COUNTY TRANSIT DEVELOPMENT PROGRAM (UM2A Project No. CO-09-0022) and the MALL/PARKING STUDX (Addendum 1 to UMTA Project No. CO-09-0022). The overall work programs for the TRANSIT DEVELOPMENT PROGRAM and the MALL/PARKING STDDY are attached to �` - this APPENDIX 1 as ATTACHMENT NO. 1 and ATTACHMENT NO. 2, respectively, and by this reference are incorporated herein ;' and made a part hereo£. CONSULTANT �; 's�31 determine what data are needed re�garding present transporta- � _ tion systems azid services i.n order for the Study to be conducted according to the work program for the TRANSIT DEVE70PMENT PROGRAM attached hereto. Such determinati.on will include requirements for data pertaining to existing physical facilities (road _ capacity, rail facilities, buses, pedestrian facilities, etc.) > , and data pertai.ning to usage patterns (transit ridership, ' _ vehicle volumes, etx.). Upon deterneination of data requirements, and as the product of this Task, CONSULTANT shall prepare a -. brief inemorandum detailing (1) all data necessary for study performance,with indications regarding data priority, and (2) _. recommendations £or alternative means of acquiring necessary - data including use of reports and secondary source materials as well as primary data collection, where necessary. All actual _ data collection and the preparation of the Technical N:emorandum _. resulting from this Task describing present transportation systems and services will be the responsibility of City/County staff. CONSUI,TANT shall review sta£f work and provide comments and recommendations, as appropriate. - Task Vs Transit Alternatives - Capital Development. This detailed defini- tion of the primary capital development program will be developed in order to provide a base from which management, organi2ational and financial packages relating to the busway program can be " . developed in subsequent Tasks. While much material will be ' summarized from the TAS/TSt4 report. certain additional aspects � of the program will be defined: particularly relating to �unport systems, including bus maintenance facilities, parking areas, etc. The memorandum will also list possible alternatives to the - busway, including a "no build" low capital intensive program consisting of a county-wide public transit system generally ,i. identical in all respects to the primary capital development alternative but with the busway and its associated capital facility requirec�ents deleted from the progsam. Task VI: Transit Alternatives - Management and Organizational S stems. Consultant shall be responsible for developing. descr bing and comparing a number of options for organization - and management of transit services in Pitkin County. At the minimum, such options shall include (1j the present, Eragmented ! system of both public and private ownership/management; (2) consolidation of City and County services with continued frag- mented operation of private systems; {3) consolidation of City ' and County services with independent consolidation of private operators into a single private system; and (4) total consoli- dation of all services. It will be assumed that management and ; organizational systems will be identical for the primary cagital ± development alternative (busway) and for the "no build" option. � This Task will be accomplished by CONSUI,TANT in three � steps. Financial alternatives will be described fully, and each of the potential funding sources identi£ied in the TAS/ TSM Study will be included in the definition of financial options. These potential funding sources will be categorized according to _ (1) transportation-related sources, (2) �onventional non-trar_spnr- tation-related sources, (3) special non-transportation-related _ sources, and (4) bonding sources. Finally, CONSULTANT will evaluate the series of financial alternatives with respect to _ the criteria developed initially and prepare a nriority ranking indicating which alternatives appear to hold the greatest promise _ `for implementation in Aspen and Pitkin County. 'The product restulting from this Task will be a Technical _ Memorandum which outlines the methods and findings o£ the three- _ step process outlined above. Task VIII: Application of Other Transit Improvement Alternatives. The purpose of this Task will be to define and finalize the proposed Transit Zncentives Program which will accompany the implementation of the capital development proqram. Included will ;� be full descriptions of various programmatic elements which represent, individually and as an integrated package, inducements to the use of public transit in Aspen and Pitkin County. Many ;( o£ the automobile disincentive strategies which were developed i and included in the TAS/TSM Study will be included here, speci- _ fically placed in a short-range, five-year context. Additional � - concepts, as developed, will also be defined for incZusion in : _ the Transit Incentives Program. CONSULTANT shall pzovide recommendations = regarding transit work program packages which appear to have greatest potential for implementation in Pitkin County. Task X: Five-Year Transit Development Proqram. Based upon � CONSUI,TANT zecommendations developed in Task IX, and further ; based upon input received from relevant reviewing agencies and public bodies, CONSULTANT shall develop the final transit ! work program as a staged five-year development plan.
