Galena St., 3^d Floor Aspen, CO 81611 RE: Aspen- Pitkin County Airport GA Ramp Reconstruction Project Earthmoving Permit Dear Lance: This letter is in regards to an application for an earthmoving permit for the General Aviation Ramp Reconstruction project at the Aspen - Pitkin County Airport. The Aspen- Pitkin County Airport has been selected to receive stimulus funding for a GA Ramp Reconstruction project through the American Recovery and Reinvestment Act ("ARRA'�. This funding has been authorized to projects that are "shovel ready' in order to generate work and provide employment opportunities. The requirement for this funding is to have contracts completed between the sponsor and the contractor within 30 days of the grant, which was issued May 1, 2009. In working with the local FAA office and the airport, our objective is to have the contract executed by May 151 2009. The GA Ramp Reconstruction project will complete the final phase of the East Side Infrastructure Development (ESID) multi- phased project, which was substantially completed by 2006. Due to the lack of finding, a portion of ramp that was to be reconstructed during the ESID project was removed. With this project, asphalt which is badly deteriorating will be removed and replaced with a new pavement section. Additionally, about 24,000 square feet of aircraft parking will be added to the existing GA ramp, also part of the overall ESID development. Tluis project will result in approximately 7,300 cubic yards of excavation which can be used to improve various areas of the airport. A portion of this material will be used to improve existing berms on the southeast comer of the GA ramp. Also, the Vehicle Service Road on the northwest side of the airport Nvill be raised be approximately 1 -2 feet in order to improve drainage. Finally, material will be placed on the west side of the airport in order to improve the Airport Ranch access road and also to construct a swale which will utilize airport water rights to provide irrigation to landscaped areas around the Airport Operations Center. The location of this swale falls within the area where a batch plant was erected for construction projects from 2005 to 2007. A Restoration and Revegetation Plan has been submitted in conjunction with this earthmoving permit specifically for the area of the batch plant site. Condition number eight (8) of the resolution approving the Temporary Commercial Use Permit required approval of a Restoration and Revegetation Plan for the batch plant site (see Exhibit "A ") by the Pitkin County Community Development Department on or before December 31, 2009. This letter and the attached drawings and exhibits represent the Restoration and Revegetation Plan for the Airport Batch Plant Site. Prior to the installation of the batch plant, the selected site consisted mainly of pasture grasses, with no sage or other shrubs and few other plant species. For the 2006/2007 runway rehabilitation, the site was utilized and batch plant equipment was installed. The site preparation required a leveling of the area, which resulted in the existing vegetation being removed. During the time the batch plant was in use in this area, best management practices for hazardous waste containment, and cleanup were in place, and no spills of petroleum or other hazardous products were reported. After the batch plant was removed from the site, the area was partially re- graded. A portion of the area where the batch plant was located inside the airport fence was left level and surfaced with compacted gravel that is currently still in place and utilized for equipment storage. The equipment storage area was enclosed within the airport security fencing. The equipment stored at this location, had previously been stored in public view at the passenger terminal and along the H%VY 82 corridor, near the patio shelters. The entire Batch Plant Area, including the equipment storage area is included within the area designated for "future aviation facilities" in the 2004 Airport Master Plan. The rest of the Batch Plant Site was regraded with landforms adjacent to Owl Creek Road. In 2007, a portion of the Batch Plant Site within the airport fence with slopes greater than 4:1 was reseeded. Additionally, all other disturbed areas related to the Batch Plant outside of the airport fence were reseeded. Each area was mechanically drilled or hydro - seeded with a dryland grass seed mix. The areas where the seeding occurred appear to be successfully growing vegetation. The Airport is also seeking an earthmoving permit for a series of projects for the 2009 construction season. One of these projects involves the construction of a swale through a portion of the temporary Batch Plant Site (see Exhibit "B "). This swale is being constructed to allow current airport water rights to be utilized for irrigation and is phase one of completing a revised lateral from Owl Creek toward the Airport Operation center's irrigation needs. The swale will provide irrigation water to help ensure the successful revegetation of the Batch Plant Site and will also provide irrigation water for the landscaped areas around the Airport Operations Center. Exhibit "C" shows the erosion control measures that will be used during the grading and vegetation phases of the construction process for the irrigation swale and until the vegetation for the remainder of the Batch Plant Site is well established. All disturbed areas will be reseeded using a similar dry land seed mix that has been previously approved and utilized on the airport. A copy of this proposed seed mix is attached as Exhibit "D ". After grading of areas has been 125 completed and before applying fertilizer, areas to be seeded shall be raked or otherwise cleared 126 of stones larger than 3 inches (75num) in diameter, sticks, stumps, and other debris which might 127 interfere with sowing of seed, growth of grasses, or subsequent maintenance of grass - covered 128 areas. If any damage by erosion or other causes has occurred after the completion of grading 129 and before beginning the application of fertilizer and ground limestone, the Contractor shall 130 repair such damage. This may include filling gullies, smoothing irregularities, and repairing 131 other incidental damage. 132 133 All disturbed areas authorized by the Engineer shall be prepared for seeding. Any 134 unauthorized areas that are disturbed shall be prepared and seeded in the same marwer at the 135 Contractor's expense. 136 137 An area to be seeded shall be considered a satisfactory seedbed without additional treatment if 138 it has recently been thoroughly loosened and worked to a depth of not less than 5 inches as a 139 result of grading operations and, if immediately prior to seeding, the top 3 inches of soil is 140 loose, friable, reasonably free from large clods, rocks, large roots, or other undesirable matter, 141 and shaped to the required grade. 142 143 However, when the area to be seeded is sparsely sodded, weedy, barren and unvorked, or 144 packed and hard, any grass and weeds shall first be cut or otherwise satisfactorily disposed of, 145 and the soil then scarified or otherwise loosened to a depth not less than 5 inches.
