossible
in the event of a heavy early season snowfall.

CONSTRUCTION SCHEDULE

Construction will start on September 28, 2010 and is set to conclude on October 14, 2010. The Contractor will,
work weekends if incoming weather or scheduling warrants an earlier completion date. Staging area needed is
75' x 75' at a predetermine area agree upon y e spen mg Company an itkin County. The road to
access the site on the Ski Area will not be blocked. This is the road to Buckhom. All equipment staged will
easily clear the lift line cables. A port-a -potty will be brought to the site and staged by the radio site. All small
vehicle traffic (2 pick -up trucks) will travel on Summer Road via the Lift IA entrance. The Contractor will
remove any equipment if heavy weather is eminent as to not to interfere with skiing operations. Please see the
"Site Map" for detailed location. The gray box next to the letter B is the approximate location of staging. Work
vehicles can park next to the Radio Site labeled as County Comm Tower. All trash, debris, etc. will be hauled
off the mountain by the Contractor no later than end of construction date.
Day 1 — Demolition of wooden platform and haul of mountain.
Day 2 - Mobilization and begin staging of equipment.
Day 3 — Excavate for tower foundation. A backhoe will be staged for the duration of the project
starting on this day. The hole will be 8' x 8' and 4' deep.
Day 4 — Install forms for the tower.
Day 5 — Install rebar for tower.
f (7� ay 6 Pour concrete. 6 yards of concrete will be needed. This will be the only day extended
traffic will be on Little Annie Road. Cement trucks will use this road for this day only.
Cement trucks will not be staged at the site. Up to 20 trips may be necessary.
Day 7 — Backfill. Excavated dirt will be used for proper drainage for the tower. Dirt will be
used for generator and propane foundation. All excavated dirt will be re -used.
Day 8 — Assemble tower.
Day 9 — Erect tower. A boom truck will be used and driven up Little Annie Road one time.
The boom truck will be used on this day only and not staged at the site.
Day 10 — Install Ice Bridge
Day 11— Install Roofing.
Day 12 — Install propane tank and generator

If weather permits, we will also deconstruct the old tower and haul it off the mountain. If not, the tower will be
taken down the following year as soon as the top of the mountain is accessible by vehicle.
