(Supplemental Agreement) AIRPORT Aspen - Pitkin County Airport LOCATION Aspen, Colorado JUSTIFICATION FOR CHANGE 1. Brief description of the proposed contract change(s) and location(s). a) The proposed change order will involve additional work to lower an existing gas line. The existing gas line is located approximately from Runway 15/33 Sta. 38 +00 to Sta. 47 +00 on the western edge of the safety area. The gas line would be lowered to a depth of 2 -feet below proposed grade.Three additional days will be added to the contract for lowering of the existing gas line. Work may be accomplished after the runway extension is operational. Addition of three calendar days shall in no way delay completion of the remainder of Schedule II and IV efforts. b) The proposed change order will include purchasing and installation of new LED Type 849E REILs to replace the existing REILs for Runway 33. The project originally planned to relocate the existing REILs, but since the initial design of the project the existing REILs have started to malfunction. The newer style REILs required a different foundation to install adding increased efficiency to replace the REILs now instead of waiting until a later date and trying to retrofit the new foundation. The cost of the new REILs will be paid as a Non - Federal. c) During construction of the runway extension an existing well was uncovered at the approximate intersection of Taxiway A9 and Runway 15/33. The well had been capped in the past, but not to current standards. The location of this well was not known prior to the construction of the project. A certified well company will be brought in to cap the well per State of Colorado requirements. This work will not have impact on the day count for the project. d) Revise grades on the proposed vehicle service road to accommodate existing electrical vaults adjacent to the roadway. This item will have no cost or schedule impact to the project. 2. Reason(s) for the change(s) (Continue on reverse if necessary) Item a) This project intended to improve the safety area grading in this area by using it as a borrow area for the fill required for the runway extension. In order to bring the runway safety area in this location into compliance with FAA requirements, this area is being lowered approximately 4 -feet. Upon excavation it was discovered that the existing gas line was not deep enough to allow for the proposed grading. Lowering this gas line will allow for the safety area to be graded as planned. Item b) Providing new REILs at this time will improve safety at the airport, reduce electrical expenditures, and minimize the cost for future maintenance. The newer style REILs require a different foundation to install adding increased efficiency to replace the REILs now instead of waiting until a later date and trying to retrofit the new foundation. Item c) Proper abandonment of the well will minimize the potential for contamination of groundwater. Item d) Revising grades will allow for a smooth transition to the electrical vaults adjacent to the VSR road. This will minimize potential problems that may be encountered during snow plowing operations. These proposed changes will add no cost to the project. 3. Justifications for unit prices or total cost. Unit costs were negotiated with the contractor and compared against unit prices for this type of work at other airports in the area. 3 4.
