Main Street, Third Floor, Aspen, Colorado 81611 (hereinafter "County ") and O.J. Watson Equipment, (hereinafter "Vendor "). 1. GOODS PURCHASED. Vendor shall provide County the following goods conforming to the stated description and any Technical Specifications attached to this contract: One new and unused Oshkosh H- Series Runway Snow Blower, as detailed in Exhibit A 2. DELIVERY OF GOODS. Goods, together with all warranties, guarantees, manuals, support information and notice of any extended warranties, shall be delivered by Vendor to the County at the following place and time: Place: Pitkin County Fleet Maintenance 76 Service Center Rd. Aspen, Co 81611 Date and Time: 270 days after Notice To Proceed 4 pm. MST 3. RISK OF LOSS. At all times prior to delivery and County's acceptance of the goods, Vendor shall bear any and all risk of loss of or damage to the goods. During such period, Vendor shall insure the goods for loss or damage in amounts and under appropriate terms. 4. TIME IS OF THE ESSENCE. Vendor acknowledges that time is of the essence for delivery of goods. 5. LIQUIDATED DAMAGES. Vendor hereby agrees to be responsible to County for liquidated damages for failure to deliver goods on time, (for delay and not as Penalty) in the amount of $100.00 per calendar day for each day or part of a day that goods are not delivered on the date and time established in accordance with this contract. The parties agree that the stated sum is a reasonable forecast of fair compensation for the anticipated damages for delay and that they genuinely intend to liquidate such damages. Delivery of goods shall be complete only upon acceptance by County. County shall have five days for inspection of goods. At delivery and after inspection and acceptance, Vendor shall tender a Bill of Sale to the goods, together with any and all other documents evidencing such ownership and title to the goods. The goods shall be delivered to County free and clear of any liens, claims or encumbrances, and Vendor shall warrant the same, which warranty shall survive closing of this contract. 7. REJECTION OF GOODS. If goods are not delivered according to the specifications and descriptions of this contract, County may reject goods. Upon failure of Vendor to deliver goods, County may terminate this contract or declare Vendor to be in default and pursue remedies contained in this contract. 8. WARRANTY/REPAIRS: A. Delivery of Warranty. Upon delivery of the goods, Vendor shall simultaneously tender to County all warranties, guarantees, manuals and other documents specified by the contract documents or in possession of Vendor. B. Terms of Warranty and Repair. The Vendor hereby warrants that for a period of twelve (12) months after goods are accepted, Vendor will, at Vendor's own expense, without any cost to the County, replace all defective parts and make any repairs to the goods that may be required or made necessary by reason of defective material or workmanship. Where practicable, warranty repairs are to be made in the field; however, in the event of major repairs, the goods may be transported to Vendor's facility at no cost to the County. C. Extended Warranties. In addition to the above, the County may avail itself of the Vendor's standard and /or extended warranties. The Vendor shall offer to the County any extended warranties, which may be available from the manufacturer at the time of delivery, or any subsequent extended warranties, for which the County may be eligible, which become available thereafter. The County is under no obligation to accept and pay for these extended warranties however. 9. PAYMENT. Full payment shall occur upon acceptance of goods delivered in compliance with this contract. In consideration of delivery and acceptance of the goods to County in accordance with this contract, County shall pay Vendor, and Vendor agrees to accept as its full and only compensation, the stated sum of $699,972.00, but any payment by the County may be offset by any amount the Vendor owes the County for any reason. 10. TERMINATION PRIOR TO EXPIRATION OF CONTRACT TERM. County has the right to terminate this contract, with or without cause, by giving written notice to the Vendor of such termination and specifying the effective date thereof. 2 Contract #079 -2011 Rev. 8.29.11 jaa Budget Line Item #404.67.00952.86650 11. COUNTY'S REMEDIES UPON DEFAULTOF VENDOR. Whenever Vendor shall default in performance of this contract in accordance with its terms, County shall be entitled to suit for damages, specific performance or other relief in law or equity. 12 ASSIGNABLILITY. This contract is not assignable by either party. Any use of subcontractors by the Vendor for performance of this contract must be accepted in writing by the County. 13. BINDING ARBITRATION. Any disputes arising out of this contract shall be subject to binding arbitration. The parties agree that any disputes concerning the terms and conditions of this contract shall be submitted and finally settled by arbitration. Arbitration shall be conducted pursuant to the rules of the American Arbitration Association and shall be presided over by the Pitkin County Hearing Officer appointed to arbitrate Pitkin County contract disputes. Costs of the arbitration shall be awarded to the substantially prevailing party. 14. SEVERABILITY. In the event that any provision of this contract shall be held to be invalid or unenforceable, the remaining provisions of this contract shall remain valid and binding upon the parties hereto. 15. INTEGRATION AND MODIFICATION. This contract represents the entire and integrated contract between the County and Vendor and supersedes all prior negotiations, representations, or contract, either written or oral. This contract may be amended only by written contract signed by both the County and Vendor. 16. EXEMPTIONS. All purchases of construction or building or any other materials for this contract shall not include Federal Excise Taxes or Colorado State or local sales or use taxes. Pitkin County is exempt from such taxes under registration numbers 98 -02624 and 84- 78000 -5K. 17. CONTRACT MADE IN COLORADO. The parties agree that this contract was made in accordance with the laws of the State of Colorado and shall be so construed. Venue is agreed to be exclusively in the courts of Pitkin County, Colorado. 18. ATTORNEY'S FEES. In the event that legal action is necessary to enforce any of the provisions of this contract beyond the arbitration described in Paragraph 13, the substantially prevailing party shall be entitled to its costs and reasonable attorney's fees. 19. GOVERNMENTAL IMMUNITY. Vendor agrees and understands that the County is relying on and does not waive, by any provision of this contract, the monetary limitations or terms (presently $150,000 per person and $600,000 per occurrence) or any other rights, immunities, and protections provided by the Colorado Governmental Immunity Act, § 24 -10 -101, et seq., C.R.S., as from time to time amended, or otherwise available to the County or any of its officers, agents or employees. Further, nothing in this contract shall be construed or interpreted to require or provide for indemnification of the Vendor by the County for any injury to any person or any property damage whatsoever 3 Contract #079 -2011 Rev. 8.29.11 jaa Budget Line Item #404.67.00952.86650 which is caused by the negligence or other misconduct of the County or its agent or employees. 20. CURRENT YEAR OBLIGATIONS. The parties acknowledge and agree that any payments provided for hereunder or requirements for future appropriations shall constitute only currently budgeted expenditures of Pitkin County as County. Pitkin County's obligations under this contract are subject to Pitkin County's annual right to budget and appropriate the sums necessary to provide the services set forth herein. No provisions of the contract shall constitute a mandatory charge or requirement in any ensuing fiscal year beyond the then current fiscal year of Pitkin County. No provision of the contract shall be construed or interpreted as creating a multiple -fiscal year direct or indirect debt or other financial obligation of Pitkin County within the meaning of any constitutional or statutory debt limitation. This contract shall not directly or indirectly obligate Pitkin County to make any payments beyond those appropriated for Pitkin County's then current fiscal year. No provisions of this contract shall be construed to pledge or create a lien on any class or source of Pitkin County's moneys, nor shall any provision of this contract restrict the future issuance of Pitkin County's bonds or any obligations payable from any class or source of Pitkin County's money. 21. ( "DE, artment M ager /Section Leader Date A 7 -2 Forn 5 • Contract #079 -2011 Rev. 8.29.11 jaa Budget Line Item #404.67.00952.86650 EXHIBIT A SPECIFICATIONS FOR ONE 4 X 4 ALL WHEEL DRIVE ALL WHEEL STEER CAB FORWARD AIRPORT SNOWBLOWER I. GENERAL 1 Bidders shall provide in writing that the components constituting the whole of the equipment being supplied complies with the applicable performance, design or construction requirements of this specification. 2 This vehicle shall comply with all applicable FMCSR and FMVSS quality /safety standards, and requirements of the FAA Advisory Circular 150/5220 -20, current edition. 3 Bidders shall be responsible for conducting tests to ensure that its proposed equipment meets the operational and performance requirements it advertises. Bidder shall provide certified records of these compliance tests with its Response to this RFP. 4 These specifications contemplate the furnishing and delivery of one new and unused 4x4 all-wheel drive, all -wheel steer, cab forward airport snowblower (rotary plow), and indicate in general the type, size, and quality required. 5 This vehicle shall be all wheel drive and must be designed and manufactured in the United States, for the specific purpose of airport snow removal, with a maximum 50,000 Ib. GVW rating, and wheel base of 164 ". Will provide a 27,000 Ib. front axle and a 23,000 Ib. rear axle for a 50,000 Ib. GVW and a 164" wheelbase. 6 The configuration shall be front mounted attachments, forward mounted cab design with near center steering. 7 All parts and components of this unit shall be engineered and classified as HEAVY DUTY, and shall be of the size, material, and strength to sustain the maximum load limits and severe operating conditions encountered in snow removal, while resulting in minimum wear and failure. 8 These specifications require the doing of all things necessary or proper for, or incidental to the furnishing of said unit. 9 All items of design and equipment not listed in these specifications, but involved in carrying out their intent, are required to be furnished by the bidder, the same as if these items were specifically mentioned and described in these specifications. II. PROTOTYPES AND EXPERIENCE 1 The airport sponsor requires this specified piece of equipment in order to maintain the airfield during large and small snow events. It will be a central and critical element in the fleet and in the effort to accomplish the airport's published snow plan. Experience building machines of this nature is mandatory as is a track record of recent manufacture and in- service record for machines comparable and similar to that specified. Therefore, location and contact lists are required in the bid package to enable the airport sponsor to contact at least 10 airports that have taken delivery of similar equipment from the bidder within the last two years. Bids received without including such location and contact list will be considered non responsive and will not be considered. Ill. TYPE & SIZE 1 This unit shall be designed for one man operation, and have a fully enclosed, thermally and acoustically insulated, aluminum and glass cab mounted center frame, as far forward as good engineering practices will permit. The operator shall be near center cab positioned for visibility in high speed snow removal operations. 2 The front attachment to front axle dimension shall be kept as close as possible. This cab location and the axle to attachment dimension are necessary in order to have the operator as far forward as good engineering practices will permit, allowing greater visibility and maneuverability while clearing debris from runways and taxiways. IV. CHASSIS 6 Contract #079 -2011 Rev. 8.29.11 jaa Budget Line Item #404.67.00952.86650 1 The chassis shall be designed to permit easy and safe mounting and dismounting of the unit for operators and service personnel. 2 Grab bars shall be installed as required for safe mounting and dismounting by personnel following OSHA standards of 3 -point contact during all mount and dismount activities. This shall include a minimum 1 -inch diameter vertical grab bar behind each door, to include round tactile material for improved grip. 3 The inside of each door shall include a minimum 1 -foot grab handle positioned under the window. It shall be made of minimum 1 -inch diameter material, round only (no sharp edges or corners) for safety. 4 All sheet metal, cowling, steps and fenders shall be free of sharp edges and protrusions, and include ample supports and bracing to prevent distortion and cracking. 5 All steps or walkways shall be raised lug or expanded metal type construction. 6 The carrier engine access cover shall be a fiberglass tilting type with an air over hydraulic assist system installed on the vehicle, controlled from the rear bumper area. 7 Hoist shall operate on system air pressure by means of push to operate controls. 8 Hood lift shall include a minimum of two (2) hydraulic cylinders to avoid deformation of engine cover, one on left and one on right, mounted under the hood to avoid snow build up on exposed mechanisms. 9 Lowering shall be accomplished by means of an orifice release to provide a slow and safe lowering of the hood. 10 Two guides shall be mounted below the leading edge of the hood one left and one right, to self align hood as it lowers. 11 Rollers or other appendages on the hood shall lower to the outside of these guides. V. FRAME 1 The frame shall be of Grade 8 bolted construction, with heat treated, 120,000 psi yield strength, single channel carbon manganese steel rails, connected by an adequate number of cross members to resist frame distortion from the lateral stress expected in this application. Minimum bar size shall be 12.375" X 3.875" X .375 ", with minimum 2,818,000 inch pound RBM per rail. 2 The frame shall be the industry standard 34" width. There shall be two (2) tow hooks mounted on the rear of the vehicle. 3 FRAME LINERS, WRAPPERS, FISHPLATING, AND BOLT -ON EXTENSIONS ARE NOT ACCEPTABLE. 4 A tapered, full width rear bumper is required to protect the rear of the vehicle. Bumper shall be approximately 12 inches in height to offer ample protection at rear of the vehicle. The bumper will have a non swiveling 30,000 lb trailer towing Pintle hook. For maneuverability, the unit shall have an angle of departure of no less than 15 degrees. 5 Mud flaps shall be provided behind both axles and in front of rear axle to avoid snow and debris on truck. VI. CHASSIS DRIVE ENGINE 1 The engine shall be of the 2010 EPA compliant, four stroke diesel type, six (6) cylinder, minimum 11.9 liter nominal displacement, developing a minimum of 500 horsepower at 1800 RPM, with engine governed RPM of 2100, Cummins preferred. 2 Engine shall be equipped with latest diesel electronic control and engine management system. 3 The engine shall be provided with full flow, replaceable oil filters, heated fuel water separator, engine manufacturer's standard fuel filtration system, and emergency (power de -rate) system with light and buzzer, in event of high water temperature and /or low oil pressure. 4 Two switches conveniently located for the operator shall be provided, one to manually activate the emissions regeneration system and one to inhibit the regeneration process. 5 An automatic measured shot ether starting aid with thermostatic control shall be provided. Starter shall be Delco. 7 Contract #079 -2011 Rev. 8.29.11 jaa Budget Line Item #404.67.00952.86650 6 Engine shall have a front engine PTO flange for mounting a front mounted hydraulic pump to be driven directly off the crankshaft. 7 Engine shall have a 115 volt 1500 watt block heater installed and wired to a central location for power connection. 