WITNES SETH �.�'�.
WHEREAS, the County is required pursuant to 28-2-107 (2), CRS 1973, �,+
to maintain a disaster agency to serve the entire county, and �T'

WHEREAS, pursuant to 28-2-107 (4), CRS 1973, minimum composition of �
a disaster agency shall be a director or coordinator appointed and governed �
�
by the chief executive officer or governing body of the appointing jurisdiction, ��
and the director shall be responsible for the planning and coordination of �
the local disaster services, and �

WHEREAS, pursuant to 28-2-107 (8) (9), CRS 1973, each local disaster �§-
agency shall prepare and keep current a local emergency plan and distribute : � ;

WEiEREAS, the County recognizes the value of an iategrated and cooperative �; .

approach to the delivery of public emergency services on a day-to-day ��

basis as well as in a disaster, and �..
WHEREAS, the County desires to employ the services of Rict�ard E. Kienast �'

as Director for Disaster Emergency Services, and Richard E. Kienast desires �
to perform such service; y.

NOW, THEREFORE, in consideration of the mutual covenants herein contained ��'.

the parties agree as follows: �

1. The County hereby appoints Richard E. Kienast and Richard E. Kienast �
agrees to perform the £unctions of Director of Disaster Emergency Services �
�- for Pitkin County. �

2. The services to be performed under this contract by the Director �
are as follows: �
a. To plan and coordinate local disaster servicea. �'`
b. Keep current a local emergency plan. �s'

" d. Organize and advise a Public Safety Council, consisting of represen- ;;j
tatives of each local agency providing public safety emergency 5

e. In con3unction w3th the Public Safety Council: #
1) Establish community goals for public safety emergency servicea. ;�

2) Organize major inter-agency training exercises. v� ,
3) Establish mutual-aid agreements. �'
4) Investigate available funding resources. �t

5) Inventory available agency resources. x

6) Promote co�unity edncation regarding available resources and 5
their utilization. F .

7) Coordinate and promote cooperation in the day-to-day delivery of �
emergency services.

3. Compensation for services provided by the Director shall be at an �
annual base salary of Three Thousand, Six Hundred Dollars ($3,600), payable
in such installments and at the same time as all other employees of the County
are paid. �
4. The term of thia contract shall be from July 15, 1977, through �
December 31, 1977, unless modified by mutual agreement. �
5. Nothing in this agreement shall prevent, limit, or otherwise interfere �

with the right of the County to terminate the services of the Director at any �
time, with such notice as the Board of County Commissioners deems reasonable. �
IN WITNESS WHEREOF, the parties have hereunto signed this agreement. �
