Pursuant to Subsection 4- 30 -50(i) of the 2006 Pitkin County Land Use Code, the Community Development Director of Pitkin County, Colorado ( "Director ") may approve a Major Special Event Permit. 2. The Aspen Affiliate of the Susan B. Komen Foundation (hereafter, the "Applicant') has applied to the Director for approval of a Major Special Event Permit to conduct the Aspen/Snowmass Ride for the Cure on August 21, 2011 from 7:30AMto 7:OOPM. The race will be held throughout the County and includes approximately 400 riders and approximately 100 staff and volunteers. The race route description can be viewed as Attachment A. 3. No road closures are proposed for the Event. The route for the Race will utilize Maroon Creek Road prior to RFTA bus service beginning for the day and will not be closed or restricted for any reason. 4. The Applicant has provided a Certificate of Insurance demonstrating adequate General Liability coverage (and naming Pitkin County as an Additional Insured). The Special Events Committee including the United States Forest Service, RFTA, Colorado State Patrol (CSP), Sheriff's Office, Communication Department, Emergency Manager, Meadowood Homeowners Association, and Caucuses were made aware of the Event. Comments were received from most with some conditions. Specifically, the Sheriffs Office has approved the event. The Applicant has provided a communication plan satisfactory to the Communication Department. Aspen Ambulance has been contracted for the event. The Forest Service has issued a permit for the event. CSP will be issuing a permit for the event. The Director finds that, to the extent applicable, the application complies with the standards in Subsection 4- 30 -50(i) of the 2006 Land Use Code. NOW THEREFORE BE IT RESOLVED that the Community Development Director of Pitkin County does hereby grant approval for the 2011 Aspen/Snowmass Ride for the Cure Special Event Permit subject to the following conditions: The Applicant shall adhere to all material representations made in, or in connection with, the application, including but not limited to its Safety and Operations Plan. 2. The Applicant shall provide the Sheriff's office and Colorado State Patrol with the route for the event and have proper personnel in place for Hwy 82 crossings. Page I oft 3. No staging (aid stations, rest stops, etc.) shall occur at the Woody Creek Tavern or at the Chaparral Ranch turnoff. The Woody Creek Aid Station shall be located on the northwest side of River Woods Road. 4. County Roads shall not be closed or restricted during the event. 5. Meadowood Road shall not be restricted during the Ride in any way. Riders and spectators shall not disrupt the flow of traffic in the Subdivision. 6. Riders shall ride single file on Lower and Upper River Roads and McLain Flats Roads except to pass other riders. 7. Prior to commencement of the event, the Applicant shall provide the Pitkin County Sheriffs Office with the radio frequencies, satellite phone numbers and all other contact information in the event of an emergency. One of the reasons we will be holding this meeting is because this will be the first year that the Ride will undertake the development of their own safety and operation /medical plan. Medical for the Ride will be done by Aspen Ambulance, we will have two ambulances stationed on course, and will move to different positions following the main body of riders. The ambulances will be called to any incidents using 911. Basalt ambulance is also on standby and will be called using 911 Safety/ support and Gear (SAG) We will have 5 SAG wagons patrolling the course. The SAG wagons will be alert for any safety concerns, medical situations and dispense aid to riders with mechanical or physical problems. In the event of a medical emergency the SAG wagons will dial 911 and request an ambulance to the scene. Our course winds through some areas that do not have good cell coverage. In the event of no cell coverage the SAG wagon will alert the SAG wagon dispatch operator ( VIA ham radio and repeaters) to dial 911 . The SAG wagons will typically have a Driver and a ham operater and will remain in radio contact with the course dispatch. Radio frequencies for the HAM operators are licensed by them individually. The use of the frequencies will conform to FCC Regulations. The dispatch for the SAG wagons will be stationed at the Inn at Aspen. Intercommunications between SAG wagons, directors, officials and volunteers will be done using cell phones and radios as needed. Our dispatch will keep continuous track of the SAG wagons and report ongoing progress to Logan Hood / course director. Aid station tents will be staffed by nurses and physicians using their own medical protocols to render basic first aid. Any further medical needed other than Basic first aid, 911 will be called. The holder shall conduct the authorized activities according to the attached approved plans and specifications, Exhibits ABC. 4. The holder shall not install any improvements not specifically identified and approved above. 5. No soil, trees, or other vegetation may be destroyed or removed from National Forest System lands without specific prior written permission from the authorized officer. 