Reason for Change: Paragraph 2 of the contract documents state that "At the end of each calendar year in the contract tens, the contractor shot l provide a scope of services and cost estimate to be approved and accepted by the Solid Waste Manager. The scope will include those items that the Solid Waste Manager has requested for upcoming year. Work will progress each year according to the scope developed by Golder at the Solid Waste Managers request. At no time shall cans for services exceed the ¢stint¢ in a given project task or calendar year without consent of the Solid Waste Manager." Appendix A is the scope of work agreed and approved by the Solid Waste Manager for the calendar year 2012 per the contract language. This contract was most recently renewed in 2010 through the Sole Source proresv owing to the complexity of this scope of work, the environmental liability to the County associated with this work, and the value of the Contractor's institutional knowledge of this site. (Golder) has prepared this scope of work (SOW) and cost estimate to provide ongoing hydrogeologic and limited engineering consulting services for the Pitkin County (County) Solid Waste Center (Center) for calendar year 2012. This SOW and cost estimate are based on a telephone discussion with the County on November 18, 2011. Golder has been providing groundwater and engineering services to the Center since 1996. The following is a partial list of projects that Golder has conducted or assisted with: • Performed a Hydrogeologic Characterization in 1996 and 1997 which included installation of additional groundwater monitoring wells MW -6 and MW -7; • Prepared a revised Groundwater Sampling and Analysis Plan in 1998; • Installed property boundary monitoring well MW -8 in 1998; • Conducted a geophysical survey and installed piezometer PZ -1 and monitoring well MW -9 in 1999; • Prepared an Engineering Design and Operation Plan (EDOP) in 1999; • Initiated and continued to perform Assessment of Corrective Measures activities beginning in 1999 in response to the detection of volatile organic compounds (VOC) from onsite groundwater samples; • Performed statistical analysis of groundwater chemistry from 2000 through 2011; • Prepared construction quality assurance documentation for landfill Phases 1 and 6 in 2000 and 2002, respectively; • Prepared modifications to the proposed final cover and surface water channel in 2003; • Conducted a subsurface gas investigation in 2004 which included installation of gas probes GP -1 through GP -5; • Designed stormwater pond improvements in 2005 and 2006; • • Prepared a Landfill Gas Monitoring Plan in 2006; • Prepared design drawings for the original composting area; • Prepared design drawings for the composting relocation area in 2007 and 2008; • Installed gas monitoring probes GP-6 through GP -9 in 2007; and • Installed new upgradient monitoring well MW -10 in 2008. 19prop20111p11 3 82 31 31y11382313 Atkin 112012 proposal 21decl l.docx Golder Associates Inc. 44 Union Boulevard, Lakeewood, d, CO CO U 80228 USA Tel: (303) 980 .0540 Fax'. Presented below are our proposed scope of work for hydrogeologic and limited engineering services, and an overview of project costs. In addition to the tasks outlined below, Golder may conduct a site visit in 2012, free of charge to the County. The purpose of the site visit will be to meet face to face with County staff in an attempt to better understand the Center's needs and to make valuable Site observations. 1.0 HYDROGEOLOGIC SERVICES SCOPE OF WORK The following tasks are envisioned for hydrogeologic services. Budgetary cost estimates associated with each task are presented in Table 1A. These tasks are separated into two categories: required and optional. The "required" tasks are those that Golder feels are necessary for the County to remain compliant with the regulations. The "optional" tasks are not required by regulation, but have been performed voluntarily by the County in past years. 1.1 Required Tasks 1.1.1 Groundwater Database Maintenance and Environmental Statistics This is an ongoing task and will include the following activities in 2012: • Validation of four quarterly laboratory reports; • Entry of the analytical results in the water quality database; • Management of the water quality database; • Performing comparative statistical analysis; and • If necessary, notifying the CDPHE when a new verified statistically significant increasing concentration is identified in routine sampling analytical results. Estimated 2012 costs are presented in Table 1A. 1.1.2 Groundwater Monitoring Support Anticipated services for this task include continued assistance with groundwater sampling activities. These consist of: • Scheduling sampling and ordering bottles; • Resolving laboratory and analytical issues; and • Assisting the County with equipment needs /problems. The level of effort for 2012 is generally based on time actually spent for this task in 2011. The cost estimate for groundwater monitoring services for 2012 is presented in Table 1A. 1.1.3 Annual Report This task includes costs associated with the preparation of an annual report for calendar year 2011. In addition to summarizing the 2011 activities, the report prepared in 2012 will also include a description of the statistical analysis results. The 2011 annual report is scheduled to be submitted to CDPHE in March of 2012. A draft copy of the annual report will first be submitted to the County for review. Historically, the CDPHE has requested this annual meeting as a means of keeping up on pertinent activities at the Center; however, this meeting is not required by the regulations. In an effort to reduce costs, the County could forgo the annual meeting for 2012 if desired. Should the County choose to have an annual meeting in 2012, estimated costs are provided as an optional task in Table 1A. It is assumed the meeting would be held in the Denver area, thus no travel or per diem costs are included. 1.2.2 Sampling Audit Groundwater sampling audits have historically been performed by Golder approximately once every two or three years. The previous audit was performed in 2008. However, in an effort to reduce costs, the County may elect to postpone the sampling audit as it is not required by the regulations but was performed as a proactive measure by the County. Should the County choose to have Golder perform a groundwater sampling audit in 2012, estimated costs for this optional task are presented in Table 1 A. 2.0 LIMITED ENGINEERING SERVICES SCOPE OF WORK Golder understands that the County may need additional assistance in its current Master Plan process for improvements to the facility property and for responding to comments from the CDPHE regarding the July 14, 2010 Engineering Design and Operations Plan (EDOP). At this time, the level of effort for this assistance is unknown, and these services are regarded as optional depending on the County's actual needs in 2012. A placeholder budget for these services in 2012 is presented in Table 1B. This estimate will not be exceeded without authorization from the County, and may need to be revised if the level of effort becomes more significant than what is currently estimated. 3.0 ESTIMATED COSTS AND SCHEDULE Estimated costs for hydrogeologic and limited engineering services are provided in Tables 1A and 1B, respectively, which will be incurred over a period of approximately 12 months, but ending on December31, 2012. In an attempt to lower costs, Golder labor rates have only been increased by 3 percent over the 2011 rates and the communication /reproduction fee will remain at 5 percent of Golder labor charges. Subcontractor handling mark -up will remain at 5 percent, as it was in 2011. Presently, no subcontractor charges are included in our estimate for 2012. If additional activities are required by the County in 2012 that are outside those specified in this scope of work, a change order including estimated costs will be executed between Golder and the County before these out -of -scope activities are performed. 4.0 TERMS AND CONDITIONS Golder proposes to provide the services presented in this SOW on a time - and - expenses basis, and the estimated project totals presented in Tables 1A and 1B will not be exceeded without prior written approval from the County. Only the hours worked will be billed. The project can be performed in accordance with the conditions, terms, and agreements of Contract #001 -06 between Golder and the County dated July 2006. The initial term of this contract expired on December 31, 2009, and was extended by the County in a letter dated January 20, 2010. The new term will extend until midnight December 31, 2015. To authorize this SOW, simply sign below and return one copy (FAX return is acceptable) for our records. 5.0 HEALTH AND SAFETY Any field activities performed as part of this SOW will be conducted under Golder's existing Health and Safety Plan (HASP) for the Center dated September 2007.
