Child, Michael Kinsley, Joseph E. Edwards, Jr. � � ��____ R , Budget The Board convened a special meeting to considex adoption of the 1979 budget. Edwards moved to approve adding ; € �the delinquent sewer Caxes to the tax roles. Kinsley seconded the motion and it gassed , unanimously. ChSld stated he wiZl voCe against the motion to approve the budget because � i of the high expenditures in the Sheriff's Off3ce. He felt the Sheritf ehauld be held � � to his 1978 actual budget plus the salary increases, minus expenses made in 1978 for � Snowmass Village, the Bundy eseape, and capital expenditures for new cars. The motion . � passed with ogposition from Child. � -------- � Ski Lift Ochs explained that a COG-sponsored meeting will be held in Steamboat Springs next User T� week to consider ski lift user taxes. The present proposal for distrihuting Che tax revenues would give 70% to the city, zix to the counCy and 97. to be negotiated for any � � base area located within a municipality, snd 70X to the county and 30% negotiated for � � ' - any base area located outside municipalities. Child said he would prefer a fixed amount � 3 's of the revenues because this proposal wouTd just encuurage the City to annex to .the bases � of Highlands and Buttermilk so they could retain most of the revenues. Edwards sald he � . � would prefer a 50 - 50 split, or distrihution along the lines of the sales Cax. Ochs � � � felt the indiv3dual counties should be allowed to detetmine where the revenues go. ;;x Kinsley felt Colorado Counties Inc. should become involved in this issue. Child added " i that some of the tax revenues should cross County lines; for example, Sasalt is entitled to some of the tax. i ourt- Ochs explained that with new positions created in the Finance, Welfare and Environmental > ouse ffice Health offices, more space is needed in the courthouse. He suggested the Welfare Office Space be moved to the community center. Kinsley suggested the game room for the commnnity center could be moved downatairs and the upstairs area could be converted to of�ices. Ochs said he would then prefer to give the old Welfare Office space to the Sheriff's Office, give the Finance department the o1d Sherif£'s office in the Finance building, and give the Environmental Aealth assistant the old Human Resources office. Supplemental Finance Director Tom Oken asked if he should prepare supplemental appropEiations Appropriations for all the budget overages that have been identified. The Board directed him to do so, because atherwise the County's bond rating could be impacted.
