The Board of County Commissioners of Pitkin County, Colorado met at 10:00 A.M. Oct. 2,
11950 with the following members present: T. J. Sardy, Chairman; C. O. Quam and Orest A. Gerbaz'
Commissioners; C. H. Darrow, County Attorney; Wm C. Stapleton, Acting Clerk.
The minutes of the meeting held Sept. 18, 1950 were read and approved. .
j The Report of the Service officer was examined, approved and signed.
The Reports of the County Clerk, Clerk of the District Court and County Court was approved
and signed.
Upon motion duly seconded and carried Mr. Elbie L. Gann was appointed to fill the vacancy I
on the Pitkin County Library Board caused by the Resignation of Mr. H. H. Hadley. This term
expires Jan. 1, 1954. mt
The Board pursuant to Notice given, further discussed the Budget for the Fiscal Year 1951
and there being no objections to such Budget by any tax payer or anyone else and after such
Consideration unanimoulsy adopted the same as the Budget of Pitkin County, Colorado for said
Fiscal Year. s,
The Board having received a Bid on Parcel No. 1 of Public Notice inviting bids on various
parcels of Real Estate which the County has Title to and which they deemed adequate for
Posting and Advertising for Sale at Public Auction at theSouth Front Door of the Court House
in Aspen, Colorado, which Public Notice had been previously Posted on Sept. 5, 1950 and set
out at length in the minutes of that meeting.
Upon motion duly seconded and carried theBoard ordered the same advertised and Posted for
sale to be held on November 6, 1950.
The matter of Vacation and Sick leave for the County Road employees was discussed and upon
motion duly seconded and carried it was agreed to allow the Regular County Road Employes a
Two Weeks Vacation with pay including sick leave. Vacation and Sick leave not to be cumulati e
from year to year, and Vacation to be taken only at time approved by Chairman of the Board of
County Commissioners.
Compensation of Judges and Clerks of Election at the General Election on Nov. 7, 1950 was
discussed and it was decided to rescind the previous salary set for Judges and Clerks of
Election set on July 17, 1950 and was regularly moved seconded and carried to pay as follows:
In precincts where there are no counting Judges, the Judges and Clerks for such precinct shal
receive $20.00 in full compensation for their services.
In precincts where there are both receiving and counting Judges & Clerks, the Judges and Cler s
for such Precinct shall receive $10.00 in full compensation for their services.

the State of Colorado
Gentlemen:
The assessed valuation of the State for the year 1950 as fixed by the Colorado Tax
Commission and accepted by the State Board of Equalization, is $1,644,466,809.00, and after
consideration of levies made necessary by legislative action and those reposed in the Board
of Equalization, the tax levy for the year 1950 for all State purposes has been fixed at
three and nine tenths (3.90) mills, to be distributed to the various State funds as shown on
the Schedule "A" attached hereto and made a part hereof.
The valuation of your County for the year 1950, as certified by the Colorado Tax Commission,
is as shown on the attached Schedule "B" and your County has been charged with State Taxes on
that valuation. (Valuation Pitkin County,Colorado as shown on Schedule "B" $3,151,260.00)
The above information is furnished as required by Section 21, Chapter 158, Session Laws of
1943.
Your attention is directed to Chapter 168, Session Laws of Colorado, 1949, which provides
for a tax levy of six (6) mills on each dollar of assessed valuation on all sheep and goats,
except those in feed lots, to be credited to the Predatory Animal Fund and forwarded to the
State Treasurer.
Also to Colorado Statutes Annotated, 1936, Chapter 110, Section 325, which provides that
there shall be levied and collected a tax equal to one -tenth of one per cent upon the assessed
valuation of all producing and non- producing metalliferous mining property, including lode
claims, placer and mill sites, to- gether with all improvements thereon, forwarded to the
State Treasurer and to be credited to the Metal Mining Fund.
The increase of four one hundredths of one mill (.04 mills, which represents and increase
of four cents for every $1,000.00 of assessed valuation) which has been made in the tax levy
for 1950 is required by the provisions of Section 7, Chapter 148, Session Laws of Colorado,
1909, which section provides in part that "for the ultimate redemption of said bonds there
shall be levied annually for forty years, after ten years from the date of their issuance,
such a tax upon all the taxable property in the state as s shall create an annual fund equal
to two and one half per cent (2i %) of the whold amount of the bonds issued, which fund shall
be called "Funding Bonds, Series of 1910, Sinking Fund."
It is with a great deal of personal satisfaction that I am able to point out to you that
the action taken by the State Board of Equalization in 1949, and noted in my statement of
September 26, 1949, to withdraw the State entirely from the field of property taxation for
general fund purposes has been repeated this year. Further all of us who believe that the
field of property taxation should by left entirely to the local governments should feel
greatly encouraged by the adoption of a resolution by the Board at its meeting of September
18, 1950, to be submitted to the next General Assembly urging that the State be withdrawn
entirely fromthe field of property taxation.

Increased expenses, low valuation, increasing useless expenses set by Statute.
