The following CHANGES are hereby made to the Contract Documents:
1. Pursuant to the attached proposal dated March 9, 2001 from Pitkin Countv Waste
Svstems. LLC (PCVITS). PCWS will nerform closure activities on ap�roximatelv 3.5 to
5.0 acres estimated to be 22.000 cubic vards of materiail in accardance wiih the
En�ineerinQ Desien and Operations Plan and the Closure Plan approved bv the Colorado
Denartment of Public Health and Environment.
2. PCWS will provide all rou�h �?radin� on the area to be closed.
3. The ��vork shaIi be done at a cost of $4.00 ner cubic yard on 22.000 cubic yards.
JUSTIFICATION far the Change to the Contract Documents:
1. PCWS was selected as the landfill operator in an open bidding process in the spring of
1999. Thev have uerfoimed in accordance with the terms of fhe contract. Thev have
completed approximately 3 acres of closure in an excellent manner. Thev currentiv have
eauinment and the labor force available to perform this �vork, and have done numerous
nroiects like this at other landfill sites. No ofher contractor in the area has such previous
experience, includin� our �revio�s landfill contractor.

Re: Proposal for Completion of Ciosure Activities and Class 5 Aggregate ModificaLion
Dear Mr. Stotts:
Pitkin County Waste Systems, L.L.C. (PCWS) is pleaseri to submit this proposal for closure
activities whicii will be ongoing at the Pitkin County Landfill. In ac�ardance with the approved
closure plan for the faciiity the follawing tasks must be performed:
n Rough grading: The area will be rough graded � conformance with the approved
enginesring documents.
❑ Final Cover Barrier Layer: FCWS wili move and place the final cover banier layer which
will consist of at least 18" (after compaction) of material. In general this materiat wiIl be
placed in lifts and compacted to achieve a permeability of 1 x IO'S emisec or less. Production
of this material will be in accordance with the current contract and wil! be invoiced
separately.
o Frost Protection Layer: PCWS wi[I move and place the frost protection layer vvhich will
consist of at least 24" (after compactian) of material. In general this material will be placed in
lifts and compacted, however, there is no permeability requirement. Production of this
material will be in accordance with tlie cunent contract and will be invoiced separately.
❑ Topsoil: PCWS will �nove and place the topsoil Iayer which will consist of at least 6" (afier
placement). Production of this material wilI be in accordance with the cunent contract and
will be invoiced separately.
❑ Vegetation: Vegetation vniil be the responsibility of the Cvunty.
❑ S#onmwater Structures: PCWS vtrill construct stormwater managetnent struc#uras which will
include a rip-rapped Ietdown c�►annels as required.
❑ Surveying: PCWS will grovide the construction and verifica�ion surveying during the
project. Any required contour mapping wi11 be the responsibility of the Cowrty.
The construction will nced to be completed on a schedule as determined by Pitl�n County with �
concurrence of PCWS. Third party CQA will be provided by the Caunty a�d PCWS will
tnaintain quality communieations with the County and their consultants to maximize coardination
of the project and the individual tasks. �

The closure activities will be in accordance with the approved documents pre�ared by Golder
Assaciates unless these documents are superceded bp other approv�d documents.
PCWS praposes to prov�de closure adivities at a c�st of $28,750 per acre. Stozmwater struct,ures
will b� billed at $25.25 per square yard of riprappecl c}�annels and $6.95 per lineal feet of
vegetated channeis.
In addition to the closure activities, PCWS praposes to modifythe contract pertai�ing to the
proc�uc#ion of Ciass 5 Base Course. As you are aware th$ material brought ta the facitity is not
adequate for Class S Basa Course production. Therefore, to ens�tre cflntractefal compliance by
both the County and PCWS the requirement far Class S productian has been eliminated.
