COUNTY, COLORADO, APPROVING THE ASPEN MOUNTAIN CONSTRUCTION
MANAGEMENT PLAN DATED MARCH 23, 1999

RECITALS
1. The Board of County Commissioners (herein after `BOCC") reviewed the Aspen Mountain
Construction Management Plan, dated February 8, 1999; on March 23, 1999.
2. The applicants, Aspen Skiing Company (herein after "ASC") submitted a revised plan on
March 23, 1999 before the BOCC.
3. The BOCC provided staff with direction to review the revised plan and continued the meeting
to March 30, 1999.
4. On March 30, 1999 the BOCC reviewed staff comments and the revised plan.
5 Little Annie, Midnight Mine, Richmond Hill Ridge and Summer Road are County Roads and
therefore additional licenses or permissions from private parties are not required.
NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners of Pitkin
County, Colorado that the attached Aspen Mountain Construction Management Plan dated
March 23, 1999 is approved with the following conditions, addition and revisions:
1. The applicants shall adhere to the size limitations as noted in the ASC memo dated March 26,
1999 Paragraph number 9 (attached as Exhibit D).
2. The Applicants shall restore Little Annie Road, Midnight Mine Road, Summer Road (and that
portion of Summer Road behind the Alps connecting to Ute Avenue) and Castle Creek Road to
the pre construction activity condition. All restoration work shall be completed by August
1,2000. All restoration work shall be completed to the satisfaction of the County Road and
Bride Department and County Engineer. Prior to commencement of construction on the
Sundeck a financial security shall be provided to the county to ensure restoration of these
roads. The financial security shall be in a form and amount acceptable to the county attorney.
3. The applicants shall add the following to their enforcement criteria:
A. On a designated date each month, the ASC shall hold a meeting in order to address
concerns during the previous months construction and future remedies to problem issues.
Notice of the meeting shall be sent to RFTA, County Road and Bridge, County
Engineering, County Community Development, County Environmental, City of Aspen
Streets department, City of Aspen Environmental Health, City Of Aspen Community
Development, the Little Annie's Homeowners Association, Charles L. Siemon, the Castle
and Maroon Creek Caucus, the Aspen Alps Condominiums, and Aspen neighborhood
groups.

B. If violations of the Construction Management Plan occur, zoning enforcement time and
fees will be charged to the ASC.
4. If speeding violations occur the projects may be redtagged or other enforcement action taken.
Adequate notice shall be provided to the ASC regarding the violation prior to requiring that
the operation cease. If deemed necessary by the County Engineer, the applicant shall provide
reasonable payment for the installation of speed dips through the residential areas along Little
Annie Road.
5. Notices shall be posted by the ASC for uphill and downhill traffic on Midnight Mine and
Little Annie roads to warn users that they may encounter construction traffic. These signs shall
be added to the list of signs in the AMCMP.
6. The Construction Management Plan shall further state that no construction traffic is allowed
on Little Annie and Midnight Mine roads Saturdays between June 1, 1999 and October 1, 1999
and no construction traffic shall be allowed on Sundays on Little Annie and Midnight Mine
roads at any time.
7. The ASC shall hereby forever and irrevocably waive, abandon and forfeit any and all legal,
non —conforming use rights and other rights it may have to plow or otherwise engage in winter
maintenance on Midnight Mine and Little Annie roads in Pitkin County for purposes of
accessing the top of Aspen Mountain Ski Area with the limited and narrow exception of
unforeseen emergency circumstances which require approval by the Board of County
Commissioners in advance of such winter maintenance. For purposes of this waiver winter
shall be deemed to be that period between October 1 and May 31 of each year. Emergency
circumstances are defined as those activities that do not include planned construction or
routine maintenance of facilities.
8. City Conditions: The applicants shall comply with all conditions as outlined in the City of
Aspen memorandum from the Community Development Director dated 3/23/99 and attached
as Exhibit A. In addition all City zoning enforcement questions regarding the plan will be
passed on to the County zoning enforcement office and forwarded to the ASC.
9. Environmental Health Conditions: The applicants shall comply with all conditions in the
Environmental Health Department's letter dated 3/23/99 and attached as Exhibit B.
10. Prior to issuance of a building permit the applicants shall have approval from the Public Safety
Council or other appropriate body acceptable to the Pitkin County Sheriffs Department for an
emergency service plan.
11. The applicant shall make the changes as outlined in Exhibit C, in the Construction
Management Plan.
12. A revised Construction Management Plan with all revisions made at the 3/30/99 BOCC
meeting shall be submitted to the Community Development Department no later than April 5,
1999 or before. Copies shall also be made available to all interested parties such as the Aspen
Alps; the Little Annie Homeowners Association, Charles Siemon and the Maroon and Castle
Creek Caucus.

13. A magnetic card system gate or a gate that is manually administered by the ASC shall be
installed by April 5,1999. The County Engineer shall determine the relocation of the existing
gate.
14. Any violations of the conditions of this resolution or the approved construction management
plan may subject the applicant or property owner to suspension or revocation of building
permits as well as any other remedies available to the County under law or equity.
15. The Aspen Mountain Construction Plan shall be revised to include maximum use of the
gondola.
16. The reports on the recycling of Sundeck materials shall be provided to the Community
Development Department for availability to the public for review.
17. The ASC shall explore whether Jake breaks are necessary for trucks and they shall be limited
to emergencies and /or in order to provide safe driving conditions.
18. The Aspen Mountain Construction Management Plan shall be revised (page 6, #4) to state that
freight hauling cabin cars on the gondola can not begin before 8 am between June 26 and
September 12, 1999.

The Aspen Skiing Company agrees with all conditions of this resolution and the approved
construction management plan, particularly condition number 7 of this resolution, and agrees that it
hereby waives and abandons any claim to legal non conforming right or any other rights to plow or
conduct winter maintenance on Midnight Mine Road and Little Annie Road unless specifically
authorized by the BOCC. The ASC agrees that it and its successors in interest shall be bound by
this waiver and abandonment. The undersigned individual represents that he has been authorized to
sign this resolution and agreement.

RE: Aspen Mountain Management Construction Plan —Referral (City Case
No. A018-99R)
The City of Aspen has provided written referral comments to your community
Development director, Cindy Houben, regarding the above -referenced project. In order
to ensure that the City Council was well aware of the potential impacts to the city of the
Aspen Skiing Company's construction projects, I forwarded my concerns to the City
Manger and City Council as well.
On Monday, March 22, I met with SKICO representatives and went over my concerns,
and they clarified certain changes that would be made. We then went over my comments
with the City Council at a Brown Bag with SKICO present. Council expressed many
concerns, and asked that we forward copies of the construction management plan to the
Environmental Health Dept. and the City Streets Dept. The Environmental Health Dept.
provided a number of comments, which I understand from Cindy Houben, will need to be
met as a condition of approval.
I also received comments back from Jack Reid, City Streets, who indicated that Aspen St.
(from Durant Ave. to the base of the mountain) has been included in the Koch Paving
contract to be completed this Spring and Summer. Until yesterday, Jack was not aware
of the SKICO's proposal to use Aspen St. for access. Jack immediately contacted the
Koch Company to see if we can change out Aspen St. as part of the contract. If we are
unable to change the contract, it is anticipated that Aspen St. will be overlaid sometime in
April or early May. Jack wants to make sure that funds are set aside for any repairs that
may be necessary due to the SKICO construction.
If the Koch paving contract can be amended, Jack wants some assurance that the extent
of damage to the existing Aspen St. is not in excess of what was addressed in the
contract. He is recommending that a letter of credit in the amount of $51,000 should be
adequate to ensure excess repair costs are not borne by the city.
Finally, Jack is also recommending that to minimize mud and debris from trucks coming
off the mountain and travelling on city streets that a bed of washed gravel be placed
across the Summer Road before it becomes Aspen St. which will remove much of the
mud from truck tires. We ask that this also be included as part of the Management Plan.
Representations made by the SKICO at the Brown Bag meeting included:
• that the gondola would not begin operating before 7 am;

• that neighbors near the gondola would be notified of the early start time of its
operation;
• that the parking area above Mill St. will not be used;
• that Magnesium Chloride will not be used for dust suppression;
• that SKICO will pro -actively ensure that city streets are cleared of mud and debris
associated with the construction;
• that the neighbors along Aspen St. would be notified of the anticipated traffic and
construction schedule;
• that all lodges, city hall and Channel 16 will be included in the public information
program regarding construction; and
• that all signs requiring permits in the City will be applied for.
The City asks that these comments be considered by the BOCC and added as conditions
of approval of this construction management plan.

Aspen Mountain Construction Management Plan

The Aspen/Pitkin Environmental Health Department has reviewed the land use submittal under authority of the
Municipal Code of the City of Aspen and the Pitkin County Land Use Code and has the following comments.
FUGITIVE DUST PLAN
Following are additional measure that should be taken to prevent windblown dust from blowing off the property or
creating a nuisance.
All staging areas, parking sites and entry ways onto city streets and county roads should be graveled to
prevent mud and dirt carryout..
Vehicle wheels should be washed BEFORE the vehicle carry mud and dirt onto the street
Mud and dirt that is carried out onto paved surfaces should be cleaned AS OFTEN AS NECESSARY.
Methods that can be used are: street sweeper, water truck, etc.
Trucks should be covered and not overfilled.
A chemical -free approach to dust control is preferred, and the use of magnesium chloride as a dust inhibitor
should not be allowed at this time.
ENGINE IDLING IN THE CITY OF ASPEN
The applicant should comply with Article II of Chapter II of the Aspen Municipal Code entitled "Air Quality" which
regulates engine idling.

NOISE ABATEMENT IN THE CITY
During construction, noise can not exceed maximum permissible sound level standards, and construction cannot be
done except between the hours of 7 a.m. and 10 p.m.

It is very likely that truck noise generated during the construction phase of this project will have some negative impact
on the neighborhood. The applicant should be aware of this and take measures to minimize the predicted high noise
levels.
TEMPORARY FOOD SERVICE FACILITIES
A review of plans and specifications may be necessary by this department if required by Section 10-401 of the Rules
and Regulations Governing the Sanitation of Food Service Establishments in the State of Colorado. The Aspen
Consolidated Sanitation District must be contacted for their recommendation on the proper size of the grease trap.
Also, final approval from this Department may be necessary before opening for business and prior to issuance of a
Colorado Food Service License.
OTHER IMPACTS ON AIR QUALITY
The contractor should be encouraged to offer additional incentives to workers to take alternative transportation to
job sites. This could included free or reduced rate bus passes and incentives to carpool such as cash rewards
and/or providing company vans.
The number of parking spaces for construction personnel should be reduced to discourage driving in the non -
attainment area.
Housing workers on -site is a good method to reduce vehicle trips into Aspen and on the mountain.
The on -site recycling, shredding and compacting of the demolition material is a good plan to help reduce vehicle
trips in the non -attainment area.
Accelerating the installation of the freight cabin system for the gondola would reduce vehicle trips and PM 1ll in the
non -attainment area.

service operations subject to the provisions of this subsection (a) shall maintain
records containing the control device's installation date, manufacturer's recom-
mended maintenance guidelines, and the actual maintenance performed on the
control device.
(b) Existing charbroilers installed after April 25, 1983, but before January 1, 1993,
in a commercial food service establishments which have high -fat -content meat
listed on the establishment's printed menu (or otherwise regularly serve such
items), shall be required to install a grooved griddle or, if some other cooking
device is used, to install alternate emissions control devices having ultimate
emissions equivalent to a grooved griddle in proper working order, as determined
by the Department, such alternate devices including, without limitation, electro-
static precipitators. Owners and operators choosing to install alternate emission
control devices shall operate and maintain such devices according to manufac-
turer's recommended guidelines. Owners and operators of food service estab-
lishments subject to the provisions of this subsection (b) who claim to serve meat
that is not high -fat -content shall allow the Department to enter upon the
establishment at all times reasonable for the purpose of obtaining a sample of
meats prepared on the charbroiler.
Sec. 11.2.31. through Sec. 11.2.69. Reserved.
Sec. 11.2.70. Engine Idling.
(a) Except as hereinafter provided, it shall be unlawful for any person to idle or
permit the idling of the motor of any stationary motor vehicle for a prolonged or
unreasonable period of time determined herein to be five (5) minutes or more
within any one hour period of time.
(b) This section shall not apply when an engine must be operated in the idle mode for
safety reasons including, but not limited to, the operation of cranes and fork lifts
used in the construction industry.
(c) The time required by a diesel powered motor vehicle with a gross weight rating
of 10,000 pounds or more while operating in a stationary position to achieve a
temperature of 120 degrees Fahrenheit and an air pressure of 100 pounds per
square inch, shall not be included in the computation of the five (5) minutes
determined herein to be a prolonged or unreasonable period of time. The
temperature and air pressure as indicated on the vehicle's gauges may be used for
determining the diesel engine's temperature and air pressure.
(d) The time during which transportation vehicles are actively loading or discharging
passengers shall not be included in the computation of the five (5) minutes
determined herein to be a prolonged or unreasonable period of time. A
transportation vehicle shall be defined for purposes of this section to mean motor
vehicles designed to transport a minimum of sixteen persons

will require separate approval by the County Road and Bridge Department and Community
Development Department.

the contractor's forces and ASC personnel for projects as needed.

then use a cut-off road to the upper portion of Midnight Mine Road to the summit....

Richmond Ridge to the summit of Aspen Mountain also known as Richmond Hill Road.
Construction shall be scheduled to avoid the use of Little Annie Road until natural snowmelt has
occurred or after May 31, whichever, occurs earlier, except, as otherwise approved as part of the
Construction Management and Traffic Control Plan for the Sundeck Construction project.

CONDITIONS FOR APPROVAL OF THE ASPEN MOUNTAIN CONSTRUCTION
MANAGEMENT PLAN (AMCMP)
On March 23, 1999 Aspen Skiing Company (ASC) went before the Pitkin County Board of
Commissioners to seek approval for the revised AMCMP dated March 23, 1999. After
presentations by the Community Development Director and ASC, and after receiving public
comment on the plan, the BOCC has requested that ASC provide additional information and
agree to the following as conditions of approval for the AMCMP.
1. That the request to open Little Annie Road on April 5, 1999, as described in the revised
AMCMP, shall be approved with an agreement that releases the declared right of ASC to
plow roads in the Rural and Remote Zone District beyond defined limits except for
emergency access essential to the operation of the ski area and as allowed by the attached
agreement. (Language has been submitted by Holland and Hart to the County Attomey)
2. That a precise and clear limit of winter, as referenced in the Rural and Remote Zone District,
be defined and incorporated in said attached agreement. (Winter is proposed to be from
November 1 to May 31.This has been incorporated in agreement above)
3. That an automatically operated, self closing, gate be installed at the expense of ASC in a
a o location approximate to the existing control gate intended to limit access to the upper roads
ma!'" and Richmond Ridge. The gate shall be operated by a keypad coding system. Codes shall be
issued to ASC authorized construction personnel and, by the authority of Pitkin County to

7. ASC coordinated with Pitkin County Risk Management a Certificate of Insurance for the
benefit of Pitkin County. The certificate will be in place prior to commencement of
construction.
8. That ASC provide assurance, in the event construction activities cause damage to Aspen
Street in the City of Aspen, that ASC will pay the costs of required repairs as described in the
attached agreement. (See letter of agreement attached)
9. That, the following sizes limits were used for the purposes of determining the construction
traffic distribution and regulating the control of that distribution as outlined in the AMCMP:

Proposed Gondola Schedule
The contractor shall coordinate and reference the following schedule for use of the
Gondola in the Construction Management and Traffic Control Plan. This schedule has
been reviewed and is approved by the Aspen Mountain Manager. The Mountain Manager
reserves the right to alter or revise this schedule if required due to weather or operational
considerations.
04-18-99 Last day of winter operations.
04-19-99 to 05-30-99 The Gondola will have limited operations for the
contractors forces and equipment. Up loading will be
provided from 7:00 a.m. to 8:00 a.m. Down loading will be

Worker Transportation
ASC shall provide transportation to the site from the base of Aspen Mountain for
construction personnel using alternate transportation and for those traveling in non-
essential vehicles. The number of shuttle vehicles and the schedule has considered the
projected transportation demands of the project in relationship to the proposed Gondola
schedule. It is anticipated that the Gondola will be the primary means of transportation
for laborers and that the shuttle service will be a secondary mitigation, used extensively
only during periods when the Gondola is non -operational due to maintenance. For
practical reasons, the shuttle service will be available to the contractor for those workers
not able to meet the normal Gondola schedule. To facilitate coordination of workers to
and from the site, drivers and key construction personnel shall be equipped with two-way
radios. The ASC will provide shuttle vehicles for the contractors forces according to the
following schedule:
04-19-99 to 05-31-99 During this period the ASC shall provide two "Suburban"
or van type vehicles to shuttle workers from the base of
Aspen Mountain to site. The vehicles will be available from
8:00a.m. to 4:00 p.m. and be limited to three round trips per
day.
05-31-99 to 06-21-99 During this period the Gondola will be shut down due to
required maintenance. The ASC shall provide two
"Suburban" or van type vehicles to shuttle workers from
the base of Aspen Mountain to site. The vehicles will be
available from 7:00 a.m. to 7:00 p.m. and be limited to four
round trips per day.
06-22-99 to 06-25-99 During this period the ASC shall provide two "Suburban"
or van type vehicles to shuttle workers from the base of
Aspen Mountain to site. The vehicles will be available from
8:00a.m. to 4:00 p.m. and be limited to three round trips per
day.

As we agreed this morning, this letter is written in satisfaction of Julie Ann Woods' request, in
connection with Aspen Skiing Company's ["ASC"] construction of a new Sundeck restaurant facility,
that ASC provide assurance chat in the event its activities cause damage to Aspen Street in the City of
Aspen, ASC will pay the costs of required repairs. Ms. Woods' memo, dated March 23, 1999, which
discusses her concerns in detail is attached for your reference.
Aspen Skiing Company hereby promises to pay the City of Aspen, upon demand made not
later than July 1, 2000, up to S51,000.00 for actual costs incurred 6y the City of Aspen in repairing any
damage to Aspen Street caused by Aspen Skiing Company's use thereof in its construction of the
Sundeck during the Spring, Summer and Fall of 1999, the period during which all major construction
will be completed. The damage repairs for which ASC shall be responsible shall be only those in excess
of repairs already required at this time, as currently identified in the City of Aspen's contract with Koch
Paving for Aspen Street repairs during the Spring and Summer of 1999, as described in the attached
memo from Ms. Woods. In the event of any litigation to enforce the promise set forth herein, ASC
agrees to reimburse the City of Aspen for reasonable attorney fees occurred in connection therewith if
the City of Aspcn substantially prevails in any such action.
Please advise if the terms of this letter do not adequately satisfy the City's need for financial
assurances as requested by Ms. Woods. Our next meeting with the BOCC regarding the Sundeck

Introduction
Aspen Skiing Company (ASC) submits for approval to the Board of County
Commissioners (BOCC) a Three Year Construction Management Plan for Aspen
Mountain. On August 30, 1998 the BOCC approved Resolution No. 98-80 granting
approval for the 1997 Aspen Mountain Master Plan. The Master Plan granted various
improvements with the condition that a development/construction plan be provided to
manage the maintenance and construction traffic on the access roads of Aspen Mountain.
Because of the varying nature of each project, it is the intention of the Three-year Plan to
provide an outline for all proposed construction projects. A separate Construction
Management and Traffic Control Plan for the Aspen Ski Patrol building shall be
submitted for review by the community Development Department, Road and Bridge
-� Department and Engineering Department.
Ski Area Maintenance
The Three Year Plan is required to address the anticipated normal levels of maintenance
on Aspen Mountain. Maintenance activities at the ski area generally have been, and are
expected to be, consistent from year to year. Although ASC considers the traffic created
by these crews to be incidental and necessary for the proper operation of a ski area, it is
included in this plan to provide a comprehensive assessment of construction traffic on
Aspen Mountain. A matrix chart is nrovided in the Sundeck Restaurant Transportation
and Parking Plan in Part II of this document to establish the baseline conditions for
normal operations that include the number of Round Trips ner week and number of
workers. The matrix format is consistent with the Sundeck Traffic Proiection matrix so
that an overall assessment can be made of on mountain traffic during construction of the
restaurant.
ASC employs a variety of summer work crews during summer operational and non-
operational periods. Due to the limited seasonal access of terrain and roads, the majority
of all maintenance traffic created by these crews is generated in the months of June, July,
August and September. Summer work crews operate on a four -day workweek, Monday
through Thursday. Normal maintenance operations are directed from the Aspen Mountain
Administration Building. All summer work crews will be required to use Schuss Gully,
leading from the Shadow Mountain Base Area up to Summer Road. Listed below are
brief descriptions of each crew and their anticipated vehicle usage. In addition to those
vehicles listed below, the General Manager, Director of Summer Patrol, Transportation
and Roads Manager Trails Manager. and Summer Project Coordinator each utilize a
vehicle to supervise crews and make site visits on the mountain.

The Summer Trails Crew is responsible for the maintenance of all ski trails. This includes
dead tree removal, erosion control and brushing. This crew shall use Schuss Gully
(starting at lift 1A) to Summer Road. The crew consists of 3-4 employees and uses two
trucks a day. The crew normally operates from mid -June to late October
LIFT MAINTENANCE CREW
During non -operational periods this crew consists of ten to twelve people utilizing three
to four trucks, four days a week. The full crew operates from mid April to mid -June and
accesses the lifts from the front side of the mountain. The crew is responsible for general
lift maintenance and repairs. During summer operations of the lift the crew decreases to
two people using one truck and Summer Road will be utilized at all times.
VEHICLE MAINTENANCE CREW
This crew consists of two people, and provides maintenance for various vehicles. The
Vehicle Maintenance Facility is located at the summit adjacent to 1&2 Leaf. The crew
has one truck. The crew will use Little Annie Road until Summer Road opens to the
Summit and only after natural snowmelt or between June 1 and October 1.
Thereafter, the crew will use Summer Road exclusively.
SNOWMAKING EOUIPMENT CREW
This crew normally operates with four to six people. They are involved with the repair
and construction of all snowmaking equipment, including line replacement, equipment
storage and maintenance. This crew also provides support for various infrastructure
.- repairs and improvements. The crew utilizes one or two trucks a day and base their
operation from the Snowmaking Control Building.( Snowmaking building is on the
lower portion of the Summer Road)

Development and Construction Schedule
This plan outlines Aspen Skiing Company's major construction projects for Aspen
Mountain for the three-year period from September 1998 to September 2001. The
improvements included in this plan are those approved in the Aspen Mountain Master
Plan that require the use of Little Annie Road, Midnight Mine Road and Summer Road
for construction traffic access. For the purposes of this Plan "construction traffic"
shall mean all trucks of whatever type including jeeps, pick-up trucks, tool trucks,
bulldozers, flatbed trucks, directly or indirectly related to any construction activity
described in this Plan.
The following is a list of the proposed improvements and associated construction
schedules for the Three Year Plan. Please refer to the Aspen Mountain Master Plan for a
complete description of each project. Clearly the largest and most involved project listed
is the Sundeck Restaurant. A construction management plan for this project is addressed

This schedule represents the most likely scenario of development on Aspen Mountain
over the next three years. Unanticipated changes in market and business conditions may
require that a revised construction schedule be submitted.
Development Summary
Loushin `s Lake Water Line Upgrade
This project will upgrade the supply and delivery of water from Loushin's Lake to the
North Star pump -house as outlined in the Aspen Mountain Master Plan. ASC will
provide a project manager and snowmaking crew support to replace the existing 2 inch
water line. It is anticipated that Aspen Mountain maintenance crews will provide labor
and vehicles. In addition, a backhoe and welding truck will be required. Loushin's Lake
Water Line Project will use pipe delivered in 40ft sections. Past experience has dictated
that a 40ft flatbed truck cannot negotiate Summer Road. The water line project will
require approximately 5,000 feet of new pipe. It is expected to be delivered in one load.
The backhoe will be walked up Summer Road. All other additional vehicles will use
Summer Road via Schuss Gully. Deliveries on Little Annie Road may only occur as
provided herein.
Snowmaking Pipe Replacement
The pipeline replacement listed in this plan includes the system running up the upper
portion of Ruthies and down to Bonnies Restaurant via Tourtelotte Park. Labor and
vehicles will be provided by Aspen Mountain maintenance crews. In addition, a backhoe

and welding truck will be required. The Snowmaking Pipe Replacement nroject will use
pipe delivered in 40ft sections and will be required to use Little Annie Road in
accordance with the provisions herein. The proiect will need avnroximately 6.000 feet
of new 10-inch line anticipated to be delivered in three loads. The backhoes will be
walked uo Summer Road. All other additional vehicles will use Summer Road via Schuss
Gully.
_ Weather and schedule permitting this crew will move to Spar Gulch, replacing line up to
Tortilla Flats.

Gondola Cabin Refurbishing
An outside contractor will execute this work. The work will done at the Aspen Mountain
summit Gondola Terminal and will include refinishing of the fiberglass cabin shells and
replacement of cabin windows. It is anticipated that a six -person crew will complete the
work, hauling supplies via the Gondola, Summer Road and Little Annie Road. If ASC
demonstrates to the Department of Community Development that it is not feasible
to breakdown and stage loads from Shadow Mountain Base Facility, ASC will
deliver refurbishing equipment to be with a large flatbed after May 31 or after natural
snowmelt if prior to May 31.
New Ski Patrol Building and Freight Cabins
These two projects are planned to be constructed during the same period. Although the
freight cabins will be fabricated off site, improvements to the summit Gondola Terminal
and new infrastructure required for a Sundeck connection will require the services of a
general contractor. It is likely that a single General Contractor will be employed to
manage the construction of the new ski patrol building and the related infrastructure of
the freight cabin project. ASC cannot accurately predict at this time the schedule or
workforce projections of the contractor forces. Therefore ASC requests that a separate
construction management plan, developed with a General Contractor be submitted for the
New Ski Patrol Building. Both projects will utilize the Gondola to the maximum
extent feasible. The New Ski Patrol Building will require separate approval by the
Board of County Commissioners.
FIS Lift No. 6 Replacement
This lift will be replaced and relocated as outlined in the Aspen Mountain Master Plan.
The project will essentially be constructed in two phases. The first phase is expected to be
in completed in June 2001 and, consists of demolishing the old towers and lifts and
setting the new foundations. The old lift towers will be transported off the mountain by
helicopter. Phase two will probably start in August 2001. The new towers will be placed
by helicopter, new cable lines and chairs set. An outside crew of six people will be
required, with two Aspen Mountain maintenance crew support personnel.

Access and Traffic Control Plan
Aspen Mountain has three main access roads (re: Aspen Mountain Vicinity Map) into the
— ski permit boundary area. Each access road has separate conditions and use limitations
that affect its ability to be used for access for certain construction projects. The
complexity and size of a construction project in coniunction with the number of trips and
size of vehicles required to complete a proiect are all factors in a plan that, out of
necessity, create variations in the use of each road- A separate Construction Management
and Traffic Control Plan (CMTCP) shall be provided for all large projects taking place on
Aspen Mountain,
MINIM
General Access
The Pitkin County Director of Engineering has determined that the current condition and
layout of the roads serving Aspen Mountain are acceptable for construction traffic. All
access roads are generally open to the public in the summer. Winter access is limited by
snow conditions except Summer Road, which has additional restrictions due to the
operation of the ski area. The Richmond Hill survey identifies a variety of users
accessing these roads and is included in the appendix.
Silver Queen Gondola
To the maximum extent feasible, ASC shall provide access via the Silver Queen
Gondola for the contractors forces and ASC personnel for projects as needed. As
approved in the Aspen Mountain Master Plan, ASC will install a freight cabin system.
This system will reduce the need for vehicles traveling up and down the mountain for
supply and waste management. It is scheduled to be complete within the three-year
period of this plan. ASC is also providing a minimum of four "work chairs". These chairs
shall be used along with required truck deliveries to haul small equipment and supplies to
the summit of Aspen Mountain. This again reduces construction vehicle traffic on the
access roads. The Gondola shall be the principal means of transporting workers to
larger construction projects to the maximum extent feasible and appropriate.
Summer Road
Summer Road is considered to be the primary access road for construction projects and
equipment and facilities maintenance on Aspen Mountain. Unless deemed unsafe ASC
shall direct all personnel to access Summer Road via the Shadow Mountain Road (Schuss
Gully Road). Access via Original Street through the Aspen Alps is discouraged and is not
capable of supporting heavy equipment traffic. This route is controlled by a gate located
at the base of the mountain adjacent to the Aspen Alps. Summer Road historically has
been and is currently maintained by ASC. It is normally plowed by the ASC and is open
to the summit starting around late may to early June, and remains open until around the
end of October. As stated in Bud Eylar Memorandum "Exhibit B", It is not desirable or
practical to move all construction traffic to the Summer Road.

Little Annie Road
Little Annie Road shall not be used as a primary access road for construction projects.
Portions of Little Annie Road pass through Rural and Remote Zoning. All traffic
control plans shall respond to the sensitive nature of this backcountry road. ASC shall
demonstrate, within each specific plan, a reasonable and practical effort to control, limit
and mitigate the impacts of construction traffic on Little Annie Road. Access to the
summit of Aspen Mountain via Little Annie Road will follow the road to Little Annie
SIPS
Basin and then use a cut-off road to the upper portion of Midnight Mine Road to the
summit. Anv reference to Little Annie Road in this document refers to this route. No
construction traffic will use the upper portion of Little Annie Road that follows
Richmond Ridge to the summit of Aspen Mountain, also known as Richmond Hill
Road. Construction shall be scheduled to avoid the use of Little Annie Road until
natural snowmelt has occurred or after May 31, whichever occurs earlier, except as
otherwise approved as part of the Construction Management and Traffic Control Plan
for the Sundeck Construction project. The three-year plan requests that Little Annie
Road will be opened early only in April 1999. The other two years it will be allowed to
snowmelt naturally prior to June 1.
MEMO
For the Sundeck Construction project an automatically operated, self closing, gate
shall be installed at the expense of ASC in a location approximate to the existing
control gate intended to limit access to the upper roads and Richmond Hill Road.
The gate shall be card operated and supply information regarding time, date and
user identification. Cards shall be issued to ASC authorized construction personnel
and, by the authority of Pitkin County to other persons as required. Access shall be
controlled until after May 31 or after natural snowmelt if prior to May 31.
If an automatic gate is not installed after early opening of Little Annie Road to the
summit of Aspen Mountain, ASC will provide manned access control between
7:00a.m. to 10:00 p.m. daily and provide a log of time, date, and identification of
passing vehicles until such gate is installed or until May 31.
Midnight Mine Road
The lowerportion of Midnight Mine Road is considered to be the tertiary access road.
Due to steep grades and hairpins curves, the lower portion of this road is not considered
safe for larger trucks. Limited use of this road will help keep this road clear as an
alternate route if the lower portion of Little Annie Road or Summer Road becomes
inaccessible.
Traffic Control
The Traffic Control Plan in this section is intended to be a guideline for all construction
projects on Aspen Mountain. The primary concerns of the guidelines are safety of
- construction personnel and the general public and mitigation of traffic on Little Annie
Road. If a project has special conditions or specific requirements, a separate Construction
Management and Traffic Control Plan (CMTCP) shall be submitted for approval by the

Board of County Commissioners. Transportation and parking for construction
personnel, Public Information Programs and the maintenance of roads are addressed in
other sections of this plan. The following guidelines shall be adhered to by all parties
involved with the project.
1. Larger projects, identified in this plan as the new Sundeck Restaurant, shall require
that a separate CMTCP be provided by the general contractor and submitted by ASC
to the County Road and Bridge Department and the Aspen/Pitkin County
Community Development Department for approval.
2. Larger projects shall develop a plan that distributes and routes, within reasonable and
practical efforts, construction traffic through all roads where construction traffic is
permitted and monitor construction traffic. ASC shall provide a Transportation
and Roads Manager to coordinate signage and monitor construction traffic.
3. The ASC shall provide transportation support for construction personnel via the
Gondola as the principal means to the maximum extent feasible or vehicle shuttles
when deemed appropriate for specific projects.
4. The limits for working hours of any project shall be Monday to Saturday 7:00 a.m. to
7:00 p.m., except for interior work. Requests for extended working hours will require
the approval of the Community Development Department.
5. Speed limits will be posted and monitored by the ASC Transportation and Roads
Manager. Safety and procedural violations will be reported to the appropriate
authorities. The Transportation and Roads Manager will use the following guidelines
in reporting vehicle speeding violations:
a. Identified ASC vehicles will be reported to the Area Manager.
b. Identified construction vehicles will be reported to the iob superintendent.
c. All other unidentified vehicles will be reported to the Sheriffs Department.
5. Additional monitoring of roads and transportation shall be provided by a
representative of Shaw Construction Inc. during all scheduled times of
construction activities. This representative shall have knowledge of all
conditions and provisions of the revised AMCMP.
6. ASC shall extend monitoring duties to the Director of Summer Patrol,
General Manager, and Summer Project Manager. These authorized
personnel shall have knowledge of all conditions and provisions of the revised
AMCMP.

9. ASC Transportation and Roads Manager agrees to work closely with the County
Engineering Department and be available to respond to construction issues related to
the AMCMP. Truck deliveries will be coordinated to pass the Maroon
Creek/Highway 82 construction project at times when traffic flow is not restricted.

9. Larger projects shall require that the contractor establish vehicle size guidelines for
all mountain roads with the approval of the County Engineer. Deliveries and
vehicles not able to negotiate any of the access roads shall stage loads at designated
staging areas located either at Buttermilk Ski area or at the Shadow Mountain Base
Area.
10. Any planned road closures due to construction traffic shall be included in the Public
Information Plan.
11. Advance temporary traffic control signage shall be provided by the contractor and
shall follow local and state safety standards. Please refer to the Public Information
Program for additional signage requirements.
12. The ASC will provide barriers and fencing at hazardous areas and at restricted areas
to control recreational travel.

Transportation and Parking Plan
Transportation to and from Aspen Mountain and parking for vehicles associated with any
development on Aspen Mountain shall be addressed in this plan. Due to the limited
capacity for parking in the vicinity of the base of Aspen Mountain, ASC supports the use
of alternative transportation for its employees as well as for all construction personnel.
ASC will assist any contractor in providing information to its employees regarding HOV
parking incentives and mass transit. ASC will make discounted RFTA passes available to
construction workers. The Ruby Park Transit Center is located within a block from of the
base of Aspen Mountain providing excellent transit service for the entire Roaring Fork
Valley. The Rio Grande Parking structure also provides close access to the base of the
site as well as HOV incentive parking.
Parking
ASC has limited parking at the base of Aspen Mountain. The company controls two
parking lots at the Shadow Mountain Lift base facilities (Figure 2). There are a total of
approximately 30 parking spaces in both lots. Of these, there are approximately 20 spaces
available for daytime use by construction personnel. Additional parking can be
accommodated during summer operational and non -operational periods directly above
the base facilities. Under certain conditions the ASC can provide a limited number of
parking spaces at The Little Nell Hotel. Out of necessity, trade and service vehicles shall
park at construction sites. The contractor shall take measures to limit parking at
construction sites to a minimum. For larger projects, a site parking and staging plan shall
be submitted. A staging area with limited parking is also available at the snowmaking
control building.
Transportation
Trade vehicles, service vehicles and heavy equipment traveling through the City shall
take routes to the site that travel outside the core downtown area. The ASC shall provide,
if required for larger projects, transportation to the site for construction personnel using
— alternate transportation or those traveling in non -essential vehicles. The Gondola will be
available for construction personnel working on or near the summit of Aspen Mountain.
To promote the use of the use of the Gondola ASC shall limit the use of shuttle vehicles
to emergency evacuations and for those occasions when no other reasonable ontions are
available. No staging or access to the Gondola is allowed through the Aspen Alps Park,
located between The Little Nell Hotel and the Aspen Alps.

