B) The lot is within the. East Owl Creek Subdivision, where TDRs may be used for additional floor area without special review and exempt from growth management. Therefore, use of two TDRs to develop up to the final maximum gross floor area of 11,434 square feet is permitted without special review, pursuant to Sec. 6- 30- 50(b)(2) of the Code. C) The wildfire hazard is rated as low, and can be mitigated pursuant to the provisions of Sec. 7-20 - 60(c) of the Code. D) The existing Building Envelope and proposed Landscaping, Grading and Utility Envelope primarily contain slopes of less than 30 %. Slopes in excess of 30% within the envelopes are man -made, as a result of the development of the original residence and driveway. The Code permits development in these areas of slopes in excess of 30 %, pursuant to Sec. 70- 20- 20(c)(3). E) The parcel is within the mapped Scenic View Protection Area as seen from Owl Creek Road, however, the residence is minimally visible from the road. The additional floor area will not create more visual impact from Owl Creek Road than what currently exists. The existing residence is oriented with the mass of the home perpendicular to the road, and when visible from the road is approximately 700 yards away from the road. Topography and existing vegetation provide screening of the residence as seen from the road. F) A new driveway will be constructed in the same general location as the existing driveway. The Applicant shall adhere to all material representations made in the application and shall consider those representations to be conditions of approval, unless amended by other conditions. 2. Prior to submission of any future building permit applications, the Applicant shall be required to submit for approval by the County Attorney and Community Development a Site Plan with an Activity Envelope in accordance with Land Use Code Section 2- 30 -20(g) and Application Manual Section 2.1.12. The above referenced approvals shall be a condition precedent to finalization and recordation of them. 3. The lot is exempt from the Growth Management up to 6,434 square feet of gross floor area. To develop in excess of 6,434 and up to 11,434 square feet of gross floor area, the Applicant shall surrender two TDR Certificates at building permit application and a copy of the deed(s) evidencing the Applicant's acquisition of the Certificate(s). 4. Prior to issuance of building permit application for the expansion of the residence, the Applicant shall: A. Submit a drainage and erosion control plan for review and approval by Planning/Zoning. If the development disturbs one (1) acre or more, the Applicant shall apply for and obtain a State Stormwater Permit. All historic and natural drainage patterns shall be maintained. Stormwater shall be detained onsite and allow infiltration of runoff prior to discharge. B. Submit a large scale construction management plan for review and approval by Planning/Zoning. Top soil shall be saved and kept alive and stored onsite using adequate BMPs. The application shall address fugitive dust control, and shall include a revegetation plan inclusive of the entire site. C. Obtain a County access /driveway permit for major improvements to the existing driveway. The permit application shall demonstrate compliance with the Asset Management Plan and the requirements of the Aspen Fire Protection District, and shall provide details on all turnarounds and parking locations. D. Complete a fireplace /woodstove registration form with the Community Development Department, if necessary. E. Pay the applicable road and employee housing impact fees. F. Submit a tree mitigation plan and a landscape plan. G. Submit a detailed revegetation plan for disturbed areas with appropriate seed mixes. The plan shall specifically address the revegetation of steep slopes. H. Submit a lighting plan. 5. The Applicant shall obtain an Earthmoving, Clearing and Grubbing Permit(s) for all earthwork, landscape and pond improvements, and the geothermal installation (if applicable). The permit application(s) shall address all State requirements; documentation of adequate water rights; and engineering of all overflow structures, recirculation systems, etc. 6. Areas disturbed by construction shall be re- vegetated within one growing season of the project's completion. 7. No development in excess of 30" above or below natural grade shall occur within the setbacks of the lot, with the exception of driveways and associated retaining walls of up to 6' above or below natural grade and fencing. Landscaping in the form of berms within the setbacks shall not exceed four feet Administrative Decision No. L -2012 Page 3 from the most restrictive grade. Any development located within setbacks mandated by County zoning regulations that does not comply with these restrictions shall require a variance from the Board of Adjustment. Approval of an activity envelope within such setbacks does not assure approval of a variance. 8. The Applicant shall comply with all standards for development within Scenic View Protection Areas as represented in the application and approved in this Decision. The exterior of the residence shall utilize indigenous earth tone materials or colors and the roofs shall have a non - reflective color or composition. Reflective roof materials shall not be used unless the materials are treated prior to installation to eliminate reflectivity, with the exception of materials associated with solar or photovoltaic equipment. Driveway lighting is prohibited and all other lighting shall comply with the lighting code. 9. Retaining walls greater than 4 feet in height shall be supported by appropriate engineering. A retaining wall shall not exceed 7 feet in height. 10. The Applicant shall comply with the following landscaping and wildfire defensible space mitigation standards: A. Defensible Space: The area around all buildings /structures, limited by property boundaries that may limit a property owner's ability to comply with this section, shall incorporate landscaping with wildfire defensible space considerations as follows (note: actual vegetation manipulation to meet these conditions may not be necessary where the natural vegetation patterns have already fulfilled these conditions): 1) Brush, debris, and non - ornamental vegetation shall be removed within a minimum 10 foot perimeter around the structure. 2) Vegetation shall be reduced to break up the vertical and horizontal continuity of the fuels a minimum of a 30 foot perimeter around the structure. 3) Spacing between clumps of brush and vegetation within the 30 foot perimeters shall be a minimum of two times the height of the fuel. Maximum diameter of the clumps shall not exceed 10 feet. All measurements shall be from the edges of the crowns of the fuel. 4) All branches from trees and brush within the 30 foot perimeter shall be pruned to a height of 10 feet above the ground and ladder fuels from around trees and brush shall be removed. 5) Tree crown separation within the 30 foot perimeters shall have a minimum of 10 feet between the edges of the crowns. 6) All branches which extend over the roof eaves shall be trimmed and all branches within 15 feet of the chimneys shall be removed. 7) The density of fuels within a 100 foot perimeter of the structures shall be reduced. 8) All deadfall up to a 100 foot perimeter shall be removed. 9) No new conifer trees shall be planted within 10 feet of a residence. 10) No flammable mulches shall be placed within two feet of a residence. 11) The applicant shall be responsible for the continued maintenance of the defensible space vegetation requirements. B. Roofing Materials: Roofs shall be constructed with a Class A roof covering or a Class A assembly as defined in the building code. Wood shake /shingle roof coverings are prohibited. Roofs with less than a 3:12 pitch are not permitted unless they comply with the following: Administrative Decision No. L -2012 Page 4 1) All roof coverings shall be constructed of non - combustible materials and installed on a Class A roof assembly. 2) All roof coverings shall have a surface that shall facilitate the natural process of clearing the roof. 3) All roof designs shall facilitate the natural process of clearing debris. Protrusions above the roofline, such as parapets, shall be prohibited. 4) Roofs shall be installed as required by the approved building code and shall have a minimum slope of 1:48. 5) All roof designs, coverings or equivalent assemblies shall be specifically approved by the Fire Marshal prior to submittal of a building permit application. C. Additional wildfire mitigation standards: 1) Vents shall be screened with corrosive resistant wire mesh with mesh '/a inch maximum. 2) Roofs and gutters shall be kept clear of debris. 3) Yards shall be kept clear of all litter, slash, and flammable debris. 4) All flammable materials and firewood/wood piles shall be stored on a parallel contour a minimum of 15 feet away from any structure. 5) Swimming pools or ponds shall be accessible to Fire Department vehicles. 6) Fences shall be kept clear of brush and debris. 7) Wood fences shall not connect to the structure. 8) Fuel tanks shall be installed underground with an approved container. 9) Propane tanks shall be installed according to NFPA 48 standards and on a contour away from the structure with standard defensible space vegetation mitigation around any above - ground tank. Any wood enclosure around the tank shall be constructed with materials approved for 2 hour fire - resistive construction on the exterior side of the walls. 10) Each structure shall have a minimum of one 10 pound approved ABC fire extinguisher placed in a visible and accessible location. 11) Addresses shall be clearly marked with 2 inch non - combustible letters and shall be visible and installed on a non - combustible post. 12) New utility lines shall be buried within the driveway. 11. The Applicant shall comply with the applicable codes and requirements of the Aspen Fire Protection District, including but not limited to access, turning around of fire apparatus and water supply (20,000 gallon water supply or confirmation of the nearest fire hydrant). The Applicant shall install an automatic fire suppression system in all buildings that shall be approved by the Fire Marshal. 12. The Applicant shall comply with the following conditions regarding wildlife: A. Manipulation of vegetation outside of the activity envelopes is prohibited, except as necessary to comply with the wildfire hazard mitigation measures. B. Fruit bearing trees and shrubs shall be prohibited. C. Trash/garbage shall be kept in an approved bear resistant container or enclosure as required by the County's Wildlife Protection Ordinance. D. Construction workers shall be prohibited from bringing dogs on -site. E. All outside doors shall utilize only solid round handled door knobs unless another type is required by the applicable building code for disabled accessibility purposes. F. Bird feeders, including hummingbird feeders, shall be hung away from any deck or window, and shall be at least 10' from the ground suspended between 2 trees or posts. All seed feeders shall Administrative Decision No. L0 -2012 Page 5 include a seed catchment pan to catch discarded seeds. Bird feeders should be removed from April through November. G. Composting shall be restricted to yard waste. 13. No development shall occur outside of the approved activity envelope, with the exception of vegetation removal necessary to comply with the wildfire mitigation measures described above. 14. Prior to commencement of any earthmoving or other construction activity, the Applicant shall stake the corners of the activity envelope and install construction fencing around the construction site within the perimeter of the envelope. The fencing shall remain in place until issuance of a Certificate of Occupancy. 15. No calculations for height, bulk, setback, size, floor area, or any other building and zoning requirements have been conducted. These requirements will be considered at the time of building permit. Any structures represented in the application may not be permitted under building and zoning regulations. 16. Failure to comply with the conditions of this approval may result in revocation of this approval, or any subsequent permit(s) or approval(s) related to this property, or vested rights associated with this property. 17. Statutory vested rights for the approval contained herein are granted pursuant to the Pitkin County Land Use Code and Colorado Statutes, subject to the exceptions set forth in Pitkin County Land Use Code, § 2 -20 -170 and C.R.S., § 24 -68 -105. INTRODUCTION This application requests approvals for: • Site Plan Review for the remodeling /addition of the existing residence, reconfigure the driveway, adding a new detached garage and new landscaping; • Utilize two (2) transferable development rights (TDR) for additional floor area; and, • Establish a Landscaping /Grading & Utility Activity Envelope in addition to the previously approved Owl Creek Subdivision Building Envelope to accommodate all improvements. The subject property is located at 800 Cluny Road, Lot 7 in the East Owl Creek Subdivision with Parcel Identification Numbers of 2735 - 044 -01 -007. The 6,489 sq. ft. existing residence will be remodeled with additions to approx. 9,546 sq. ft. using two TDR's, see Section II Existing Conditions & Section III Proposal for detailed descriptions. The property is located in unincorporated Pitkin County and outside of the designated City of Aspen Urban Growth Boundary (UGB). It is therefore considered a "Rural" property. Legal access is gained to Owl Creek Road via a direct connection from Cluny Road through the East Owl Creek Subdivision. Its general location relative to the surrounding area is depicted on the Vicinity Map below. This Section I is a brief introduction to the application, while Section II furnishes an overview of the neighborhood and subject property (existing conditions). The proposed development is detailed in Section III, while Section IV identifies the relevant review criteria of the Code and provides responses demonstrating compliance and /or consistency with each standard, as applicable. For the reviewer's convenience, all pertinent supporting documents are provided in the various exhibits to the application, including the following: • Exhibit 1: Site Plan submission; • Exhibit 2: Preliminary Landscape Plan submission; • Exhibit 3: Technical reports, Soils report prepared by HP Geotech. • Exhibit 4a -d: Engineering Report, addressing road design, water supply, wastewater disposal & other utilities, public services & Civil Engineering plans prepared by Mountain Cross Engineering, Inc. • Exhibit 5: Disclosure & proof of ownership of property; Deed • Exhibit 6: Street address & vicinity map; 800 Cluny Road (Parcel No. 2735- 044 -01 -007) Page 2 • Exhibit 7: Authorization for Charles Cunniffe Architects (CCA) to represent the Elf Owl, LLC (property owner) for this application; • Exhibit 8: A list of adjacent property owners within 300 ft. • Exhibit 9: An executed application fee agreement; • Exhibit 10: The pre - application conference summary; • Exhibit 11 a -J: Improvement Survey, Proposed Floor Plans & Elevations; • Exhibit 12a -d: Scenic View Photos from Owl Creek Road While the applicant has attempted to address all relevant provisions of the Code and provide sufficient information to enable a thorough evaluation, questions may arise which require further information and /or clarification. Upon request, Charles Cunniffe Architects will provide such additional information as may be required in the course of the review. II. EXISTING CONDITIONS The East owl Creek Subdivision was originally platted in 1989 and contains 166 acres outside of common area and 260 acres total. The subdivision's 19 lots comprise clustered single family residences on 3 to 40 acre lots with a common area consisting of irrigated pasture. The subject property is Lot 7, located in the East Owl Creek Subdivision. The address is 800 Cluny Road, and its general location relative to the surrounding environs is depicted on the Vicinity Map provided in Section I, above. The property is a 3.877 acre lot located in the AR -10 zone district, and its Parcel Identification Number is 2735 - 044 -01 -007. The property lies outside the Urban Growth Boundary (UGB), in Pitkin County's designated Rural Area. The property is a designated TDR Receiver site. Lot 7 is incorporated in the East Owl Creek Subdivision and memorialized by the Subdivision Plat recorded on June 29, 1989, in Plat Book 22 at Page 82; amended plat book 29, page 37. The subdivision has previously received BOCC General Submission Res. 88 -131 in book 579 on page 897, BOCC Res. 91 -137, an East Owl creek P &Z Res. 88 -28 and an East Owl Creek HOA BOCC Res. 92 -33. The lot is improved with a single - family residence which was originally constructed in 1990. The immediate area surrounding the house as defined by the existing building setback has been landscaped with the remaining lot area left in native vegetation. The majority of the lot is gently sloping and rolling (less than 30% slope gradient). Existing utilities electric, water, propane & natural gas, power and telephone lines cross the parcel underground. Both exposed and buried irrigation ditches cross of the property, from which landscape irrigation water has been drawn by the previous property owners. The ditch water is then 800 Cluny Road (Parcel No. 2735- 044 -01 -007) Page 3 000003 used to irrigate the Open Space Parcel A, directly to the north. Access to the residence is gained via an existing gravel driveway off Cluny Road. III. PROPOSAL This application requests approvals for: • Site Plan Review for the remodeling /addition of the existing residence, reconfigure the driveway, adding a new detached garage and new landscaping; • Utilize two (2) transferable development rights (TDR) for additional floor area; and, • Establish a Landscaping /Grading & Utility Activity Envelope in addition to the previously approved Owl Creek Subdivision Building Envelope to accommodate all improvements. The development proposed with this Site Plan application includes the remodeling /addition of the existing 6,489 sq. ft. residence to approx. 9,546 sq. ft. which includes a new detached garage of 912 sq. ft. The development may include the creation of a recirculating stream and pond that will be fed using a domestic water supply. The development will likewise not interfere with the existing and decreed irrigation water rights to the Parcel A Open Space via the ditch system existing on the property. There is the possibility that the owners may wish to install a ground source geothermal heating system which would require approx. 10 -15 vertical bore holes in the approximate location as shown on the Site Plan (Exhibit #1). As a comparison of the improvement survey (Exhibit #11) and the proposed site plan demonstrates, the applicant will be planting some new trees and shrubs native to the area while only a few existing trees immediately adjacent to the house will need to be removed. The proposed landscaping is consistent with that of a rural setting and that which is found on the surrounding properties. The applicant also plans to re -use the excavated soils on -site for landscaping. A final tree removal and mitigation plan will be confirmed prior to building permit application. The proposed Landscaping/ Grading & Utility Envelope is sized in order to enable revised grading work, existing & revised landscaping, potential geothermal bore field, and existing septic system, the majority of which straddles or falls outside the existing Building Envelope as established by the East Owl Creek Subdivision. The existing Building Envelope was established by the East Owl Creek Subdivision to address specific conditions or impacts of individual lots within the subdivision; Lot 7's building envelope was established to preserve view planes for Lot 6, located above to the east. The only new building structure included as part of this submission will be the detached garage, which sits within the original Building Envelope. 800 Cluny Road (Parcel No. 2735- 044 -01 -007) Page 4 60G J04 Section 7- 20-120 establishes Scenic View Protection areas that are proximate to and most visible from specific roads in the County, including Owl Creek Road. The standards of Section 7 -20 -120 are designed to minimize the visual impact of new development, including expansions to existing structures, as well as to preserve the character of all Rural Areas of the County. As the Site Plan & Floor Plans show (Exhibit #I I a,b), the remodeled home will occupy the same general location as the existing home with a minimal amount of the increased square footage actually visible, with the mass of the home situated on a diagonal to Owl Creek Road and set significantly back from the road largely behind rolling hills. The additional square footage of the remodeled residence will not create more visual impact from Owl Creek Road than what currently exists on the property. In fact, the new design retains the existing low profile, uses earth tone colors, and non - reflective materials (Exhibit #12a -d). The subject property has been established as a receiver site for two (2) transferable development rights (TDR) for additional floor area to enable development of up to a total of 11,489 square feet of FAR. The property already has a GMQS exemption to build up to 5,750 sq. ft. of FAR. Finally, this application also requires approval to use the growth management incentive for development that utilizes transferable development rights (TDR) pursuant to Section 6- 30 -50(b) (2) (a) of the Code. Once the requested approvals are granted, the applicant will purchase the needed TDR from an accommodating preservation site(s). In effect, the trade off for allowing the additional floor area on the subject parcel will be the sterilization and preservation of land either in the ecologically sensitive Rural /Remote zone district or from land that has been deemed too constrained for acceptable development. Lands within the Owl Creek Planning Area have been deemed acceptable TDR receiver sites not only in prior approvals but also in the Owl Creek Master Plan. 000005 800 Cluny Road (Parcel No. 2735- 044 -01 -007) Page 5 IV. REVIEW REQUIREMENTS The relevant review standards of the Code are addressed in this section of the application and in the following order: • 2- 30- 20(g): Site Plan Criteria for Approval • 6- 30 -50(b) (2) (a): GMQS Exemption for TDRs -exempted without special review • 7 -10-50 & 60: Site Plan • 7- 20-10: Site Preparation and Grading • 7- 20 -20: Steep and Potentially Unstable Slopes • 7- 20-30: Water Courses and Drainage • 7 -20 -120: Scenic View Protection Areas (as viewed from Owl Creek Road) • 7 -20 -130: Landscaping and Vegetation Protection • 7 -30: Roads, Driveways and Parking • 7 -50: Public Services and Utilities Sections 2- 30 -20(a) & 7 -10 -50 & 60- Site Plan and Activity Envelope The applicant is seeking Site Plan Review and establishment of a Landscaping/ Grading and Utility Envelope approval for the remodeling of the existing home and addition of a new detached garage, as well as the proposed landscaping and hazard mitigation measures (see Section III., Proposal, above). Section 2- 30 -20(g) of the Code provides the criteria for approval of a Site Plan as follows: Except as stated in subsections (2) through (18) below, an application for administrative review shall be approved if it complies with (a) all applicable provisions of this Land Use Code, (b) all applicable Land Use Policies listed in Sec. 1 -60, and (c) all prior development approvals applicable to the subject property. Where the decision of staff will result in the approval of a land use that is not permitted by right in the zone district where the property is located, compliance with the requirements of this Land Use Code shall include, but shall not be limited to, compliance with those standards for special review uses in Secs. 2- 30 -30(h) (2) and 2- 40-20, as applicable. The proposed Site Plan and Landscaping/ Grading and Utility Envelope comply with all applicable provisions of the Code, as demonstrated throughout this application. The general location and configuration of the proposed Landscaping/ Grading and Utility Envelope is consistent with previous approvals. All natural and continuous slopes with a grade of 30 %, or greater, are being avoided as demonstrated by the proposed Site Plan and Landscaping/ Grading and Utility Envelope. Finally, the proposed Site Plan and Landscaping/ Grading and Utility Envelope are fully consistent with the priorities for locating new activities and development. (See also Section III., Proposal, above.) More specifically, the 800 Cluny Road (Parcel No. 2735- 044 -01 -007) Page 6 proposal follows and adheres to the standards and criteria of Code Section 7 -10- 50 & 60, which require the avoidance of "Constrained Areas ": areas of statewide interest; steep and potentially unstable slopes; water courses, drainage channels and areas subject to erosion; floodplain hazard areas; geologic hazard areas; wildfire hazard areas; wildlife habitat areas; river and stream corridors and wetlands; irrigated lands for food or crop production; historic preservation areas; and archaeological resource areas. In general, this application involves development only in previously disturbed areas and seeks to minimize impacts on surrounding properties, maximize compliance with the requirements of the development standards in Chapter 7 of the Code, and maximize compliance with the Comprehensive Plan goals and objectives (see also Section "IV B." of this application, below). All "Constrained Areas" on the subject property are being avoided to the extent practicable, but where avoidance is not practicable due to physical constraints or balancing of concerns, complete mitigation is provided. The subject property is located in a low wildfire hazard area. The existing geologic hazards are addressed in later sections of this report, and the property is not affected by any specifically regulated wildlife habitat or any floodplains. The property is also free of historic preservation and archaeological resource areas. After the Landscaping/ Grading and Utility Envelope and Site Plan are approved, all applicable local, state and federal permits will be obtained prior to any clearing, grading, grubbing, or earthmoving that exceeds fifty (50) cubic yards, or changes in the natural drainage of the site. Also, the natural grade, topography, vegetation and drainage of areas outside the defined areas will not be disturbed, except as specifically permitted by the Land Use Code and any associated approvals. Prior to any development activity on the parcel, the boundaries of the Landscaping/ Grading and Utility Envelope will be identified with construction fencing, and such fencing will remain in place until development has been completed. Section 6- 30- 50(b)(2)(al- GMQS Exemption for Development Using TDR, exempted without special review. TDR may provide an exemption from GMQS if they comply with the standards of Section 6 -30 -50 of the Code. Additional floor area (up to the maximum permitted by Table 5 -1) on lots or parcels in the Rural Area may be exempted from GMQS through the use of TDR. Accordingly, this application requests approval to use the growth management incentive for development utilizing two (2) TDR for a combined total of 11,471 square feet of floor area. Such an approval requires a finding of consistency with both the criteria for the use of TDR (Section 6- 70- 40(b), addressed above) and the criteria for special review (Section 2- 30 -30(h) (2). 800 Cluny Road (Parcel No. 2735- 044 -01 -007) Page 7 _ uulJi Rural Character Environmental Protection, 8, Natural Hazards (Section 7 -20) 1. Site Preparation and Grading, Section 7 -20 -10 The proposed Site Plan and Amended Activity Envelope, coupled with the Drainage and Erosion Control Plan (Exhibit 4b), combine to ensure consistency with the requirements of Section 7- 20 -10. In accordance with Section 7- 20- 10(a), Grading and Fill Placement, all grading and fill placement shall take place within the defined Landscaping/ Grading and Utility Envelope. Also, all grading and fill placement exceeding 50 cubic yards is preliminarily indicated on the Site Plan and will be further detailed at the time of building permit. Pursuant to Section 7- 20- 10(b), Clearing, Grubbing and Vegetation Removal, all clearing or grubbing of land, or removal of vegetation shall take place within the approved Landscaping/ Grading and Utility Envelope, except for the removal of noxious weeds, which may occur outside of the envelope. The Site Plan and contents of Exhibit #2 attached hereto combine to document compliance with the requirements of this Section and Section 7 -20 -130. Section 7- 20 -10(c) governs tree removal and mitigation. The applicant understands that each tree with six (6) inches or larger diameter at breast height (D.B.H.) that is removed within the Landscaping/ Grading and Utility Envelope shall be replaced with one (1) or more trees with total D.B.H. at least equal to the caliper(s) of the tree(s) removed, unless the tree(s) are diseased, or required to be removed for wildfire hazard mitigation pursuant to the provisions of Section 7- 20-60. All revegetation shall also comply with the Pitkin County Revegetation Guidelines. (Exhibit #2) As a comparison of the improvement survey and the proposed site plan demonstrates, the applicant will be planting trees and shrubs native to the area while only a few existing trees will be removed. The proposed landscaping is consistent with that found on surrounding properties and will provide screening from Owl Creek Road. The applicant also plans to re -use the excavated soils on- site for landscaping. A final tree removal and mitigation plan will be confirmed prior to building permit application. The applicant further understands that any required trees that do not survive for at least one (1) year after installation will need to be replaced. The applicant will use care to protect the natural terrain and other features of the landscape within the Landscaping/ Grading and Utility Envelope, per Section 7- 20 -10(d) of the Code. 800 Cluny Road (Parcel No. 2735- 044 -01 -007) Page 8 2. Steep and Potentially Unstable Slopes, Section 7 -20 -20 Section 7 -20 -20 of the Code provides standards for the review of development proposed on steep and potentially unstable slopes. Subsection (d) states that development is permitted on slopes with less than a thirty (30) percent gradient. The previously established Building Envelope defines the required area for development; any new building footprint will be located in previously disturbed areas. The Subsurface Soil Report (Exhibit #3) of the property encountered expansive clay & claystone (Mancos Shale) on the property. These conditions were known to the previous owners who founded the existing house on concrete cason piers which penetrated the expansive soils to bear on bedrock at approx. 30' depth. A visual inspection of the existing house by our Structural Engineers confirmed the structure to be stable with no visible signs of movement or foundation settlement. The soils report provides recommendations for foundation drainage and new construction; these recommendations will be followed. 3. Water Courses and Drainage, Section 7 -20 -30 uuc'J10 9 At the time of building permit application, the proposed development of the site will demonstrate maintenance of historic drainage patterns to reasonably preserve the natural character of the site and prevent property damage. The flow of natural water courses will not be impeded, and adequate drainage will be provided for all low points. On -site treatment of storm water will be designed to detain and allow infiltration of runoff prior to discharge to any water body. The recommendations and designs outlined in the conceptual drainage and erosion control plan prepared by Holy Cross Engineering (attached to this application as Exhibit 4b) will be further studied and detailed prior to building permit application, and the results of the study will be followed. All erosion related impacts associated with development of the property will be minimized and addressed as part of the building permit application. Erosion control will be accomplished by minimizing disturbance to natural vegetation and soil cover, ensuring that all cuts and fills are adequately designed and revegetated. The drainage related improvements discussed in the previous paragraph will also aid in minimizing erosion. The development will likewise not interfere with the existing and decreed irrigation water rights to the Parcel A Open Space via the ditch system existing on the property. At this point, the proposed lower pond (expansion of an existing pond to a total of approximately 1200 square feet surface area) is planned to be fed by the ditch in a flow- through manner. The upper pond with recirculating waterfall /stream feature will cycle water in and out of the pond with negligible loss in a closed system using domestic water sources. If necessary, the pond will be constructed so that ditch water can be by- passed around the pond. Basements and soil absorption on -site wastewater treatment systems will be placed in locations where they will not be impacted by seepage from irrigation 800 Cluny Road (Parcel No. 2735- 044 -01 -007) Page 9 ditches. Sedimentation controls will be implemented before and throughout development, and there will be no run -off into any water body, wetlands, or riparian areas. Finally, use and development of the property will comply with all state and federal statutes and regulations concerning the protection and enhancement of water quality, and will be consistent with maintenance of the Stream Classifications for the Roaring Fork River watershed, as identified in Section 208 of the Roaring Fork Watershed Management Plan, while emphasizing the most efficient use of water. This development shall not result in the introduction of any contaminants to groundwater, or interfere with any recharge area or aquifer. No building shall be constructed immediately downhill of a ditch unless the ditch is placed in a culvert, lined, or otherwise treated to avoid leakage of water downhill towards the building. 4. Scenic View Protection and Rural Character Guidelines for Building Location, Sections 7- 20- 120(d) and (e) In order to preserve the character of Pitkin County, careful attention must be paid to the visible impacts of all proposed development. Section 7 -20 -120 of the Code establishes Scenic View Protection areas that are proximate to and most visible from specific roads in the County, including Owl Creek Road. The standards of Section 7 -20 -120 are designed to minimize the visual impact of new development, including expansions to existing structures, as well as to preserve the rural character of all Rural Areas of the County. Since the subject property is visible from Owl Creek Road, and Owl Creek Road is a road specified in Section 7- 20- 120(b) of the Code, the Section 7- 20- 120(d) standards for development must be followed. Charles Cunniffe Architects (CCA) has prepared photographs (Exhibit 12a -d) showing the screening and visibility of the existing home from Owl Creek Road. As the provided photographs show, the proposed development is oriented with the mass of the home perpendicular to and set significantly (approx. 300 yards at its closest point) back from, Owl Creek Road. The house is visible from only one point along Owl Creek Road (at the East Owl Creek subdivision entry- approx.. 700 yards) where a slight depression in the rolling landscape permits a glimpse of the existing residence, behind an existing aspen grove. The remodeling of the existing home will not add any significant mass or visibility to the property, the added detached garage is located in such a way as to be obscured by existing & proposed landscaping. The Scenic Review criteria of Code Section 7- 20- 120(d) are provided below in italicized print and each is followed by a response demonstrating compliance and /or consistency therewith, as applicable. (1) The proposed development shall utilize existing topography and natural vegetation, such as ridges, hills, and existing trees, to screen buildings to the maximum extent practicable when viewed from those right -of -way listed in subsection (b) above. 800 Cluny Road (Parcel No. 2735- 044 -01 -007) Page 10 Lj U L;'11 The existing topography of rolling hills located between the house and Owl Creek Road is very effective in screening the house currently. The proposed remodeling will not contribute any significant mass or volume to the house. The proposed landscaping will contribute to screening the home from view along Owl Creek Road and in a manner consistent with the character of the area. (2) The proposed development shall avoid the location of structures within the Scenic View Protection Areas, and shall avoid the location of structures within any View plane identified in the State Highway 82 Corridor Master Plan and Down Valley Comprehensive Plan if possible. If location outside the Scenic View Protection Area and defined View planes is not practicable, then the proposed development shall not be located on the highest ground or most visible portion of any site as viewed from those corridors listed in subsection ( b) above. The development is only minimally visible from the Scenic View Protection Area of Owl Creek Road. However, the development proposed is located on previously disturbed portions of the property and will not be located on the highest ground. (3) The proposed development's height and bulk shall be designed to avoid, to the maximum extent practicable, the visibility of buildings from those corridors listed in subsection ( b) above. This may include, but shall not be limited to, breaking the mass of the building down into a series of smaller forms, articulation of the building fapades to avoid a wall or row effect, and staggering rooflines to avoid a long unbroken plane. The existing home breaks up the mass of the building into a series of smaller forms and modules with staggered roof lines and a low- profile roof design. Its bulk is oriented perpendicular to (i.e., away from) the road to minimize its visibility, the architecture is articulated, and its height varies to ensure avoidance of an unbroken row effect. All of these goals are successfully accomplished. (4) The proposed structure shall be placed so it does not project above a ridgeline such that a structure silhouettes against the sky when viewed from those corridors listed in subsection ( b), unless there are no alternate building sites on the lot or parcel. The proposed structures will not project above a ridgeline as there are no ridgelines on the subject property. (5) The proposed development shall be designed to complement the natural topography of the land through the use of techniques such as earth - sheltered design, the use of natural materials and coloring, the use of low - reflectance materials, or clustering of structures on the least visible portions of the site. When a building is proposed near a ridgeline, then its form (particularly its roof form) shall replicate, parallel, or complement the natural form of the ridgeline so that it appears to be an element of the natural ridgeline. 800 Cluny Road (Parcel No. 2735- 044 -01 -007) Page 11 The applicant intends to utilize earth -tone colors and non - reflective materials for the proposed remodel of the home currently on site. The existing home is currently tucked into the sloping site. (6) The proposed development shall preserve natural vegetation and avoid development within irrigated meadows, to the maximum extent practicable. The natural vegetation will be preserved. Disturbed areas will be replanted as represented and /or reseeded with a native mix of grasses and (orbs, as applicable. Any seed mix will be chosen in consultation with the County's Land Management Department. No new development will occur in any meadows on the site. (7) The proposed development shall install utilities in locations and through procedures that minimize visual impacts to the maximum extent practicable. All utilities are currently located underground; no above ground utilities are anticipated. (8) All satellite dishes in the proposed development shall be located to minimize visibility from those rights -of -way listed in subsection (b), and shall use earth tone colors and /or screening to minimize their visual impact. Any satellite dishes will use earth tone colors and /or be screened so as to minimize visibility from Owl Creek Road. (9) The proposed development shall not use earth moving and berms as the primary means of compliance with these regulations, but earth moving may be utilized in conjunction with other techniques to comply with standards in this section. Where earth moving techniques are necessary, man -made forms should be undulating and natural in appearance. The proposed remodeling of the existing house will not use earth moving or berms to comply with these regulations. (10) In the Rural Areas only, development shall be located so that activities and development occur in at least one of the locations specified in subsection (f) as they may apply to the particular property. This standard actually refers to subsection (e) and is addressed below (1 1) EARTH TONE MATERIALS The exterior of all development, except development located and designed in the form of a ranch compound, shall be built or painted with indigenous earth tone materials or colors. The exterior of a ranch compound should be built or painted with indigenous earth tone materials, or shall be painted or stained using local, traditional ranch colors, which shall include 800 Cluny Road (Parcel No. 2735- 044 -01 -007) Page 12 ��uJ1Z shades of red, brown, or white. Paints or stains that simulate weathered barn wood also shall be permitted. Earth tones and indigenous materials will be used where and to the extent possible. The designs proposed are in harmony with this standard. (12) ROOFS All roofs shall have a non - reflective color or composition. Reflective roof materials shall not be used unless the materials are treated prior to installation to eliminate reflection, with the exception of materials associated with solar or photovoltaic equipment. All roofs will have a non - reflective color or composition. If necessary, roofing materials will be treated to ensure that they are non - reflective. (13) REVEGETATION OF DISTURBED AREAS Lands disturbed by earth moving or berms should be revegetafed using native species that are already growing on or near the site. Topsoil shall be stockpiled and placed on disturbed areas. Irrigation shall be provided to the revegetafed areas if it is necessary to ensure survival of planted native species. All disturbed areas will be revegetated. Also, see the response to standard (6) & (9) above. (14) DRIVEWAYS AVOID DIVIDING MEADOWS AND PASTURES To the maximum extent practicable, roads and driveways shall be located to skirt the edge of and avoid dividing meadows and pastures and to avoid major road cuts. Roads and driveways should take advantage of the screening potential of natural topography and existing vegetation. Existing roads and driveways shall be used where practical. To enhance screening, a row of frees may be planted along the roads or driveways. To the maximum extent practicable, roads and driveways located around the edge of or in meadows shall be laid out with soft, curving edges and shall avoid straight line corridors that are incongruous with the natural setting. The driveway will remain in the same general location where it currently exists. No meadows or pastures will be divided. All developments in Rural Areas are subject to additional guidelines that must be followed. Pursuant to Section 7- 20- 120(e) of the Code, development in Rural Areas should be located so that activities and development occur in one or a combination of the following locations as they may apply to the particular property: (1) at the edge of an open meadow or pasture; (2) behind an existing stand of vegetation; (3) behind or built into a change in natural topography; or (4) within a pasture or meadow, clustered in the form of a ranch compound, or adjacent to or integrated into an existing ranch compound. 800 Cluny Road (Parcel No. 2735- 044 -01 -007) Page 13 These standards are primarily aimed at undeveloped land where an owner is choosing a suitable building site for a property. In this case, the existing home is being remodeled and will remain in its current location. 