(Supplemental Agreement) . AIRPORT Aspen- Pitkin County Airport LOCATION Aspen, Colorado JUSTIFICATION FOR CHANGE 1. Brief description of the proposed contract change(s) and Iocation(s). The proposed change order will consist of adjusting the location of the Runway 15 approach localizer antenna, adding grading and drainage to accommodate the adjustment in location for the localizer antenna, adjusting proposed Dralnllne "A" that crosses Taxiway "A8 ", adding a minor amount of runway grooving where the proposed 1,000 -foot existing will tie into the existing runway, changing the phasing plan during Schedule iV work to allow the runway to remain open during the entire project, and adjusting quantities that were moved from Schedule I I • 11 and Schedule 111 (Non-Federal) to. Schedule I which was constructed under AIP -44. In i ! addition, items that were constructed under AIP -44 are shown as existing and are identified as having bean previously constructed under AIP -44. These proposed changes are described in more detail below. • • The proposed location of the Runway 15 approach localizer antenna that was shown In the Construct 1,000 Foot Extension and Associated Taxiways of Runway 33 (design project) will be adjusted based upon FAA review. The existing Runway 15 approach localizer is currently located approximately 1,000 feet south of the Runway 33 (south end) of the existing runway. This Totalizer will require relocation further to the south in • order to accommodate the 1,000 foot runway extension of Runway 33. • The following bid items and plan sheets are affected by the adjustment of the Runway 15 approach localizer antenna: Bid Items (Schedule FAA -2 2 -4" and 1 -2" PVC Duct Bank (CE) Plan sheets: 0001 -G008, 0010, 0011, C202, C302, C402, C501, C506, C507, C510, C603, C605, C700, C750, C902, E476, 6477, and L1.1. Because of the adjustment in location of the Runway 15 approach localizer antenna, re- grading of the localizer critical area and the area behind the localizer antenna is required. An area behind the proposed localizer antenna Location will be graded to provide the airport an area to move snow to in the winter. A new inlet structure will be installed on Drainline "K" to capture the runoff from this area and an underdrain beneath a grass swale will serve as a water quality measure to filter out silts, de -icing chemicals, and fuel that may exist in the snow placed at this location. The following bid items and plan sheets are affected by the re- grading and drainage additions associated with the adjustment of the Runway 15 approach localizer antenna location: Bid Items (Schedule 11): D-705b Install 6 -Inch Perforated Polyethylene Underdrain Pipe, D -705c install 6 -inch Non - Perforated Polyethylene Underdrain Pipe, D -751e Construct Inlet Structure -- Type 1(Double). Plan Sheets: G002, G003, 0010, 0011, C302, C402, C408, C501, C506, C510, C604, C605, C700, C902, C904, E476, L1.1, and L1.2. • A modification of the design for a proposed Drainline "A" crossing beneath Taxiway "A8" is required. A 45 degree bend will be installed on the drainline to allow for proper drainage of the new Infield area between the new Runway 33 extension and Taxiway "A" extension. Additionally, a minor adjustment In quantity for runway grooving will be incorporated to account for the pavement overlay where the new Runway 33 extension ties to the existing Runway 33 end pavement, The following bld items and plan sheets are affected by design change of the Taxiway "A8" drainline crossing and the runway 3 grooving: Bid Items (Schedule 11): D -701h Install 18 -Inch HDPE, D -7511 Install 18 -Inch HDPE 45° Bend (new bld item) Bid Items (Schedule IV):.P -621a Runway Grooving Plan Sheets: 0002, G003, 0008, 0010, 0011, C101, C201, C301, C401, C410, C502, C550, C600, C800, C801, C803, C901, E204, and E307 • Phasing plans for the Schedule IV (Phase 3) portion of AIP -45 will be changed. This phase will remain at the 45 calendar day count duration, however, the temporary relocation of Runway 33 will occur several times in order to allow the runway to remain open for the duration of Phase 3 work per attached plan sheets 0011 and G100 -G107. Safety area requirements for Runway 15/33 and all taxiways shall be maintained for the duration of Phase 3 work. At the end of the work in Phase 3, Runway 33 threshold shall be restored to its existing condition under pay items L -400a and P -620e. The following bid (terns and plan sheets are affected by the phasing changes associated • • with Schedule IV (Phase 3) of the project: Bid Items (Schedule IV): P -620a Pavement Marking Obliteration, P -620b Temporary Pavement Marking, P -620c Permanent Pavement Marking, P -820d (Temporary Pavement Marking (For Temporarily Displaced Threshold), P -620e Permanent Pavement Marking (Restore Threshold), L -400b Temporarily Relocate Runway 33 Threshold (Complete) (new bid item, includes all temporary electrical modifications for runway and taxiway lighting only) Plan Sheets: G002, 0003, G011, G100 -G107, 0800, C801, and 0803 • The 1,000 -Foot Runway 33 extension construction project has been funded under two ( AIP grants (AIP -44 and AIP -45). The first grant (AIP -44) was issued in September 2010 and only had enough money to complete Schedule 1 of the four schedules on the project. Because of the uncertainty of the remaining federal funding on the project and • to provide a fully functional water system at the conclusion of Schedule 1 construction, certain quantities were moved from Schedules 11 and 111 (Non- Federal) into Schedule I. These quantities are being adjusted to reflect the remaining amounts that will be constructed under AIP 3- 08- 0003 -45 under this change order. Quantities and plan sheets affected by this change include: Schedule II: T -901b Seeding with Hydromulch, T -901c Install Erosion Control Logs, U- 302o Install New Transforrner Vault, U -302h install 2 -6" PVC Duct (DEB), U -303c Install 2 -4" PVC Duct (DEB), and U -303f Qwest Coordination Schedule 111(Non- Federal): U -304a install 2 -2" PVC Duct Provided by Comcast, U- 304b Install 1 -2" PVC Duct Provided by Comcast, U -304f Install Comcast Provided Fiber Optic Boxes, and U -304g Comcast Coordination Plan Sheets: C700-0702, C704, and C902. In addition, a note pertaining to the replacement of the entire runway circuit has been struck through as this work will not be performed on this project. Plan sheets affected are E -301 to E -307. • 1' ' I 4 2. Reason(s) for the change(s) (Continue on reverse if necessary) • The Runway 15 approach Iocalizer antenna requires relocation due to the 1,000 -foot Runway 33 extension. A proposed location for the Runway 15 approach Iocalizer antenna was initially approved by the FAA. This proposed location was approximately 612 feet south of the existing location of the Iocalizer antenna. However, after further investigation, the FAA determined that the airport perimeter fence would be penetrating the southeast corner of the Iocalizer critical area, causing a safety concern, In order to avoid the risk involved with this penetration, a new proposed location for the Runway 15 approach Iocalizer was sent to the FAA that would place the airport perimeter fence outside of the Iocalizer critical area. This new location Is approximately 532 feet south of the existing location of the Iocalizer antenna. The FAA approved this revised location on September 29, 2010. • • Due to the revised location of the Runway 15 approach Iocalizer antenna, the critical area and areas to the south of the proposed location will require re- grading. The area behind the proposed Iocalizer antenna location and the realigned Vehicle Service Road will be graded to a lower elevation In order for snow removal operations to utilize this area for snow storage since it Is outside of all safety areas, the Iocalizer critical area, and will not penetrate approach or departure planes. Drainage was added to collect any runoff from this area and send it through a subsurface drainage system on the west side of the airport. This area will be graded so that water will not be able to collect and pool. • it was determined that the proposed alignment for Drainline "A" beneath Taxiway "A8" will interfere with an existing concrete encased duct bank that is lower than was expected during design. Alignment of Drainline "A" has been revised to avoid this conflict. In addition, an area on the existing runway pavement at the end of Runway 33 is proposed to be milted and replaced to complete the transition to the new runway extension. This transitions requires reapplication of surface grooving. • • The phasing plan for Schedule iV (Phase 3) construction is being revised to allow the airport to keep the runway open for the duration of the project to maintain commercial airline operations. Closing the only runway down at the airport for any duration of time has a major economic impact on the airport and surrounding communities. All safety areas and object free areas will be maintained during Schedule IV construction. • • Quantities that were moved from Schedule II and III (Non - Federal) to Schedule 1 (AIP - 44) work In order to complete the new Buttermilk Metropolitan District Water System are being adjusted to actual quantities for AIP -45. Portions of the 1,000 foot Runway 33 extension project that were previously completed under AIP -44 have been identified and are shown as existing on the plan sheets in order to eliminate any confusion about what is to be constructed under AIP -45. 3. Justifications for unit prices or total cost. Unit prices for existing bid items have come from the Contractor's original bid costs for these items. Unit prices for new bid Items have been negotiated with the contractor and are believed to be fair and reasonable.