Emergency Response Plan
ASC currently has two major emergency plans that are approved by the Pitkin County
Sheriffs Office. These plans have been developed to work with the Pitkin County
Disaster Plan. The Mountain Disaster Plan (Revised March 25, 1998) and Aspen
Mountain Gondola Evacuation Plan (1998) provide the framework for any large-scale
medical emergency. During summer operations the ASC provides Summer Ranger
medical support. Fully equipped and trained personnel are available to respond to
medical emergencies. ASC will maintain this support during winter and summer
operations for all major construction projects.
Fire Protection
There is an existing fire pump located at the top of Aspen Mountain in the vicinity of the
construction site. The pump is capable of delivering a minimum of 500 gpm and
considerably exceeds a time frame of 90 minutes. If an alternate water supply is not
provided, an ASC fire truck will be available for periods when water service is
interrupted due to construction activities.
Fire Protection for the new Sundeck construction project is provided by two existing fire
hydrants located on the site. They will remain operational with a reliable water supply
throughout the duration of the project. A temporary fire pump will be in place during
disruption of service for new pump station replacement,
Road closures
In the event of a road closure either by natural events or accident the Area Manager shall
be notified immediately. Aspen Mountain personnel contact telephone numbers shall be
posted at the job site. There will be an Aspen Mountain Area Manager or qualified
representative available to receive calls at all times during construction. The Area
Manager shall be responsible for assessing the incident for further action and provide the
overall direction and communication.

communication of road closures.
1. The Area Manager shall be responsible for notifying the Sheriffs Office of any road
closures that require outside assistance or that cause more than one half-hour delay.
2. ASC shall work with the contractor to notify construction personnel of any road
closures.
3. Signs shall be posted as soon as possible indicating any closures.
4. The construction hot line shall be updated by the Area Manager and provide
information on location of closures, alternate routes and schedule for opening routes.

Road Maintenance and Dust Control
ASC will maintain all access roads described in the Access and Traffic Control Plan.
Maintenance shall include keeping the road clear of construction debris and natural
objects and maintaining historical grading of the existing access roads. The ASC shall
also provide dust control for construction traffic. Currently ASC is not bound by any
maintenance agreements and no safety improvements are anticipated over the three-year
period of this plan. Any unanticipated improvements to the access roads will be reviewed
and approved by the County Engineering Department. The following shall be used as a
guideline for construction projects using the access roads on Aspen Mountain.
ISM
1. Dust control for Summer Road shall be mitigated by water as needed from the gate at
the Aspen Alps to the snowmaking control building.
2. Dust control for Little Annie Road shall be mitigated by water as needed to Little
Annie Basin gate.
3. Snowmelt on Little Annie Road shall be permitted to occur naturally prior to June 1,
except as specifically provided in this Plan.
4. Any debris tracked off the mountain onto City streets by vehicles accessing the site
will be cleaned by the contractor.
5. Grading of roads shall be provided only to maintain historical drainage and grades of
existing roads.
6. Magnesium Chloride will not be used for dust control on any access route. Water
trucks will have a maximum of two passes per day on anv route.

As requested by the County Engineer, videotape of Little Annie Road and Midnight Mine
Road was made by the ASC. The tape recorded the condition of the existing roads on 10-
- 09-98 and will be kept on file at the ASC Planning Department in order to ensure that

Public Information Program
The Public Information Program provides the guidelines for communication of access
and traffic control for all users of the Aspen Mountain access roads. The need and
complexity of the program will vary, depending on the location and size of the
construction project. For larger projects that require a broader scope of communication
the ASC shall provide a separate Public Information Program that addresses those needs.
Safety of road and trail users and the mitigation of conflicts are the primary goals of the
plan. The cornerstone of the plan is the Construction Hotline. The hotline will operate
continuously through the three-year period of this plan and be updated regularly for all
construction projects on Aspen Mountain. The use of other communication and
information procedures that are addressed in this plan will be reviewed on a case by case
basis.
_ Construction Hotline
The construction information hotline is operated by the ASC under the following
conditions and guidelines
1. The telephone information line will be accessible 24 hours a day, seven days a week.
2. Information shall be updated as conditions, access and restrictions change for the
various construction projects.
3. The contractor shall notify the Area Manager of updated and changed conditions and
provide a weekly construction schedule for the Public Information Program
- 4. Information content shall include location of construction, restrictions of facilities and
areas on the mountain, anticipated heavy use days of access roads, temporary access
restrictions and suggested alternate routes.

The contractor shall be responsible of temporary signage at the perimeter for the
construction site as well as providing safety signage at the site that complies with local,
state and national safety standards. Advance temporary traffic control signage shall be
placed by the contractor as needed.
Public Information Leaflets
For larger construction projects the ASC will provide public information leaflets
describing pertinent information to reduce conflicts with construction traffic and to
provide a general awareness of current construction activities. A sample leaflet is
included in the appendix. The following list shall be used as a guideline for the
distribution and development of the leaflets.
1. Provide a map indicating the location of the construction site and any restricted areas
on the mountain.
— 2. Schedule of construction and road use.
3. Suggested altemate routes or areas of caution.
4. Schedule and location of road closures.
5. Leaflets will be available at the Aspen Mountain ticketing offices. ASC will distribute
the leaflets to the Aspen Chamber and Resort Association, local sports shops, The
Courthouse. Courthouse Plaza. Library, Sheriffs Office/Police Denartment and Ruby
Park Transit Center.
Additional public information will be sent to the local newspapers as press releases or
public notices when deemed necessary by the ASC.

INTRODUCTION
The Construction & Traffic Plan recognizes the environmentally and publicly sensitive
location of the Sundeck re -construction. Design of the project has been carefully
considered to minimize the embodied environmental impact. Truck deliveries will be
minimized using as many pre -built and pre -assembled components as possible. It is the
intent of this plan to outline the important aspects of the project relating to public safety,
and environmental protection.

Conditions beyond the control of the Contractor and the Aspen Skiing Co, such as

Approval to plow the Little Annie Road as a winter maintenance activity prior to
natural snowmelt has been secured by the Aspen Skiing Co and only for April, May,
June 1999.
The Aspen Skiing Co. will plow Summer Road. It is anticipated that plowing will begin
mid -April with the road becoming clear to the summit by early June. Construction trucks
requiring access to the site ( that is those trucks transporting materials or equipment
which cannot feasible be transported via the Gondola) will need to use Little Annie
Road until Summer Road is open.
Work hours on site will be from 7:00 am to 7:00 p.m. Monday through Saturday. Interior
work may occur at all times. Special permission may be granted by Department of
Community Development for exterior work required outside of regularly scheduled work
hours.
Approximate traffic volumes are anticipated for material delivery/export trucks as

It is anticipated that trucks with 40' flatbed will be used on Little Annie and Summer
Roads, as weather conditions allow.
To minimize traffic, roundtrips will include removal of demolished debris, with a return
trip of required gravel backfill.

SITE LIMITS & PROTECTION
Prior to building demolition, the following components will be installed, and maintained
for the duration of the project.
• Site silt fence
• Construction limit fence and staging area fence
• Tree protection within the construction zone
Temporary sanitary toilets will be installed on site for worker use.
Please reference the attached Construction Staging Plan for definition of the Work Zone.
ACCESS & TRAFFIC CONTROL
Worker Access
To reduce the impact of transportation on the mountain, primary worker access will be
via the gondola. Workers will transport small tools as feasible, and materials with a gross
maximum weight of 1,000 pounds or less via the gondola. Worker transportation will
occur primarily between 6:30 am — 9:00 am and from 3: 30 p.m. to 7:00 p.m. daily.
During periods of gondola inactivity, for maintenance, etc. the backup mode of
transportation will be surface transport by vehicle or shuttle in normal conditions or with
SkiCo furnished snowcat in inclement weather.
Deliveries of materials not feasible via the Gondola and workers with tool trucks will
access the site one of three ways, with a specific priority as follows.
• Access will be by Little Annie Road or Summer Road.
• In the event that Summer or Little Annie Roads becomes impassable,
Midnight Mine Road will be the emergency egress.
Trucks & Equipment
Trucks and equipment will be advised to strictly comply with speed limits to prevent
hazards to hikers, bikers and other vehicles.
—' The pre -cast lower level and deck structure chosen for the project will minimize the
impact to the neighbors relative to a cast in place concrete structure, by significantly
reducing the number of trucks required for delivering materials.

To the greatest extent possible, traffic to the job site will be by Summer Road and Little
Annie Road, so that traffic impacts to adjoining neighbors is "balanced".

Recognizing the desire to "distribute traffic evenly", and the need to plan for traffic in a
manner that will ensure the safety of residents, recreation users and construction
personnel, the Project Superintendent will communicate in the weekly Subcontractor
meeting which roads are to be used for deliveries and personnel transportation as
required. Weather, road conditions, special events on the mountain, recreational use,
traffic volumes will be the basis for determining the distribution of traffic each week.
A communication program will be developed and posted in the job site trailer to advise
workers of the following
1. Bus schedule from Glenwood Springs, and Basalt.
2. Workers will be encouraged to park and take public transportation from
Glenwood Springs, Basalt or the Aspen Airport.
3. Workers will be encouraged to car pool to these respective areas.
4. Carpool nodes and departure times will be identified in Glenwood Springs, Basalt
- and the Tiehack parking lots.
5. Limited construction parking will be allowed in the Little Nell Hotel garage for
transport of small tools via the Gondola. Special permission must be secured from
the Shaw Superintendent for parking access to the Little Nell Garage.
6. Limited parking and staging will be available in the Shadow Mountain Base
Facility Area.
NOON
Speed limits will be strictly enforced. First Time violations will result in fines of $100.00
Second violations will result in removal from the project.
The posted speed limits are as follows:
Summer Road: 10 mph
Little Annie Road 15 mph (outside of the Rural and Remote Zonel
Little Annie Road 10 mph (inside of the Rural and Remote Zone)
Midnight Mine Road 15 mph
Vehicles carrying passengers only will be prohibited except under the following
circumstances:
1. Emergency evacuation
2. Malfunction or inoperation of Gondola
3. Special permission of Department of Community Development
Vehicles carrying passengers and heavy equipment will be permitted, with the
requirement that heavy tools must be transported to the job site and secured on site until
activities necessitated by such tools are performed. Workers, who have transported heavy
tools/equipment to the job site via vehicle, will be required to use the Gondola until
removal of equipment is necessary.

Workers using vehicles for transportation of passengers only, unless by prior written
approval by the Shaw Superintendent (as granted by the provisions of this plan), will be
subject to a fine of $200.00. Second time violators will be subject to removal from the
project. All violations shall also be handled in accordance with the March 26,1999
memorandum of guidelines.
STAGING & LAYDQWN
Construction limits will be defined as shown on the attached plan. A clear path from the
gondola around the site limit will be maintained at all times for the public. A construction
limit fence and staging yard fence will contain equipment and materials, and prevent
unsafe mingling of the public.

DUST & NOISE CONTROL
The Contractor will advise all trade workers of the need to use tool and machine
manufacturer approved sound attenuating devices where possible.
The Aspen Skiing Co will maintain the roads to control dust, with the use of a water truck
as required.
Dust will be controlled on site during demolition and earthworking activities with water.

ROAD MAINTENANCE
To verify the prior condition of roads, videotape of Little Annie Road was made prior to
.— snow accumulation 1998. A copy of the videotape will be given to Pitkin County. After
construction, the Aspen Skiing Co will restore the road and turning points to the
condition prior to construction.

Aspen Skiing Co will develop and maintain a signage program for roads in use during
construction as needed, or as directed by Pitkin County Engineering staff. A temporary
signage plan will be submitted to the City of Aspen and County Engineering Department.
The Aspen Skiing Company will maintain mountain roads used during construction.
Temporary signage will be placed on the mountain roads which are used, to advise the
public and truck deliveries of the construction activity and regulations governing use of
the roads.
PUBLIC & SITE SAFETY
Due to the high impact of pedestrian activity during the summer and ski season, and the
site constraints, we propose that all pedestrian traffic be routed to the south, southeast
side of the site and gondola. Hikers and bikers exiting the gondola will proceed down

mountain, or east around the gondola terminal and to the south or east. Temporary
advanced signage at the gondola base and the gondola summit will advise the public of
the construction activity and guide the public upon reaching the site.
A fence will prevent unauthorized entry and promote pedestrian safety around the site.
The unique features of the site also lend to potential hazards including lightning strikes,
de -hydration and altitude fatigue. A worker orientation, training, preventative hazard and
emergency plan will be implemented for all workers on site. Emergency evacuation will
be by gondola transportation, with helicopter evacuation as an emergency fallback.
All construction activities will be performed in accordance with OSHA.
First Aid equipment will be on site at all times.
TEMPORARY WORKER HOUSING .
To reduce traffic volumes, to enhance worker productivity and to reduce the overall
impact to the mountain, temporary worker housing may be programmed adjacent to the
job site. The housing may be installed in the existing Ski Patrol Building and or in an
adjacent modular trailer.
The following rules will apply to all workers:
1. Workers living at the site will be subject to all rules and regulations of the USFS and
Aspen Skiing Company.
2. No open fires will be allowed.
3. All traffic related to workers and visitors will be prohibited from driving up or down
the mountain between the hours of 9:00 p.m. and 6:00 a.m.
4. Parking on mountain for workers will be restricted to the Construction Limits inside
of the fence area.
EVACUATION & FIRE PLANS
In the event that the Gondola becomes inoperative with workers on the mountain, one of
the alternates will be implemented:
• Vans will be transported to the site to remove workers from the site.
• Snowcats or snowmobiles will be used to remove workers from the site.
• Helicopter will be engaged to de -mobilize workers
Emergency response phone numbers will be posted on site.
Fire suppression equipment and fire hoses will be on site in the Construction Trailer and
on site in appropriate areas.

Activities involving welding or producing sparks will be closely monitored to prevent
risk of fire.
CONSTRUCTION & TRAFFIC CONTROL PLAN COMMMUNICATION
1. Shaw Construction will mail a copy of this plan to all material vendors with purchase
orders and confirm that delivery trucks acknowledge the guidelines.
2. Shaw Construction will attach these guidelines to each subcontract, will review them
with the Subcontractor prior to their first activity on site, will reference them in the
weekly Subcontractor Meeting Notes and will request a written signature from each
worker from each Subcontractor who will work on site as a condition of employment
on the Sundeck project.
The USFS, County employees and Neighbors are encouraged to contact the Project
Hotline directly regarding any complaints. The Hotline will have direct contact to the
Project and Shaw Management.
This Plan has been read and accepted by the Contractor and Owner, and is adopted by
Subcontractors and Contractor as a condition of employment.

Sundeck Restaurant Access and Traffic Control Plan
Road Access
The Sundeck Restaurant project, at an elevation of over 11,000 feet above sea level, is
constrained by an extremely short building season. That fact, combined with the
equipment required for the excavation and foundation work, dictate that access to the site
be available as soon as possible. Large snow accumulations and snowmelt run-off on the
north side of Aspen Mountain (Summer Road) make Little Annie Road the only
reasonable and practical choice to gain the required access to the site at the beginning of
the summer season. Therefore the Aspen Skiing Company requests that little Annie
Road be opened according to the following schedule.
Proposed Road Access Schedule
The contractor shall coordinate and reference the following schedule for road access to
the site in the Construction Management and Traffic Control Plan. Weather patterns, ski
area operations and revised construction schedules dictate that minor changes to the
schedule be permitted.
1. ASC requests approval t open Little Annie Road. ASC proposes to start plowing on
4-5-99. ASC would anticipate having access to the summit of Aspen Mountain by 4-
8-99. The road shall be kept open by plowing until October 1_
2. ASC will start plowing Summer Road on or about 4-19-99. ASC anticipates having
access to the summit of Aspen Mountain by approximately 5-17-99. The road will be
maintained and remain open to the summit until approximately 10-15-99.
3. Midnight Mine Road will be allowed to snowmelt naturally, except for the upper
portion of the road, which shall be plowed only in April, May, June 1999 upon
the approval of the Board of County Commissioners.
.- Construction Traffic Control
MIPS
The guidelines for traffic control for the Sundeck Restaurant project shall be followed as
outlined in the three-year plan. This section addresses traffic control at the summit of
Aspen Mountain and control of construction traffic for the Sundeck Restaurant. In
addition to the provisions of the three-year plan the following standards shall be
observed:
1. Construction deliveries for the Sundeck Restaurant using Castle Creek Road and
Little Annie Road shall be limited. ASC proposes the follow ng delivery schedule:

no circumstances shall any delivery start up Little Annie Road prior to 8:00
a.m.
d. All construction traffic is prohibited from using Little Annie Road on
Saturdays between June 1, 1999 and October 1, 1999.
2. The following sizes limits are established for the purposes of determining
— construction traffic deliveries and regulating the control of that distribution as
outlined above:
— Truck deliveries: Trucks with three or more axles, twin
axle trucks 28 ft and larger and twin axle
trucks pulling three or more axle trailers.

3. The contractor shall route all construction traffic to Summer Road and use Midnight
Mine Road only if necessary while those roads are clear and accessible. Large loads
deemed unsafe to travel those roads shall use Little Annie Road. The contractor will
assess deliveries relative to road conditions and weather at weekly meetings. It is
anticipated that concrete trucks and flatbed trucks carrying long -span steel beams,
pre -cast structural concrete members, wood trusses, and other pre -manufactured
building components will need to make deliveries via Little Annie Road. Back -
hauling techniques will be used whenever possible.
4. Heavy trucks are prohibited from accessing Summer Road from the Aspen Alps due
to a weak retaining wall condition. Heavy truck traffic will need to access Summer
Road via Schuss Gully. or use Little Annie Road.
5. Access to the Summit of Little Annie Road will follow the road to Little Annie Basin
and then use a cut-off road to the upper portion of Midnight Mine Road to the
summit. Any reference to Little Annie Road in this Plan refers to this direct route. No
construction traffic will use the upper portion of Little Annie Road that follows
Richmond Ridge to the summit of Aspen Mountain.
6. Workers are prohibited from using personal vehicles to access the iob site.

