� CONCERNING SOLID WASTE CENTER FEES
TO ENCOURAGE THE RECYCLING OF
ALUMINUM CANS AND METAL

WHEREAS, it is the policy of the City of Aspen and Pitkin �
County to pursue the conservation of the area and the nation's �
�
natural resources, and �
I
WHEREAS, the City and County desire to encourage the users •�
, of the Solid Waste Center (SWC) to collect and separate j
1
aluminum cans and metal so that it can be recycled, and � :
WHEREAS, the City and County desires to encourage a local
service organization to assist in managing their aluminum
recycling program, and
WHSREAS, the current market price for aluminum and cans
and metals is $.17 per pound delivered in Glenwood Springs and �
the estimated cost of delivering a truck-load of recycled �
, i
alumi.num cans and metals to' Glenwood Springs is $.02 per i
pound which makes the net value of aluminum delivered to the !I

SWC approxiatately $.15 per pound. �
NOW, THEREEORE, BE IT RE50LVED that effective January l,
1979, a11 County resident non-commercial users of the SWC shall 1�
�
be paid $.15 per pound for separated aluminum or that they shall :•ti
receive an equal reduction in their user fees in the event that ia
they are hauling other non-alnminum trash and that all other �A
i;
non-commercial users of the SWC shall receive a reduction in �
�;
their user fee of $.15 per gound foz separated alutttinum not
:i
to exceed their actual user fee for that day's use, and `

BE IT FURTHER RESOLVED that the Pitkin County Engineer be
directed to install an appropriate scale at the SWC to weigh
separated aluminum and also be directed to prepare a one-year ��
!c;

contract with a local service organization for City Council and �.

Board of County Commissioner approval to manage the aluminum
recycling storage area at the SWC in exchange for their receiving
revenues from the sale of aluminum, and

BE IT FURTHER RESOLVED THAT THE County Engineer shall report -�
back to the City Council and the Board of County Commissioners �
on the status of this project by no Iater than the end of ?� •
September 1979 and shall also make further recommendations �
based on the success of this experimental program. �
