PITKIN COUNTY, COLORADO, APPROVING A 3 YEAR TEMPORARY COMMERCIAL
USE /SPECIAL EVENT PERMIT FOR THE CITY OF ASPEN'S OWL CREEK CHASE

RECITALS
Pursuant to Subsection 4- 30 -50(i) of the Pitkin County Land Use Code, the Community
Development Director of Pitkin County, Colorado ( "Director ") may approve a 3 year Temporary
Commercial Use /Special Event Permit for commercial activities or special events.
2. The City of Aspen (hereafter, the "Applicant ") has applied to the Director for approval of a
Temporary Commercial Use /Special Event Permit to conduct the Owl Creek Chase on February
11, 2012. The race will be staged from the Snowmass Nordic Center, proceed along Owl Creek
Trail, and finish at the Aspen Valley Ski and Snowboard Club near the High School. Only a
portion of the event occurs within Unincorporated Pitkin County. The event will run from
approximately 8:OOAM — 4:OOPM. The actual race will occur from 11:OOAM to 2:OOPM.
Approximately 200 -300 participants are expected as well as 70 staff and volunteers.
3. The Pitkin County Sheriffs Office, the Emergency Management Department, the Open Space
and Trails Department, and Communications Department all approved this event. A Certificate
of Insurance covering this event and naming the County as an Additional Insured has been
reviewed and approved.
4. The Applicant has requested the use of the Owl Creek Trail and has obtained the required Special
Event Permit from the Open Space and Trails Department.
5. The Director finds that, to the extent applicable, the application complies with the standards in
Subsection 4- 30 -50(i) of the Land Use Code.
6. The Director further finds that the due to the historic safety success of the event, the Applicant is
eligible for a three (3) year permit.
THE DIRECTOR HEREBY APPROVES a three (3) year Temporary Commercial Use /Special
Event Permit for the 2012 Owl Creek Chase, subject to Applicant's compliance with each of the
following conditions:
1. All material representations made by the Applicant in the application (which shall specifically
include representations made in all related supporting documents, correspondence subsequently
provided by the Applicant, and representations made by phone), shall be adhered to, and
considered conditions of approval, unless superseded by specific conditions in this
Determination.
2. No emergency access shall be blocked.
3. Parking shall be on private property only. No parking shall take place on County roads. No
parking shall take place in the rights -of -way.
4. Volunteers /security shall man all road crossings (Owl Creek Road, Maroon Creek Road) etc.
during the race.
5. The Applicant shall notify the Community Development Department 90 days prior to the event to
identify the date and location of the event and any changes in the nature, size, or activities to be
conducted since the preceding event. If the Community Development Department determines
that changes in the event were not anticipated or covered by the existing permit, and could have
unanticipated adverse impacts on surrounding properties or traffic on County rights -of -way, or
the event has not complied with provision of the previous approval it may be revoked and/or the
Department may require that the Applicant (a) apply for and receive a new temporary use permit,
or (b) modify the event to avoid the unanticipated adverse impacts.
6. This is not a vested approval and the event is subject to any new Code or County Safety
Committee requirements through the life of this permit.
7. A new permit is required in 2015.
8. The Applicant shall pay $649 for the permit within 30 days of this approval.
9. Failure to comply with the conditions of approval may result in revocation of this permit.

Event Summary: 21K Nordic Ski race from Snowmass Nordic Center to Aspen Valley Ski and Snowboard
Cub, using the Owl Creek Trail. 3 waves starting at 11:00 11:02 and 11:10
Request from the Town of Snowmass for temperary road closure on Owl Creek road from Two Creeks
entrance to Burnt Mountain Cirlce from 10:30am until 11:30am, allowing only TOSV shuttles to run through
the crossing.

Communication Plan: HAM Radio Operators will be set up on course from Snowmass Village to Aspen.
They will be located at the three aid stations an dhte finish line. Aid stations will be at Owl Creek Road
Crossing, Top of Glendale Divide and on Rotary Field in Aspen.
Security Plan: Security will be hired to help man road crossing at Tieback Road and Owl Creek Raod, also
volunteers will be placed at all road crossings.
We will not be crossing club house drive (in Snowmass near Snowmass Nordic Center in 2010)
The security company is CPS (Colorado Protective Services)
Medical Plan: Chief Medical Officer will be located at the finish per USSA requirements. Also Chief
Medical Officer will be in direct contact with sweeps and Ham Radio Operators throughout the course.

Transportation/Traffic Plan: We will be utilizing the Middle School parking lot and providing shuttles
(Recreation 15 passenger vans) to the start line in Snowmass Nordic Center. Will also provide on website
RFTA schedules times etc. Will also will have the aspen Country Day school Bus runnin shuttles during the
event as well.
Parking Plan: Request has been sent to the Aspen School District for use of the Aspen High School and
Middle School Parking lots.
Sanitation/Recycling Plan: All cups and stuff at the aid stations will be compostable. Will ask for
assistance from the Parks Department with removal of trash/compostable products.
Only aid stations items will be provided during the event. Water /Gatorade /some sort of sugar prodcut tbd.
Accessibility Plan: The event will be accessible. Accessible parkign will be at the High School Parking lot
for the finish and the Snowmass Nrodic Center for the start.
Public Notification: We put signs up and negihbor notices int he Tieback area, and put notices in the
Snowmass Sun etc for the Owl Creek Road Closure.

We're working on the Owl Creek Chase that is scheduled for Sunday February 12`". Something came to mind form last
year. As we were leaving registration at the Snowmass Nordic Center, going towards Aspen along Owl Creek Road, there
was some congestion at the top of the divide, people had pulled over and parked trying to watch the racers. We wanted
to make the Sherriffs office aware in case there is a Deputy that wanted to patrol that area.
The race will be passing through that area from 11am until 12:30pm.

The purpose of the HAMS is to communicate course condition, race start, location of racers, location of sweeps
etc. If there is an emergency, volunteer and course marshals are directed to call 911, if they are located along
Owl Creek Road where cell service is not so good, they will use their HAM radio operator to get information to
call 911.
The HAM radio operators are volunteers trained in this service. If you'd like I can have the lady in charge get
in touch with you to let you know more details. It's the same HAMS we used last year and they also do the
Ride for the Cure.

Subject: Owl Creek Chase 2012 - comments due by February 8th
Valerie has just reminded me that I have not sent out the Owl Creek Chase Special Event application for comments! The
event is on February 12 and will have between 200 -300 participants. Same format as last year and previous years and
basically the same route. Looks like the City will be using HAM radios for communication and have contracted Colorado
Protective Services for security. Three aid stations have are proposed throughout the course: Owl Creek Road Crossing
in the TOSV, top of Glendale /Sinclair Drivide, and the Rotary field in Aspen. They state they have Doc Neibur from Aspen
Medical as their Chief Medical Officer for the event. The City also states that they will be securing permits from TOSV.
I'm feeling that this event probably qualifies for a three (3) year permit pursuant to our Code. We've given out 3 year
permits to the Elk Mountain Grand Traverse and Boogies Bash in previous years. What does everyone else think? I
haven't heard peep for issues on this one and it seems like it runs really smoothly. Let me know what you think and
provide comments to me by February 8 t '!!!!! !