5. Landscaping and Vegetation Protection, Section 7 -20 -130 The proposed landscape plan (Exhibit #2) complies with the Pitkin County Landscape Guidelines and the Roadway Landscaping Guidelines contained in the Pitkin County Asset Management Plan. The landscape plan preserves existing vegetation, ensures that man made improvements are screened from view, and preserves the rural character of the County. The proposed landscaping is also consistent with that of surrounding properties. In addition to the general requirements of Section 7 -20 -130, the applicant understands that, in the Rural Area, landscaping must be installed: to screen satellite dishes and other telecommunications equipment when located within five hundred (500) feet of adjacent public roads and visible from such roads; to screen parking areas and service areas when viewed from adjacent public roads; to comply with the standards of Sections 7- 20 -70, 7- 20 -80, or 7 -20 -120; and, to revegetate disturbed areas. These additional provisions are and will continue to be followed through the use indigenous species of shrubs and trees, and the clustering of such shrubs and trees into groupings similar to those naturally occurring on the property and in the surrounding environs. Roads. Driveways, and Parkina. Section 7 -30 All new road and driveway construction must receive a development permit from the County Engineer and Community Development Director. Outside of the Aspen UGB, roads and driveways must be designed and constructed in compliance with the Pitkin County Road Standards and Specifications and the Pitkin County Asset Management Plan. All off - street parking spaces must conform to the standards of Section 7- 30- 20(b). The applicant agrees to comply with all of the above standards. The proposed new driveway will be constructed in the some general location as the existing driveway. The minimum number of off - street parking spaces for the proposed development will be as required by Table 7 -3, two spaces are required and will be provided. Public Service and Utilities, Section 7 -50 All development must comply with the provisions of Section 7 -50 regarding the design and installation and /or extension of public services and utilities. The Code states that extensions of public utilities shall take place within a defined Activity Envelope which may include separate designated areas, different from those portions of the Activity Envelope designated for primary structures, accessory structures, or driveways. Additionally, disturbed areas are required to be revegetated. These standards will be followed by the applicant. Electrical, telephone, propane gas and cable services already exist on the property. The project site is shown on Figure 1. The purpose of the study was to develop recommendations for foundation design. The study was conducted in accordance with our proposal for geotechnical engineering services to Bruce Blakemore, dated November 1, 2011. A field exploration program consisting of exploratory borings was conducted to obtain information on subsurface conditions. Samples of the subsoils and bedrock obtained during the field exploration were tested in the laboratory to determine their classification, compressibility or swell and other engineering characteristics. The results of the field exploration and laboratory testing were analyzed to develop recommendations for foundation types, depths and allowable pressures for the proposed garage and addition foundations. This report summ arizes the data obtained during this study and presents our conclusions, design recommendations and other geotechnical engineering considerations based on the proposed construction and the subsurface conditions encountered. PROPOSED CONSTRUCTION The two -car detached garage will be a one story structure with a slab -on -grade floor. The additions will be small one story structures on the lower level. We understand that the fill area on the west side of the house will be removed and the entire basement will walkout on that side. The exiting house is apparently founded on drilled piers which are reportedly about 30 feet long. We assume excavation for the garage and additions will have a maximum cut depth of about 10 feet below the existing ground surface. For the purpose of our analysis, foundation loadings for the structures were assumed to be relatively light and typical of the proposed type of construction. SITE CONDITIONS The site is currently developed with a one -story house over a walkout basement. The site generally slopes down to the northwest at an overall grade of about 15 %. The house site was created by cutting on the south and east sides and filling on the north and west sides of the building area. Currently the 12 foot high fill slope to the northwest of the house slopes at about 50% down to the northwest. Cut slopes on the east and south sides of the house range from 35% to 45% down the west and northwest. The site is vegetated with landscape trees and shrubs around the house. The natural vegetation consists ofgambel oak and sage brush There is a small pond on the irrigation ditch located about 60 feet northwest of the house at about elevation 8200 feet, which is roughly the same elevation that we encountered water in Boring 2, located about 70 feet southeast of the pond. FIELD EXPLORATION The field exploration for the project was conducted on November 28, 2011. Two exploratory borings were drilled at the locations shown on Figure 1 to evaluate the subsurface conditions. The borings were advanced with a 4 inch diameter continuous flight auger powered by a truck - mounted CME -45B drill rig. The borings were logged by a representative of Hepworth - Pawlak Geotechnical, Inc. Samples of the subsoils and bedrock were taken with a 2 inch I.D. spoon sampler. The sampler was driven into the subsoils and bedrock at various depths with blows from a 140 pound hammer falling 30 inches. This test is similar to the standard penetration test described by ASTM Method D -1586. The penetration resistance values are an indication of the relative density or consistency of the subsoils and hardness of the bedrock. The samples were returned to our laboratory for review by the project engineer and testing. SUBSURFACE CONDITIONS Graphic logs of the subsurface conditions encountered at the site are shown on Figure 2. At the detached garage site, in Boring 1, below about 2% feet of stiff clay, very hard claystone bedrock was encountered down to the drilled depth of 20 feet. Swell- consolidation testing performed on relatively undisturbed samples of the claystone from 5 and 10 feet deep show the claystone has moderate to high expansion potential with swelling pressures of 5,000 to 20,000 psf. The deeper claystone at 15 feet was not expansive. No free water was encountered in Boring 1 at the time of drilling. In the area of the proposed house additions, at Boring 2, the subsoils consisted of 8 feet of medium stiff to stiff clay fill and 1 foot of organic topsoil overlying medium dense to very stiff; slightly sandy clay and gravel containing scattered cobbles. Swell- consolidation testing performed on relatively undisturbed samples of the sandy clay with gravel showed low to moderate compressibility and no swell potential when wetted under light loading. Water was encountered at a depth of 22 feet at the time of drilling and at 15 feet when checked two days later. Laboratory testing performed on samples obtained during the field exploration also included natural moisture content and density and percent finer than sand size gradation analysis. The laboratory testing is summarized in Table 1. FOUNDATION BEARING CONDITIONS GARAGE The bedrock encountered at the garage site is expansive. Shallow foundations placed on the expansive materials similar to those encountered at this site can experience movement causing structural distress if the claystone is subjected to changes in moisture content. A drilled pier foundation or similar deep foundation can be used to penetrate the expansive ll lob No. 111 358A GMech UuUJ,/G Exibit #3 PID# 273504401007 materials to place the bottom of the piers in a zone of relatively stable moisture conditions and make it possible to load the piers sufficiently to resist uplift movements. Using a pier foundation, each column is supported on a single drilled pier and the building walls are founded on grade beams supported by a series of piers. Loads applied to the piers are transmitted to the bedrock partially through peripheral shear stresses and partially through end bearing pressure. In addition to their ability to reduce differential movements caused by expansive materials, straight -shaft piers have the advantage of providing relatively high supporting capacity with a relatively small settlement potential. As an alternative, the garage could be founded on a shallow, relatively thick, mat slab foundation provided the risk of potential movement in the event of subsurface wetting is acceptable to the owner. HOUSE ADDITIONS The existing house is reportedly supported on 30 foot deep drilled piers and we understand that the house is performing adequately from a foundation standpoint. Typically, we recommend the new foundations should be similar to the existing, particularly if the existing foundations are performing well. Drilled piers should be considered, particularly if they will be used to support the detached garage. Due to some limitations in access, other deep foundation alternatives such as micro -piles and helical piers with bearing levels similar to the existing drilled piers should also be considered. We expect micro -pile and helical pier capacities on the order of 25 to 50 kips should be possible. The soils encountered in Boring 2, drilled near the proposed house additions, did not show expansion potential and the soils are moist to very moist and wet with depth. DESIGN RECOMMENDATIONS UU6J23 FOUNDATIONS Drilled Piers: Based on the data obtained during the field and laboratory studies, we recommend straight -shaft piers drilled into the claystone bedrock or natural soils be used to support the proposed garage and additions. Drilled piers in the addition areas could Jon NO. iii 356A GgRech Exibit #3 PID# 273504401007 -5- 1) The piers should be designed for an allowable end bearing pressure of 20,000 psf in bedrock, an allowable skin friction value of 1,000 psf for the portion of the pier in clay soils and 3,000 psf for that portion of the pier in bedrock. 