�, FOOD STAMP PARTICIPATION AGREEMENT

This Agreement is made and entered into by and between the
Colorado State Oepartment af Social Services (hereinafter caTled
the "Department") and.the following Colorado Counties: Clear Creek>
Gilpin, 6rand, Jackson and Pitkin (hereinafter called the "Counties").

WHEREAS, tfie parties desire to provide for the administration
of the federal food stamp program 9n the Caunties through a district +
afflce and to set forth the responsihiltt9es ofi each party in admini- �

� NOW TNEREFORE, the parties agree as fo11ow5: � ``

� I. ADMINISTRATIVE RESPONSIBILITIES, j

` A. Each Gounty through its County Department of Social Services, �
� �
sha11 have the following responsibilities regarding administration of the a
;
; federal food stamp program: �
1. Accept appldcations fnr fiood stamps from public assistance �
,
and i�nediate need appticants. �
2. Schedule public assistance and irtmediate need applicants �
for appropriate certification interviews and complete the necessary actioR �
� to approve ar deny foad stamp benefits for these applicants.

3. Complete the necessary action to recertify public �
assistance applicants. �
4. Process any necessary changes or supplemental ailotments �
. � for pubiic ass9stance applicants. �
• 5. Handte any �ecessary home certification interviews for
_ , �public assistance and immediate need applicants. �
- _ 6. Accept. date and refer for Department actian appli- �

cations from non-pubtic assistance applicants as appropriate. �

7. Pay the Uepartment a prorata share of 20 percent of
Department's administrative direct cost relating to the food stamp
program in the County as set forth in Paragraph I.6.8 below. '
8. Allow Oepartment personnel access to County Social
Services f91es as necessary for the Department to carry out its
dut4es under this Agreement.
9• Caoperate and provide the necessary information to '

the Department or, where appropriate, refer to the appropriate i

� admin9strative agency or law enforcement official for prosecution under i

applicable federal or state statutes, any case where the Department ;
{ 6elieves fraud is involved. ;

B. The Department shall be responsi6le for all admin9strative s
duties relating to the federaT food stamp program not expressly �
undertaken by the Counties under A above, including but not limited to:

1. Intervlewing, certifying and calculating benefits �
for aTl non-public assistance applicants.
2. Recertifying all non-public assistance applicants.
3. Issuing a11 stamps.
� 4. Processing changes or supplemental allotments for �
all non-public assistance appl9cants. �
5. Conducting the telephone or home certificatian interview
for non-public assistance applicants as appropriate. ,
6. Pursuing any administrative or criminal fraud matters �
�
aris9ng out of the faod stamp program. `
7. Set up and maintain an accounting system which will
provide a quarterly statement of the total certification and administrative
, costs incurred 9n the operation of the food stamp program for the Counties.

8. On a quarterly basis, the State wi11 6i11 the Counties an �

amount equal to their proportionate share of 20 percent of the direct ? '

, administrative program costs incurred under this Agreement. The proportionate �
share for each County shall be computed on the basis of the number of house- i
holds served by the Department. 3

A 9iven household wili be counted only once far each month that the
Department takes one or mare actions with respect to that household.
Such action would include accepting an application, certification,
recertification, den4al of eligibllity, issuance of stamps and other
formal actlon. A County's share will be computed by multiplying
20 percent of the total administration costs incurred by the Department
_ by a fractlon whose numerator is the total number of households served
who reside in that County and whase denominator is the total number of
i
households served by the Department under this Agreement.

II. MISCELLANEOUS j
i A. This Agreement shall become effective March 1, 1979, �
,
; and shall continue in effect for three years and is renewable upon -
{ •
mutual agreement for additional twetve month periods. '
B. If the Department determines that the program outllned :
i
t
in this contract is no longer in compliance with tfie pertinent federal ;
requirements, or 9f the method of computing costs provtded far herein
i
6ecomes at variance with the method of computing costs for other counties f
under similar agreements, the Department upon ninety days written notice �
may terminate this agreement and/or the parties may agree to meet and i
attempt to resolve the issue or negotiate a new participation agreement. I
C. Agree_to mutually cooperate in lacating suitable temparary �
� i
. oPfice space for no more than three days per month until such time as � �
arrangements can be completed for budget approval and acquisition of an J
�
appropriate mobile office. j
�
IN WITNESS WHEREOF, the parties have executed this Agreement
as of the date set opposite their signatures.