6. The holder shall comply with all Federal, State, county, and municipal laws, ordinances, and regulations which are applicable to the area or operations covered by this permit. 7. The holder shall maintain the improvements and premises to standards of repair, orderliness, neatness, sanitation, and safety acceptable to the authorized officer. The holder shall fully repair and bear the expense for all damage, other than ordinary wear and tear, to National Forest System lands, roads and trails caused by the holder's activities. 8. The holder has the responsibility of inspecting the use area and adjoining areas for dangerous trees, hanging limbs, and other evidence of hazardous conditions which would pose a risk of injury to individuals. After securing permission from the authorized officer, the holder shall remove such hazards. 9. The holder shall be liable for any damage suffered by the United States resulting from or related to use of this permit, including damages to National Forest resources and costs of fire suppression. 10. The holder shall hold harmless the United States from any liability from damage to life or property arising from the holder's occupancy or use of National Forest lands under this permit. 11. The holder agrees to permit the free and unrestricted access to and upon the premises at all times for all lawful and proper purposes not inconsistent with the intent of the permit or with the reasonable exercise and enjoyment by the holder of the privileges thereof. 12. This permit is subject to all valid existing rights and claims outstanding in third parties. 13. This permit may be revoked upon breach of any of the conditions herein or at the discretion of the authorized officer. Upon expiration or revocation of this permit, the holder shall immediately remove all improvements except those owned by the United States, and shall restore the site within 1 day(s), unless otherwise agreed upon in writing. If the holder fails to remove the improvements, they shall become the property of the United States, but that will not relieve the holder of liability for the cost of their removal and restoration of the site. 14. This permit is a license for the use of federally owned land. It does not grant any interest in real property. This permit is not transferable. The holder shall not enter into any agreements with third parties for occupancy of the authorized premises and improvements. 15. Appeal of any provisions of this permit or any requirements thereof shall be subject to the appeal regulations at 36 CFR, Subpart C, or revisions thereof. 16. This permit is accepted subject to the conditions set forth herein, condition(s) 1 -24 and Exhibit(s) ABC attached to and made a part of this permit. 17. The above clauses shall control if they conflict with additional clauses or provisions. 18. The "yellow line" rule must be adhered to during the event. 19. All bicyclists must adhere to Colorado State Law and ride single file when any vehicle is approaching within 300 feet from behind. 20. Five Maroon Bells vehicle passess will be issued in association with this permit. Any additional vehicles will be charged $10.00 per vehicle. 21. Signs will be posted at least 24 hours in advance in the campgrounds and parking areas along Maroon Creek Road. The road will remain "restricted" and not "closed ". 22. As a leave no trace ethic, event staff are responsible for managing all waste, food, and garbage throughout the event. All waste, trash, and food shall be removed immediately from the area of influence. This includes human waste, food and garbage of staff, competitors, and related personnel. 23. Komen staff will ensure that variable message boards at the roundabout and ARC be programmed to announce the Ride and the use of Maroon Creek Road. 24. When riding in a group, most of the cyclists do not have a good view of the road surface ahead, so it is important to announce holes, glass, grates and other hazards. The leader should indicate hazards by pointing down to the left and right and by shouting, "Hole," "Bump," etc. where required for safety. 6. Watch for traffic coming from the rear. Because those in front cannot see traffic approaching from the rear, it is the responsibility of the riders in back to inform the others by saying, "Car back." Around curves, on narrow roads, or when riding double, it is also helpful to warn of traffic approaching from the front with, "Car up." 7. Watch out at intersections. When approaching intersections that require vehicles to yield or stop, the lead rider will say, "Slowing" or "Stopping" to alert those behind to the change in speed. When passing through an intersection, some cyclists say, "Clear" if there is no cross traffic. Note that each cyclist is responsible for verifying that the way is indeed clear. 8. Leave a gap for cars. When riding up hills or on narrow roads where you are impeding faster traffic, leave a gap for cars between every three or four bicycles. That way a motorist can take advantage of shorter passing intervals and eventually move around the entire group. 9. Move off the road when you stop. Whether you are stopping because of mechanical problems or to regroup with your companions, move well off the road so you don't interfere with traffic. When you start up again, each cyclist should look for and yield to traffic. 10. Rules to obey. Obey all traffic signs and signals. Obey instructions from the Aspen/Snowmass Ride for the Cure® volunteers are they are there for your safety. 11. Do not hold up traffic — stay to the right - hand side and ride in single-file. There are some occasions where riding side by side is permissible, but always be looking behind for traffic, ready to jump into single formation well before a car tries to pass. If your bike handling ability isn't such that you can safely turn your head, and constantly be aware of what is going on behind, then you should always ride in single file. If there is traffic behind (cars or faster riders), you must let them through, immediately! One of the most dangerous situations(and I've witnessed this on a number of occasions in the Ride for the Cure) can occur when riders are two, or more, abreast, holding up traffic from behind; the driver gets impatient and tries to pass the riders without a clear view of oncoming traffic. If a car (or other riders) approaches from the other direction, the driver is faced with two choices: collide head on, or move back to the right hand side and take out a bunch of cyclists. Which option do you think the driver will choose? Don't put the safety of others in jeopardy — ride in single - file. If you see people riding carelessly, don't be afraid to yell at them to move over. START: Koch Park Mass start with police / fire dept. escort along First St to Main St. and on to the Roundabout. At the Roundabout the police escort ends and riders will head up to Maroon Bells. From the Roundabout: 1. 100/65 mile option Castle Creek Rd. past the town of Ashcroft (13 mi,) to the Pearl Pass turn-off. Turn around at the aid station, down Castle Creek Rd. Turn right onto bike path just before Roundabout, left over bridge towards Bells on bike path that parallels Maroon Ck Rd. Turn left onto Maroon Ck road at High School Rd. Here we will require traffic control. Continue up Maroon Ck Rd, past the ARC (24 mi), to Maroon Bells, past the Visitors Center (33 mi) and back down past Aspen Highlands. Riders will be directed to turn left into the ARC parking lot where an aid station will be set up. From the ARC parking lot, riders will be directed onto the path that swings around to the back of the ARC, past the playing fields. Just before the small roundabout turn left onto the path that crosses over the footbridge to Tiehack. Nl e Turn right onto Tieback Rd and head down the hill towards Hwy 82. Just before 82, turn left as if heading to the Maroon Ck Club. Turn onto the footpath here and go under Hwy 82. Just after the underpass, join onto the bike path, cross Stage Rd and head toward the Buttermilk traffic lights. Still on the bike path, continue past the lights where riders will be directed to turn left into the tunnel, under Hwy 82 and onto the Owl Creek bike path. Where the path meets Owl Creek Rd, turn onto the road and head towards Snowmass Village. At the Highline Rd intersection turn left (this is still actually Owl Creek Rd), take an immediate left into the Two Creeks base area. Lunch will be served here. After lunch, exit the Two Creeks base area — turn right, back onto Owl Creek Rd, then left onto Highline Rd and continue downhill beside the golf course to the small roundabout at the intersection with Brush Creek Rd. Continue downhill on Brush Creek Rd a short distance then turn right onto the Brush Creek bike path, towards Hwy 82. Stay on the bike path through the tunnel under Hwy 82, emerging in the Intercept Lot. Go to the back of the Intercept Lot, turn left and left again to the short steep bike path that goes down to the Woody Creek Bridge (57 mi). Traffic will be controlled here. This is where the 65 mile and 100 mile riders separate. 65 mile riders will turn right here and head back along McLain Flats Rd toward Aspen. 100 mile riders turn left onto Upper River Rd and head toward the Woody Creek Tavern, where there will be an aid station. r" , , UUUV -- CM Continue along Upper and then Lower River Rd to Hwy 82. Cross 82 at the traffic lights, pass the Conaco station (66.2 mi, 4:14 hr) and continue along Snowmass Creek Road to the "T" intersection (68 mi). Turn right onto Capitol Creek Road and continue to the Monastery turn -off (71.4 mi, 4:41 hr). There will be an aid station here — this is a turn- around point. Head back to the "T" intersection and take Snowmass Creek Road past the Deaf Camp (77.8 mi) to a turn- around point at Shield -O Road (80 mi) (this is where the pavement turns to dirt). Head back, once again, to the "T" intersection (85.3 mi) and turn right (this is still Snowmass Creek Road) toward the Conaco Station (87.1 mi). Cross 82 at the traffic lights and follow Lower /Upper River Road past the Woody Creek Tavern (94.4 mi) and up onto McLain Flats Road (toward Aspen). Take Cemetery Lane up the hill — turn left on to the bike path (BEFORE the traffic light at the intersection of 82). Take the bike path underneath the bridge and follow the bike path system to Hopkins Street. Head back along Hopkins, turn right at First Street and continue to the finish at Koch Park. (101 mi, 7 hrs). Bike Path at Castle Creek Bridge 8:45am to l lam Standing on the Marolt property side (across the street from the church) of Castle Creek you will be directing the riders coming down from Ashcroft onto the bike path leading up to the Castle Creek Bridge, over the bridge. 