2) Piers in bedrock should also be designed for a minimum dead load pressure of 15,000 psf based on pier end area only. (If the minimum dead load requirement cannot be achieved, the pier length should be extended beyond the minimum penetration to make up the dead load deficit. This can be accomplished by assuming one -half the allowable skin friction value given above acts in the direction to resist uplift.) 3) Uplift on the piers from structural loading can be resisted by utilizing 75% of the allowable skin friction value plus an allowance for the weight of the pier. encounter shallow groundwater which could result in caving soils and difficult installation conditions. The presence of drilled piers supporting the existing residence should be verified prior to construction. The design and construction criteria presented below should be observed for a straight - shaft pier foundation system: 4) A minimum penetration of 10 feet into the bedrock and a minimum pier length of 20 feet are recommended for piers at the detached garage. Drilled piers at the house additions should be a minimum length of 30 feet. 5) Piers should be designed to resist lateral loads assuming a modulus of horizontal subgrade reaction of 20 tcf in the clay soils and a modulus of horizontal subgrade reaction of 200 tcf in the bedrock. The modulus values given are for a long, 1 foot wide pier and must be corrected for pier size. 6) Piers should be reinforced their full length with one #5 reinforcing rod for each 16 inches of pier perimeter to resist tension created by the swelling materials. uuU,jZ* 4 Job No. I 11358A C�tech Exibit #3 PID# 273504401007 7) A 4 inch void form should be provided beneath grade beams to prevent the swelling soil and rock from exerting uplift forces on the grade beams and to concentrate pier loadings. A void form should also be provided beneath pier caps. 8) Concrete utilized in the piers should be a fluid mix with sufficient slump so that concrete will fill the void between the reinforcing steel and the pier hole. 9) Pier holes should be properly cleaned prior to the placement of concrete. Cobbles were encountered in the soil at Boring 2 which could cause caving and difficult drilling. The drilling contractor should mobilize equipment of sufficient size to effectively drill through possible coarse soils and cemented bedrock zones. 10) Water was encountered in Boring 2 at a depth of 15 feet. Although free water was not encountered in Boring 1 drilled at the site, some seepage in the pier holes may be encountered during drilling. Dewatering equipment may be required to reduce water infiltration into the pier holes. If water cannot be removed prior to placement of concrete, the tremie method should be used after the hole has been cleaned of spoil. In no case should concrete free fall into more than 3 inches of water. 11) Care should be taken to prevent the forming of mushroom - shaped tops of the piers which can increase uplift force on the piers from swelling soils. 12) A representative of the geotechnical engineer should observe pier drilling operations on a full -time basis. Thick Mat Stab Alternative: A heavily reinforced, concrete mat slab on the order of 2 feet thick, which can accommodate differential movements of at least 4 inches can be used to support the detached garage provided the risk of potential movement is acceptable to the owner. We assume there will be no plumbing in the garage and that exterior grading and roof downspouts will route surface runoff well away from the foundation as described in our recommendations for surface drainage contained in this report. Exibit #3 PID# 273504401007 Job No. 1 l l 358A G@ Me"1 U u 1,'J'e -7- FOUNDATION AND RETAINING WALLS Foundation walls and retaining structures which are laterally supported and can be expected to undergo only a slight amount of deflection should be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of 55 pcf for backfill consisting of the on -site clayey granular soils and 45 pcf for backfill consisting of imported granular materials. Cantilevered retaining structures which are separate from the residence and garage and can be expected to deflect sufficiently to mobilize the full active earth pressure condition should be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of 50 pcf for backfill consisting of the on- site clayey granular soils and 40 pcf for backfill consisting of imported granular materials. Imported granular wall backfill should contain less than 15% passing the No. 200 sieve and have a maximum size of inches. All foundation and retaining structures should be designed for appropriate hydrostatic and surcharge pressures such as adjacent footings, traffic, construction materials and equipment. The pressures recommended above assume drained conditions behind the walls and a horizontal backfill surface. The buildup of water behind a wall or an upward sloping backfill surface will increase the Iateral pressure imposed on a foundation wall or retaining structure. An underdrain should be provided to prevent hydrostatic pressure buildup behind walls. Backfill should be placed in uniform lifts and compacted to at least 90% of the maximum standard Proctor density at a moisture content slightly above optimum Backfill in pavement areas should be compacted to at least 95% of the maximum standard Proctor density. Care should be taken not to overcompact the backfill or use large equipment near the wall since this could cause excessive lateral pressure on the wall. Some settlement of deep foundation wall backfill should be expected even if the material is placed correctly and could result in distress to facilities constructed on the backfill. Exibit #3 PID# 273504401007 '26 lob No. III 358A � Shallow spread footings may be used for support of retaining walls separate from the residence and garage, provided some differential movement and distress can be tolerated. Footings should be sized for a maximum allowable bearing pressure of 2,500 psf for the clay soils and 5,000 psf for the hard, claystone bedrock The lateral resistance of retaining wall footings will be a combination of the sliding resistance of the footing on the foundation materials and passive earth pressure against the side of the footing. Resistance to sliding at the bottoms of the footings can be calculated based on a coefficient of friction of 0.30. Passive pressure against the sides of the footings can be calculated using an equivalent fluid unit weight of 325 pcf. The coefficient of friction and passive pressure values recommended above assume ultimate soil strength. Suitable factors of safety should be included in the design to limit the strain which will occur at the ultimate strength, particularly in the case of passive resistance. Fill placed against the sides of the footings to resist lateral loads should be a predominantly granular material compacted to at least 95% of the maximum standard Proctor density at a moisture content near optimum. NON - STRUCTURAL FLOOR SLABS Floor slabs present a problem where expansive materials are present near floor slab elevation because sufficient dead load cannot be imposed on them to resist the uplift pressure generated when the materials are wetted and expand. We recommend that structural floors with crawlspace below be used for all floors in the building that will be sensitive to upward movement. Exterior patio slabs and the garage floor slab should be placed on at least 3 feet of imported 3/4-inch road base sandy gravel compacted to at least 95% of the maximum standard Proctor density at a moisture content near optimum to reduce the risk of slab movement. UNDERDRAIN SYSTEM Although groundwater was encountered below likely excavation depth during our exploration, it has been our experience in this area and where bedrock is shallow, that Job No. III 358A tlul, JL Exibit #3 PID# 273504401007 M local perched groundwater can develop during times of heavy precipitation or seasonal runoff Frozen ground during spring runoff can create a perched condition. Therefore, we recommend below -grade construction, such as crawlspace and basement areas, be protected from wetting by an underdrain system The drain should also act to prevent buildup of hydrostatic pressures behind foundation walls. We assume the new drains will be connected to the existing drains at the house additions. New underdrains should consist of a drainpipe surrounded by free - draining granular material placed at the bottom of the wall backfill. The drain lines should be placed at each level of excavation and at least 1 foot below lowest adjacent finish grade, and sloped at a minimum 1 % grade to a suitable gravity outlet. Free - draining granular material used in the drain system should consist of minus 2 inch aggregate