The Board of County Commissioners of Pitkin County met at 10:00 A. M. Monday January 2, 1933
1 with the following members present: Commissioner Louis Vagneur, Commissioner John R. Williams,
1 M. M. Neihardt, Clerk.
Chairman G. B. Brown was excused on account of absence from the °minty.
Commissioner Louis Vagneur was unanimously elected Temporary Chairman.

in December 1932 for publication of tax lists, and which was protested at the time check for

The Claim of the State Compensation Insurance Fund in the sum of $270.62 was laid on table 16
with instructions to the clerk to ask for itemized bill for same. ots 15,1

the State Commission for the Blind for approval and granting.

J. H. Nicholson applied for the job as janitor of the Court House for the ensuing year

Dr. W. H. Twining was elected County Physician for the ensuing year at a salary of $400.00

The Board of County Commissioners of Pitkin County met at 10:00 A. M. Monday Feb. 6, 1933
with the following members present: G4 B. Brown, Chairman; Louis Vagneur, Commissioner; John
R. Williams, Commissioner and M. M. Neihardt, Clerk.
The minutes of the meetings of Jan 2, 9 & 10, 1933 were read and approved.
The following resolution was unanimously adopted:
Be it resolved by the Board of County Commissioners of Pitkin County, Colorado, that the
amount of :;6,000.00 be set aside from the County Roads Fund and, placed in the Special Roads
Fund for the maintenance of Highways #83, #104 and #133 in Pitkin County, to be matched by a
like appropriation of $6,000.00 from the State Highway Department.
The bonds of Mary E. Rohrbaugh and Walter J. Hyrup as Justices of the Peace, furnished by
the National Surety Company in the amounts of y1,000.00 each were approved as to form and
sufficiency.

ing action was taken: "Resolved, that in the matter of rates charged for care of county patiei is

Commissioners at their meeting on March 6,1933:

WILREAS, this Board has received notice that Roaring Fork ';later, Light and Power Company has
applied to the Public Utilities Commission of Colorado for a certificate of convenience and
• necessity, authorizing the erection, maintenance and operation of an electrical power trans-
i..0 ntssion line from the generating plant of the company up the Roaring York- River to the west-
ern portal of the proposed Twin Lakes diversion tunnel in Lincoln Gulch, and from thence
over the Divide to the eastern portal of such tunnel, for the purpose of supplying electric-
al energy as poorer for use in the construction of such diversion tunnel; and
• inEREAs, the consummation of such project and the construction of the proposed transmission
line appear to be in the interests of Pitkin County and its inhabitants and there appears
to be no objection whatever to the proper$V ereetion and operation of sash
transmission line:
NOW, THEREFORE, BU IT • RESCLVIJ by the Board of County Commissioners of Pitkin County that
there is no objection upon the part of Pitkin County to the issuance of a Proper certificate
of convenience and necessity, as applied for, and no objection to the proper construction
maintenance and operation of the proposed transmission line; and
• BE IT FURTHER RESOLVED that the Clerk of this be, and he is hereby authorized to certi-
fy and transmit a copy of this resolution for filing with the Public Utilities Commission

WHEREAS, by the provisions of Senate Bill No. 139, enacted by the General Assembly of the
State of Colorado and approved April 25, 1933, the Board of County Commissioners of any
County may adopt a resolution effective during the remainder of flirt 1933 authorizing the
Treasurer of such County to accept certain port.ons of the delinquent personal property taxes
in full payment for such delinquent taxes and penalties, if paid within the year 1933, such
resolution becoming effective only with the approval of the State Tax Commission;

The following resolution was unanimously adopted:
R E S O L U T I O N
WHEREAS, It has come to our attention that certain interests are requesting that the matter
of the diversion of water from the terarr}.vr headwaters of the Colorado River to the head -
waters of the Arkansas River be made an order of business in the Special Session of the
General Assembly of the State of Colorado
NOW, BE IT RESOLVED, By the Board of County Commis ioners of Pitkin County that we respect-
fully request the Governor of the State of Colorado, Hon. Edwin C. Johnson, in issuing his
call for said Special Session, NOT to include this matter in his call, but to allow this
matter to go over till the next regular session, thereby allowing time for ascertainin g the
proper needs for said diversion and the effects for and against the interests of the Western
Slope such diversion would have. Adopted at a regular meeting of the Board this 6th day of

Aspen Colo. June 6, 1933.
Stapleton Brothers: Again calling your attention to the water from your land running imto I
the ditch along Highway No. 82, of which the Clerk wrote you, on order of the Board on May
26, 1933.
This is to advise you that the condition has not yet been corrected and to inform you that
this water must be stopped before it reaches the Highway Right -of -Way.
The County and State have and are spending much money keeping the Highway in good condition ant
unless the practice is stopped, action must be taken to protect State and County Property.
Trusting that you will at once see to the matter and prevent this flooding of the Highway, we ,.

Approval of Colorado State Tax Commission approving request of W. W. Williams for reduction
of assessed valuation on sheep for the years 1930 and 1931 as recommended by this Board on
July 3; 1933, was received.
The request of L. Paul Smith for cancellation of tax on 1929 Ford Roadster (Valuation 5195.00)
account of head of family was granted.
It was moved, seconded and carried that Gus Linder de put into the Citizenst Hospital as a
County patient; the Aspen Lodge of Elks to pay the County X15.00 per month to defray part
of the expense.

Regarding unemployment, we would state that practically no relief has been iurnishedin,the ?�
T way of work this summer. The County has given work to the extent of their ability in the
3naintenance of the Highways and County Roads but as our funds are unusually limited,. such
work nas been greatly curtailes.
' Praciically nothing is being done in the way of mining which is practically the only industry ossiole
in this County. The re is some farming but the areas available as agricultural'lands is limite
to the narrow valleys in the regions into which the above named county roads penetrate.
The expenditure of the above sums will be about the only income most of our men have had this ,ear.
,The whole population will be divided and placed upon the projects nearest their homes.
However, to afford much relief this winter, these projects should be undertaken without delay.,
Frosts are coming every night now and winter is approaching very fast. Unless immediate action'
is taken, most of our families will go into the winner with no money, no credit and no provisi ns.
The Commissioners stand ready to do anything in their power to prosecute this work and to reli ve

at once enforce the law to the letter. Also that any persons operating without the

On advice from the State Treasurer that the County Commiosioners of Each County should
authorize the return of the U.R. Taxes collected, unconstitutionally, the following
resolution was unanimously adopted; on Notion and Second;
"That the County Clerk and the County Treasurer be instructed to refund all moneys colleet-
f ed y the oiflerk f� fox 17 mpl ent Relief by the sale of U.R.Tags, after obtaining .
Tne request of Mrs. A. A. Ohman for reduction of Valuation on the stock of merchandise
of the Lewis H. Ttmkins Hardware Company from 6350.00 to v 3750.00 on account of erroneous
assessment, the stock being unsalable, was not recommended to the Colorado Tax Commission.
The Clerk was instructed to inform the owner of SE4SE4, NE*SE* Section 9; NE*NE4 (Less Ry 12
acres) Sec. 16 and W2ivE4 Section 16 Township 9 S. R. 88 W. that the flat tax, tsxa would
be accepted for Tax Sale Certificate No. 62 Sales Dec. 12,1930 and also to notify others
who were interested.

Board of County Commissioners met at 9 :60 A.M. on the above date with all members present:
G.B.Brown, Chairman; Louis Vagneur, Commissioner; John R. Williams, Commissioner, M. M. Nei -
hardt, Clerk.
The Board unanimously recommended to the Pitkih County Civil Works Administration the follow-
ing projects to be undertaken under their administration:
1) Widening Highway #82, beginning about two miles west of Aspen anti continuing through the
slate cliffs, known as "Cozy Point ", a distance of about three miles.
Straightening and widening the road to the Citizens' Hospital from the bridge across the
Roaring Fork River to thw Hospital, a distance of about 800 feet.
Tne board unanimously requested the Civil Works Administration to furnish all tools and meter-

leas for - uhe prosecution of these projects, offering, however, the use of all tools now owned
by the County.
Tne offer of the sum of x,115.11 for tax sale certificate and taxes to date on SE4SE4 NE*SE4,
Sec. 9; NE*NE* Sec. 16 (Less Ry 12 acres) and WzNE4 Sec. 16 T.9S.7 R. 88 W. was accepted.
