PRESENT: Chairman Robert W. Child, Michael Kinsley � Pu6lic The Board convened a pab23c hearing to consider the 1979 budget. Shawn Amas appeared Hearing: • 1979 to discuss the $3000 which was cut from the emergency mental health care hoi�ing - ' Budget facility. He said this is needed in situations when individuals must be held due to emotional problems, and presently they are driven to Denver. It is not now possible � to hold someone against their will unless the hospital they are held in is designated by the Department of Institutions; because of this, people go to the Aspen Valley Hospital only on a voluntary basis. The proper holding facilities are inatalled at Aspen Valley Hospital, but they cannot be locked because the hospital is not deaignated. 5 ,; The Aspen Valley Haspital charges approximately $150 per day to hold these people, which � is much less than their actual cost. Amas explained that alternatives.such as shelter � � �homes are being tried, however for people in very unstable condition hospital care is %� needed. Child asked if the patients involved in these situations can cover the cost. � � �'` Amas replied that if the individuals can pay the cost, or if they are covered by insur- � ance, this fund would not be used. Child and Kinsley agreed that this program ia ' needed, and suggested contributing $1000 now, and adding more later if sales tax revenuea � �are high. Ochs felt this should be handled on an item-by-item basi.s, where the hospital ;� ri bills the County. The Board agreed. Glen Scott, Hospital Director, felt $1000 would be '� a good start for the program. 5cott asked about funding for the ambulance. Child re- plied the Commissioners agreed to fund the requested amount. :; • Sheriff Dick Kienast expressed concern with his budget; the Board included in his �S x C4 budget the additional revenue from night flights, but then subtracted the same amount � . from his operating budget. Kinsley Eelt night flights should not cost the County any- +3 � thing. Kienast reported that in 1979 the hourly rate for deputies should be about � .� $15.00 per hour, cvmpared to $11,8p this year. Night flights will require more money � �. in the Sheriff's overtime budget. Child felt if the County pays overtime that should ,-��. '.� be reflected in the rate the airlines pay. Kienast said the question is if the deputies will be willing to do this overtime on a continual basis, since it amounts to approxi- "t mately 70 man hours per week. . � .� �:� Ochs suggested that Snowmass Village pay the Sheriff's ofEice their hourly rate when y r, Sheriff's deputies are called in to handle situations which Snowmass Village cannot ��'- ,�, cover. Kienast noted that law enforceraent agencies usually respond to neighboring emergency situations without chazge, as is the case with the Aspen, Police Department. He also felt that the CounCy should Cake a position to provide ' r: law enforcement services to all citizena in the County on an equal basis, whether ot not they are in a municipality. It is the Sheriff's statutory obligation to enforce `E all State laws wlthin the Count Kienast said he would like to et some revenues �' y• g g't: � from Snowmass Village, however when a state criminal act is involved itiis the Sheriff's�' =i problem whether or not the act occurs in Snowmass Village. Child felt the residents �, y thexe created the town and they must take responsibility for that. Until Snowmass '� �; Village can exchange services with the County on an equal basis, he felt they should % have to cover the cost of the County's services to them. Kienast requested the � � Board's permission to have Sandy Stuller nail down any legal problems involved with h Snowmass V311age. Kinsley repl3ed that Kienast is creating a problem; the Board has � ��. eatabliehed a policy and if Snowmass Village wishes to challenge that policy it will k�t, Es. be considered by the Board. Child noted that in the work sesaion last week Edwards suggested $10,000 be taken �� from the bus budget in order to make ends meet. Child felt Yhere are no excess £unds � �: in the bus department, and it is an inappropriate place to save $10,000; he felt h� ' the Sheriff's department, caith the biggest budget, would be best able to handle the � x _; � cut and suggested the $1�,0�0 be taken fram their budget. Kienast pointed out that � � the Sheriff's departmenC is the most labor intensive, and he cannot control the cost � of wages; they have eliminated three personnel already. Ochs pointed out that the � � �� c� Sheriff's offlce should receive increased revenues by raising their rates at the m ;� � y airport and by collecting revenue from Snowmass Village. Kienast did not feel their E .F �+ , budget should be cut just because it is the largest. Ochs suggested the She=iff could � �� : ;� get rid of some of his cazs. Kinsley said he has a real problem with Kienast's cre- � � ditibility in the budgeting process; for example, last year the Board covered his i . �� civil defense position because of the Sheriff's low salary at that time, but this year st � he has asked far even more money in civil defense although his salary is more than , double what is was last year. Kienast felt the County has gotten results frum that ' � civil defense contract, and added that he had no input on his salary level for 1979. Child agreed that the '� A counties are very different, but was not necessarily satis�ied that 16 deputies are i; � needed. Kienast poinCed out that that means there are an average of three deputies on duty at one time; one must man the jail, and one must cover night flight security. ;� . Kinsley fe1C thaC is a reasonable number of deputies. Child felt the $10,000 could ;:� ,a be cut from the non-salary portion of Che Sheriff's office budget. Oken said there � ;i is approximately $170,OG� in Kienast's oudge[ beyond salaries; the biggest expense ;$ y is cars. Child felt a savings could be realized if each deputy didn't have their own "� i car. Kienast said they would then lose emergency response capability and the savings � . t° would not be too great. Oken said the cost of lease and insurance is approximately $3000 per year £or each vehicle. Ghild noted that the Board has cut quite a bit of �; i: money from each department's budget and contributions to coaununity organizations have k iY been quite limited, however the Sheriff's office 1979 budget is sCill above the 1478 .; !t . actual expenditures which far exceed the 1978 budget. Kienast noted that part of the �` � reason the budget is higher is due to the 4X salary increase, which affects his depart- {z ;� ment Che most because it is so labor intensive. Fenton said the latgest increase in i� ;;1 salaries in the Sheriff's Office is due to regrading. Kinsley said he would agree to i;� cut the Sherif£'s Office budget by $10,000. Kienast said that will decrease the capa- �j c3 city for service in the department. He asked if bus service is more important than !;; 's� the level of law enforcement. Child felt the County has built momentum in the bus =".'� service and if that is lost in 1979 the entire system may be lost. He felt the Sher=.' ^�< ?� iff's Office could operate with $10,000 less in the budget. ': : ,; Ken Moore asked if there is any system for analyzing the improvemenC of the quality z of life resulting from the County's budgets. He felt a program for evaluation should ��' be devised to see if the amount of money spent is worth the results. Child felt that �' ' ;;i would he valuable and added that next year the budget process will begin much earlier ;' so programs in each department can be reviewed to determine their effectiveness. _ C� Moore also commented that some system should be started to increase public participa- tion in the County decision-making process. Fenton felt the Eoard should start the budget process earlier and next year they should begin zero-based budgeting to force '.i the justification of all existing expenditures as we11 �as new expenditures. Ochs felt ',,; one problem with the budget this year was the fact that there were three different ;� finance directors involved. Okett commented that he would like to look at the entire `? `Y budgeting process and work with the financial advisory cammittee to form recommenda- tions for improvement, The hearing was closed.