8 A dry type two stage air cleaner is required with provisions for modification of air intake, offering both outside of hood and under hood air intake as required by seasonal and local conditions to assure that engine manufacturer's intake air temperature limitations can be met. Chassis engine air intake filter canister (s) shall be located under the chassis engine hood on stand away brackets to avoid snow build up on exposed mechanisms. 9 A stainless steel exhaust guard shall cover the external exhaust components to protect crew from burns. VII. HIGH IDLE CRUISE CONTROL 1 Additionally, switches shall be provided in the upper cab control panel within easy reach of the operator to allow the operator to select either high engine idle when the vehicle is in a stationary position or cruise control when the vehicle is moving. Either function shall be automatically disabled if the operator utilizes the brake or throttle pedals or parking brake control valve. VIII. COOLING SYSTEM 1 The cooling system shall consist of a HEAVY DUTY radiator and engine air charge cooler assembly. 2 The charge air cooler (CAC) shall be mounted above the coolant radiator core to optimize air flow and reduce the opportunity to collect snow and other debris between the cooling cores. 3 The coolant and air flow shall be horizontal for maximum cooling with the side tanks, and side members bolted together to form a rigid frame. The tanks shall be steel and the core shall be constructed of copper and brass. 4 Sturdy steel support rods (minimum' /2 inch diameter) between radiator and frame, complete with rubber vibration isolating pucks at frame end are required. There shall be at least one support bracket on left and right of radiator, providing stability for the cooling package. 5 Drain cocks will be provided at the low point of radiator and engine block. ALUMINUM RADIATORS WILL NOT BE ACCEPTABLE. 6 A transmission cooler shall be located integral to the radiator protected within one of the coolant radiator side tanks. 7 A thermostatically controlled, air operated disconnect type suction fan shall be provided. 8 Radiator shroud is required to properly direct air flow through cooling system. 9 An engine mounted fan ring is required and shall attach to the cooling system radiator and charge air cooler through a flexible rubber material. 10 Normal operational engine movement shall not put undue stresses into the cooling system radiator or charge air cooler. 11 The engine cooling system shall be filled with permanent type antifreeze protecting the system to -40 degrees F. 12 A spin on coolant filter and silicone radiator and heater hoses shall be provided. 13 Fan belt shall be serpentine type. Engine shall be equipped with an automatic belt tensioning device. IX. CHASSIS ENGINE COOLING SYSTEM CERTIFICATION 1 Certification and proof of chassis engine cooling tests are required in the bid package. 2 Certification shall include a dated, signed letter from the engine manufacturer indicating approval of the installation as bid. 3 Certification shall prove suitable cooling capacity in ambient temperatures up to 100 degrees when operated at maximum horsepower. 4 Certification shall be for horsepower equal to or greater to the horsepower required within this specification. 8 Contract #079 -2011 Rev. 8.29.11 jaa Budget Line Item #404.67.00952.86650 5 Lack of proper certification proof in the bid will be considered reason to reject any proposed unit as an untested and unreliable prototype. X. FUEL SYSTEM 1 Twin fuel tanks shall have a minimum total capacity of 250 gallons. 2 The tanks shall be constructed of heavy gauge steel and be properly fastened to the frame. 3 A four inch diameter filler neck with chain connected cap and brass tank drain plugs shall be provided. 4 Fuel tanks shall be interconnected to allow equalized fuel level in both tanks. 5 A Racor 3150R heated fuel /water separator shall be installed in the supply line to each engine fuel injectors. 6 Fuel tanks shall be interconnected, single side fuel fill, 30 GPM fill rate with shut -off valves at each end to allow both fuel tanks to be quickly filled from one side. 7 Capacity: Sufficient to supply fuel to the engine when the engine is operating at rated intermittent HP at governed speed for ten (8.5) hours minimum shall be provided. 8 Fuel system to include spin -on fuel filters. XI. TRANSMISSION 1 Transmission and vehicle manufacturer shall provide an application of approval, at the time of vehicle delivery, that states the transmission is suitable for use in the vehicle as configured. 2 The transmission shall be four -speed automatic minimum, with a low gear ratio of 3.51:1, and shall be supplied with the appropriate torque converter for this application. 3 Shifting shall be accomplished via a shift control within easy reach of the operator. 4 A low transmission oil level sensor system shall be included in the electronic transmission. 5 Control shall be located near driver, enabling operator to shift gears with left hand. XII. TRANSFER CASE 1 The transfer case and vehicle manufacturer shall provide an application of approval, at the time of vehicle delivery, that states the transfer case is suitable for use in the vehicle as configured. 2 The transfer case shall have two speeds with a torque proportioning bevel gear differential which provides equal distribution of torque to the front and rear axles. 3 A driver controlled air actuated lock system shall allow the operator to lock out differential action between the front and rear axles. XIII. AXLES 1 The axle and vehicle manufacturer shall provide an application of approval, at the time of vehicle delivery, that states the front and rear axles are suitable for use in the vehicle as configured. 2 The rear axle shall be of the full floating, torsion flow type with a single reduction spiral bevel gear design, minimum 23,000 pound GVW hub and brake rating, minimum 10" ground clearance, capable of withstanding the loads of the unit being bid. A driver controlled traction differential unit is required in the rear axle. 3 The front axle shall be of the drive /steer type, and of the full floating, torsion flow type with a single reduction spiral bevel gear design, minimum 27,000 pound GVW hub and brake rating, minimum 10" ground clearance, capable of withstanding the loads of the unit being bid. A driver controlled traction differential unit is required in the front axle. 4 For extended life, the steering -drive wheel ends shall be bolted to and removable from the center section of the axle housing. The cardan drive type joints shall be totally enclosed within a sealed ball and socket to protect the moving parts of the axle and steering joints from dirt and slush. The trunnion pins shall be supported by pre- 9 Contract #079 -2011 Rev. 8.29.11 jaa Budget Line Item #404.67.00952.86650 loaded tapered roller bearings to insure long life and smooth steering at all cramp angles. 5 Hydraulic Reservoir: 1. Designed for adequate cooling. 2. Suction strainer, 100 mesh minimum, with sump area and provisions made for easy cleaning. 3. Sight gauge located above pump level. 4. Equipped with a filler neck with strainer and air vent. 5. Equipped with drain plug and shut -off valve. 6 Hydraulic Filtration: 1. Spin -on filter, with properly rated valves installed to isolate filter(s) for servicing or filters to be located above the hydraulic tank to reduce oil loss during servicing for blower engine. 2. Filtration to be in compliance with SAE J931 - Hydraulic Power Circuit Filtration. 3. To include hydraulic pump manufacturer's certification (not later than during pilot inspection) that the hydraulic system will maintain, but not exceed, a continuous operating temperature, as an operational unit, with a wide range of ambient temperatures to as low as minus 40 degrees Fahrenheit. 7 DOUBLE REDUCTION TYPE AXLES AND HUBS WILL NOT BE ACCEPTABLE. XIV. FOUR WHEEL STEERING SYSTEM 1 Front axle steering shall be Sheppard integral hydraulic power assist gear type. 2 The steering gear shall be rated for heavy duty service. 3 Four wheel steering shall be electronically coordinated through the standard steering wheel. A selector switch within easy reach of the operator shall provide the option of front steer only, crab steer, or coordinated front/rear steer. Additionally, a single axis joystick shall be provided for controlling rear steer only. 4 The system shall include safety provisions for dampening of all wheel steer effects at higher speeds, but it shall also allow full operation while the vehicle is moving at lower speeds. 5 An indicator shall be provided in the cab to display mode selected and rear wheel position. Also for safety, there shall be a mechanical linkage maintained at all times between the steering wheel in the cab and the front axle to assure the ability to control the vehicle in the event of hydraulic or electrical system failure. 6 Safety dampening of all wheel steer effects shall be related to vehicle speed and all wheel steer be available in both transfer case speed ranges. 7 Due to the conditions under which the vehicle will be operated the ability of this equipment to operate safely at all speeds while maximizing maneuverability, and provide the operator the ability to select the desired mode of operation "on the go" an electronically controlled rear axle steering system which operates in conjunction with the mechanically controlled front wheel steering system is required. This system must consist of the following components and operating features. 1. The all wheel steering system consists of the following major components: 1. The vehicle's original front steering system 2. A driving, steerable rear axle 3. Various hydraulic control valves, wheel position sensors, speed sensor and a steering cylinder located on the rear axle. 2. ECU (electronic control unit) and control panel (located in the cab ) 3. Other required features: 1. All of the all wheel steering system controls are to be located in the cab easily accessible to the operator. 2. The driver must have the option to select one of the following modes of operation "on the go" based on the driving conditions at hand. 8 Front Steer: 1. When in the front mode the vehicle behaves like a conventionally steered vehicle. In this mode, the axle lock remains in the locked position and the rear axle does not steer. 9 Coordinated Steer: 1. This mode gives the operator the tightest turning radius of any of the available modes. When the front axle is steered, the rear axle turns in the opposite direction of the front, which reduces the turning radius and enhances maneuverability. This mode also has a deadband feature. Deadband allows the vehicle front axle to be turned a predetermined number of degrees in either direction before the rear axle steers. The deadband varies according to the speed of the vehicle. The rear axle lock remains engaged (locked) when the front axle is within the deadband range. 10 Crab Steer: 1. When the front axle is steered, the rear axle steers in the same direction as the front axle. 11 Joystick or Manual Rear Steer: 1. When in this mode, the rear axle is controlled only by the joystick, independently of the front wheel position. The hydraulic locks remain operational; however, the mechanical lock is disengaged (unlocked) at all times when in this mode. A switch shall be located on the control joystick for the immediate centering of the rear axle in this mode. 12 Switching Between Modes: 1. The mode switch may be moved at any time; however, the ECU will not switch modes unless the front axle crosses center. If the front axle does not cross center the system remains in the previous mode until the front axle crosses center. The rear wheels must be in the straight —ahead position before the mode change occurs. 13 Rear Wheel Position Gauge: 1. The system must include a rear wheel position gauge which performs the following three functions: 14 Calibration Indicator: 1. The LED bar graph on the display gauge is used for calibrating the wheel position sensors, The LED bar graph display shows the position of the angle sensors for adjustment purposes. 15 Rear Wheel Position Indicator: 1. The LED (light emitting diode) bar graph display shows the operator the position of the rear wheels. When the rear wheels are in the straight — ahead position, the center green LED will be on. When the rear wheels are turning left, the LED bar graph sweeps from center to the left in proportion to the rear wheel angle. When the rear wheels are turning right, the LED bar graph sweeps from center to the right, in proportion to the rear wheel angle 16 Error Code Display: 1. The error code display is used in troubleshooting. If an error is detected by the ECU (electronic control unit), it signals the operator. This display is also used during system start —up to display the current CPU (central processing unit) software revision level. 17 Mode Lights: 1. The FRONT mode light is lit when the all wheel steering ECU is operating in the front steer mode and the three position mode switch is in the front steer (center) position . 3. The AXLE LOCKED mode light is lit when the rear axle is mechanically locked in the straight —ahead position. This light also comes on when the all wheel steering ECU detects a system problem and an error code is displayed on the rear wheel position gauge . 4. The COORD mode light is lit when the all wheel steering mode switch is in the coordinated steer mode position and the ECU is operating in coordinated steer mode. 5. The CRAB /JOYSTICK mode light is lit when the three position mode switch is in the rear steer position and the ECU is operating in the rear steer mode. 18 Managers Switch: 19 A key switch must be provided which will allow supervisory personnel to "lockout" or "enable" operation of the all wheel steer system. XV. SPRINGS 1 The unit shall have alloy steel springs of the semi - elliptical type, with minimum 27,000 Ib. front and minimum 23,000 Ib. rear ratings. 2 The front springs shall be so designed and engineered as to provide reserve carrying support with blower head raised in the transport mode. 3 The spring hangers, pins and supports shall be heavy duty to give long life. 4 The pins shall be of the grease type with substantial bronze bushings. XVI. BRAKES & AIR SYSTEM 1 The service brakes shall be fully air actuated, drum and shoe type with a minimum 18.7 CFM air compressor and documented to conform to FMVSS 121, S -cam type front and rear. 2 The parking brakes shall be spring actuated, air released at the rear service brake air chambers with the control switch mounted within the cab and in easy reach of the operator. 3 An electronic anti -lock brake system is required, 4S-4M. 4 The air system for this unit shall be equipped with frame mounted, heated Bendix AD -9, or approved equal, air drier system. 5 A quick disconnect coupler on the right side of the vehicle shall allow introduction of shop air into air system upstream of the air dryer for filling on board truck system with air. 6 Remote cable drains shall be provided for each air tank. 7 DISC BRAKES AND DRIVELINE BRAKES ARE NOT ACCEPTABLE. XVII. WHEELS & TIRES 1 This unit shall be equipped with proper sized wheels and tires for the GVW rating of the unit being bid. 2 Single wheels shall be furnished for the front and rear axles. 3 The wheels shall be of the steel disc type with an 11 -1/4" bolt circle. 4 The tires shall be Goodyear 395/85R20 XZL. XVIII. CAB 1 This unit shall have a fully enclosed, thermally and acoustically insulated (85 db as measured 6" from the drivers ear at full engine RPM), aluminum and glass cab. 2 Fiberglass components shall be used where shaping will assist in snow and air flow around the vehicle to avoid snow build up on the unit during operation. This shall include the roof and front cowling. 3 A visor above the windshield outside the cab is required to shield from falling snow and to assist in shading the operator from sun glare. 4 The operator shall be positioned slightly right of center. 5 Minimum cab height shall be 132" as measured from the ground to the top of the cab. 6 The cab of this unit shall be provided as follows: 1. A single piece panoramic windshield with reverse slope, minimum 2500 square inches. Side windows shall be power roll down type, one on each side of cab in each door, 5 -1/2 square feet each. Rear window shall be minimum 3 sq. ft, stationary type. 3. Rear corners of cab shall include sight windows for visibility of processed runway surface, approximately 320 square inches each. 4. Two peep windows, 340 square inches each, required in cab front fascia below windshield to assist operator in monitoring working head and casters. 5. Windshield shall be heated. 6. All windows shall be tinted safety glass, DOT approved and stamped. 7. Minimum four (4) electric variable speed wiper(s), providing operator clear line of vision, providing a minimum of 80% swept surface of the windshield. Wipers shall be mounted above the windshield to assist in snow shedding. Wipers will be heated. 8. Air operated side (door) window wipers shall be provided. The side wipers shall be equipped with an interlock system that disables the wiper when the door window is opened. Wipers will be heated. 9. Six quart reservoir for wet arm wipers required. System shall include an automated sequence which soaks the windshield and performs wiper sweep with the press of a single button, minimizing dry wipe. 10. High output, fresh air type heater /defroster with multispeed fan motor, mounted behind the operator to minimize visibility obstructions to the front. 11. Cab heater with defroster shall be capable of maintaining a 50 degree F inside temperature at sea level when the ambient temperature is -40 degrees F. Air flow of 380 CFM minimum required. 12. 30,000 BTU cab heater with Air Conditioning. 13. A screened, louvered vent is required near cab rear for fresh air intake into heater /ventilation unit. The heater /ventilation unit to be digitally controlled, set -it- and - forget -it style with digital settings up to 95 degrees Fahrenheit. 14. Climate control shall include auto mode for fan to provide rapid warm up of cab with automatic throttling down of fan as requested temperature is reached. 15. Vent controls shall be provided from panel selection including defrost mode dictating outside air intake for maximum drying effect. 16. Cab doors shall be provided with full length stainless steel piano type hinges. Hinges shall be bolted to the door and bolted to the cab frame. Hinges shall not be welded to doors and /or cab. Interior lower panels of doors shall include a nonmetallic liner to assist in sound absorption. Side sight peep windows required in each door, 70 square inches each. Glass pane in each skin of door required. 17. Auxiliary power outlets (2) required near center of cab for access by operator or passenger. 18. Dual, heated, motorized West Coast type mirrors operated from the operator position in the cab. 19. Self canceling turn signals with hazard switch. 20. Key type starter switch for chassis engine. Integrated safety checks shall prevent starting when an unsafe condition is detected. Real time feedback to the message center will report what condition is preventing the system from attempting an engine start. 21. Coat hooks. 22. Cup holders (two) shall be located front center of cab. 23. The operator seat shall be National Standard Plus high back air ride, fully adjustable in the horizontal and vertical positions with high back, air assist, arm rests, lumbar support, cloth covered, and load adjustable and furnished with 3 point type safety belts. Arm rest control shall include a vertical stow feature to facilitate easy egress /ingress of operator. An National Standard Plus high back air ride passenger seat shall be provided to the left of the driver. It shall also be equipped with three point type safety belts; arm rests are not required. 25. All digitally controlled electrical circuits shall be protected by solid state circuitry and logic. Power supplies to control modules shall be protected by manual reset circuit breakers. Master wiring circuitry boxes shall be mounted behind operator. Manual reset circuit breakers controlling all analog circuits shall be easily accessible. 26. The interior of cab shall be fully insulated. The floor of the cab shall be insulated with thermal- acoustical sound barrier floor mat. 27. Master connection point for radios in control console above windshield near center of cab shall be required. 28. Multiple access panels in upper console to allow easy access to switch and wiring connections shall be provided. 29. Air horn 30. Five (5) lbs. fire extinguisher mounted in cab as not to interfere with egress in and out of the vehicle. 31. Instrumentation shall be centered on a color liquid crystal display mounted to the tilt/telescoping steering wheel. Available information shall include: 1. Speedometer /odometer 2. As a safety feature, to prevent operator skimming of instrumentation during operations, screen selection controls shall become non functional at approximately 2 mph with the screen display reverting to operating mode information. XIX. ELECTRICAL & LIGHTING 1 Electrical system shall be multiplex technology for efficiency and maximization of control parameters. All lighting on this vehicle shall conform to FMVSS. All lighting shall be 12 volts, and shall include, but not be limited to, the following: 1. with auto adjustment for noise level, 2. Whelen S360 DAP amber strobe beacon near or on cab roof with switch for operator. 3. Cab dome light. 4. Variable intensity instrument lighting, push button control with ramp up through approximately 16 steps. 2 Weatherproof wiring shall be GLX nomenclature type, insulated and numbered . required circuit breakers for analog circuits shall be located in easily accessible weatherproof electrical panels. 3 Two (2) headlights with high /low beam and integral turn signals mounted on a Tight bar near front outside corners of cab near leading edge. 4 Light bar shall be vertical and made of round material to allow infinite positioning and aiming of auxiliary lighting as specified. Deutsch type sealed connector required at each light bar to pass electrical connections through cab shell. 5 Two (2) Amber snow plow lights (Flood) mounted on cab light bar. Lights will be switched independent of other lights. 6 Two (2) clear Perlux Driving lights mounted on cab light bar. Lights will be switched independent of other lights. 7 Two (2) HID lights mounted on cab light bar. Lights will be switched independent of other lights. 8 Two (2) HID lights mounted facing away from the cab on the rear drive engine cover. Lights will be switched independent of other lights. 9 One (1) 12 -volt, 200 -amp minimum alternator with built -in regulator. 10 Four (4) 12 -volt, maintenance free batteries with a total 3800 cold cranking amperes. Batteries to be installed in a separate frame mounted compartment with corrosion resistant interior. XX. JUMP START TERMINALS 1 An additional external set of battery jumper terminals shall be installed to provide a convenient location for attachment of jumper cables without removing the battery box cover. 2 The jumper terminals are to be mounted near the master disconnect switch and protected by plastic color coded covers to prevent inadvertent contact and reduce the chance for corrosion. XXI. LUBRICATION DATA PLATE 1 A chassis lubrication data plate shall be installed onto the side of the chassis engine hood. 2 The data plate shall provide a visual guide for all lubrication points and lubrication specifications that are used on the entire unit including chassis and blower attachment. XXII. SIDE DRAIN KIT / SNOWBLOWER AND PRIME MOVER 1 For ease of maintenance, a side drain kit is required. 2 This kit shall include hosing and valves to allow easy draining of operational fluids from vehicle components. 3 Specifically, outlets and hoses shall be supplied and labeled to allow draining of the blower radiator and cooling system, chassis radiator and cooling system, snow blower (auxiliary) engine oil, blower drop box, main blower hydraulics reservoir, and chassis steering oil /attachment lift hydraulic reservoir. 4 Outlets shall be frame mounted in area(s) to allow easy access. XXIII. AUXILIARY ENGINE (IF PROVIDED) 1 A separate auxiliary engine shall be used to power the rotary blower attachment. 2 It shall be of the four stroke diesel type, six (6) cylinder. 3 A doghouse or other protective enclosure of fiberglass construction shall be provided for the engine installation. 4 Doors for maintenance access to the auxiliary engine shall be removable and held in place by rubber retainers to avoid rattling of the doors. When removed, full access to the sides of the engine shall be provided from the required catwalks on both sides of the engine. 5 The auxiliary engine shall have an electronic control system, and have the same protection (power derate) systems and instrumentation as required for the vehicle engine, plus an intake air warning system for high intake vacuum. 6 The engine installation shall also include 12 volt start (Delco 50MT), automatic shot, thermally locked ether starting aid, exhaust approved for the application by the engine manufacturer, an air restriction indicator, and an automatic inside /outside air intake system. 7 Engine will have a 120 volt 1500 watt block heater installed and wired to a central location for power connection. 8 Auxiliary engine cooling system shall include a HEAVY DUTY vertical flow radiator, with the top & bottom tanks, and side members bolted together to form a rigid frame. The tanks shall be steel and the core shall be constructed of copper and brass, 1300 sq in minimum. 9 Thermostatically controlled fan clutch is required. 10 ALUMINUM RADIATORS ARE NOT ACCEPTABLE. 11 A spin -on coolant filter and silicone radiator hoses are required. 12 RPM control shall be by means of electric switch convenient to the operator to bump or ramp up and ramp down engine RPM. XXIV. AUXILIARY ENGINE COOLING SYSTEM CERTIFICATION (IF PROVIDED) 1 Certification and proof of the blower engine cooling tests are required no later than the time of unit delivery. 16 Contract #079 -2011 Rev. 8.29.11 jaa Budget Line Item #404.67.00952.86650 2 Certification shall include a dated, signed letter from the engine manufacturer indicating approval of the installation as bid. 3 Certification shall include the ambient temperature in which the engine can work at maximum power output, perform reliably, and stabilize at a temperature acceptable to the engine manufacturer. 4 Certification shall be for horsepower equal to or greater to the horsepower required within this specification. XXV. QUICK HITCH 1 The vehicle shall be equipped with a quick hitch device to allow the use of the snowblower head or optional attachment. 2 The truck portion of the hitch shall be the parallel, lift to attach type, activated by two double acting cylinders. 3 The upper horizontal sections of the hitch shall be a heavy walled tube of at least 318" wall to act as the receptacle for the head portion of the hitch. 4 All bearing surfaces shall be equipped with grease fittings. 5 The attachment portion of the hitch shall have two flame cut curved arms that will hook into the upper receptacle and rest on an angle iron pocket on the lower receptacle. The attachment part of the hitch shall lock by means of a 2 -1/2" x 1/2" wall tube. This locking tube shall slide through the lower receptacles and lock in place by means of a snap pin. The locking tube shall be equipped with a grab handle. 6 Mating, except for locking, shall be accomplished hydraulically and operated from inside the cab. 7 There shall be no hydraulic lines inside the cab. 8 The hitch hydraulics shall be powered by a chassis engine driven hydraulic pump, and shall be capable of lifting the entire blower head off the ground. XXVI. HIGH SPEED TWO -STAGE ROTARY SNOWBLOWER 1 The rotary snowblower shall be a two -stage unit including an auger or ribbon, and a separate impeller to effectively feed and displace snow and /or ice. 2 The blower unit shall be designed to withstand hard usage, and cold climates. 3 The materials, parts and construction techniques shall conform to the best engineering practices. 4 It shall have a minimum capacity of 4,000 tons per hour with a casting distance as measured from the blower to the point of maximum deposition under a no -wind condition of 75 feet minimum. 5 For operational flexibility, a second gear ratio shall be provided to provide a longer cast distance. 6 The performance specifications are based on snow with a unit weight of 25 pounds per cubic foot. 7 The blower shall be a serrated helical ribbon auger first stage with a second stage impeller. The first -stage ribbon shall act to cut and feed snow to the second stage impeller which shall force the snow out of a snow casting chute. 8 Rotary-head box shall be fabricated of heavy gauge, high wear, welded alloy steel with 3/8 inch side plates and 3/16 inch moldboard suitable for the type of expected service and formed to the contour of the ribbon reel conveyor. 9 The blower head will have thirty six (36) inch cutter bars mounted on the corners above the blower opening to aid in knocking snow down in large piles. 10 Provisions on the box shall be made for vehicle mounts, skid pad and caster brackets, scraper blades and associated hardware, drives, and controls. 11 A polyurethane scraper blade shall be fitted to the lower leading edge of the rotary head box with approximately 30° attack angle at the moldboard. The blade shall run the entire box width and be of a removable design. Blade shall be attached by at least 11 countersunk mounting bolts equally spaced along the blade. 12 Replaceable carbide skid shoes shall be at least 5 -1/2 X 7 -1/2 inches and shall be provided at either end of the head to protect the scraper blade and blower housing from excessive wear. 13 Spare pair of carbide skid shoes and a spare cutting edge will be provided. 17 Contract #079 -2011 Rev. 8.29.11 jaa Budget Line Item #404.67.00952.86650 14 To maximize traction in the work mode, the blower chassis shall be equipped with a weight transfer system that automatically maintains 60% of the blower head weight on the front axle of the chassis. This shall be accomplished hydraulically by sensing the system pressure and continually adjusting the pressure via electronically controlled hydraulic metering valves. 15 A minimum of two (2) steel caster wheels shall be provided on the blower head capable of swiveling 360 degrees for backing. 16 One (1) complete spare caster wheel assembly shall be provided. XXVII. HELICAL RIBBON 1 The serrated helical ribbon shall be a minimum diameter of 52 inches and have a minimum of two bearing supports, one at each end of the reel, and be driven from both ends. 2 If the dual motor drive is provided at the center, driving outward, prop shaft and /or drive mechanism must be in an enclosed case. 3 If supplied, motors shall be variable displacement type with electronic control system. 4 The ribbon flights on each reel shall be two removable halves and mounted on the reel shaft by the necessary number of mounts with flat head fasteners. 5 The ribbons shall be made from ASTM A572 GR 50 steel with a minimum thickness of 1/2 inch. 6 The reel shall be constructed with a curb ring for protection to any exposed parts of the reel. 7 A minimum of clearance shall exist between the rotary head box and the reel to reduce snow plowing and carryover. 8 The cutting width shall be not Tess than 102 inches. 9 Operator shall be able to select from six (6) speed settings correlating to ground speed required. 10 Ribbon speed shall automatically adjust to torque Toads generated by snow input with the selected speed being the highest speed enabled. 11 If the reel is driven hydrostatically, it shall be reversible from the cab to aid in disgorging excessive or clogged snow from the head by means of momentary electric rocker switch convenient to the operator. 12 If a pump is supplied, it shall be electronically controlled. 13 If hydrostatic relief is supplied, it shall be provided to protect the system should ingestion of foreign objects occur. 14 A low oil level /high oil temperature warning system shall alert the operator in the cab to abnormal conditions. 15 A manual shut off valve shall be provided at the outlet of the hydraulic oil reservoir. 16 A suction screen with approximately 150 micron rating shall be installed at the outlet of the hydraulic reservoir to provide protection to the main hydraulic pump. 17 Non - floating side plate skirts are required on each ribbon side plate to assist in snow control at higher speeds. Units shall utilize polyurethane cutting edge material that is replaceable as a wear item. XXVIII. IMPELLER SYSTEM 1 The impeller system shall have a minimum diameter of 59 inches with a minimum depth of 21 inches. 2 It shall be designed to be consistent with the capacity of the in- putting reel. 3 The opening, blade diameter and speed ratio shall ensure proper snow flow and discharge to the casting chute. 4 The five impeller blades must be replaceable and be attached with countersunk fasteners. 5 All blades shall be constructed and balanced to be resistant to vibration and shock damage caused by high speed ingestion of foreign objects. 6 The impeller shall be driven by direct mechanical means. 7 The blower drive shall include a dry type full torque 3 -plate PTO 14 inch clutch, controlled from the cab, for blower drive engagement. 18 r Contract #079 -2011 Rev. 8.29.11 jaa Budget Line Item #404.67.00952.86650 8 Clutch engagement shall be hydraulically actuated and provide protection against engaging clutch when blower engine is over 800 rpm. 9 Clutch engage selection shall automatically engage ribbon drive in forward direction. 10 For safety, the clutch /ribbon engage button shall be illuminated GREEN when activated and the ribbon status icon on the LCD will clearly indicate ribbon status as a visual reminders to operator of the status. 11 Clutch shall automatically disengage if engine is shut off to avoid attempts at start up with impeller engaged. 12 A two -speed reduction gear system shall be provided between the blower engine and the impeller to provide proper torque and speed at the impeller while allowing the engine to operate at the RPM providing maximum efficiency. 13 An electronically controlled lock out system shall automatically assure that gear change is made only with clutch disengaged and shaft movement at low enough speeds to avoid damage to gear system. 14 Shift shall be by means of electric over air control. 15 Switch shall be stage bump type, moving the shift from high to low, low to high, high to neutral, low to neutral or neutral to high, one for each shaft movement. 16 For vehicle and equipment protection, if the shift is not completed by the electric /air system within 1.5 minutes, the system shall cease attempts at range shift and notify the operator of the failure by flashing light at the control switch. 17 The operating range of the drop box is to be displayed on the main dash LCD screen. 18 The gear box shall include helical gears with pressurized lubrication system. 19 CHAIN TYPE DROP BOXES ARE NOT ACCEPTABLE. 20 Driveline shall be Spicer 1710 Series or equal. 21 Shear bolts shall be provided in the impeller drive train to minimize damage should ingestion of foreign objects occur. 22 The shear bolts shall be accessible and replaceable from behind the intake face of the blower to eliminate removing snow from the blower intake to replace the bolts. 23 Ten (10) spare shear bolts and bushings and any special tools required to replace the pins will be provided. 24 The snow casting assembly shall consist of a controllable chute, impeller or turbine snow collector and a control system. 25 The system shall be designed to accept the maximum output volume of the impeller assembly, with an interior free from sharp bends or obstructions. 26 The impeller housing shall be built of 3/8 inch steel, and the snow casting assembly shall be built of 1/4 inch steel. 27 The casting chute assembly shall rotate in a vertical plane to cast snow to the left or right side of the vehicle thru a minimum arc of 125 degrees. It shall flat cast to the right. 28 The rotary head assembly shall have a provision for raising the head from the pavement. 29 The hydraulic lift mechanism shall be fully operable from the control cab, with hydraulic pump driven by the chassis engine. 30 Minimum ground clearance shall be 8 inches under the leading edge when rotary head is at maximum height. 31 Rotary head drive system shall not bind, rub or vibrate excessively when head is raised to maximum height and shall be able to travel a minimum of 2" below ground level to clean out surface depressions. XXIX. ON -BOARD DIAGNOSTICS AND ELECTRONIC CONTROL SYSTEM 1 Functional control of vehicle shall be centered on an electronic control system utilizing J1939 data bus. 2 Reliability and precision operation of the unit requires heavy reliance on solid state circuitry and components and minimized reliance on traditional multi -pin "physical switch" type relays. 3 Electronic control systems shall include on board diagnostic assistance and other features to simplify the operation, troubleshooting, and repair of the unit. 19 ct Contract #079 -2011 Rev. 8.29.11 jaa Budget Line Item #404.67.00952.86650 4 Proprietary engine and Allison transmission data and troubleshooting readout not required. 5 ECU's, VIMS, Power Modules and Direct Current Controllers 6 Electronic control modules shall be of the highest reliability and durability for use in mobile equipment. System shall comply with the following: 1. High amp manual resettable circuit breaker protection is required upstream from the electronic control modules; 2. Y's from the data bus to the modules shall be physically labeled in the vehicle for ease of maintenance and troubleshooting; 3. Control boxes shall include a dual external LED tattletale, one LED displaying constant illumination indicating power supply, and one LED displaying a "heartbeat" indicating internal proper function; 4. A timer module shall serve to keep electronic modules live for 1 hour after last cycle of door switches indicating egress from vehicle. This unit shall maintain "heartbeats" and power indicators at modules and their function without the key switch on. After hour period without a change of status in door switches, unit shall automatically shut down completely. 5. Data bus terminal resistors shall be EXTERNAL to control modules for ease and economy of replacement. Terminal resistors within the control boxes shall NOT be used as part of the electronic system structure; 6. Certifications of testing and durability of electronic modules 7 EMI -RFI (meeting mil -spec of 150 volts /meter) 8 Salt spray survival for 1,000 hours minimum (ASTM B117) 9 Water immersion 10 High temperature tested at 125% overload for 100 hours, minimum; 11 Vibration tested to 50 g's 12 VIM shall be capable of 245 amp sustained output capacity to provide engineered margin of safety; 13 VIM shall be overload and reverse polarity protected with self diagnostic capabilities; 14 Field Effect Transistors (FET) shall provide power output to electrical functions, acting as a solid state relay and circuit breaker in one; 15 FET shall shut off automatically in the event of short to ground, cycling on and off to test itself for proper function to avoid damage while allowing search and repair of fault; 16 Individual FET ratings and over - current protection to be programmed to values of 1 to 15 amps depending on task assignment; 17 On Board Diagnostics Features and Performance 1. Electronic control system shall include and enable diagnosis of chassis systems and function by means of the LCD dash display. Engine and transmission diagnosis shall be accessible via accessible connect ports on vehicle, but need not be in the dash display. Engine and transmission diagnostics programs and equipment need not be provided with this vehicle. System shall include the following at a minimum: 2. Message area on LCD to display error message to operator as any system function fails. Available during operation on operations screen; 3. Error message toggle if more than one failure is present; 4. Password registration with chassis OEM's Service Department; 5. Memory retention of failures until cleared by maintenance personnel with password access; 6. Real time operational indicator of system function on diagnostics /maintenance screens. XXX. QUALITY /SAFETY STANDARDS 1 Each bid must include the vehicle (chassis) manufacturer's certification that the vehicle (chassis) meets or exceeds the following requirements based on documented test results. DYNAMOMETER 1 The unit is to be delivered with a chassis dynamometer test report verifying proper operation and power output of chassis engine and drive train. 2 Dynamometer test shall require engine & chassis to be run for at least 20 minutes and shall show run up to full power output with chassis mph to 45 mph minimum, and to at least 90% of maximum horsepower output. 3 Test report to include truck serial number. 4 A sample of chassis dynamometer testing is to be provided in the bid package. 5 This sample shall verify that such testing is standard practice for the manufacturer. 