COLORADO, ACCEPTING THE 1998 NON -METRO AREA RESIDENTIAL GROWTH
MANAGEMENT QUOTA SYSTEM SCORES AND ALLOCATING ONE ALLOTMENT TO
THE CASTLE CREEK PROPERTIES INC.
Resolution No. 99- MO
RECITALS
1. On November 10, 1998, the Planning and Zoning Commission ("Commission") held a duly
noticed public hearing at which time evidence and testimony was presented with respect to Non -
Metro Area Residential Growth Management applications.
2. The Commission reviewed the following application for the 1998 Non -Metro Area Residential
GMQS competition:
• Castle Creek Properties, Inc. -- requesting approval to establish a building envelope for the
construction of a single family residence and a caretaker dwelling unit, requiring one
residential allotment.
3. The property is located in the Castle Creek valley and off of Midnight Mine Road. The property is
described as a tract of land situated in the East half of Section 23, Township 10 South, Range 85
West of the 6th P.M.
4. There are a minimum of seven non -metro area residential allotments available. As only one
allotment has been requested, there was no competition for the available allotments.
5. The Commission gave the Castle Creek Properties, Inc. application a score of 58, which exceeds the
minimum threshold score of 43 points. The Commission accepted staff's scoring of the application.
6. The Commission scored the application based on the following criteria in Section 3-140.40 of the
Land Use Code ("Code"):
• Availability of Public and Private Facilities and Services;
• Effect on Environment and Resource Conservation;
• Consistency with Community Goals; and
• Affordable Housing.
7. Pursuant to Section 4-60-060(H)(1) of the Code, the Board of County Commissioners shall, upon
receipt of the Commission's resolution forwarding their scores, award allotments in the priority
established by the scoring.
NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners that it
hereby accepts the 1998 Non -Metro Area Residential GMQS scores as recommended by the Planning
and Zoning Commission as shown on the attached Exhibit A.

BE IT FURTHER RESOLVED by the Board that it does hereby grant one (1) non -metro area
residential GMQS allotment to the Castle Creek Properties Inc. parcel.

MANAGEMENT QUOTA SYSTEM SCORES TO THE
BOARD OF COUNTY COMMISSIONERS
