Mitch Alcala (hereafter, the "Applicant ") has applied to the Director for approval of a Special Event Permit to conduct the Redstone Rally and Poker Run proposed for June 24 & 25, 2011. This Rally will be held in downtown Redstone is a gathering of people who ride motorcycles and is a fundraiser for military veterans. The Poker Run is a motorcycle ride associated with the Rally that will begin in Redstone, travel to Somerset, come back through Marble, and end in Redstone where it started. The Rally will occur on June 25' from 10:30 to 2:30. The Applicant anticipates approximately 400 -500 people will participate in the Rally and approximately 200 people will participate in the Poker Run. 3. The Pitkin County Sheriffs Office, the Carbondale Fire Department, the Colorado State Patrol (CSP), and CDOT were all referred on this event. All entities have given approval, either written or verbal, with the exception of CDOT who did not respond to the call for comments. CSP stated in a phone conversation that a permit will not be issued for use of Hwy 133 given its small size. 4. The Applicant states that food and liquor will not be served at the event and that establishments in Redstone will be providing these amenities. 5. The Applicant has provided insurance for the event in accordance with the standards of the County Risk Manager. 6. The Director finds that, to the extent applicable, the application complies with the standards in Subsection 4- 30 -50(i) of the Land Use Code. THE DIRECTOR HEREBY APPROVES the Special Event Permit for the 2011 Redstone Rally and Poker Run subject to Applicant's compliance with each of the following conditions: All material representations made by the Applicant in the application (which shall specifically include representations made in all related supporting documents, correspondence subsequently provided by the Applicant, and representations made by phone), shall be adhered to, and considered conditions of approval, unless superseded by specific conditions in this Determination. 2. No event parking shall occur on Highway 133 and all emergency accesses shall remain open. 5. Pedestrian walkways crossing Highway 133 shall be clearly marked. If there is significant traffic during the event, the Applicant shall place traffic control operators at walkways to ensure pedestrian safety when crossing. 6. All food and beverage service shall be limited to currently existing licensed commercial food establishments. 7. The Community Development Department coordinates the review of these activities /events by various referral agencies in order to ensure that the activities /events are conducted in a safe manner, and that any impacts on the community or on public resources are mitigated by the permittee. The permittee is required by the Code to demonstrate that adequate provisions have been made for police supervision, public parking, insurance, site set -up, maintenance and clean -up, emergency services, and safety of operations. A permit will not be issued unless these requirements are satisfied. Special Events include, but are not limited to the following: Public events for amusement or entertainment, such as concerts or festivals; Fund - raising or non - commercial events to benefit nonprofit religious, educational, or community service organizations; and => Foot races and bike races. Temporary Commercial Uses include, but are not limited to the following: =:> Filming of movies, commercials, or promotional spots; and => Trade shows. Please provide the following information a@ it applies to your event. Note that some questions will not be applicable, or appropriate, given the nature and /or scale of your event.
