This Agreement is made by and between the BOARD OF
COUNTY COMMISSIONERS, Pitkin County, Colorado, hereinafter
called "Pitkin County," and COLORADO STATE UNIVERSITY, Fort
Collins, Colorado, hereinafter called "CSU ",
WHEREAS, the parties hereto are desirous of conducting
research and educational programs for the development of a high
altitude plant research and education center at Aspen, Pitkin
County, Colorado. Such research and educational programs will
be carried out under the direction of the Department of Horti-
culture, Colorado State University, with the following objective-
1. Evaluation of tree, shrub, and grass species and
cultivars for soil stabilization, aesthetic and recreation
purposes.
2. Evaluation of fruit and vegetable species and
cultivars for commercial and home garden food production.
3. Evaluation of cultural practices for growing and
maintaining horticultural species at higher altitudes.
4. Development of a nationally recognized high
altitude plant research and education center.
NOW, THEREFORE, BE IT RESOLVED the parties hereto
agree:
1. That Pitkin County shall make available to the
extent legally permissible to CSU funds in the years 1974
through 1978 as indicated in the column "Pitkin County" on
the attached "Project Budget Summary." It is specifically
understood that this intended commitment of funds is subject
to annual budget approval; is not a legally binding obligation
to tle extent such would be impermissible by law. Payments are
to be made to CSU on January 2, and July 1 of each calendar year
in amounts equal to one -half of the appropriation for the full
calendar year. That any special equipment or supplies and
materials purchased from such funds shall become the property
of Pitkin County. Any funds unexpended at the conclusion of
any calendar year shall be credited to the next grant year
provided a renewal is agreed upon by the two parties.
2. That CSU agrees to undertake those research and
educational programs as described in the attached program and
budget summary. The programs conducted under this Agreement
will be carried out under the direction of the university
project leader.
3. That CSU agrees to make an annual report to
Pitkin County at a time mutually agreed upon, of the research
and educational accomplishments resulting from this cooperative
program.
4. That the programs as described in the attached
program and budget summary will be conducted between August 1,
1974, and December 31, 1978.
5. That this Agreement is subject to review and
renewal or termination at the end of each calendar year. Such
agreement to renew shall be expressed in writing.

names as indicated below.

By mutual agreement of both parties, it is under-
stood that the 1975 budget appropriation is to be in
the amount of $12,500. Please have the check for the
first half payment made payable to Colorado State
University and return to my office.
Our staff is very enthusiastic about the project,
and we are planning to begin field work in your county
later this month.
