Aspen Valley Hospital as a Communi�y Center ' 1

WHEREAS, the R-15 zoning distict of Pitkin County provides for 6
community centers as uses allowed by special review, and � :

WHEREAS, the vacated Aspen Valley Hospital facility is located �`
within the R-15 zone and an application for the conversion of this �
facility to a community center has been prepared and submitted by the �
```� Pitkin County Human Resources Coordinator and this application was dated '�
.I October 26, 1977, and �'

-; WHEREAS, the decision to use the vacated hospital facility as �
;� a cwmnunity center represents the culmination of one year of detailed �
�

- planning effort involving some 30 citizens on the Aspen/Pitkin County -�
"? Community Facilities Board, and �
a
�:s - WHEREAS, this Board did organize itself to specifically study ;
� _ three buildings within the Aspen area to include the vacated hospital, �
the vacated Holy Cross Electric Building and the Wheeler Opera House, and �
�

WHEREAS, it was the unanimous opinion of the Hospital Task Force ;
that the vacated hospital be used for a community center, and �
WHEREAS, the application for special review consideration for �
- the co�nunity center specifies the following uses: residential, mental �
health, Aspen Valley Visiting Nurses Association, lounge, lobby, entries, i
'�; corridors, stairs, kitchen and dining, welfare offices, community services, i
and multi-purposes, and

�y WHEREAS, the special review application was heard by the Pitkin
� County Planning and Zoning Comnission on November 2, 1977, and this
s application did receive unanimous approval by the Planning and Zoning �

... ;R�ti Co�nission after due consideration of the general compatibility of this �
gy facility with the surrounding neighborhood, and
� �
�3 WHEREAS, detailed plans in the physical improvements of the �
hospital facility and the imnediate grounds were prepared under the direction �
� of Pitkin County by the firm of Benedict and Associates, Architects and
. � these plans were presented for consideration by both the Planning and
Zoning Commission and this Board, and
� '

WHEREAS, within the application for special review there is a
general determination that a conduct of a community center on this site
would constitute a lessening of impact in terms of vehicular traffic and
noise to the general neighborhood as compared with that previously
- presented by the Aspen Valley Hospital and this conclusion is based upon
a reasonable forecast of expected traffic ta the faciTity and these
forecasts are contained within the applicatian.
NOW THEREFORE BE IT RESOLVED that the conduct of a community
center within the vacated Aspen Valley Hospital is hereby approved �
under the special review conditions of the Pitkin County Land Use Code `� �
with the understanding that the entirety of the 24,800 square feet of �
I
the facility be used for a community center for any of the follawing uses:
1) residential; 2) mental health facilities; 3} Aspen Va1Tey Visiting �
Nurses Association; 4) lounge area; 5) lobby entry, corridor, stairs, I
and cortman area; 6) kitchen and dining faci]ities; 7) welfare offices;
8) general co�nunity service offices; 9) multi-purpose space; 10) unassigned
space; 11) interim care facility.
AND BE IT FURTHER RESOWED that while the application presented
specifics precise square footage 19mitations for each of the uses enumer-
ated above, that the approval of this Board shall not be construed as
a specific restriction to the square footage limitations enumerated above
and that for purposes of special review consideration, the precise square
_ footage of the abave uses may change without requiring reconsideration by �
this Board of tbe County Planning and Zoning Commission. �:
