Vos Caudill, Pitkin County Clerk and Recorder Dwight K. Shellman III, Election Manager ISSUE STATEMENT : Conduct the Pitkin County November 1, 2011 Coordinated Election as a mail ballot election. BACKGROUND : The Election Code of 1992, Title 1 of the Colorado Revised Statutes, permits odd-year elections (also known as “Coordinated Elections”) to be conducted by mail ballot only, subject to the approval of the Board of County Commissioners as Pitkin County’s governing board. At the May 24, 2011 Work Session, it was determined to conduct a 2011 November mail ballot election. LINK TO STRATEGIC PLAN: Organizational Excellence – The community depends on Pitkin County to be responsible stewards of the public trust. Pitkin County will do everything responsible within its means to utilize public resources efficiently, ethically and intelligently. KEY DISCUSSION ITEMS: The Pitkin County Clerk and Recorder and the Election Manager will be present to answer any further questions regarding a 2011 Mail Ballot Coordinated Election. BUDGETARY IMPACT: The Clerk and Recorder’s 2011 budget was predicated on the assumption that the Board of County Commissioners would authorize the 2011 Coordinated Election to be conducted as a mail ballot election. This budgetary assumption was made to enable the department, which is thinly staffed, to satisfy the County Manager’s request to propose additional department budget cuts during the 2011 budget preparation. Therefore, approval of the recommendation will not result in an impact to the department’s existing 2011 budget. However, in the event the Board rejects the recommendation and directs the Clerk and Recorder to conduct the 2011 Coordinated election as a polling place election, the Clerk will be . required to request a supplemental appropriation of approximately $28,000 RECOMMENDED BOCC ACTION: The Board of County Commissioners is requested to approve the Clerk and Recorder’s recommendation to conduct the 2011 Coordinated Election by mail ballot only, as set forth in the proposed Resolution.
