The development is proposed for Lot 23, Block 2, Filing 2 Brush Creek Village Subdivision. The applicant is proposing to add an approximately 1,500 square feet to an existing 2,350 square foot residence. The addition will include a new garage, entry bridge area, enlarged bedroom and enlarged living room. According to Ordinance 90 -7, this property was mapped within a ridgeline area. Section 3-1.13 (D) (1) (c) permits the Planning Director to sign -off on development within ridgeline mapped areas in which the proposed development does not break a ridgeline. Based on the photographs submitted to the Planning Office and an inspection of the property from Highway 82, 1 have found that the residence will not break a ridgeline from either Highway 82 or Brush Creek Road corridor. RECOMMENDATION: Planning staff recommends that the Planning Director sign -off on the space below, to approve the proposed addition and exempt this parcel from further ridgeline review, because no development on this property can break a ridgeline. The existing building is minimally visible from Highway 82. Photos from the existing house to Highway 82 and from Highway 82 to the house are provided. The major portion of the addition, the garage entry and storage area, are located to the west side of the building and are blocked by the existing building from the view corridor. By utilizing the existing topography and building into the hillside, the proposed garage and entry addition will be screened from view. This request is made and based on Ordinance No. 90 -07 D(1): a. The addition to the existing building cannot be seen from the Highway 82 Scenic Corridor, nor from the Brush Creek Road Corridor; b. The remodeling of the existing building (i.e., living room and lower bedroom) comprise less than 30% of the existing square footage of the structure (approximately 19 %); and, C. No part of the new construction will break the ridgeline. The building design and location conform with all of the review criteria set forth in Subsection "E ". Please refer to attached photographs.
