BETWEEN U.S. FOREST SERVICE
and
. BOARD OF COUNTY COPII�SISSIONERS OF YITKIN COUNTY

This 2.greement shall further define procedural arrangements pertaining ,`
to Che responsibility of rhe U.S. Forest Service and the Board of County =.�
Commissioners of Pitkin County, Colorado under the parent "Agreement for
Land Use Planning Coordination as signed by the U.S. Forest Service on
�� ,x
May 15, 1974, and by the Board of County Commissioners on May 20, 1974, z
and State Forester on July 1, 1974. �
The U.S: Forest Service and Pitkirt County will work together to coordinate
land use planning to improve the environmental quality and resort experience
of Pitkin County with specific emphasis on the following areas: �

The Forest Service shall: � . �'

1. Utilize the 7o3nt Review Process (Appendix A) for review of "

proposed winter recreation developments afPecting federal lands including
new ski areas o= ma}or expansions of existing ski areas (where new lift }
construction is involved) and related facilities. ;
2. Pzovide the County an opportunity to ensure that development S
activities and projects subject to (1) above are compatible with the f
Pitkin County Ma�ter Plan and the Pitkin County Land Use Code. �
3. Re£er to the Countq for comanent on all requests £oY federal �
special use permits having any off-site impacts. �
4. Require permittees on NaCional Forest land to comply with all �
County laws, ordinances, or regulations which are applicable to the area
� qr operations covered by the permit. ?

The County shall: i

1. Process without unreasonable delay any proposals for privat� �
development activity requiring official County action as described above. �
�
2. Provide official comments pertaining to those development �
proposals on federal lands which have an effect on County government
including indirect off-site effects such as social and economic impacts, �
gzowth management, transportation system needs, and water, sanitation {
and other utility requirements and compliance with County Master Plan and ;
Land i3se Code policies. �

3. Provide the U.S..Forest Service with a full record of minutes
and resolutions from relevant official County Boards and Commission ;
meetings as well as any official memoranda necessary to clarify the i
reasons and background underlying any official County position regarding i
use of National Forest lands. ' „ �

4. Utilize the Joint Review Process (Appendix A) for review of �
proposed winter recreation developments affecting federal lands including ;
new ski areas or major expansions of existing ski areas (where new lift �
� construction is involved) and related facilities.
5. Analyze and coimuent upon the social and economic effects of �
federal land use plans and policies upon the County as a part of the land �
use planning process and reco�nend to the Forest Service measures needed Co ij .

6. The Board will refer applicable portions of Forest Service land (
use plans to the County Flanning Co�nission for consideration as a part I
of the Pitkin County Master Plan. i

7.� Refer to the Forest Service for co�nent all development applications
4 - on private lands which are adjacent to or impact federal lands and to the (
� extent such is compatible with the County Master Plan and Land Use Code, i
shall require the proposed development, to the extent of the County's 1
authority, to be compatible with the approved Forest Service land use plan. E
