COLORADO, GRANTING A MINOR AMENDMENT TO A BUILDING ENVELOPE AND
SPECIAL REVIEW APPROVAL OF A DETACHED CARETAKER DWELLING UNIT AND
MINOR BUILDING ENVELOPE EXPANSION ON PARCEL 1 OF TWIN CREEKS RANCH
Resolution No. 99- { ' 2.
RECITALS
1. Bankcenter One Partnership I, hereafter "Applicant," has applied to the Board of County
Commissioners of Pitkin County, Colorado, hereafter, "Board," for a special review approval of a
detached caretaker dwelling unit and a minor building envelope expansion.
2. The Property described as Parcel 1, Twin Creeks Ranch is located at the confluence of Snowmass and
Capital Creeks.
3. The property is 24.34 acres and is zoned RS-30 PUD.
4. The Board heard this application at a public hearing on October 13, 1999 at which time evidence and
testimony were presented with respect to the application.
5. The Board finds that the application complies with the applicable Code Sections.
NOW, THEREFORE, BE IT RESOLVED by the Board that it does hereby grant approval of the
Bankcenter One Partnership 1 detached caretaker dwelling unit and minor building envelope expansion
subject to the following conditions which shall run with the land and be binding on all successor in
interest:
1. The applicant shall adhere to all material representations made during the application process.
2. The proposed caretaker unit shall comply with BOCC Resolution 98-244 and Administrative
Decision 99-71 unless otherwise amended by this Resolution.
3. A caretaker dwelling unit deed restriction shall be recorded with the Housing Office prior to issuance
of a building permit for the CDU. The applicant shall comply with all Housing Authority guidelines
for CDUs. Floor plans of the proposed unit calculating the net livable square footage shall be
submitted to and approved by the Housing Office prior to building permit approval.
4. There shall be one off-street parking space on the property for each bedroom in the CDU.
5. Prior to issuance of any building permits the applicant shall obtain approval of an ISDS permit from
the Environmental Health Department. The septic system must comply with all minimum horizontal
setback requirements between its components and physical features. A qualified professional
engineer must design the system. The septic system shall be located within the septic building
envelope.
6. Prior to the issuance of a building permit, the applicant shall submit a ditch hazard mitigation plan to
be approved by a County planner at Community Development and the County Engineer.

7. The applicant shall provide the required access to the owners of the ditch for maintenance purposes.
8. The Applicant is required to obtain an access permit that shall be approved by the County Engineer
and a County planner at Community Development.
9. No development, including grading, landscaping, vegetation removal or disturbance, and septic
system shall occur outside of the approved septic and building envelopes except as may be necessary
for access, to implement the wildfire mitigation measures required by BOCC Resolution 98-244, and
by complying with condition # 6 of this Resolution.
9. The Applicant shall adhere to all material representations made in the application and public
meetings.
10. The vested rights established pursuant to this approval shall expire on October 13, 2002.