6 A special procedure to satisfy this requirement for this procurement only does not demonstrate the quality procedures and standards desired by the purchaser. XXXII. ALIGNMENT 1 The vehicle is to be delivered with a wheel alignment report verifying proper alignment and set up of all steering axles, both left and right side. 2 Report shall show camber, caster and toe -in before and after adjustment against acceptable product limits. 3 A sample of such alignment report is to be provided in the bid package. 4 This sample shall verify that such testing is standard practice for the manufacturer. 5 A special procedure to satisfy this requirement for this procurement only does not demonstrate the quality procedures and standards desired by the purchaser. XXXII'. PAINT AND MARKING 1 The vehicle shall be painted and marked in accordance with FAA Advisory Circular 150/5210 -5, current edition, Painting, Marking, and Lighting of Vehicles Used on an Airport. 1. The complete vehicle shall be painted with one (1) coat of metal primer and two (2) coats of FAA approved Chrome Yellow acrylic urethane. 2. The vehicle shall have a horizontal band around vehicle, 8 inches wide, of white retro - reflective sheeting for traffic control type III & above. Spec ASTM -D 4956 -05. 3. The vehicle shall have decals, the numeral, 13, size: 16 inches tall, mounted on each side of engine cover. 4. The vehicle shall have a decal, the numeral, 13, size: 24 inches tall, mounted on the top of cab roof. 5. The vehicle shall have decals, the Aspen /Pitkin County Airport logo, on each side. RADIO SYSTEM 1 Two (2) two -way radio drops 2 One two -way radio Motorola CDM 1250 mobile installed and programmed. 3 One two -way radio ICOM A110 mobile installed and programmed. 4 Aircraft radio (ICOM) must be wired to be heard inside the cab and outside through an external speaker. XXXV. MANUALS AND ELECTRONIC SCHEMATICS 1 The successful bidder shall provide the following product documentation and support information: 1. Two (2) complete sets of manuals, including operators, parts, and service plus internet access to parts books will be provided for the chassis. 2. Two (2) complete sets of maintenance and service manuals will be provided for the chassis engine, blower engine, and transmission 2 Successful bidder shall provide both paper and electronic copies of electrical schematic that include a computer search function. 3 Successful bidder shall also provide at no extra charge the software required to view schematics and operate this search function. 4 The cost of the software and any license fees for use are to be included in the single bid price. 5 If the electronic schematic is multipage, paper copies of schematics shall include reference indicators directing the reader to connection points on other pages by sheet number and grid location within each sheet. 6 Electronic diagnostic software will be provided for the chassis, chassis engine, blower engine and transmission. Software will include all cables, adapters and interfaces required for connection to a laptop computer. XXXVI. SPARE PARTS 1 The bidder shall provide the following spare parts. 2 Ten (10) shear pins and bushings. 3 Wrench for replacing shear pins. 4 Spare carbide skids 5 Spare poly cutting edge 6 Spare caster assembly 7 Complete set of filters for chassis, drive engine, and blower engine. XXXVII. WARRANTY 1 The bidder shall warrant his equipment as to the specified capacities and performance, and to be free from all defects in design, material and workmanship. 2 All labor, transportation cost and defective parts shall be replaced free of cost. 3 THIS GUARANTEE SHALL CONTINUE FOR ONE (1) YEAR AFTER COMMENCEMENT OF ACTUAL OPERATION OF THE EQUIPMENT. 4 No exceptions to the guarantee requirement will be accepted. 5 Additionally, the engines shall be warranted for a minimum of two (2) years and the automatic transmission shall be covered for a minimum period of three (3) years after commencement of actual operation of the equipment. XXXVIII. LOCAL SUPPORT 1 Because of the critical nature of this machinery and the specialized design of the equipment, local service and technical support are considered an integral part of its purchase. Therefore, all bidders must be authorized dealers of the vehicle proposed, with enclosed and heated service facilities within two- hundred (200) miles of the customer. 2 All bidders must offer prompt service on the unit at the in- service location. 3 These mechanics must hold current and valid certifications from the manufacturer. A 4 All bidders must be capable of servicing the entire unit including the chassis, and any auxiliary equipment provided thereon. 5 The service facility must have fully equipped mobile service vehicles. 6 The service facility must be equipped to handle, without subletting, the following: body repairs, paint work, welding, frame and spring repairs, and power train repairs. 22 , G Contract #079 -2011 Rev. 8.29.11 jaa Budget Line Item #404.67.00952.86650 7 The service facility must provide a technical support telephone contact number. User inquiries shall receive a response to all technical support issues within (4) four hours. 8 To assure that the spirit of this requirement is met, the bidder shall include verification and proof in the bid package that they and chassis manufacturer have had an established and legally binding agreement for a minimum of (1) one year. 9 Further, the airport sponsor reserves the option to travel to and inspect the bidder's sales and service facilities. This option will be exercised within ten normal business days of the bid opening. 10 Clear evidence of experience in servicing the unit offered must be shown or the bidder will be determined to be unqualified and therefore their bid will be determined to be unresponsive. XXXIX. INSURANCE 1 To protect the purchaser from potential involvement in litigation, the chassis manufacturer for this contract shall be adequately covered with liability insurance. 2 The manufacturer shall carry commercial general liability insurance including coverage for the products - completed operations exposure, with limits of not less than $1,000,000 Each occurrence (Bodily Injury and Property Damage), $1,000,000 Products /Completed Operations Aggregate, $5,000,000 General Aggregate, and $1,000,000 Personal and Advertising Injury. 3 The insurance shall be issued by an insurance company with a current A.M. Best rating of A- or higher. 4 A Certificate of Insurance showing that this minimum amount of coverage is currently in force shall be included in the bid package for the bid to be considered. XL. MANUFACTURER/SUPPLIER STABILITY 1 In the interest of continued and reliable service, parts, and technical support, equipment suppliers shall have exhibited a consecutive history of financial stability and manufacture of similar equipment over a minimum of the past ten years. 2 Documentation shall be provided in the bid package to verify such continuous business activity, such as location and contact lists (minimum 10 users), financial statements, and annual reports. 3 In the interest of process and quality control, the chassis manufacturer shall be IS09001 certified. 4 Because of the critical nature of the product and its application, the burden of proof for this requirement lays with the bidder and /or suppliers. XLI. CHASSIS MANUFACTURER CERTIFICATION 1 Chassis manufacturer shall be ISO 9001 certified for the production of heavy trucks. 2 Claims of self - certification programs are self serving and are not acceptable for this procurement activity. Third party verification is required given the import and scope of the equipment and the purchaser's equipment procurement program. 3 Certification documentation of chassis manufacturer compliance with 9001 FROM AN ACCREDITED THIRD PARTY is required in the bid package. 4 Bids not including this documentation will be deemed not acceptable. XLII. MISCELLANEOUS 1 Instruction and Training 1. At time of delivery the successful bidder shall provide a factory- trained technician from the manufacturer's head quarts, to perform the following: 1. Pre - delivery inspection of the finished vehicle 2. Prepare vehicle for service 3. Complete final adjustments to all operation systems 4. Conduct operator familiarization training for operators 5. Conduct basic maintenance familiarization training for the maintenance staff 2. The manufacturer shall, at no additional cost, furnish said services County and at County's facilities.
