THIS AGREEMENT, made and entered into this fifth day ;1
of March, 1979, by and between MOiJNTAIN RIVERS SUBSTANCE ABUSE x

TASK FORCE, INC. (hereinafter referred to as Mountain Rivers) and a

WHEREAS, the County and Mountain Rivers recognize the -
need for a detoxification facility available to Pitkin County _
residents, and
• WHEREAS, Mountain Rivers has demonstrated during Calendar
Year 1976 their ability to adequately administer and provide quaiity
non-medical detoxification services, and
�;
. WHEREAS, the parties wish to establish a method of
payment for these servicess
NOW� THEREFORE, in consideration of mutual benefits to
be derived herefrom, the parties hereto agree as follows:
1. Services To Be Performed •
A. Mountain Rivers will maintain a non-medical detoxification
center and substance abuse treatment and rehabilitation
facility. �

B. Mountain Rivers will provide emotionai support, involve
client in counseling and faCilitate transfer of client to
continue treatment as necessary.

2. Payment For Services Performed �-�
A. Mountain Rivers shall bi11 Human Resources Department, �

Pitkin County, for locai residents on a monthly basis, �
�t
` identifying clients, number of days enrolled per client �
� and type of services provided. !.5

B. Pitkin County agrees to pay Mountain Rivers on a monthly �
basis following review and acceptance of billings by the � -
fit
Human Resource Coordinator. The unit of service for billing �
purposes shall be a Detox Day or a Halfway House Day.
C. Reimbursement rate for the unit of service shali be $13.87
per dap for fletox clients (not to exceed 7 days), and
$3.50 per day for Haifway House ciients (not to exceed 30 �
• days). The above amount may be increased according to � �
daily increases in cost per client which is the amount �
required by the State in order to meet the 25 percent which
Mountain Rivers is mandated to collect locally.
D. The maximum payments by Pitkin County for services during �,
Calendar Year 1979 shall be $2,500. It is agreed that
�
_ services for all eligible Clients will continue throughout
Caiendar Year 1979 even though monthly biliing may e�cceed
�
$2,500. However, should actual service be below the , °'�

jected level and monthly biiling be equal to iess than �
�.
$2,500, Mouhtain Rivers will be paid only for actual client �
days provided, as indicated by biiling.

i available. The biliing may be paid by other entities than F

the County (e.g. private insurance). The remaining portion �
of the unpaid bili may be billed to the County (the State �

covers 75 percent of the cost and the money concerned with

here is the remaining 25 percent as described above). �

is established for Calendar Year 1980. ;�

Federal funding after July i, 1979. �

3. Mountain Rivers agrees to indemnify and hold the County harmless �
for any and all claims for Ioss or damage arising from the operation
of the detoxificati.on facility and provision of the services
herein contracted for.

4. This contract may be canceled and terminated by either party,
- but the party desiring to terminate or cancel must give written �
notice (thirty) 30 days prior to the date of cancellation. �

5. By subscribing to this Agreement, the parties represent to each , �
other that they have heretofor acquired the necessary approval
and authorization to enter into this Agreement.