5. Castle Creek and Maroon Creek Bridge 8:45am to noon You will be directing people over the Castle Creek bridge towards the Maroon Bells. They will be going over ( #5) the Maroon Creek bridge down (SAI into the bus area and getting on the road heading up to Aspen Recreation Center. 6. Maroon Creek Road at the ARC Entrance 9:30am to 12:30om The riders will be coming up Maroon Creek Road. Point them into the ARC Parking lot. It is possible that there may be some slower riders who will still be coming down from the Bells, heading to Ashcroft so please be sure that you are covering both directions and have the slower, downhill riders continue past the ARC to Bus Lane. You will also have cars coming in both directions that will need to be watched carefully. Do not let anyone cross into the ARC from the downhill until the very end of your shift when 95% of the folks have passed, for safety purposes. Direct them down to the bridge and they can cross there and come back up. Bill/Mark/John 7. ARC/Tiehack Bridge 9:30am to 12:30nm Directing the riders to cross the bridge and continue along the road towards the Maroon Creek Club. Stand on the ARC side of Tieback bridge. 000035 0 0 8. Maroon Creek Club 9:30am to 12:30nm Standing on the Buttermilk side of the underpass, make sure the riders ride under Hwy 82. We also need someone to stand on the Maroon Creek Club side of the underpass to make sure people continue along the bike path towards the airport at that time. 9. Bike Path at Buttermilk light. 9:30am to 12:30pm There is a left fork in the bike path on the Maroon Creek side of the buttermilk Light. Direct riders to continue on the path, past the light to the tunnel that goes UNDER 82. 10. Tunnel on Bike Path near Runway /Past Buttermilk 9:30am to 12:30Rm Make sure riders cross under Hwy 82 at this point. They will be leaving the bike path shortly. 11. Owl Creek Road/Bike Path Intersection 9:30am to 12:30am At this point we want the riders to leave the bike path and continue on Owl Creek Road. There will be oncoming traffic from B -milk. Be sure that one person is directing those cars as riders will be merging onto the road. 12. Owl Creek Road Standing on the airport side of the road on the shoulder, please have a single file sign before riders( #12) start this short climb. Other volunteer should stand at the top of this hill ( #12A), on the B -milk side of Owl Creek Rd; with a Bike Event in progress or something like that) 13. Owl Creek Road/Highline and Two Creeks 10am to 3om Standing on the Golf Course side of Owl Creek, direct the riders to tam left into the Two Creeks Parking Lot/Area for the lunch stop. 14. Two Creeks loam to 3am Standing at the end of the entrance to Two Creeks, direct riders coming out of the aide station to the right along Highline. Watch for riders coming into the aide station and for cars coming both directions. 15. Brush Creek Roundabout 10:30 to 3PM There should be three folks at this intersection, watching for cars from S -mass village direction on Brush Creek, Brush Creek from 82 and from Owl Creek. Riders will come down Brush Creek and should be directed to follow Brush Creek down towards 82. 16. Brush Creek Road near the light at 82. 10:30 to 3PM Standing on the airport side of Brush Creek, direct riders onto the bike path and under 82 through the tunnel. 17. Intercept Lot 10:45- 3PM Direct riders to the right, showing the path to the bike path via the lot. Be alert to traffic coming into the intercept lot and have signage about Ride in progress. 18. Intercept Lot 10:45- 3PM Direct riders to slow down as this is a narrow and steep path. One volunteer should be at the bottom of the path to direct riders to the right. 14. Y Intersection at Woody Creek 10:45 am to 4:30pm Direct riders that are riding the 64 mile route to turn right (go up W/J back to Aspen) and those doing the 100 mile route to turn left towards Woody Creek. You might also get the 30 mile route questions. They are to start at l lam gathering in the Woody Creek Post Office parking lot. You will also have a Colorado State Patrol officer helping you with traffic. 15. Capitol Creek and Snowmass Creek Intersection l lam to 5pm Please stay on the edge of the road (closest to the ranch) and direct the riders — coming down from the Monastery — 100 mile riders to continue along Snowmass Creek past the end of the pavement to the Deaf Camp (there will be an Aid Station there). The 30 mile riders take a right back to the Old Snowmass Conoco. You are probably going to have to yell your directions so the riders have time to prepare. 16. Cemetery Lane 2:30pm to 6:OOpm At the cross walk prior to the Hwy 82 light you will be directing all riders to turn left and continue under Hwy 82. They will have ridden a long way at this point and are probably pretty tired!
