The members felt there was a low ground septic tank problem, and it would require a septic system which would not in normal times add any pollution to the stream. The trail problem was again discussed. It was suggested that a soil conservation study be made or move the site. r Iry Shechter made a motion to deny the building permit application. Sally Reeds second. All in favor. Motion passed to deny. € WILDWOOD SCHOOL Bob Lewis made the presentation with a series of illustrations and {{ plans showing exterior and interior of the proposed school. Its location in a flood plain remained the key issue. A shuttle bus, fire protection, underground utilities C and trail system were all discussed. {( Charles Thomas made a motion to approve subject to the following conditions: Written ! trail permission; sanitation facilities; mandatory bus system and letter from Wright - McLaughlin regarding the flood plain situation before'taking it to the County Commissioners. Sally Reeds second. All in favor. Motion passed. k resubmission subject to appropriate language and notations appearing on plat. Omit bridge and access roads as marked. Clarify title on final and certify true and correct. Grant utility easement and plat language restricting development to the number of existing units, not to be increased unless they comply with subdivision and for future option granting a trail right of way of 15 feet on the southerly border of Roaring Fork. SPAROVIC /SHIMER SUBDIVISION RESUBMISSION Henry Pedersen made a motion to approve the HIGHLANDS RIDGE SKETCH PLAN Tabled action on this request for an on -stie inspection to be made September 26th. ROARING FORK GREENWAY PLAN: Herb Bartel explained briefly that the plan was to be an amendment to the Master Plan and a key document for Subdivision and Building Permit Review and recommended adoption as a reference . The members requested more time to study the plan and would come back September 26th with their recommendations. BUILDING PERMIT REVIEW EXCEPTIONS: Hal Clark Building Inspector presented five requests for exception to the Commission. 1. Snowmass request for three concrete bridges at Wood Run #1. Henry Pedersen made a motion to approve the exception. Sally Reeds second. All in favor. A request from Mr. Shively to construct a single family dwelling on 100 acres. This property is upstream from the La$y Glen Trailer Court. Sally Reeds made the motion to approve the exception. T.8S, R. 86'.d. ). 1. Paragraph 13.2 III (F) There is a well located 85 feet from the existing house which is 52 feet deep, pumps 13 gallons per minute with a 1 -1/2 H.P, motor pump. We intend to disconnect the k-? ,, xisting ` and connect the w#11 to the new house. The well'wigl be used for domestic use only for irrigation of the pasture is done by irrigation ditchs which Ire jointly used Mr. Christensen and myself. , Fire protection for the proposed residence can be accomplished by drawing water from either Capitol or Snowmass Creeks which both run through the property 2. Paragraph 13.2 III (G) There are two existing sewage systems on the nronerty. One connected to the trailer (750 Gallon) and the second (1000 Gillen septic tank with leech field) connected to the existing house. We intend to disconnect the existing house and connect the new house to the larger field. Box 1+954 Aspen, Colorado 81611 _ The soils investigation pertains only to that portion of the area north and ` east of Snammss Creek, above the floodplain region, and having a slope of 3 to 12 percent. »' Soils in this area form an association (56D unit) that is suitable for sub- division development if their limitations to use are provided for in the development plans. These limitations are stated in the attached descriptions y? of the soils occurring in the association 56D. Bigel soils appear to com- prise a major portion of the association on this property. These soils are developing on a terrace (of glaoiofluvial origin) and are not subject to flooding by Snowmass Creek t Further soils and flood hazard investigations will need to be carried out in the remaining portions of the tract when they are considered for develop- ment. An inspec- tion was made for the purpose of determining the feasiblity of the installation of sewage disposal system. There is presently a sewage disposal system in the area of the dwelling. But since the dwelling is to be located on the river bottom land, it is felt by this office, that the absorption area should be relocated on the bench of land above the dwelling. This letter in no way relieves the owner of the responsiblity of obtaining the proper permits and adhering to the applicable regulations.
