COLORQADO DECLARING ITS SUPPORT OF CONGRESSIONAL AND STATE
REAPPORTIONMENT AND REDISTRICTING PLANS
RESOLUTION 170-2001
1. The Colorado General Assembly, with the concurrence of the Governor, will this
year apportion Colorado's seven Congressional Districts.
2. The Colorado Reapportionment Commission, with the concurrence of the
Colorado Supreme Court,will this year apportion Colorado's State House and
Senate districts.
3. Pitkin County supports district boundaries that reflect the common interests of
their constituents.
NOW THEREFORE LET IT BE RESOLVED the Commissioners of Pitkin County,
Colorado support the following reapportionment and redistricting plans:
U.S. CONGRESS
Draft Senate Bill 20 Plan that divides Denver, and includes El Paso and Pueblo in the
same district. The bill includes 140,000 Jefferson County residents in the western slope
district and divides the eastern plains.
COLORADO SENATE
Plan that includes Pitkin, Eagle, Summit, Lake, Chaffee, Gunnison Counties, and a small
portion of East Garfield(including Carbondale) and Hinsdale Counties in Senate District.
COLORADO HOUSE
Plan that includes Lake, Summit, and Eagle Counties in House District 56 and Pitkin,
Hinsdale, Gunnison and East Garfield (Glenwood Area) and Eagle (Roaring Fork Valley
portion) in District 61.

Dear Commissioner Fetcher:
On behalf of the Pitkin County Democratic Party, I am
writing to support the Fetcher Amendment 12A proposal for
a new House District 61 and House District 56. As we understand
it, under Amendment 12A House District 61 will i clude Pikin,
Gunnison and Hinsdale Counties , the Roaring Fork Valley portion
of Eagle County and the eastern portion of Garfield County,
including Carbondale, while House District 56 will include
Eagle, Lake and Summit Counties.
After careful consideration of several alternative
proposals for these two House districts and discussions with
our elected officials, Executive Committee, and larty chairs
in other neighboring counties affected we conveyed to you our
shared objective of defining a new "resort district" based
primarily on a community of interests which woul keep the
Roaring Fork 'Valley intact. Amendment 12A accomplishes this
objective to a far greater extent than any alternative proposal.
Your creative response to our regional concerns has enabled
us to build a strong consensus around these newly proposed House
districts.
Amendment 12A provides for a new District 61 based on
a practical, working community of interests reflecting the
realities of the geographical constraints, transportation
corridors and common economic and planning interests . As a new
resort district, 61 will include both the employment base and
the work force. Attached is a resolution recently passed
unanimously by the Pitkin County Commission in support of
Amendment 12A, based on the fact that the proposed district
constructively reflects the community of interests that the
Commissioners actually work with on a daily basis.
The consensus of support within Pitkin County and among
the chairs of Garfield, Eagle and Summit Counties is the
result of numerous compromises. In Pitkin County, we will very

much regret the loss of Carl Miller as our Representative,
since he has always served our County effectively and with
dedication. However, the long term advantages of a coherent
resort district are too important not to support this
opportunity.
In addition, we support proposed Senate District #4 ,
consisting of Eagxe, Chaffee, the Carbondale area of Garfield,
Ginnison, Lake, Pitkin and Summit Counties.
Finally,; we also support Senate Bill #20 defining
Congressional District #3 .
These comments are respectfully submitted for the
Commission ' s consideration. we will be pleased to submit any
additional information you may require, and we would like to
thank you and Garfield County Chair., Leslie Robinson, for
your extremely effective help in faciliating a co sensus on
this matter.
