Re: Review of City of Aspen's Proposed Castle Creek Hydroelectric Project
DearJohn:
I enjoyed meeting with you and others in Aspen last week. At your request, we have prepared
this scope of services, including an estimated budget and schedule, for our review of the City of
Aspen's proposed Castle Creek Hydroelectric Project that would be done in collaboration with
other experts engaged by Pitkin County. The purpose of the review would be to determine if the
Project would be consistent with and would advance the goals of the County's Healthy Streams
Initiative, and possibly to propose improvements or modifications to the Project.
Background
As part of the Aspen's 'Canary Initiative' to reduce its carbon emissions, the City has proposed
to build a hydroelectric project that would divert water from Castle and Maroon Creeks for
hydropower generation at a proposed facility adjacent to Castle Creek, with discharge to the
lower reach of Castle Creek. The City has delayed approval of a proposed subdivision and
rezoning of land upon which the facility would be constructed, to provide time for review of the
project by other stakeholders including the County, including a possible mediated process that
would attempt to address stakeholders' concerns while allowing the Project to move forward.
Proposed Scope of Work
We would conduct a review of Aspen's proposed Castle Creek Hydroelectric Project that would
focus on the hydrologic and engineering aspects of the Project, although we would expect to
interact with the County's other experts to discuss items of mutual interest and expertise. Our
review would address four general categories, as described below. Example review topics are
given in each category.
Questions/Scooe. Did the City adequately consider preservation of stream health in the
formulation of its project? In doing so, did it ask the right questions of its consultants? We
would review the City's procurement process and the scopes of the City's consultants' reports to
determine what questions the City's consultants were asked to address (and what they did
address) regarding consideration of stream health.

Assumotions. Did the City make reasonable assumptions regarding water supply available for
hydropower generation, project operations, selection of aquatic impact evaluation sites, etc.?
We would review the City's hydrologic model and data to determine if there was an adequate
representation of the water supply available for hydropower generation, including seasonal,
annual and multi-annual supply variations. We would examine the ProjecYs design and
operational specifications to address several questions including: how the Project is specifically
intended to operate, what are its 'hard' flow intake capacities, whether there are any minimum
flow operating constraints for the turbine (and whether those constraints are reflected in the
environmental assessment), whether diversion structures can operate effectively during extreme
winter low flow conditions, how the ProjecYs operations would be monitored and controlled.
Effects. Would the City's Project, as currently specified, operate in a manner that would
preserve stream health? We would review the Miller environmental assessment to determine,
among other things, whether the effects of seasonal and annual hydrologic variation were
adequately addressed and portrayed. Does the assessment reflect the combined effects of the
City's municipal and hydropower diversions, or just the incremental effects of the Project?
Using data from the hydrologic model, we would examine and characterize the effects of the
ProjecYs over a range of individual years rather tha� just a single selected "dry year" and
"average year" in order to better understand the range of flow depletions. We would review the
proposed monitoring p�an to consider its adequacy in terms of scope (what resources are to be
monitored? what resources are missing?) and enforceability (what happens if problems are
encountered? What is the threshold of a"problem" and who decides? what enforceable actions
are then taken?)
Efficiencv. We would utilize the data from the City's hydrologic and financial models to develop
an understanding the trade-offs between hydropower generation/revenue and various amount
and timing of flow bypass.
We would prepare a draft report that presents the findings of our review, and if time allows,
collaborate with other experts to prepare a single combined draft report for the County's review.
We would then prepare a final report (or collaborate in the preparation of a final report) that
would address the County's review comments.
Schedule
Given our current work load, we would start our review in December 2010 and would complete
our review, including report preparation by the end of January 2011, assuming that we receive
notice to proceed by November 19, 2010 and that we receive copies of the review documents
before November 29, 2010.

Based on my brief examination of documents provided by the City at our meeting last week, it
appears that our review and report preparation would require 80 hours at most. I would expect
to perform most of the work for this review. However, I would utilize other AMEC staff with
lower billing rates to assist in the review whenever it is reasonable to do so.
Please let me know if our proposed scope of services is acceptable to the County, or if there are
any questions/problems that you may have. We are looking forvvard to working with the County
and the County's other experts on this review.
I have included a time-and-materials Professional Services Agreement and Rate Schedule with
this ietter. Note that this letter serves as an attachment to the Professional Services Agreement
for the purpose of defining the scope of services under the Agreement. If Pitkin County is in
agreement with our proposal, please return a signed copy of the Agreement and keep a copy for
your files.
