The contents of this proposal were derived, in part, from a conversation with Chris Hoofnagle during a July 15, 2011 site visit. Weaver Boos has divided this effort into seven tasks to assist PC, in no particular order, as follows: Task 1 Work Area Maximization Task 2 Final Cover Expansion Task 3 Landfill Access Road Assessment Task 4 Landfill Final Cover Design Task 5 Landfill Soils Balance Task 6 Liquid Waste Processing The tasks listed above are discussed in detail within the following paragraphs. SCOPE OF WORK Task 1 — Work Area Maximization Currently the facility has an existing composting operations area located on the west side of the landfill. PC desires to expand the area to include a proposed compost/liquid processing area and aggregate recovery operations area. The proposed location for the proposed compost/liquid processing area and aggregate recovery area resides in a portion of the landfill that, when filled to the currently approved fmal grade, will have steep slopes that, at a minimum, will adversely affect their operations. PC has asked Weaver Boos to review the existing fmal cover design and determine if modifications can be made to increase the size of the work areas, as well as reduce the slope of the final cover in these areas. If possible, PC would like there to be no loss in airspace of the landfill due to any modifications made. Additionally, any modifications need to tie into the existing composting work area (contour elevation 7650 mean sea level). PC would like to extend the limits of final cover in this area to encompass the area of uncovered waste. This will allow the facility to cover all of the waste in place, as well as hopefully gain additional airspace in this area. To complete this task, Weaver Boos anticipates that the following modifications will require an update of the following sections and /or drawings to the currently approved EDOP: • Section 3.1 — Final Cover (and related subsections) • Drawing 1 — Existing Conditions and Closure Phases • Drawing 2 — Final Cover Plan View • Drawing 3 — Composting Facility Plan • Appendix A -1 — Airspace and landfill Life Task 3 — Landfill Access Road Assessment The current proposed access road for the landfill at closure is routed around the southern edge of the landfill and is not wide enough to accommodate two tractor trailers at the same time. Under this task, Weaver Boos would assess the placement of the access road at closure to determine if a different alignment would be preferable. Weaver Boos will take into consideration that the scalehouse and materials recovery facility will eventually be moved north of the current location. Additionally, PC has requested that Weaver Boos widen the road to allow for a driving surface having an overall width of 34 feet. To complete this task, Weaver Boos anticipates that the following modifications will require an update of the following sections and/or drawings to the currently approved EDOP: • Section 3.1 — Final Cover (and related subsections) Weaver Boos Consultants, LLC F: SP1TKIN COUNTfPROPOSALSI2011 LANDFILL PROJECTSIPROPOSAL REVISED.DOC 7/27/11 2 • • Drawing 2 — Final Cover Plan View • Drawing 3 — Composting Facility Plan • Drawing 6 — Final Cover and Surface Water Details (Sheet 2 of 2) • Appendix A -1 — Airspace and Landfill Life Task 4 — Landfill Final Cover Design Under this task, Weaver Boos will enter discussions with Colorado Department of Public Health and Environment (CDPHE) on the site's ability to utilize an evapotranspirative cover (ET cover). Weaver Boos believes an ET cover would serve PC in the following beneficial manner: 1. The types of soils which may be used as part of the fmal cap will provide greater flexibility to the site and ultimately reduce costs. 2. The ET cover will be more compatible with the vegetation used/specified in the Land Use Master Plan. 3. ET covers are compatible with incorporating other site features, such as access roads. Permitting an ET cover will involve the following: Weaver Boos will provide material and construction specifications, as well as developing testing requirements for the ET components. For the purpose of this proposal, Weaver Boos has assumed that CDPHE will not require testing for the site specific soils, or on- site processed soils for suitability of an ET cover. In general, a wide range of soils can be utilized for ET cover construction when certain construction and vegetation establishment procedures are followed. The alternative cover system will consist of the following, in general with thickness assumed (top to bottom): • 12 -inch (minimum) vegetation layer; • 24 -inch (minimum) vegetation support layer; • 12- inch -thick (minimum) foundation layer; and • Top of trash. The demonstrations will include the use of UNSAT -H (computer model) to make the alternative fmal cover demonstration based on available guidance information. Weaver Boos will develop a permit modification for submittal to CDPHE, which will include the alternative final cover demonstration. One draft copy will be sent to PC for review and comment. Weaver Boos will then discuss with PC, via teleconference, any comments or questions regarding the permit modification. Once a mutually agreed upon permit modification has been developed, Weaver Boos will submit same to the CDPHE. Weaver Boos will provide one copy of the final document to CDPHE and two copies to PC. Weaver Boos Consultants, LLC F: IPITKIN COUNTYIPROPOSALS12011 LANDFILL PROJECTSIPROPOSAL REVISED.DOC 7/27/11 3 Additionally, under this task, Weaver Boos will prepare a comment response and any required revisions to the permit modification or provide additional information requested by the CDPHE. PC should understand that there will likely be technical comments on this document from CDPHE, given that there have been few, if any, ET covers submitted in recent years. Weaver Boos has not incorporated the cost of a response to such comments, but a response would be provided at an additional cost on a time and materials basis. Weaver Boos expects to have a draft submittal for PC to review within 60 days. To complete this task, Weaver Boos anticipates that the following modifications will require an update of the following sections and/or drawings to the currently approved EDOP: • Section 3.1 — Final Cover (and related subsections) • Drawing 5 — Final Cover and Surface Water Details (Sheet 1 of 2) • Drawing 6 — Final Cover and Surface Water Details (Sheet 2 of 2) Task 5 — Landfill Soils Balance Under this task, Weaver Boos would assess the soil balance at the facility to determine if enough soil is available to complete the approved final cover or proposed ET cover, depending on the results of Task 4, and any other projects PC desires to pursue. Should the soils balance analysis determine that the facility does not have sufficient quantities of soil to complete the approved final cover or proposed ET cover, Weaver Boos will analyze the approved limits of earthwork moving activity boundary to determine if relocating this boundary can provide an adequate amount of soil to complete the approved final cover or proposed ET cover. A maximum slope of 2:1 will be assumed for areas of excavation within the earthwork moving activity boundary. Weaver Boos anticipates that modifications could potentially be required to the landfill's amended Public Zone District Master Plan, dated April 2010, including updating the text and drawings. The cost to update this plan as part of this task is not included within the stated budget. Task 6 — Liquid Waste Processing In discussions with PC, PC desires to evaluate the possibility of a septic waste processing area at the landfill facility. PC is interested in options to process, at a minimum, 1.5 million gallons of septic waste with it potentially being scalable to 2 million gallons. Based upon the Land Use Master Plan, the Aspen Consolidated Sanitation District (ACSD) has stopped accepting wastes from pumping septic tanks at its sewage treatment plant. Therefore, PC would like to evaluate the possibility of accepting septic wastes at this facility. Weaver Boos Consultants, LLC F:\RITKINCOUNTYIPROPOSALS12O11 LANDFILL PROJECTSIPROPOSAL REVISED.DOC 7/27/11 4 As PC is aware, both Rio Blanco and Garfield Counties accept septic wastes. Weaver Boos personnel did the design and permitting on Rio Blanco, which was approved by CDPHE. Aside from the designs at Rio Blanco and Garfield Counties, there are prepackage units (Lakeside) available to treat septic waste. These units would process the incoming waste and create two effluents; the first being "objectionable" wastes, which are typically landfilled, and the second being liquid wastes. The liquid wastes could then be disposed of at the ACSD, solidified through a solidification process or potentially treated further. These options would all depend on PC input and external factors, such as the ACSD. Weaver Boos will generate a pro forma for PC. The intent of the pro forma is for PC to understand what the cost benefit will be for taking on such an operation. The pro forma is seen as an important step due to the fact that this is a new waste stream and potential revenue source for PC. As part of this task, Weaver Boos will evaluate potential options with the assistance of PC. Weaver Boos will evaluate the current costs structure for each option. Included in the proposal will be the cost of capital items and other miscellaneous costs, including operational costs to maintain and operate such a facility. BUDGET SUMMARY The estimated cost to perform the proposed work is presented in the following table and will be billed on a time and material basis as the project tasks are completed. The estimated cost and proposed scope of work are based on information available to Weaver Boos at this time. The following is a list of assumptions: • Weaver Boos personnel will have unfettered access to all areas of the site, as necessary, to perform the required services. • PC will provide all data (survey, analytical, AutoCAD files, etc.) in order for Weaver Boos to complete the tasks. • Field activities are not included. • No survey is included, but PC may desire to have an aerial mapping service contour the site for the EDOP update. • No construction quality assurance (CQA) services or construction drawings for installation of the ET cover are included. • CDPHE is currently providing guidance documentation for ET covers. Weaver Boos assumes that this guidance will not impact Task 4. • Task 4 assumes that the CDPHE will be receptive to an ET cover at Pitkin County Landfill. If CDPHE is not receptive, Weaver Boos will ask to re- evaluate this proposed task. • The proposed budget assumes that the entire scope of work will be approved by PC. Should PC only approve certain tasks the budget for the approved tasks may likely increase. • Tasks 1 through 4 will be submitted to the CDPHE for review. It is likely that the CDPHE may have comments regarding these items. This proposal does not include the costs related to addressing these comments; however, this can be provided at an additional cost. • Weaver Boos anticipates providing one draft review document to PC for each task.
