SUMIIIARY: The applicant requests Speca! Review apprar►al

Mike Kraemer proceeded with his presentation by starting with a aerial
phvtograph to show the ard. He did rmind them, ho►►ver, that it does not
show th landscaping that has sin been put in.
Mr. Kramer thn vrnt aver the items the Brd uestd staff and appliant to
address for ths harng shown on pae 1 of staff's memorandum.
He then informed the Board that stafiF added a recital and a condition that stated
that this was for ff-sason storage of ehces, equipment and trailer and won't
be used as a staging ara. This is, in fat, for the summer equiment t b stared
there durng the winter seasns and ie ersa. Mr. Iramer, the appicant,
arringtn 8rown and Stan and Nany Both dd a sit visit to understand what
th Baard was asking.
Thre are two smali changes to the draft Resoluton and som f the
attachments. ne is that th starage area east of the garag s actua[[y gong to
extend dwn a little bit and staff wants to have the applicants acknowedge that
n the attachmnt ta the Resofution.
But, hairwoman Richards ntrjected your Resoution s written to not have
storage in any of thase zans n th east sid.
Mr. Kramer understod that was just ehicles frm the last meting. But, ►nre
could amnd that tvo if we ned t. Thre wuld be no trucks, or things with
motors. That was one thing t change on the site plan.
The other thing, Mr. Kraemer continud, we did hear frm th aunty Engineer
that the aplicant can initiate the DT access permt procss wth G. R.

ammissioner Ittner addressed Mr. Kraemer on Attachment B. He said that
there's a map that says no ehcle parking east of the garage and kind of a line
drawn to one side of the garage. But, he said, there s a shaded area that oks
ikes it shading in part of the east of the garage. Is that part acceptabl fr th
shaded area istd as parkng and starage? s that aceptabi for ehic
parking?
Mr. Kraemer resonded by saying that what he thinks the apiicant was
representing on site and what thy actually had on the ste plan were differing a
ittie bit. If you go sautheast f the garage, h continued, wher it's nt
highlighted, thy're alsv asking t str upmnt and traifers there. Because
that didn't line u with the sit plan he thaught it wauld be good if w
acknowledged that shaded area that has moed down a little bit so if the Baard
approes that it's clear.
So that shaded area on that is aceptabe in regards to our Resolution, asked
vmmissnr ttner? That tin►uld be okay fr vhicle prkirg?
After uttng the map up on the prjectar, Mr. Kraemer again explaine the
shadd area to th Bvar. He said anything east of th gara the applicant
cannt ark vhiles, nly trailrs and equipment.
Lane larke informed the Bard that this woufd have tv be moified.
S n thary, Chairwoman Richards statd that area woul only be accesse
twe a yar for the swap out of the euiment r wufd this area be reguarly
oaed and unfoaded?
mmissinr ttner said that there sems to be diffrent undrstandings of
storag areas and stagng areas an how da w regulate this?
Mr. Kraemer thEnks condition S.A. in th draft Reslution cfarifies these
questions. Attachmnt shows ►nrhat wi!! be stred during the summer and
durng the winter.
ommissioner ]wsley sad that aithough a discretionary action, he thinks this
should be approached as a rezorEn. He said this wili change th nature of the
Iot and th neighborhd and h thinks it wiii dalue th neighbr's property.
Commissoner HatFid aso had uestions on the setbacks but was unabie ta get

hairwman Richards csed the public hearng.
ommssioner Newman understands Mr. Booth. If it's nt a naise issue and just
a ew ssu, he would suggest fncing by od arund th perimeter.
Commissianr Ittnr started a discussion bvut the rw of traiiers along that

ommissioner Hatfiil agre.
After additiQnaf discussian, Charwoman Richards listed what she was

ommssioner C3wsley sad that anther argument fr reasnaie exectatins
would be historical us it sems ta hm. LJnder the tax roll, th property s Eistd
as flod irriated and, farm r ranch, and this is interesting he addd wastland,
sag and shrubs and alued at $5,9.. The taxes ar $38.84.
Using that same argumnt, Mr. urtis responded, any acant land in Pitkn
ounty since 88 would not be deviopd as tday as it cames to historic use
was undeeloped land. And therefore every piece of land should be zvned to its
current use if that's the phifosophy you'r ging to use to make and use
deisions.

af the alternates for mitigaton. The Bard's prfernces statd at th tim
were for a new unit bui[t on site or the payment in lieu. Sine that tim, Sott

ne issue stil! to be discussed is the way the languae is n the PUD uide now
requres that the onsite unt be a for sae unit. Mr. Russell has requested the
