Pursuant to Subsection 4-30 -50(1) of the PWdn County land Use Code, the Community Development Director of Pitkin County, Colorado ("Dnector'l may approve a Temporary Commercial Use/Special Event Permit for commercial activities or events. 2. The Aspen Animal Shelter (hereafter, the "Applicant") has applied to the Director for apptooval of Special Event Permit to conduct a benefit luncheon on July 23, 2011. The event will consist of a VIP luncheon from 11:30AM to 1:30PM that approximately 100 people will attad, and .#4 evening speaking engagement from 5:30PM- 7:30PM that approximately 250 -300 people will attend. The PAW County Sheriffs Office, the Aspen Fire Department, and the Emergency Management Department have all approved this event County Risk Management has received and approved a Certificate of Insurance covering this event and naming the County as an Additional Insured. No responses were received from the Environmental Health Department, however Bistro is the licensed caterer for the luncheon. 4. The Applicant has secured a Liquor License for the VIP luncheon. Alcohol will not be saved at the evening program. Bartenders am TIPS tramad. The Applicant has scheduled &.Boot inspection with the Aspen Fire Depw. 1 for July 22, 2011. The Applicant has received verbal, approval to use the City of Aspen Snow Dump for participant parking. 5. The Director finds that, to the extent applicable, the application complies with the standards in Subsection 4- 30 -50(i) of the land Use Code. A VIP luncheon from 11:30am to 1:30pm and an evening speaking engagement from 5:30pm to 7:30pm. Number of participants limited: Yes, luncheon limited to 100 tickets to be sold; Evening event limited to 250 to 300 tickets to be sold. Advance training for volunteers: Most have volunteered with our organization at this same event in the past three years. Others will be trained the morning of the event. Site Plan (and maps): Site Plan - See attached layout Boundaries: Aspen/Pitkin County Animal Shelter parking lot and limited areas inside the shelter. The main street to the shelter is Animal Shelter Road and we have requested permission from Jerry Nye with the City of Aspen to use the snow dump area as a parking lot as we have in previous years. Site Improvements: One large tent will be in the parking lot to cover tables and chairs. There will be tables set -up for catering and there will be several small tables in the courtyard using either Layout A or B as noted on attached. Generators will be behind the catering station, if needed. There will be an amplified speaker(s) under the tent (mimimal) so luncheon guests can hear speakers. Guests will enter and leave through the Animal Shelter parking lot entrance. Security, Medical and Safety: Security checkpoints are at the entrance /exit and at various locations inside the animal shelter. There will be security /staff stationed at the doors leading back to the dog kennels to prevent unsupervised guests from entering the area. Animal Shelter Road is 27 feet wide and emergency vehicles will be able to access the event. There will be directional signs and/or balloons at the turn off to Animal Shelter Road. Transportation and Parking: Parking will be at the county snow dump and we anticipate that all guests will be able to park in that area. In the unlikely event additional parking is needed, cars will be allowed to park along one side of Animal Shelter Road. Trash and recycle containers will be in various locations throughout the grounds, parking lot and inside the animal shelter. Alcohol, Food Service, Vending and Tech Areas: During the VIP luncheon, there will be tables and chairs in the parking lot as well as tables in the courtyard. There will be no alcohol or food served at the evening event. Catering for the luncheon will be on the West side of the parking lot. There are several other board members who will be assigned duties as needed. Each staff contact wil be assigned an appropriate number of volunteers to successfully fulfill tasks at hand. Cell phones will be used for communications between staff members and with medics. Medics will also have cell phones. Attendees will be notified of changes to the event by email, radio and/or personal phone calls. There will be signs posted at the turn off of Highway 82 and Animal Shelter Road. There will be signs and volunteers along the road that will direct guests to the parking lot and to the event. In the unlikely event that the snowmelt parking lot fills up, we will allow parking on one side of the road. Security Plan: No professional security company has been hired. Adam Goldsmith (board member) is the contact person for security. There will be volunteers located at the entrance and exit points of the event area and tent and staff of the Aspen Animal Shelter will be located at various spots inside the animal shelter to prevent people from going into non - public areas. Public law enforcement will not be required. About 250 to 300 people will attend the evening event and the capacity for the area is more than that based on occupancy loads as defined in fire code. Various board members, volunteers and Aspen Animal Shelter employees will be stationed throughout the event and will be able to respond to emergencies by contacting Julie Puchkoff and/or 911. Emergency access will be through the entrance to the event. Fire extinguishers are located throughout the animal shelter and will be located throughout the tent as mandated by fire code. Additional fire extinguishers will be located inside the tent. Exit routes are noted throughout the animal shelter building as mandated by code when the building was built. The event will be mostly outside under a tent and exit signs will be hung in the tent per code. Exit routes are determined by walking off the property. If weather is bad we will add sides to the tent, otherwise the tent will be open. If sides are added to the tent the occupancy load will still fall within fire code. This event does not pose a risk to the individual participant or public safety. The event will not occur in the wilderness. We will not be using fixed wing or rotor aircraft. Transportation/Traffic Plan: We encourage guests to use public transportation to come to and go from the event. Our main goal is to have the flow of traffic move smoothly and we will only allow parking on one side of Animal Shelter Road. There will be signs at the intersection of Highway 82 and Animal Shelter Road to direct guests to the venue. There will be no special transportation needs for artists, staff or volunteers. There will be no need for traffic control on State Highways or County Roads. Parking Plan: Approximately 50 parking spaces will be required for the luncheon and approximately 100 to 120 for the evening event. We have requested permission from Jerry Nye from the City of Aspen to allow us to use the city snow dump area as a parking lot as we have in previous years. This space will fit at least 120 cars and is located next to the animal shelter. Guests will walk from the parking lot to the event. If additional parking is needed, we will allow parking on one side of Animal Shelter Road. Parking will be free and there will be board members and volunteers directing traffic and telling people where to park. This event occurs during daylight hours so no night lighting will be provided. Our event is not located in the City of Aspen and therefore the ZGreen Events Checklist is not attached. However, we did review the checklist and will comply with as many of the green practices suggested as possible. Trash cans are located throughout the inside of the shelter and there is a recycling container at the shelter which is used by shelter staff. There are two bear -proof trash can containers located outside of the building. We will provide additional recycling containers in the shelter and tent areas for use by the public as well as putting an appropriate number of trash and recycling cans in the parking lot. Trash will be removed via the dumpster located on the animal shelter property. Recycling will be taken to the City of Aspen recycling center or Pitkin County landfill recycling area. The animal shelter has three restrooms which will be used by the public. At least one of these restrooms is ADA accessible, per code. Alcohol Mitigation Plan: Our event will involve the distribution of alcohol (beer and wine only) at the luncheon only. No alcohol will be sold, served or allowed at the evening event. Alcohol will be available to guests between 11:30am and 2:OOpm. It will not be allowed outside those areas. Other beverages will be available including water and iced tea and food will be available the entire time. There is no smoking allowed on the property. Public transportation is available for intoxicated attendees and board members will be available to drive people home in the unlikely event they have had too much to drink. Accessibility Plan: The animal shelter is ADA accessible via code when built. Travel from the parking lot to the event is flat and therefore a clear path throughout the venue is present. We will provide parking for the disabled nearest to the event entrance. At least one of the restrooms is ADA accessible and all the food and beverage areas are accessible. Signage will be located so pedestrian flow will not obstruct its visibility. The event takes place during daylight hours, therefore no lighting is required. Alcohol Permit & License: A liquor license will be submitted to the Pitkin County Clerk on or about May 25th. Food Permit: A food permit application will be submitted by the caterer. Neither the luncheon nor the eering event will include food preparation. There will be an area in the parking lot designated for serving the food for the luncheon. The food will be cooked off -site and assembled at the event. Food and cooking supplies will not be stored overnight Parks/Open Space Permit: N/A Reviewed and accepted: NO Sales Tax & Bus. Public Notification: There are no surrounding neighbors other•than the occupants of the two employee units at the Aspen Animal Shelter. Both occupants have been notified of the event and there will be no negative impact to either occupant. Parking has tentatively been set for the Snow Dump area (approval pending). If additional parking is needed, cars will be allowed to park on only 1 side of Animal Shelter Road (as previously approved). The Applicant is aware they need to submit for a liquor license for the luncheon. Additionally, we are considering a multi -year permit (3 years) for this event as long as it remains essentially the same (number of people, parking etc).