7. Access to temporary housing will be limited to Summer Road while accessible (June .
through October). All traffic related to the temporary housing will be prohibited from
driving up or down the mountain between the hours of 9:00 A.M. and 6:00 a.m.
Construction Site Traffic Routing
With the proximity of the construction site to the Gondola Terminal building and the
convergence of access routes in the same area, a site plan illustrating the control and
direction of traffic is provided. The map will be available to the public as part of the
Sundeck Public Information Program. The primary construction traffic route from Little
Annie Road and Summer Road will be from the North side of the Gondola Terminal.
Smaller vehicles can access the construction site from the South, on Little Annie Road.
This route is narrow and steep and is considered secondary to be used only when deemed
necessary by the contractor.
Pedestrian traffic arriving from the Gondola will be able to exit either north or south, then
east. ASC proposes to provide a food service area directly South of the Gondola terminal
building. A temporary stair will be provided to allow access to Little Annie Road staying
clear of the construction site perimeter.
In addition to the signage guidelines in other sections of this plan, construction traffic
control signage will be placed at all main intersections on the construction site including;
1. The temporary stairs at the Gondola above Little Annie Road.
2. The intersection of Little Annie Road and Summer Road.
3. The North Construction Traffic Route and Summer Road.
4. The North Construction Traffic Route and the Spar Gulch pedestrian route
5. At Richmond Hill Road No construction traffic allowed

Sundeck Restaurant Transportation and Parking Plan
Due to the limited capacity for parking in the vicinity of the base of Aspen Mountain,
ASC encourages the use of alternative transportation for its employees as well as for all
construction personnel. ASC will assist the contractor in providing information to its
employees regarding HOV parking incentives and mass transit. ASC will make
discounted RFTA passes available to construction workers. The Ruby Park Transit
Center is located within a block from of the base of Aspen Mountain providing excellent
transit service for the entire Roaring Fork Valley. The Rio Grande Parking structure also
provides close access to the base of the site as well as HOV incentive parking.
Parking and Staging
Parking for the building construction site will be limited to an area inside the construction
perimeter fencing as indicate on the site construction staging plan. Only essential trade
and service vehicles will be permitted to park on site. Parking is prohibited at the dock
entrance to the Little Nell Hotel and at the pullout adjacent to the Summer Road gate at
the Aspen Alps. ASC shall provide alternative transportation to the site as outlined in
worker transportation below.
In addition, the ASC shall provide a minimum of 5 parking spaces for key construction
personnel at The Little Nell Hotel parking garage. Passes will be required and can be
secured through The Little Nell Hotel.
A total of approximately 50 spaces are available at the Shadow Mountain Base Facility
for use by the contractor. Approximately 20 all season spaces are available at the ASC
tennis court lot. In addition 30 spaces are available during the summer operational and
non -operational periods at the Lift 1A staging area. The attached Shadow Mountain Base
Area map indicates the location of the parking and possible staging areas for the project.
No staging or access to the Gondola is allowed through the Aspen Alps Park, located
between The Little Nell Hotel and the Aspen Alps.
Currently the contractor has no plans to use the Potential Parking/Stagine area (controlled
by Savannah Limited) located at the top of Mill Street for the Sundeck construction. The
contractors staging and parking requirements will be accessed from Asven Street and use
the Shadow Mountain Base Facilities operated by ASC. Any debris tracked off the
mountain onto City streets will be cleaned by the contractor as required or directed by the
city staff. Aspen Street or any private roads will be repaired if required.
The contractor shall limit construction activity of the Shadow Mountain Staging Area to
the hours of 8:00 a.m. to 5:00 p.m. Monday through Saturday.

Worker Transportation
ASC shall provide transportation to the site from the base of Aspen Mountain for
construction personnel using alternate transportation and for those traveling in non-
- essential vehicles. The number of shuttle vehicles and the schedule has considered the
projected transportation demands of the project in relationship to the proposed Gondola
schedule. It is anticipated that the Gondola will be the primary means of transportation
for laborers and that the shuttle service will be a secondary mitigation, used extensively
only during periods when the Gondola is non -operational due to maintenance. For
practical reasons, the shuttle service will be available, as appropriate, to the contractor
for those workers when the Gondola is unavailable due to maintenance or when not
otherwise operating. To facilitate coordination of workers to and from the site, drivers
and key construction personnel shall be equipped with two-way radios. The ASC will

During this period the ASC shall provide two "Suburban"
or van type vehicles to shuttle workers from the base of
Aspen Mountain to site. The vehicles will be available from

Gondola Transportation
During this period the ASC shall provide three "Suburban"

In addition to shuttle vehicles, the ASC shall provide transportation via the Silver Queen
Gondola for the contractors forces during the construction of the Sundeck Restaurant.
The following schedule has been coordinated with the contractor and provides a capacity
well in excess of worker demand. Workers will be required to present a pass to board the
_ Gondola. Passes can be obtained at the Aspen Mountain Administration Building. Please
note the extended schedule proposed during winter operations. ASC requests approval to
operate the Silver Queen Gondola from 11-19-99 to 12-31-99 between the hours of 6:00
_ p.m. and 7:00 p.m. ASC will also provide four specially designed "work chairs" for the
Gondola for construction supplies and equipment that do not fit into standard cabins.
Proposed Gondola Schedule
The contractor shall coordinate and reference the following schedule for use of the
Gondola in the Construction Management and Traffic Control Plan. This schedule has
been reviewed and is approved by the Aspen Mountain Manager. The Mountain Manager
reserves the right to alter or revise this schedule if required due to weather or operational
considerations.

Construction Transportation Projections
This section of the plan is included to provide an overview of the manpower projections
for the construction of the restaurant. These projections establish the estimated vehicle
Round Trips (RT) as related to the construction schedule. A Sundeck Worker and Traffic
Projection matrix summarizing this information is provided. (Figure 4) Although the
matrix represents the contractors most current and complete data, unforeseen factors in
the construction process could alter the estimated projections.
The matrix indicates construction related RT estimates per week for an expected 40
week construction period. The division of labor is indicated in the left-hand column,
Listed in the adjacent rows are the proiected manpower requirements. The proiected
manpower required per week is shown in the row labeled Subtotal Workers. Truck
Deliveries and Vehicle Traffic totals per week are shown in the rows below the worker
totals. It should be noted this represents an accelerated schedule. By compressing the
construction schedule, the overall period of construction traffic management is reduced

by about 12 weeks, lessening the required time frame of road use for construction
proposes by approximately 25 percent. A similar matrix chart is also shown to establish
the Aspen Mountain worker and traffic proiections.
Construction Means and Methods
The contractor will employ means and methods of construction beyond standard practices
that significantly reduce construction vehicle round trips. These means and methods,
partially described below, occur primarily in the first three months of construction, during
the period of time when access is most restrictive and traffic activity is at peak demand.
Most significant may be the demolition waste recycling proposed for the existing
Sundeck building. A plan is in place to segregate recyclable materials from the
demolished building. Segregated wood and sheetrock materials will be shredded and
ground, transported to the Pitkin County Landfill as raw compost material. Return trips
will haul prepared compost/topsoil from the landfill in an exchange program. The
segregation and shredding of demolition materials is estimated to reduce the number of
round trips of heavy trucks by approximately 40 percent.
Other techniques include using pre -manufactured building components were possible. As
an example, some foundation walls will be pre -built with concrete block at an off -site
location, reducing concrete truck deliveries as well as labor force trips. Pre -manufactured
roof trusses, pre -cast concrete structural elements and other off -site material preparations
will all have an impact on the reduction of construction traffic.
Construction Traffic Distribution
Clearly, it can be seen from the matrix, that the peak weekly round trip projections occur
in the months of April, May, and June. To understand the matrix in terms of round trips
(RT) per day divide the weekly total trips by six. The weekly projections include all
vehicle and truck trips required for the project, including the shuttle service, temporary
housing trips and construction trade vehicles. For a number of factors, primarily weather,
transportation safety, and the operational schedule of the ski area, Little Annie Road is
the only viable and reasonable access to the Sundeck site during this period. Beyond any
mitigation previously outlined, essential vehicle trips cannot be distributed to other access
routes until the Summer Road is cleared. ASC will start plowing Summer Road
immediately following the close of winter operations.
ASC anticipates having Summer Road open between weeks 8 and 10. After that point,
truck and vehicle RT projections steadily decline. The County has requested that ASC
demonstrate in the Construction Management Plan how construction traffic will be
distributed on Aspen Mountain. Predicting the distribution patterns of construction traffic
between the months of June and November is dependant on circumstances such as
weather, road conditions, special events on the mountain, and the type of trucks and
vehicles utilized by a subcontractor.
The attached matrix has carefully considered all aspects of contractor work force. The

Sundeck Restaurant Public Information Program
The Public Information Program provides the guidelines for communication of access
and traffic control for all users of Aspen Mountain access roads. Safety of road and trail
users and the mitigation of conflicts are the primary goals of the plan. The construction
hotline will operate continuously through the construction of the Sundeck Restaurant and
be updated regularly.
Construction Hotline
The construction information hotline is operated by the ASC under the following
conditions and guidelines
1. The telephone information line will be accessible 24 hours a day, seven days a week.
2. Information shall be updated as conditions, access and restrictions change for the
various construction projects.
3. The contractor shall notify the Area Manager of updated and changed conditions and
provide a weekly construction schedule for the Public Information Program
4. Information content shall include location of construction, restrictions of facilities and
areas on the mountain, anticipated heavy use days of access roads, temporary access
restrictions and suggested alternate routes.
5. Road closures shall be included in the hotline information as soon as possible.
6. The Construction Hotline Number is 920-0703 ext. 3703
Signage
The ASC will coordinate temporary construction signage with the contractor.
Informational signage will be placed by the ASC at the base of all access roads affected
by construction of the Sundeck Restaurant. These routes include; Little Annie Road,
Summer Road and Midnight Mine Road. A Signage Plan shall be submitted to the
County Engineer and City of Aspen for approval. In addition, construction signage will
be placed in the following key locations for hikers and off -road users.
1. The South access road at the top terminal of the Silver Queen Gondola.
2. The bottom terminal of the Silver Queen Gondola.
3. The bottom of Lift IA.
4. Schuss Gully.
5. At the base of Shadow Mountain Trail.
6. Richmond Hill Road

The contractor shall be responsible of temporary signage at the perimeter of the
construction site as well as providing safety signage at the site. Advance temporary traffic
Control signage shall be placed by the contractor as needed.
Public Information Leaflets

The ASC will provide public information leaflets describing pertinent information to
reduce conflicts with construction traffic and to provide a general awareness of current
— construction activities. A sample leaflet is included in the appendix. The following list
shall be used as a guideline for the distribution and development of the leaflets.

Additional public information will be sent to the local newspapers as press releases or
public notices when deemed necessary by the ASC.
Property owners adjacent to the Shadow Mountain Staging Area and the base Gondola
terminal will also be notified.

Sundeck Restaurant Temporary Construction Housing
The contractor has requested that on -site temporary housing be provided for critical path
subcontractors for the project. Various crews will use the facility on a temporary basis at
established periods of construction coinciding with the times they are needed. ASC
supports this request and is including this proposal in the construction management plan
for consideration and pre -application approval.
ASC proposes that the upper floor of the existing Skier Services Building, located at the
summit area, be used to accommodate approximately 10 to 15 workers for the duration of
the project. The contractor anticipates that the facility will used by various subcontractors
through the workweek. The facility would include dormitory style rooms, showers,
restrooms and a food preparation area. Any remodel to the existing facility shall be
submitted and approved by the Aspen/Pitkin County Building Department.
The following guidelines shall be adhered to by workers temporarily housed at the site.
1. Workers living at the site will be subject to all rules and regulations of the USFS and
Aspen Skiing Company.
2. No open fires will be allowed.
3. All traffic related to workers and visitors will be prohibited from driving up or down
the mountain between the hours of 9:00 p.m. and 6:00 a.m.
4. Parking on mountain for workers will be restricted to the Construction Limits inside
of the fence area.
5. No dogs shall be allowed except those employed by the Aspen Skiing Company.
ASC reserves the right to deny access or to remove any subcontractor from the premises
that does not adhere to the above referenced guidelines.

People using the Richmond Hill area south of the City of Aspen were surveyed in 'August
and September 1998 by the Aspen Skiing Company (ASC) to determined current patterns
of use of the area. These surveys were conducted near Castle Creek Road on Little Annie
Road and Midnight Mine Road and on Summer Road near the gondola building at the
bottom of the Aspen Mountain Ski Area. A copy of the survey form and the instructions
to the surveyors are provided in the Appendix. The surveys which were received have
been entered into a computer spreadsheet for analysis.
A total of 806 individual survey forms were completed and included in the analysis. Some
people, mainly residents, were surveyed multiple times. Table 1 shows the dates, times,
and locations where the survey was conducted and the number of forms that were
completed during each period. The largest number of surveys were collected on Summer
— Road (315) despite the fact that afternoon weather on the mountain prevented data
collection during several aftemoons.
Tables 2, 3, and 4 provide a summary of the survey results during all count periods for
Little Annie Road, Midnight Mine Road, and Summer Road, respectively. A preliminary
comparison of these tables reveals the following:

• Over 50 percent of the users surveyed on Little Annie Road and Midnight Mine Road
were residents of Aspen Mountain. Considering that they could potentially make
several trigs during the survey periods, the number that did not stop for the survey at
these two location is relatively small (7.8%). Very few residents of Aspen Mountain
were surveyed at the Summer Road station (6.0%). This station had the highest
number of vehicles which did not stop for the survey (20.8%).
• Motor vehicles are the predominant mode of transportation at all three survey
locations. On Little Annie Road and Midnight Mine Road, bicycles are the only other
significant mode. There are a significant number of hikers along Summer Road (who
have probably hiked one way and ridden the gondola the other), with motorcycles and.
bicycles the next most favored mode. Summer Road was the only location where a
significant number (21) of motorcycles/dirtbikes were surveyed.
• Residents have fewer occupants in their vehicles than non-residents, as would be
expected. The vehicle occupancy on Summer Road was the highest due to several
high occupancy vehicles that were surveyed.
• Recreation (varying between 45% and 65%) was the primary purpose of non-residents
that were surveyed. Private recreation represented between 85% and 90% of these
trips. .Non -recreational business was the second most important purpose (varying
between 32% and 38%). As would be expected, most of the business trips on
Summer Road (27.7% of total trips) were ASC related, while many of the business
trips on Little Annie (18.9% of total trips) and Midnight Mine Roads (13.4% of total
trips) were related to residences and land owners along these roads.
• The most popular type of recreation varied between the three survey location. Leisure
driving was the most popular on Little Annie Road, a bicycle trip had the highest
number of responses on Midnight Mine Road, and hiking was the overwhelming
favorite on Summer Road.
• With regards to the users' routes and destinations, the Sundeck restaurant was the
most popular destination, followed closely by Richmond Ridge. The majority of people
said that they would return by the same route that they initially used.
• The highest number of responses for the question about the amount of use of the road
showed 1 to 2 times per year on Little Annie and Midnight Mine Roads for non-
residents. There is a significant amount of daily use of Summer Road, undoubtedly
related to ASC activities.
Comments written down by the surveyors have also been included at the end of each
table.

Parking lot across from MMR is public, but is signed as private.
Wouldn't mind seeing the road paved.
Just moved up to area with a friend.
They want Steve Crockett out of the area. They said he's crazy on a snowmobile and that if
they were ever in his way he'd run them over.
Keep the road up better.
Opposed to county being involved. Feels they'll screw it up.
Thinking things are good. Notices abandoned vehicles.
Roads maintained better - especially for winter snow removal.
1st person - Reduce jeep tours. Feels it is public land so there isn't much right to
complain. Finds most everyone is friendly. 2nd person - Not too many problems.
Unhappy with entry way to road of Midnight Mine, because it has been narrowed.
Would like to see motorized and non -motorized trails. Ski 10 has to find better
place for back country skiers. They are destroying this person's trees and land.

Colorado 500 motorcycles might come through here. They are directing them to go down
Express Creek.
• Good you can use it in the summer. It's private- good thing - glad it's accessible in the
summer.
Knows the use has increased. What's the right amount of control to place on people? Think
landowners want more control. Wants to see it managed better.
Teenagers. They just love to party up there and don't see any real problems with anything.
They hope it doesn't become a real popular area for tourists.
No birds.
Keep it the way it is. Additional lift No more building development
Continue to see recreational use of area wouldn't want to move motor vehicles.
Hates motorcross bikers.
Less cars the better. Have weekends to only non -motorized vehicles with exception of
residents. Lemonade stand half way up.
No problems.
Enjoys sundeck area, but thinks people drive too fast - not everyone.

I don't go further than Lower Hurricane.
Think too many people are too reckless in motor vehicles and some sort of
management should be implemented.
Didn't have time to talk, but says he goes to the meeting.
People drive too fast - over 50 mph. Safety is a concem. People need too learn how to drive on
the Little Annie backroad. -
Want use of gondola with bikes so don't have to ride up Little Annie. Heard about survey - 1
person.
No more development. Wants protection.
Leave it the way it is. Lived here for 27 years. Really not that bad.
Stop widening. Educate people on the area.
Some resolution by motor and non -motor winter/summer. Sign at parking lot at
bottom of little Annie road - 24 or 48 hr. parking only!

Concemed with # of snowmobiles in winter. How people are driving. -
Thinks everyone has a right to use area as long as they're respectful.
Camped for 10 days w/trailer.
Camps on back of mountain for summer season.
Usually use Little Annie's because smoother. Sometimes go down Summer Road.
Little Annie in best condition. Won't go down Summer Road.
Road kept in good shape except when washes out They come at off -times when tourist aren't
here.
They live/caretake in Conundrum Valley so frequently recreate on Aspen Mtn.
Roads should be marked better! Wanted to come down Summer Road, but lost.
They were curious to see where the road would lead.
They were frightened by a driver going way too fast, but otherwise everything else O.K
Just heard it was a "cool" area to visit. Had no problem.
Wished they could have biked Aspen Mtn. (wanted to put bikes on gondola).
