That Resolution 78-19 be amended by the repeal of '4 � Paragraphs2(d) and (e) and their reenactment as Paragraph ;;� r .`4 � 2(d) to read as follows: b�; ' F't i �� (d) Each ambulance shall insure a minimum of two staff �: persons at every scene of a call for medical assist- ��,_ i ance, and at all times that a patient is being ir: trans orted. One staff {' � p person shall he in the r patient compartment during all periods of patent :;a transport. Each such staff person must be (1) a currently certified EMT; (2) a currently licensed i RN; or (3) a currently licensed physician. Paragraph 2(e) to read as follows: ��' (e) Each ambulance shall maintain two-way radio � communication capability on the Zedical dis�atch � �� frequency and on the State of Colorado emergency `�,", channel (medical frequencies TX-155.850, RX-155.250; State Emergency Channel 3 TX and RX-154.905). On �. each ambulance call the responding ambul.ance vehicle shall establish and maintain communications with ��- Aspen/Pitkin Cownty Central Dispatch and Aspen Valley Hospital on the medical dispatch frequency, `h . unless advised by Central Dispatch to switch to R� state emergency channel 3. All radio communications shall be conducted in the format ��LL! promulgated by the � Pitkin County Public Safety Council. Each ambulance E;'; service shall obtain state communications licensure � and maintenance through the Pitkin County Sheriff's Department. �� Section 4 � That Resolution 78-19 be amended by the repeal and � reenactment of Paragraph 2(a) to read as follows: � �`» �y (a) Each ambulance shall have passed the state motor ��t vehicle inspection within the past year and shall p�; meet the design criteria of GSA specification s� KRK-A-1822. �j? �E �� Section 5 �' � � That Resolution 78-19 be amended by the addition of � Paragraph 7(f) to read as follows: �� :� (f) Each ambulance shall provide to the EMS Council, �� for each patient transport, one copy of a Standard ;''j� Ambulance Report Form (SARE') to be prepared by the �j EMS Council, all SARFs received by the Aspen Valley � Aospital Emergency Room may, from time to time, be �, reviewed by the hospital medical staff and EMS � Council for use during in-service review sessions � for EMTs. �; �j Section 6 �; j - That Resolution 78-19 shall be amended by the repeal ` and reenactment of Paraqraph 7 to read as follows: ;'i [ 7. (d) waiver of the requirements of Paragraph 2(e) ?Y shall be given only v�hen and if the applicant �;F. can provide assurance that medical radio contact can be maintained with Aspen Valley i�: Hospital during al,l periods of patient transport. �.� :r All applications for waivers shall be ad8ressed `;^.t � Co the EMS Council and state the need for the waiver; Y' any alternate proposals; any plan or commitment to ;� meet the requirements of Section 2; and a statement �� as to why, if granted, the waiver will not adversely � affect�the public welfare. The EMS Council shall F� act on all such applications and forvrard its � �i! recommendations to the Board of County Commissioners �� within 30 days of receipt of the application. t� Gj �D: Section 6 � klt: �. Each vehicle utilized by a service licensed under �? j these regulations shall be inspected at least twice �� annually by the EMS Council. Unannounced inspections `y may be conducted by the EMS Council at any time, ,� ' provided such inspection does not interfere with - � response ability or provide an unreasonable hardship ' :i for the service involved. �f:i �; ry Section 7 � That Resolution 78-19 shall be amended by the addition of Paragraph 9 thereto to read as follows ` 9. BE IT FURTFiER RESOLVED that each ambulance service � � licensed pursuant to the provisions o£ Resolution 78-19 �� is requested to provide the Pitkin County Public Safety ��, � Council with such information as the Council may deem ;� necessary to update the area's annual emergency/disaster � plan; and, further, reques�ed to comply with all provisions � �. of said emergency/disaster plan which pertain for. each drill � and/or actual emerqency/disaster situation endorsed by the � Pitkin County Public Safety Council. In the event of a declared disaster or Phase II emergency, all se'ctions of � this Resolution pertaining to training or equipment require- ments shall be waived for the duration of the disaster/emer- � gency declaration. However, it is the intent of this Resolu- � tion that each service provide the maximum achievable level � of inedical care durinq periods of emergency. .