with less than 50% passing the No. 4 sieve and less than 2% passing the No. 200 sieve. The drain gravel should be at least 2 feet deep. Void form below the grade beams (at the garage) can act as a conduit for water flow. An impervious liner such as 20 mil PVC may be placed below the drain gravel in a trough shape and attached to the grade beam or mat with mastic to keep drain water from flowing beneath the grade beam and to other areas of the building. SITE GRADING Fill material used inside building limits and within 3 feet of pavement grade should consist ofnonexpansive, granular material. Fill should be placed and compacted to at least 95% of the maximum standard Proctor density near the optimum moisture content. Fill should not contain concentrations of organic matter or other deleterious substances. The geotechnical engineer should evaluate the suitability of proposed fill materials prior to placement. In fill areas, the natural soils should be scarified to a depth of 6 inches, adjusted to a moisture content near optimum and compacted to provide a uniform base for fill placement. The natural clay soil and bedrock encountered during this study will be expansive when placed in a compacted condition. Consequently, these materials should not be used as fill Job No. 111 358A G&;bech Exibit #3 UUG'JLV PID# 273504401007 -10- material beneath building areas or directly beneath pavement areas. The natural soil and bedrock can be used for fill material near the bottom of fills outside building areas. A detailed slope stability evaluation and resultant recommendations are beyond the scope of this report. However, general guidelines are presented below so planning and design of the structure can be accomplished by the project designers and contractor. After initial planning and design are completed, we should be contacted to review the information and conduct additional analysis as needed. 1) Permanent unretained cuts in the overburden soils less than 10 feet in height should not exceed 2 horizontal to 1 vertical. The risk of slope instability will be significantly increased if seepage is encountered in cuts. 2) Fills up to 10 feet in height can be used if the fill slopes do not exceed 2 horizontal to 1 vertical and they are properly compacted and drained. The ground surface underlying all fill should be prepared by removing all organic matter, scarifying to a depth of 6 inches and compacting to 95% of the maximum standard Proctor density prior to fill placement. Fills should be benched into hillsides exceeding 5 horizontal to 1 vertical. 3) Positive surface drainage should be provided around all permanent cuts and fills and steep natural slopes to direct surface runoff away from the slope faces. Slopes and other stripped areas should be protected against erosion by revegetation or other methods. 4) Site grading, drain details and building plans should be prepared by qualified engineers familiar with the problems in the area. A construction sequence plan of excavating, wall construction and bracing and backfilling indicating the time required should be prepared by the contractor. SURFACE DRAINAGE The following drainage precautions should be observed during construction and maintained at all times after the house additions and garage has been completed: + J Job No. 111 358A c _ � & ech UJOJ2 7 Exib�itc�i #3 PID# 273504401007 -11- 1) Excessive wetting or drying of the foundation excavations and underslab areas should be avoided during construction. Drying could increase the expansion potential of the soils. 2) Exterior backfill should be adjusted to near optimum moisture and compacted to at least 95% of the maximum standard Proctor density in pavement areas and to at least 90% of the maximum standard Proctor density in landscape areas. Free - draining wall backfill should be capped with about 2 to 3 feet of the on -site soils to reduce surface water infiltration. 3) The ground surface surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. We recommend a minimum slope of 12 inches in the first 10 feet in unpaved areas and a minimum slope of 3 inches in the first 10 feet in paved areas. 4) Roof downspouts and drains should discharge well beyond the limits of all backfill. 5) Landscaping which requires regular heavy irrigation such as sod and sprinkler heads should be located at least 10 feet from foundation walls. Xeriscape should be considered to avoid potential subsurface wetting due to irrigation. LIMITATIONS This study has been conducted in accordance with generally accepted geotechnical engineering principles and practices in this area at this time. We make no warranty either express or implied. The conclusions and recommendations submitted in this report are based upon the data obtained from the exploratory borings drilled at the locations indicated on Figure 1, the proposed type of construction and our experience in the area. Our services do not include determining the presence, prevention or possibility of mold or other biological contaminants (MOBC) developing in the future. If the client is concerned about MOBC, then a professional in this special field of practice should be consulted. If conditions encountered during construction appear to be different from those described in this report, we should be notified at once so re- evaluation of the recommendations may be made. This report has been prepared for the exclusive use by our client for design purposes. We are not responsible for technical interpretations by others of our information. As the project evolves, we should provide continued consultation and field services during construction to review and monitor the implementation of our recommendations, and to verify that the recommendations have been appropriately interpreted. Significant design changes may require additional analysis or modifications of the recommendations presented herein. We recommend on -site observation of excavations and foundation bearing strata and testing of structural fill by a representative of the geotechnical engineer. In Section 2.1.12 a Civil Engineering Report is required and this correspondence is intended to satisfy those requirements. Per the Manual, the report shall address road design, water supply, wastewater disposal and other utilities and public services per the standards of applicable sections of the Pitkin County Land Use Code (Code). These Items are addressed as follows: 7 -30: Roads Driveways and Parking: The driveway access is existing and accesses Cluny Road. No new access is proposed. The interior driveway tunwround is proposed to be realigned and widened with an area proposed For an additional two parking spaces. A new three car garage is proposed but this elevation is .cry close to the elevation of the existing attached garage. So, the proposed driveway grades will not vary significantly from the existing which is approximately 7% ( +; -) at the stcepest; reasonable and drivable in adverse weather conditions. See Sheets CI and C2. 7- 50 -10: Logical Extension of Utilities No extensions of utility main lines are proposed with the project. The proposed residence will use the existing connections to the property for power, telephone, cable television, and natural gas. 7- 50 -20: Water Supple and Distribution Systems The proposed residence will connect to the existing water system by reusing the existing water tap. 7- 50 -30: Sewage Treatment and Collection The project is currently treating wastewater by means of an existing onsite wastewater treatment system (OWTS) permitted for four bedrooms. I he system was determined to be operating adequately per an inspection performed by others on August 17, 201 1. The proposed renuxfel does not add any additional bedrooms. If the total development disturbs one (1) acre or more a State Stormwater Permit shall be applied for and obtained. All historic and natural drainage patterns shall be maintained. Stormwater shall be detained onsite and allow infiltration of runoff prior to discharge. ➢ A detailed revegetation plan will be required. Plan shall be reviewed and approved by Pitkin County Community Development. The plan shall speak to the revegetation to occur along the pond and it shall speak directly to minimizing impacts to of replacing existing vegetation with revegetation in kind. ➢ The applicant shall submit a Large Scale detailed Construction Management Plan (CMP) with each development permit that addresses all phases of construction. This shall include a site plan and written methodology addressing the requirements of a large scale CMP. Top soil shall be saved and kept alive and stored on site using adequate BMPs. The application shall include: Fugitive dust control A revegetation plan inclusive of the entire site (this can be addressed on the landscaping plan for the site; however, a revegetation form must be included in this package — directing the reader /reviewer to the landscaping plan). ➢ The applicant shall provide adequate engineering of any retaining walls over four (4) feet in height and/or any improvements to walls over four (4) feet in height. Per our phone discussion I will drop by 11x17 size sheets as well today.
