Child asked if this land exchange would tie together the } e incorporated portion of Snowmass Village with Snowmass Resort Association property. Smith k replied it would not. Child felt the matter should be referred to the Snowmass Trustees. � � I r Bob Gruetter noted that there is a time problem with the EPA grant for the facility so � f: ' they need approval as soon as possible. Smith said that the substantive aspects of the �: ;� �; expansion of the facility will be reviewed next summer, so the matter can be referred to I" the Trustees at that time. ;1 f:. This comes under the Community Facilitiea section of the Code. The conveyance is to be done in two phasea; 7.81 ac�es this year and the remainder next year. Kinsley said he does not want the two conveyances to be considered as two separate parcels. Stuller said this exemption is . allowed for public purposes only, so no residential uses woald be allowed. Kane showed the Board warranty deeds to certify ownership of the property. Kinsley asked how they cquld assare that a bai2ding permit would not be issued ten years from now. Stuller -- �'. ' replied that the exemption plat specifies that the land is for co�rcnunity facilitles only and the deed is resrricted. Child's concern was that in the future there may be a major expansion of the Deaf Camp and they may use the land for housing facilities for the staff. Stuller said that would be controlled through zoning. Child moved to approve the subdivision exemption application as allowed in sec'tion 4.02.02 a 4 of the Land Use Code. Kins2ey seconded and the motion.passed unanimously. Community Stuller presented the resolution granting special review approval to the Community � Center Special Center at the old hospital; the resolution includes the uses listed on the application, Review � Approval however the allocated square footage amounts are not binding. She noted that Ramona Markalunas wanted the interim care facility approved without further review, however Stuller feels it would be abusive of the Land Use Code process not to review the propos further. Kane said the Commissioners need to determine if the 3nterim care facility would sufficiently change the impact to require reconsideration. Stuller said if the conversion to interim care won't have additional impact it should be added to the specified list of permitted uses. The Commissioners agreed to do that. Kinsley and Child suggested some wording changes in the resolution and Kane agreed to redraft it [o incorporate these amettdments. Kinsley moved to approve the resolution as amended. The motion passed unanimously. I ---------- � CSU Larry Dunn, Extension Agent, was preaent to discuss the future of the High Altitude High Altitude research center. He noted the Covnty needs to determine their involvement in the t Plant 1 Center cen[er since CSU feels they are not living up to their part of the funding agreement. � Kinsley said the County never committed to spend a certain amount of dollars per I year, so they are not breaking the agreement. John Stern said he gave 60 acres of land for the center to CSU in 1974. The only stipulation involved in the gift was that if the facility is not used for agricultural purposes, ownership would revext to the Music Associates and Oberlin College. He asked for the County's help in making the center work. Bert Swanson, of CSU, said next year's plans only include maintenance since the County only budgeted $8,000. In the past they have done experiments with roadside plan[ings and vegetable plots; they would like to maintain what they have I started at the center, since it has the potential for becoming a world-renowned i , t i experimental center. Since this is the last year covered under the Pitkin County - � . CSU agreement, Swanson said the County needs to determine what to do with the center, i Kinsley asked what the project involves, what it plans to accomplish, when it plans to ! meet its goals and how much money it would cost to achieve these goals. Stetn said ( it is hard to be that precise with an experiment; he felt it would be more valuable to � determine the general direction and let the experiment go. Swanson said they don't � intend to have the County fund a ma�or center. Larry Dunn said the $8000 budgeted by the County is unwor&able to CSU. Child said he is very supportive of the research and wants it to continue. He felt they should start on ground zero with the program and draw up a new contract. He is wil�ing to make a strong cormnitt- ' . ment since the Land Use Code expresses the County's interest in agriculture. Kinsley � , j asked if there are any benefits to be derived from the center now, Swanson said the vegetable garden ia the most direct benefit. A pamphlet is being planned addressing the ideas i j being researched to be written in layman's terms. They have done a Grassroots TV � i � show on the center and are planning to update it. Kinsley said the County would pro- � bably be willing to continue supporting the center, however they won't know for sure � until they know where the money will come from. He asked for a concise report on � the accomplishments of the project first, includinQ a time-frame and list of r�oals. � Child astced if an advisory board was set up to work with CSU on this. Swanson said a board was set up and it will need revision. � Child asked if they were planning on using the old hospital trailer on the site. ( Kinaley didn't like the idea oE a trailer there. Dunn said the trailer would be used � ..strictly as a lab, not for living quarters. Stern said he'd be willing to cover the cost of shielding the trailet from view. Warren Gredig presented a slide show on 4H programs and the various activi[ies they offer. Temporary Stuller presented a reso2ution authorfzing temporary ambulance licensing. She noted Ambulance Licensing there is a problem with requiring two emergency medical technicians, and asked that the wording on page three be changed to add "or equivalent training" for ambu- lance attendant requirements. Kinsley noted that some doctors in town would be _ wi,lling to act as an advisory group for these ambulance regulations. Stuller agreed that their input would be helpful, but noted these temporary regulations are necessary � 1 for the benefit of the ambulance companies' insurance requirements. Kinsley moved to approve the resolution as amended and to authorize the isauance of temporary ambulance permits. Child seconded and the motion passed unanimously. Aspen Stuller presented the Aspen Village deed, which was drawn up to meet the objectives Village Deed of the owner and the Coanty. Kinsley asked if there is a deadline on approval ' , i of this. Stafford said the salaries cannot change until the Board has approved them, � however they could wait and make the raises retroactive if desired. Kinsley said � there are three or four specific cases he would like to review with Stafford. He will act as overseer in planning the new law enfarcement facility. Kinsley asked if George Ochs agreed to Che dollar amount specified in the contract. Kienast replied that he did. Kinsley asked why the County doesn't hire a professional jail i planner. Kienast said he is as close to a professional as possible. He felt Pitkin I i -0ounty needs to determine the direction they want to go in law enforcement and to i i avold building a carbon copy of all other new jail facilities. Kienast replied that the judge has a latitude of diacretion, and i � the committee wi11 work with him on various alternatives to jail aentencing. The P & Z considered allowing wood storage by special � � review but decided that would be too lengthy a process. Instead, they recommended to � i permit it with conditions concerning maintaining all setback requirements, requiring i ! that the area be kept clean, ne�t and orderly and free of unused vehicles. Kinsley I � recovmiended eliminating the words "clean and neat". Child asked if there are any I Iother uses permitted by special review that contain restrictions. Smith replied that a � � few other uses do, such as outdoor tecreational uses. Child felt there were quite a i few conditions attached here, and said special review may be a better procedure. Smith said locations on Highway 82 will require special review. Kinsley said that portion o£ the resolution should be changed to read "locations which have access from Highway 82." Child felt additions such as this make the Land Use Code unwieldy. Smith said they cossld define wood storage and include the regulatians in the definitioa section rather than in the matrix section. Child said he would prefer that. Smith said Che section concerning special review for locations on Highway 82 would be kept in the matrix section of [he Code. The P 6 2 also recommended that the site be restored to its natural state between April 1 and May 31 of each year. Child said that requirement would be unnecessary if the site is kept orderly. The Commissioners asked that that section be dropped. The section concerning limitation of on-site sales was amended tn read "limited to post-season clearance sales and on-site sales of block wood." Child seconded and the motion passed unanimously. ---------- � I Cnwee Stuller presented two deeds for the Marcia Cowee land exchange. �She noted that � Land Exchange Fdwards told her he felt the reatrictions on the land exchange to the County were onerous and he would not approve the deed with those conditions. Klnsley and Child agreed that the conditions seem inappropriate. Child pointed out that some of the conditions don't mean anything since they aren't enfoiceable. Cowee said she doesn't want a park on the land becau�e it is surrounded by their private property. Child � felt the second condition requiring vegetation by the County should be eliminated. Cowee said this was necessary to screen the hospital entrance. He felt the third condition regarding repairing the erosion on the southwest and southeast corners of the property was also unnecessary. Stuller said the County would undertake these items of their own initiative, but they should not be made a condition of the Iand exchange. Child �ved to authorize the Chairman to execute the deed to Cowee and to accept the terms of conveyance from Cowee excluding conditions two and three. Kinsley seconded the motion noting Edwards' opinion on those items. The rootion passed unanimously. Minutes The minutes of December 12, 1977 were unanimously approved on a motion from Kinsley and a second by Child. The Commissioners both favored the idea. 9aker agceed to draw up regulations similar to those adopted by the State to cover this. Air The Commissioners cons3dered a fuading request made by Betty Pfister, Chairperson Rescue Funding of the Pitkin County Air Rescue Group. Pfister requested that the Cc�nty pay approxi- Request mately $Z�0.00 in court reporter's fees, and cover their monthly phone bills, which they estimate will be $36.00 per month. Kinsley felt it would be appropriate for the County to fund the group. Child agreed. Kinsley asked the County ACtotney to draw up a resolution for funding the Air Rescue Group. 1 Mountain The Board discussed the proposed sale of the Mountain Ambulance Service to the Hos- Ambulance • � Sale pital. This would include transferring the cont=act between Mountain Ambulance and ` the Aspen Skiing Corporation and Highlands to the Hospital's name. Ochs recommended . � that the County endorse the sale to the Hospital, but avoid any formal involvement. Baker noted that the City did not care,.to participate in the purchase. He pointed out that the Hospital can derive revenae trom the service, which would save in budget � appropriations. Glenn Scott, the Hospital Director, could not attend the meeting, j however Kinsley noted they are open to his co�nents. Bill McCrocklin, of the Sheriff's � ! Department, felt it would be a major benefit to the County to have the entire ambulance � service controlled by one organization. Kinsley moved to formally endorse the Hospital's purchase of Mountain Ambulance Service. Child seconded and the motion passed unanimously. There being no further business, the meeting was ad�ourned. The Building Inspector's office aierted us to the need fnr some provision in the Code to deal with the storage of fireplace wood intended for sale during the winter to the cou�nunity. Currently, the Code ignores the question, the only related provis�on being "stands for the sale of agricultural products produced on the nremises", which are allowed in the agricultural districts. Since, however, tir�ber is not an agricultural oroduct and is not produced on the premises, this category does not solve the probtem that fireplace wood must be carried in from or purchased downvalley. Now there are three sites in the valley that are used for this purpose, located on the VanOrden, Balderson and Six Mile Ranch properties. A Board of Adjustment variance was granted three years ago for one of the sites. � We presented a draft amendment to the P&Z three months ago that would ' permit the operations under special review. The purpose was to attach conditions that would control the location, visual impact, and traffic � congestion potential7y associated with the activity. P&Z was reluctant to get into the lengthy special review process and after two meetings on September 21 and November 2 decided on a code amendment that would permit the activity by right pravided that they complied with conditions which were to be listed in the Code. They retained the special review provision for cases involving fireplace wood storage along Highway 82. � The conditions provide that storage of wood must comply with all setback � requirements, including highway restrictions. A provision citing clean, : neat, and orderly storage free of unrelated junk allows the Zoning Enforce- ment Officer to require removal of junk cars and maintenance of the site. No more than one acre can be devoted to the use.
