Providing administrative assistance in the prepa- ration of a Goals Statement for Snowmass Village. , c. Providing administrative assistance in the develop- `{, ment and m�intenance of a Conceptual Master Plan, :y including such elements as transportation, land F� • � use, �ublic facilities, social conCerns,•environ- l: mental planning criteria, trails and park site . planning, and environmental protection. � d. Reviewing proposed zoning and subdivision regu- i' , i . lations. : i - e. �The administration of the zoning ordinance and the subdivision regulations of Snowmass Village. "Administration" here shall mean the preparation and presentation of recommendations on various public and private land use proposals or applica- tions as well as re-evaluating and recommending sugqested changes to the Town Planning and Zoning � � . Commission and Town Trustees. Administration shall s , be distinguished from Code enforcement, which is the responsibility of the Town Suilding Inspector. f. Advising the Planning and Zoning Commission of Snowmass Village. The administration of State and Federal planning assistance and land use funds as may become � . available from time to time. h. Communication between the Town of Snowmass Village, - . the City of Aspen, and Pitkin County on inatters . , of physical development which are of concern � , to all parties, as well as such other responsi- bilities as may be assigned from time to time by the appropriate Board, including the organization . , of joint meetings for discussion and review of other matters of mutual concern. . 2. That, in regard to Snowmass Village, the Planning ' Office shall not be responsible for: : :� . � .� . a. The dra£ting of zoning and subdivision regulations, z .� - which shall be the responsibility of the Town Attorney or another party appointed by the Town. � • Said regulations shall be reviewed for possible revisions by the Planning Office. b. Decision making, which shall be the responsibility of elected officials. c. Implementation and construction, which shall be the responsibility of the Town Manager, or in : ; • the absence of a Town Manager, the Town Trustees. t - A distinction shall be maintained between the general plan, which shall be the responsibility of the Planning Office and specific construction plans. B. Planning Office Priorities � � . { 1. The stafE member appointed to assume the resporisibilities ' � � £or Snowmass Village shall devote 30 hours a week toward completion of projects for Aspen and Pitkin County. 2. Insofar as said staff inember's commitment to completion � of projects for Snowmass Village exceeds the balance . i i of the 40 hour work week, compensation shall be at � the same hourly rate established herein, with no • _ consideration being given for an overtime rate. ' ' 3. Said staff inember shall certify as to the distribution ? of office time between work for Snowmass Village, Aspen and Pitkin County by submitting weekly time ' sheets. Program numbers shall be established for all i Snowmass Village work and the City of Aspen Finance Department shall retain these records in the computer. * _ Snowmass Village shall be billed oa an hourly basis as established herein. Information on work performed shall be summarized by program in monthly reports submitted by the Sth of each month to the Snoti.�mass � � � Villa9e 4b�vn Trustees. � • c r.+ 4. The Town of Snowmass Villaqe approves the following budget and revenue commitment for the balance of � �calendar yea: 1973: ITEM HOURLY RATE Salary, Planninq Staff Member $12.00 In-house administrative overhead at 108 1.20 Insurance programs estimated at 58 � .60 FICA and Workmen's Comp Programs est. at 6� ,72 . Retirement Pro ram est. at 3� ' .36 • Lstimated hourly rate ,gg ' It is understood that the actual hourly cost shall be . � determined by the City of Aspen Finance_Offic� with -� � the use of the computer, based on the nwnber of hours F actually worked, and the percentage of• hours worked � � • for.Snowmass Village. , � _ A budget of $10,000 has been established by Snowmass ' Village for planninq services. If additional funds � become available within the contract period and if � the Town desires additional time be spent on planning, additional monies may be budgeted for such work, in which case the fees for such work by said Planner shall not exceed $12,000 plus fringe benefits, as out- � lined above, for the balance of the contract year. * In addition it is understood that should a quarterly review of the workload reveal that said Planner is unable to meet the average 30 hour weekly commitment to Aspen/Pitkin wor;c, then it will be necessary to � revise the timetable for Snowmass Village work or to � � � rene9otiate that poztion of this agreement to the ' � � satisfaction of all parties. ' y . ,��.• s E than a full eight-hour day at Snowmass ,Village. 2, The following items are not included in the estimated . hourly rate and shall be billed separately: — Transportation costs at $.i5/mile " — Secretarial service at $6.00/hr. including . , fringe benefits ' — Xerox copying at $.06/copy — Substantial acquisition costs {major supplies and equipment purchases) . — Printing and publishing costs. � Snowmass Village shall determine whether it is advan- tageous to provide secretarial services and xeroxing or contract for these services 4�ith the City of Aspen. • E. Accounting, P.eports and Audit All accounting, payroll and audit services for the joint Planning Office shall be performed by the Finance Depart- ment o£ the City of Aspen. The cost of providing such services for the Town of Snowmass Village shall be borne by Snowmass Village as described herein. F. Renewal and Termination 1. This agreement may be amended, renewed, and readopted at the time of the official adoption of the budgets of � - the Town, the City, and the County. If not amended, ti : � revised, and readopted, said agreement shall lapse and . be terminated at the end of the interim period, the end of calendar year 1978. 2. This agreement may be terminated upon thirty days' kritten notice bp either party to the other, except . if terminated by the To��-n of Snowmass, no further `%� time shall be e:cpended on work for Snowmass Village unl�ss authorized in writing by Snowmass Village.
