FINANCIAL AND OPERATING PLAN
This Annual Financial and Operating Plan (Operating Plan), is hereby made and entered into by and
between the Pitkin County Sheriffs Department, hereinafter referred to as the Cooperator, and the
United States Department of Agriculture,White River National Forest, hereinafter referred to as the
Forest Service, under the provisions of the Cooperative Law Enforcement Agreement executed in May
1991. This Operating Plan is made and agreed to as of the last date signed below and is for the period
beginning MayQ4-@991 and ending September 30, 2001
I. GENERAL:
A. The following individuals shall be the designated and alternate representative(s) of each party, so
designated, to make or receive requests for special enforcement activities:

B. Reimbursement for all types of enforcement activities shall be at the following rates unless
specifically stated otherwise:
Wages at the prevailing wage rate of$50.00 per hour, which includes salary and benefits for the
individual officer and operating costs for patrol vehicle.

II. PATROL ACTIVITIES:
A. Time schedules for patrols will be flexible to allow for emergencies, other priorities, and day-to-day
needs of both the Cooperator and the Forest Service. Ample time will be spent in each area to make
residents and visitors aware that law enforcement officers are in the vicinity.
-Patrol in the following campgrounds, developed sites, or dispersed areas:
Vehicle and foot patrols of recreation areas in the Independence Pass and Maroon Creek corridors, with
specific attention to Difficult Campground, Maroon Lake day use area, Grottos Parking Area, Silver
Queen Campground, Silver Bell Campground, Silver Bar Campground, East Maroon Portal, Weller
Campground. These patrols will be scheduled between the hours of 7:00 P.M. and midnight on Friday
and Saturday of each week between 06/01/2001 and 09/15/2001, as well as Monday. 05/28/2001,
Wednesday 07/04/2001 and Monday, 09/03/2001.
Total reimbursement for this category shall not exceed the amount of: $4,000.00
M. TRAINING:
No reimbursement is authorized for training under this Operating and Financial Plan.
Total reimbursement for this category shall not exceed the amount of: $0,000.00
IV. EQUIPMENT:
To assist the Cooperator in accomplishing the activities agreed to under this Operating and
Financial Plan, the Forest Service may loan equipment to the Cooperator. Any such loans
of equipment shall be documented on a Report of Property Transfer (form AD-107), copies of which
will be retained by the Forest Service as part of the Cooperative Law Enforcement Agreement file.
Ownership of the loaned equipment shall remain with the Forest Service, but operating and normal
maintenance costs will be paid by the Cooperator while the property is in the possession of
the Sheriff's Department.
No loan of Forest Service owned equipment is authorized under this Operating and Financial Plan.
No equipment purchases are authorized under this Operating and Financial Plan.

V. SPECIAL ENFORCEMENT SITUATIONS:
A. Special Enforcement Situations includes but is not limited to: Fire Emergencies,
Drug Enforcement, and certain Group Gatherings.
B. Funds available for special enforcement situations vary greatly from year to
year and must be specifically requested and approved prior to any reimbursement
being authorized. Requests for funds should be made to the Forest Service
designated representative listed in Item I-A of this Operating Plan. The designated
representative will then notify the Cooperator whether funds will be authorized for
reimbursement. If funds are authorized, the parties will then jointly prepare a revised
Operating Plan.
C. No special enforcement situations are anticipated at this time.

VI. BILLING FREQUENCY:
Billing is always on a reimbursable basis and it is mutually agreed that the billing frequency will be
monthly. Itemized bills showing the total number of hours of each patrol shift will be submitted to the
attention of Tim Lamb, Aspen Ranger District, 806 W. Hallam, Aspen CO 81611.
Accompanying each bill, the Cooperator will complete and submit Forest Service form FS-5300-5
(Cooperative Law Enforcement Activity Report) identifying the number of crimes occurring on National
Forest lands. The report shall separate the crimes handled under this agreement from those handled by
the Cooperator during regular duties.
The authority and format of this Operating Plan have been reviewed and approved for signature.
