WHEREAS, in the past,invoices received after
December 31 of each year were charged against the next
{ years expenditure budget even though they were for the
past years' business,
WHEREAS, Pitkin County, Colorado installed
an Encumberance System in 1971,

WHEREAS, 1971 expenditures include some
1970 expenses because there was no Encumberance System
in 1970,
WHEREAS, it was very difficult to accurately
forecast the 1971 encumberances the first year of the
new Encumberance System,
WHEREAS, these encumberances were under-
estimated by $15,000 in the General Fund of Pitkin
County when filing a 1971 Amended Budget,
THEN LET IT BE RESOLVED, that $15,000 is
to be transferred from unappropriated amounts of the
Contingency Fund to the General Fund of Pitkin County,
Colorado,
LET IT BE FURTHER RESOLVED, that the $15,000
be appropriated in the following manner within the
various Departments of the General Fund:
