This is a matter of state interest and was referred to 3 the Land Use Cotmnission but no comment has been received. Dave Ellis, the City Engineer, testified that 5 the City will revegetate the area after installing the reservoir; the only thing r vis3ble above ground will be the access hatch. The City will post a performance � bond to insure that any damage to Red Mountain Road due to heavy truck traffic � will be repaiZed. The land is owned by Nat Aenshaw who will build a single-family } X" dwelling on the lot upon completion of the reservoir. There was no public comment. y 4. It was found that the Board of Cortuaissioners � k did not have the power to license general contractors and that therefore the only � ; people that could be licensed would be sub-contractors. It was felt that this would � � not accomplish anything. Edwards noted that the original 1976 resolution had been done at the request of the Building Department; he felt that it was reasonable to � • rescind the resolution at their request. Edwards moved and Child seconded to repeal and recall the provisions of resolution 7b-I66 caZling for ragistration of all contractors in the County and requiring an annual registration fee. � � 3 �� . He noted that j fares have been increased and that certain service will be cut back after 8:00 p.m. i � � They are also contemplating discontinuing sen�ice to Snowmass Village because � j Snowmass Resort Association has not complied with their agreement with the County. � � The service will differ on weekdays and weekends, and during in-season and off-season. i � , Much of the supervisory personnel in the department has been cut; they are instead i using "Iead-drivers" so that the bus drivers are running the system themselves. i He felt that this could eliminate the need for most supervisory personnel and � possibly only a part-time transportation director would be needed. They are encour- � aging drivers to use their spare time to work as salesmen so as to increase ticket � sales and allow the drivers to make a conunission on these sales. Shellman presented � � a policy manual for the transportation system which contains contracts with the i drivers and a contract with the transportation director. The transportation direc- � tor�s contract would be based on performance incentives. The only thing missing 1 from the manual is the preventative maintenance section, which they are presently � � working on. Shellman felt the system should operate on a private-enterprise basis � which would attempt to balance expenses and receipts. Shellman requested that the Board authorize him to negotiate with Snowmass to be reimbursed for the runs the 4 County had provided this winter, to devise a contract for the future and to advise � 4 ' Snowmaas that service in the area will be terminated if Snowmass does not comply � t with the contract signed with the County. � Child moved and Edwards seconded to approve a resolution accepting the report � t and reco�endations of the director and adopting these as amendments to resolution � � 76-63 establishing a County bus service plan. They also moved that the new drivers �. � be thanked for their active participation in the reorganization of the system and + a i assumption of increased responsibility for better and more economical service 3 and that the revised budget, basic schedule and personnel action outlined 3n the 3 � mauual of procedures be adopted. UMTA A transportation alternatives report was presented by 6eorge Ochs, the County Update I Manager, and Sandy Knaub. They presented the preliminary reco�endations of the Citizen's Advisory Board on land use issues, auto disincentive programs, experimental � i strong transit incentives on mass transit and funding for developing the concept I of a su�er destination resort. I�o.: •- ---•--••- This is a public hearing to considez the Special Review application by the City of • Aspen for a reservoir site to be Iocated on Lot 1, Ridge of Red Mountain. This application is made pursuant to Section 5.47.02 b. which establishes new domestic water systems as an activity of State Interest. The property is . zoned R-3Q. �" A description of the project is found i.n the attached le[ter from Rea, Cassens ' and Assoc., Inc. dated January 3, 1977, who are the consulting water engineers ' for the City of Aspen. A detailed construction manual is on file with the Planning Office des�ribing the project. Essentially, [he request is for con- struction by the CiCy of Aspett of an underp,round tank with a 2 million gallon storage capacity on Lot 1, Ridge of Red P[ountain. The City initiated plans Eor purchase of this lot to be used for a tanksite in 1969. The sale oP Lot 1 - ' to the City was never consumated and the current proposal is for the City co obtein an easement on part oE Lot i for the tanksite with the remainder of the aite to be used by a private patty for a single-family homesite. . The pro�ect improves the zeliability of the present Aspen water system and provides nceded emergency storage capacity. As such, it is not an extension ' o£ a water system and is not subject to Section 5.23 of the Land Use Code. • The Planning Office has reviewed the application and finds the project to be in - conformance with the Land Use Code. No signiffcant impacts are associated with this application except a general fmprovement to the present water system in regard to reliability and emergency capacity. The rationale for loaating the � ' , � reservoir on this particular site as discussed by the consultant Dale Rea is as follows: 1. This reservoir is to be filled by gravity from the Castle Creek filter plant; , - reservoir; consequently the elevation of the tank is fixed within a few �,�:., � ' _ feet vertically of this site (the Lot is at 8,215 feet); 2. This arrangement places the tank so that either of two reservoirs can • supply the entire City by gravity (except for small areas that are served by pump stations); 3. The connecting pipeline is the shortest at this location (and therefore most economical) and the tank is centrally located with respect to the entire City; � 4. The tank wi11 be placed in [he center of Red Mountain, and area with a , relaL•ively rapid development raCe; ' . 5. The tank will act as an equalizer to existing aad proposed pump stations; and 6. The tant: will be connected to the 8" main on Red Mountain Ranch to the east thereby connecting both ends of town. .
