Pursuant to Section 3- 200 -030 of the Pitkin County Land Use Code, the Community Development Director of Pitkin County, Colorado ( "Director ") may approve a Temporary Use /Special Event Permit for commercial activities or special events. 2. John Oliva (hereinafter "Applicant') has applied to the Director for approval of a Temporary Use /Special Event Permit for a running race. 3. The event will take place on the Hunter Creek Trail to Four Corners and then proceed down the Sunny Side Trail to McLain Flats Road. 4. The event will take place on June 29, 2002, starting at 8:30am and concluding at 2pm. 5. The Director finds that the Applicant has obtained all the necessary comments from referral agencies, and the proposed event complies with standards in Section 3- 200 -030 of the Land Use Code. THE DIRECTOR HEREBY APPROVES the Temporary Use Permit for the Explore Sports Half Marathon subject to the following conditions: 1. The applicant shall adhere to all material representations made in the application process. 2. Signs shall be posted at the intersection of the Rio Grande Trail and McLain Flats Road as well as at the intersection of Sunny Side Trail and McLain Flats Road to wam motorists that there is a race in progress. 3. Traffic Marshals (Explore Adventure Sports representatives) shall be present at all road crossings to warn participants of potential traffic, and to wam motorists of runners. As mentioned earlier, we will have 8 staff members located at aid stations throughout the race course. 3 staff members are trained in First Aid. We will have adequate communication between staff members as noted in 2.C.l c. Our response plan to any event emergencies were addressed in 2.C.1.0 and b. 4. We will have 4 staffed aid stations (including the start / finish area) with water, First Aid kits, staff members will be equipped with two -way radios. As mentioned earlier, 3 staff members are trained in First Aid. 5. There are low risk hazards to be encountered; there will be a road crossing at Gibson Avenue (next to the Aspen Art Museum). Participants will run on the east side of McLain Flats Road for approximately 1/4 of in mile. We will lave staff members at the Gibson Avenue road crossing to ensure safety, there will also be staff members present at the McLoine Flats Road to ensure safety for the 1/4 mile. D. Aid stations: there will be 4 aid stations (see attached map) which will be clearly marked and noticeable for all race participants. There will be signs at each Aid Sta +ion to clearly mark 1hEm for the participants. The aid stations will be staffed, and equipped with water and First Aid kits. Possible helicopter landing spot would be in the Hunter Creek Valley (near the 10th Mountain Bridge). E. In the event of rain, we will assess the safety of hosting the event and act accord- ingly. 3. The start and finish will be near the Aspen Art Museum and the runners will cross Gibson Ave, run up on the sidewalk of Gibson Ave, turning left on Lone Pine Road and then right cn the Hunter Creek Trail. They will continue up along the creek to the Tenth Mountain Bridge where there will be an aid station. They cross over the bride and the 10k route will bear to the right and continue up through the meadows of the Hunter Creek valley then they will cross back over Hunter Creek on the bridge near the municipal reservoir and continue on the path closest to the back of Smuggler Mountain, They will re-join the main hunter creek trail by crossing the meadow on the single track near the 10th mountain bridge. They will return back down to the start/ finish area the way that they came up. The marathon and 1/2 will start /finish at the some spot and run the same cis the 10k course until after crossing the 10th Mountain Bridge. They will bear to the left and continue to climb up out of the valley to four corners. There will be another aid sta- tion at four corners. They will 'make a left at four corners and continue on the Sun - nyside Trail across the top of Red Mountain and down to McLain Flats Road. They will run on the east side of McLain Flats road down to Slaughterhouse Bridge and join the Rio Grande Path. They will run on the non -paved single track next parallel to the paved path when possible and finish near the Aspen Art Museum. One loop is approximately 13 miles. (The marathon will do 2 loops.) See the attached map. 10006 PITKIN COUNTY COMMUNITY DEVELOPIVIEN'T DEPARTMENT TEMPORARY COMMERCIAL USE /SPECIAL EVENT PERMIT APPLICATION P1FORINIATION AND PERMIT PROCESS The temporary use and occupancy of public or private properties and/or roadways for commercial activities or special events that are not otherwise permitted within a specific zone district may be permitted by the Community Development Direc[ox_' The C ommunit y Development Department coordinates the review of these activities/events by various referral agencies in order to ensure that the activities/events are conducted in a safe manner, and that any impacts on the community or on public resources are mitigated by the pentrittee. The permittee is required by the Code to demonstrate that adequate provisions have been made for police supervision, public parlang, insurance, site set -up, maintenance and clean -up, emergency services, and safety of operations, as required by the Code A permit will not be issued unless these requirements are satisfied. SpeciaMvents include, but are not limited to, the following' => Public events for amusement or entertainment, such as concerts or festivals; Fund- raising or non - commercial events to benefit nonprofit religious_ Murational or community service organizations; =:> Foot races and bike races. If you are requesting a permit for filming of commercial and films, please obtain the separate application specific to those activities from the Community Development Department In order to make the process as efficient as possible for permittees, staff and other referral agencies, the Community Development Department will be the primary contact for permittees during the review n Per Section 3 -200 -030 of the Piddn County Land Use Code ( "Code').
