Special Meeting July 17. 1980
PRESENT: Chairman Michael Kinsley, Robert W. Child.
Airport The Board convened a special meeting to consider a studY agreement with CH2M Hill
Master
Plan. for an Airport master plan update. Kinsley felt that Edwards' consideration regarding

setting up an atmosphere to encourage growth at the airport is valid; for example,
in the future additional growth may not be denied on the basis of airport capacity.
Child felt that the airport in its present state is very limited, and this study will
give the Board a valid indication of its status. Kinsley moved to authorize filing
an application with the FAA for 90% funding of the master plan update, including approval
of the contents of the application, and to direct the Chairman to sign the funding
or
application with the statement that the Board has the legal authority to apply for
the grant. Child seconded and the motion passed unanimously,
Kinsley then moved that the Chairman be authorized to sign a consultant contract with
CH2M Hill, with an amendment regarding minority groups. Child seconded and the motion
passed unanimously. Kinsley noted that Edwards indicated he is opposed to the study
There being no further business, the meeting was adjourned.
