REQUEST: Glenn Rappaport requests scenic ridgeline review and
approval for construction of a residence which is proposed on Lot
9, Block 7, in the Brush Creek Village Subdivision.

STAFF COMMENTS:
The applicant proposes to construct a 3,223 square foot single
family dwelling with a detached garage of 528 square feet. The lot
is located within a mapped ridgeline area. Photographs of the
proposed building site, as seen from Brush Creek Road and Highway
82, are attached to the memo.
Section 3- 1.13(D) (1) of Ordinance 90 -07 authorizes the Planning
Director to approve development within the mapped scenic overlay
area when development is found to have an insignificant impact on
the visual quality of the ridgeline or overlay area. The Planning
Director may approve development with conditions upon a finding
that:
a. Development cannot be seen from the designated corridors
(Highway 82 in this case), or
b. In the case of additions or remodels of existing homes,
visible development is thirty percent or less, of the existing
square footage of the structure; or
C. For areas not mapped within the scenic overlay, but included in
ridgeline mapping, such development shall not break a ridgeline.
The proposed residence is located within a mapped ridgeline area
but, as evidenced by attached photographs, the residence will not
break the ridgeline as seen from Brush Creek Road or Highway 82.
While the home will not break the ridgeline, it will be visible

from the Highway and Brush Creek Road.
The house will be a two story structure with board n' batten siding
and a metal roof made of either standing seam or metal shingles.
Staff recommends that the metal be a matte material which is dark
in color (charcoal, dark grey, black or brown) , and non - reflective.
The height of the home will comply with County height standards.
The applicant proposes to paint the trim around the doors and
windows in evergreen, a primer red (oxblood) or aspen yellow.
Staff recommends that earthtone colors be used and that aspen
yellow be deleted from the color palette, at least on those
portions of the home which will be visible from public viewplanes.
In order to minimize visual impact of the residence from the
Highway and Brush Creek Road, the applicant has committed to the
following design strategies:
1. A narrow building profile will be presented to the public
viewplanes (Brush Creek and the Highway). The smallest dimension
of the rectangular structure will face Highway 82.
2. The lower level of the home will be sunk into the hill as much
as possible without incurring major structural expenses (due to
highly expansive soils). Site grading will be minimized by
"sitting" the building on its' foundation. The applicant intends
to minimize the amount of disturbance to natural topography and
vegetation.
3. Given the configuration of the lot, its' soils conditions,
topography and areas of surface drainage, as much as possible has
been done to move the structure away from the Highway 82 viewplane.
4. A landscape plan will be presented at the time of building
permit application for review and approval by the Planning Office.
5. Light sources on the exterior shall not be seen from the public
rights -of -way.
FINDINGS:
1. The proposed residence is located within a mapped
ridgeline area but, as evidenced by attached photographs,
the residence will not break the ridgeline as seen from
Brush Creek Road or Highway 82.
2. Given the configuration of the lot, its' soils
conditions, topography and areas of surface drainage, as
much as possible has been done to move the structure away
from the Highway 82 viewplane.
RECOMMENDATION: Planning Staff recommends that the Planning
Director approve the Administrative Ridgeline Review for a
residence on Lot 9, Block 7, Filing 1, in the Brush Creek Village

Subdivision. Approval shall be subject to the following conditions:
1. The house shall be limited to a maximum of two stories in
height and shall comply with County height standards, not to
exceed 28 feet to the peak of the roof.
2. Roof materials shall be dark in color (charcoal, dark grey,
black or brown), and non - reflective. If metal materials are
used, a matte surface shall be utilized.
3. Earthtone colors shall be used on the exterior of the house.
Yellow shall be deleted from the color palette, at least on
those portions of the home which will be visible from public
viewplanes.
4. The smallest dimension of the rectangular structure will face
Highway 82.
5. A landscape plan shall be submitted at the time of building
permit application for review and approval by the Planning
Office.
6. Light sources on the exterior shall not be seen from the
public rights -of -way. Exterior lighting shall comply with
County lighting standards.
7. Revegetation of areas disturbed by construction shall occur
within one growing season of construction.
8. All material representations made in the application shall be
adhered to.

Dear Board Members,
The following is a letter of request submitted on behalf
of Alpine Logistics inc. the owners of Lot 9 in Brush Creek
Village.
We are proposing to build a single family residence of
3,223 sq. ft. gross area, with a detached garage of 528 sq. ft.
The house will be a two storey structure with board n' batten
siding and a metal roof made of either standing seam or metal shingles.
The color of each is intended to be the natural color of the
material with the addition of a clear sealer. The trim around the
doors and windows will be painted, either an evergreen, a primer
red (oxblood), or aspen yellow.
Only the center portion of the residence (pitched roof),
will approach the height limit, while the lower portions of roof,
which will either be flat or slightly sloped for drainage and should
not exceed 25 ft. in height.
With regards to the specific Scenic Corridor criteria, we
feel that:
1. The building has been sited in a small draw and faces
east. We have tried to maximize the sun exposure and views while
presenting a narrow building profile to the view planes of the
scenic corridor.
2. The soils on Lot 9 are extremely expansive. We are attempt-
ing to sink the lower level into the hill as much as possible
without incurring unrealistic structural expenses.

We are also concerned about excessive site grading and are
trying to "sit" the building on its' foundation so as to minimize
the amount of disturbance to the natural topography and vegetation.
3. The building has been designed as a rectanguler structure
which presents its' smaller dimension to Highway 82. In this
regard it is hopefully minimizing its' impact on that corridor.
4. The proposed structure does not break a ridgeline.
5. The proposed structure is sited about halfway down
the slope of the lot and pushed back into the draw in order to
minimize the visual impacts on the neighbors and protected view
planes.
6. Given the configuration of Lot 9, its' soil conditions,
topography and areas of surface drainage, as much as possible
has been done to move the structure away from Hwy. 82.
7. Existing vegetation shall be maintained to the greatest
extent possible. No irrigated meadows are being proposed and a
landscaping plan will be submitted for approval by the P & Z.
8. Light sources on the exterior shall not be seen from
the public right -of -ways.
9. This particular site will not allow much in the way of
berming because of its topography.
10. The entire site falls within the view plane of either
Hwy. 82 or Brush Creek Rd.
11. A 1041 Review is not required.
