Mr. Bartel gave a status report on the transportation
study. Commissioner Baxter stated that the Com-
missioners would like to discuss the Transportation
Study with Mr. Bartel before his department makes i
any specific recommendations.
Mr. Bartel submitted a resolution for Improv-
ment Notice Regulations, upon motion made and
seconded the following was unanimously approved:

WHEREAS, the State of Colorado has
declared that the rapid growth and de-

P ?RoVE� velopment of the state and the resulting
rte demands on its land resources make new
1 2- -- 13 - 1 1 1/1 and innovative measures necessary to en-
courage planned and orderly land use de-
velopment; to provide for the needs of
agriculture, forestry, industry, business,
residential communities, and recreation in
future growth; to encourage uses of land
and other natural resources which are in
accordance with their character and a-
daptability; to conserve soil, water and
forest resources; to protect the beauty of
the landscape; and to promote the effic-
ient and economical use of public re-
sources, as provided by Colorado Revised
Statutes, Chapter 106, Article 4, Sect-
ion 1, the said article of the state law
otherwise known as the Colorado Land
Use Act, and
WHEREAS, every county in the State,
through its Board of County Commissioners,
is required to adopt and enforce Improve-
ment Notice Regulations for development
occurring within the unincorporated areas of
the county, unless said development is
regulated by building permits, or is other-

wise exempted, as provided by Colorado
Revised Statutes, Chapter 106, Article 4,
Section 4 (2), and
WHEREAS, every county in the State,
through its Board of County Commissioners,
is required to supply said Improvement
Notices, or Building Permits in lieu there-
of when same are otherwise required, to the
Land Use Commission as provided for in
Colorado Revised Statutes, Chapter 106,
Article 4, Section 4 (3),and
Now
WHEREAS, the Board of County Comm-
issioners for Pitkin County deems it nec-
essary to make regulations for the purpose
of promoting the health, safety, or wel-
fare of the present and future inhabitants
of the State of Colorado, and
WHEREAS, progress within Pitkin County
has created a need for new informational
tools which will be in keeping with the
progress of Pitkin County and the time, and
WHEREAS, the Board of County Comm-
issioners has reviewed and otherwise con-
sidered THE PROPOSED NEW IMPROVEMENT NOTICE,
NOW, THEREFORE, BE IT RESOLVED by
the Board of County Commissioners of Pitkin •
County, State of Colorado, in a regular
meeting assembled at Aspen, Colorado, this
13th day of December, 1971, that this said
proposed Improvement Notice heretofore referred
to herein is hereby approved and adopted
to cover development in the unincorporated
territory of the County not otherwise re-

quiring Building Permits. —
