Re: Proposat for Completion of Closure Work, Loading Services and Road Maintenance, and Moving of
Smuggler Soil
Dear Mr. Stotts:
Pursuant to your request PCWS is pieased to submit this proposal for campletion of additional closure
�vork, loading services and road maintenance, and moving of Stnuggler soii at the Pitldn County Landfill.
Specifically, the tasks to be performed include the following:
❑ PCWS will close approximately %s acre of the Phase I Closure area which evas not included the
original specifications. All closure activities �vill be in accordance with the County specifications.
o PCWS �vill perfoim all topsoil, compost and aggregate toading services currently being conducted by
#he County. 7n addition, PCWS will provide back-up snow pIowsng services and apply sand/salt
mixture (provide by County) to the paved access road and parking areas, originating at Highway 82
and terminating at the unpaved landfill access roads internal to the landfill.
a PCWS will utilize the approximately 15,000 cubic yards of lead-contamina#ed soil stored in the
Smuggler Superfiind Soil Storage Area as daily and intermediate cover in the tandfill. Utilization of
the soil wili include loading, transportation, unloading and appiication of the soil. In addition, PCWS
will provide fmal closure of the storage area including removal of the plastic liner and finat grading.
The County provide revegetation of the area.

Description of fssues: When the contract with Pitkin Cour�ty Waste Systems, LLC
was adopted, there were at two issues that were not fully addressed — finishing closure
work started by the previous contractor, and payment for grinding a farge stockpile of
wood waste that accumuia#ed prior to fhe start of their work.
Closure and landscaping — PCWS is the only coniractor in the Roaring Fork
Valley with previous experience in closure of landfili celis under the current regulations,.
They submitted a proposal to finish the closure work for a price well within our accrual
for Phase 1, and their scheduEe should atlow fqr revegetation to occur this fall. We afso
seek approval to pertorm the revege#ation of the closed area and landscaping waric at
our en#rance under our existing budget, aithough proposals for tha# work have nat yet
been received. A local landscape designer is drafting a plan for the entrance. If
additional funds are necessary to complete the landscaping wark, they are available
from anather line i#em (a semi-tractor that we wili not be purchasing at least until the
evaluafion of our recycling operation is compleie r�ext year).
Wood Grinding - The wood grinding for our compost operation is being done by
the same subcontractor who has ground our wood wastes for the last two years. There
are na other contractors with equipment capable of ineefing our specifications in the
Roaring Fork Valley, and this contractor was the only one in the state who was available
this summer. Grinding of wood caming fo the site after PCWS took over is included in
their contract price; this work is an extra. Approximatefy Sn,000 cubic yards of raw
wood was onsite, which will generate 15,fl00 to 20,000 cubic yards af shredded wood.
This expense is already budgeted as a purchased service. The action needed is ta
increase the existing purchase order for extras to the fulE budgeted amount ($100,000).
Both items are fully �udgeted and the existing contract already provides for
change orders. A change orcfer to the contract is needed to allow PCWS to per#arm the
closure work, and BOCC approval is needed for purchase orders fior both iterrts. Legal
and Finance concur with our approach to sole-sourcing this wQrlc.
Alternatives/Options
1. Approve the contract change order, as well as budget change and over
$10,000 purchase order.
2. Request furiher negotiation with PCWS.
3. Direci staff to issue a new Request for Proposals.
Staff Recommendation: Staff recorrtmends Option 1.

of the Pitkin County Landf I1. In accordance �vith the approved closure pfan far the facility tlie

� Final Cover Barrier Layer: PCWS will move and place the final cover barrier layer which
will consist of at least 18" (after compaetion) of material which meets the specifications
outlined in Section 02220 ofthe closure plan. In general this inaterial wiil be piaced in Iifts
and compaeted to achieve a permeabiliry of 1 x 10"S cm/sec or less. Prodt�ction of this
ma#eriai will be in accordance with the current contract ancf �vill be i��vaiced separately.
❑ Frost Protection Layer: PCWS will move and place the frost protection Iayer which wiil
consist of at least 24" (after coinpaction) of material �vhich meets the specifications autlined
in Section 02210 of The closure plan. In general this material tivill be placed in lifts and
compacted, however, there is no permeability requirement. Production of this tnaterial �vill
be i�� accordance �vith the current contract and �vili be invoiced separately.
o Topsoil: FCWS will move and ptace the topsoi111yer tvhicE� tivill consist oPat least 6" (after
placeme��t) of topsoil curre�3tly stockpiied on-site. Production of this material �vill be in
accordance �vith the current contract and �vill be invoiced separately
❑ Vegetation: Vegetation �vi13 be tlie responsibility of the CoiEi�ty.
o Storm�vater Structures: PCWS will cof�struct stormwater inai�agentei�t structures �vhicli �vitl
include a rip-rapped letdo�vn chflnne! on the northeast eorner oFthe area to 6e clased. In
addiEio�i perimeter storm�vater channels �vili be constructed along the north and so�tth
periitieters to be closed. Tl�e no►-thern channel �vill no�v need to be raised to itt tt�e existing
contours. It is assumed that incoming loads of aggregate will be diverted fi•o�n the current
