WHEREAS, application has been made by LeRo�!°iand Martha TrTater- � _'r� man, owners of the Altamira Ranch, for the purposes of subdivicling �" ;� their 125-acre parcel of Iand, located on the south bank of the Roar- � ��� ing Fork River southeast of Aasalt, into four separate interests ^� ' ^,., : � ; .� �-�' consisting of tpa 10-acre lots (one to be qi.ven to each of the two ta, i'± n: 3j; Waterman children) , one 40-acre lot, and the £athering parcel of y� i, �-. ` 55 acres, and °` ��•: �� '�`''� �AHEREAS, the Growth Management PolicY Plan sets a guideline :€. � ,� w�+ for deveopment of 34 units per year within the Downvalley area and y1g A ;�:;� buildout on previously subdivided lots through October�Z978, was �<� 29 units, and considering these f.igures and psojections, the goal t �:; vrithin 1978 is to li.mit additional approval to 5 units, and Ys �� •� . �f WHEREAS, at its August 30, 1978 meeting the Pitkin County � � Planning and Zoning Commission recommended that the Board of County � ` �: .� Commissioners approve the Altamira Ranch Subdivision provided that � � ' �' the following conditions are met at Detail�d Submission: � �� 1. Preparation of a complete hydsologic analysis, soil tests *�" � and determination of_ exact elevation of the proposed home- �� r:4; sitie on Parcel 1, such that the homesite meets aAproval of ::,� the County Sanitarian and Co],orado Geologic Survey Engineer, fi< i ��• 2. ' '(y.; .�: r> !'r NOW, THEREFORE, BE IT RESOWED by the Pitkin County Board af Cortonissioners " that the Altamira Ranch Subdivision be approved, provided that the following ;� conditions are met at Detailed Submission: i's 1. Commitment shall be made to provision of one free market unit or y lot, and two units or lots restricted to low-or moderate-income � : housing price and size guidelines. Lots or units to be restricted in price and size (as low or moderate income housing) shall be deed � restricted and covenanted prior to sale through the Pitkin County � Housing Authority. Price, size, and income category shall be spec- ified by the Housing Authority prior to Detailed Submission. Estab- ` - - lished guidelines will insure that units or lots covenanted as � "restricted" shall in the future continue to be available to low, moderate, and middle income residents through restrictions on resale prices, size limitations, and improvement costs. 2. Free Market and restricted units or lots shall become available to buyers or receivers at a one-to-one ratio; or, alternatively the restricted units or lots shall become available at a faster rate. � 3. Completion of tests to determine appropriate homesites on Parcels 1 and 2 (as delineated in 1 and 2 listed above). 4. To the approval of the County Engineer, inclusion of a statement � . releasing the County from responsibility for access roads. 5. Fulfillment of Mountain Bell`s request to dedicate easements, using � language specified in Moun�ain Bell's referral comnent. � 6. Inclusion of a statement in deed restrictions giving jurisdiction � to the County Animal Control Officer on all roadways and common � areas far animal control. 7. Any 1041 reviews shall be s�tisfied at Detailed 5ubmission (speci- ficalTy, floodplain hazard areas). Recommended for approval by the Board of County Comnissioners, Pitkin ' County, Colorado, on this �( day of December, 1978.
