� 9aHEREAS, Grass-Roots has demonstrated its ability to provide ,

quality television coverage of the local community, and '

WHEREAS, it is recognized that providing the citizens of
Pitkin County with an opportunity to view the County Government in its ,
decision-making process is of mutual benefit to the citize.ns of Pitkin
County and the County Government, and
WIiEREA5, concerns over the public's inability to attend
afternoon sessions of the Board of County Commissioners would be alle-
viated by providinq taped coverage of the meeting the same evening, and
WfiEREAS, the County Video Project provides increased oppor-
tunity for meaningful communication between local government and local
citizens, and
WHEREAS, each of the above parties desire jointly to have
these services available for citizens of Pitkin County.
NOW, THEREFORE, BS IT RESOLVED by the Board of County
Commissioners of the County of Pitkin, Colorado:
1. This contract shall be effective for the calendar year
of 1978 and any extension or renewal thereof shall be �
re-negotiated at budget time, that is prior to September �

2. Grass-RootG will record all regular County Commissioner
meetings. The services will be as follows:

A. County Commissioner meetings will be recorded on `,
video tape and those tapes will be cable-cast that � �

'� B, Some mechanism for recording telephone questions and �

feedback relative to the sessions will be developed. �

� ,€4. A maximum of $4,600 (four thousand and eight hundred
dollars} shall be appropriated for the calendar year •
1978 by the Pitkin County Board of County Commissioners
to pay for the services of Grass-ROOts in providing
local television coverage of the County Commissioner
Meetinqs.
B. A maximum of $2,000 (two thousand dollars) shall be
appropriated for the calendar year 1978 by the Pitkin
County Board of County Commissioners for special
projects.
5. Paym�nt for serv:ces shall be as follows:
A. Pitkin County will pay Grass-ROOts $200.00 for each
County Commissioners Meeting to a maximum of $4,800.
B. Special project services will be billed according
to indiuidual project contracts to a maximum of $2,000.
C. Grass-Roots will submit a monthly statement to the § •
Human Resources Department of Pitkin County within �
ten days following the month in which the service has �
been delivered. € '
D. The Human Resources Department will review the state- �
�
ment and notify the Pitkin Finance Department, within. �
ten days followinq the receipt of the statement from �
Grass-Roots, that payment is due. �

• 6. This contract may be cancelled and terminated by either '��
party, but that the party desiring to terminate or cancel �

date of cancellation. �
