I.
P.GCITAIS -
E�iHEREAS, the need to pro�.�ide services for short-term
emergency mental health care has become increasingly evident, and
k�HEP,iAS, this care is needed for individuals �aho be-
�;f cause of inental iilness, appear to b� gravely disabled (unable to
care for their basic personal needs or to make rational or respon-
sible decisions concerning their person) and lacicing the capacity
to understanc7 that this is so, and
WH�R�A.S, such individuals, according to State 1aw
(CRS27-10-105), may be placed in a state-approvad facility by a �
peace o£ficcr or professional person for a 72-hour treatment and
* evalua�ion period, and
wH�.REAS, the nearest State-approved facility available
to Pitkin County is Fort Logan 1•Sental Health Center in Denver, and
SdHGR�AS, it has been the responsibility of the Pit7cin
County ShezifP's Office to implement inunediate transportation to
Fort Logan M�ntal Health Cehter for the purpose of admitting
patients, and
WHEREAS, it is 2ess castly and more reasonable to
implement treatment on a local basis, and
:+IHEREAS, each party,is.authorized by statu�e or other-
wise to contract with one another. �,,

2. Pit)cin County agrees to assist with the cost of
short-term ettergency mental health hospitalization for 72-hour
mental health evaluation and treatment not to esceed �1000 (One
Thousand DolZars) ior the Calendar Year 1a79.
3. The service shal.l be avaiiable for Pa@Kin County
residents s�ho are unable to pay for the cost of said services.
4. The fpllo:�•ing procedure cvi12 be used with a1-
leged mentalZy ill individuals coming to the attention of the
agencies participa�ing in this Agreement: � I
A. An evaluation will be p�rformed by th� Aspen Mental
„ Health Clinic to determine the need for emergency
mental health hospitalization. Individuals will be
admitted bnly aite�ompietion of such an evaluation.
F3. If there is need [or hospitalization, Aspen 1-Sental
- Health Clinic wi21 arrange for a physician to admit
the individual to Aspen Valley Aospita.t on a j
voluntary basis.
C. [�Iithin three days, Aspen Mental FIealth Clinic,
in consultation �rith the attending physician,
taill have impl�mented an appropriate treatment

D. Tn no circumstances will funding be availaUle for
more than three days for any individuai.

5. Procedure for billing =vi11 be as follo�as:
A. Aspen Valley Hospital and the attending physician
iaitZ attempt to collect fces directly from the
I'� patient or a third party source.
B. In instances :ohere this is not possible, Aspen

� Valley Hospital crill bill the fund at the rate of
:�150 per day and the physician 4;i11 be r�imbursed
� £rom Aspen Plental Health Clinic funds.

C. Aspen DfentaZ FIealth Clinic i�ill approve the billing

' '' from Aspen Valley Hospital and sulxnit it to the
Human Resource Department.
P. This bill will contain information regarding
the patient number for identification, dates
of treatment, amount uncollectable and amount due.
Upon approval, the Human Resource Department will
requisition payment from the Pitkin County Finance
Department not to exceed 51000 for the Calendar
�.
Year 1979 or �150 per day for a maximum of three
�
days per patient.
E. Prior to September 1, 1979, Aspen Mental Health
Clinic *.vill submit a report doCUmen�iny use of these
funds to the Human Aesource Pepartment.
6. This contract may be canceled and terminated
by any party but that party desiring to terminate or cancel must
qive.�aritten notice to all other parties at least 30 days prior to
the date of caace�.ation.
7. By subscribing to this Agreement, the parties
;�, represent to each other that tl.zey have heretofore acquired the
} .' necessary approval and authorization to enter into this Agreement.
